Please refer to departments for specific rules and regulations. Entries in the Open Class Livestock Department close August 21, 2017 and are to be in the hands of the fair's administration office before midnight this date. All 4-H livestock and building entries will close August 15, 2017 and are to be in the Extension Office / Fair Office by 4 p.m. on this date. Photography, fine arts, childrens, middlle/high school, multi-media and afghans/quilts entries will be received 10 a.m.-4 p.m. on Saturday, Sept. 9. All Beer and Wine entries will be received 10 a.m.-2 p.m. on Saturday, Sept. 9, Entries will be received in the Farm and Garden Department 3-8 p.m. Wednesday, Sept. 13, 2017 and from 3-8 p.m. Thursday, Sept. 14, All entries in the Household Department, except baked goods, photography, fine arts, childrens, middle/high school, multi media and afghans/quilts, will be received 2-8 p.m. Wednesday, Sept. 13. All baked goods will be received 2-8 p.m. Thursday, Sept. 14. Refer to departments for specific dates and times for exhibit entry and release times. 4-H/FFA exhibitors should refer to their respective departments for specific dates and times. All entries must be made in strict compliance with the Premium List in accordance with which all premiums will be awarded. Exhibitors should, therefore, be particular to their stock or articles entered in the classes in which they properly belong. If any exhibitor has made, or caused to be made, a false statement in regard to any animal or article entered, or if any exhibitor shall attempt to interfere with or influence any judge in the awarding of premiums, such exhibitor shall be excluded from competition, and any premium awarded shall be forfeited. No animals or articles can be entered in more than one class, nor take more than one premium, unless specified in the catalog. When there is no competition in a class, premiums will be given at the discretion of the judge. An exhibitor may show any number of animals of the same age, but can win only two premiums under any classification. This applies to all animals in competition. The fair reserves the right to interpret all rules and regulations and resolve any situation which may arise and is not restricted by the lack of or omission of a specific rule or regulation. Every attempt is made for the safe keeping and well-being of exhibits; however the fair does not assume any liability regarding damages. Protests of rules, appeals from a decision of a judge, or appeals to a decision made by an oversight committee dealing with rules and regulations pertaining to the 4-H/FFA shows/exhibits must be submitted in writing to the President of The Great Frederick Fair within 24 hours, a copy of the protest will be immediately forwarded to the 4-H educator. All protests must be accompanied by a $ deposit, refundable if protest/appeal is sustained; and a completed accident/incident report form, which can be obtained at the 4-H office trailer or a club leader.

9 16 Fair of Dreams Country Nights & Carnival Lights The Great Frederick Fair The Great Frederick Fair supports disciplinary policies and procedures that are in effect and imposed through proper guidelines and channels of the 4-H and FFA divisions. It is also The Great Frederick Fair's policy to forfeit any and all premiums and prize winnings if for any reason exhibitor dismissal is imposed. Space will be allocated for all dairy and livestock brought to the fair, not the number entered. There will be no refund of entry fees for animals accepted and not brought to the fairgrounds. In the event that entry numbers are too high and barns become overcrowded, the fair has the right to turn away out of state exhibitors first, then out of county exhibitors. Exhibitors' Pass System Persons exhibiting in the Household and Farm and Garden Departments must purchase a Daily Admission Pass for $10 per three items entered, which entitles the exhibitor to a single day admission for each day of fair. The rule also applies to entries of articles made by children. Single day $8 admission passes may be purchased at the admission gates. Passes are not transferable and will be forfeited if presented by anyone other than the person to whom issued. An entry fee of $5 per animal (dairy, goats, sheep and swine); $15 per animal (beef); $10 per animal (draft horse and mule); and $30 per animal (Texas Longhorns); will be charged, payable when the entry is made. Non 4-H/FFA families, farms and/or exhibitors will receive 1 Exhibitor Season Pass with Parking for 1-3 paid entries and 1 additional Exhibitor Season Pass with Parking for 4 or more paid entries. Up to 4 additional season passes may be purchased. The Exhibitor Season Pass with Parking is good for admission onto the grounds and parking in the satellite lots A, B, C, or D only. (This provision does not apply to the Poultry Department). One Livestock Exhibitor parking mirror permit will be issued to each farm/family regardless of the number of entries or exhibitors in the farm/family group. Any 4-H/FFA er wishing to exhibit in the open class shows must pre-register and pay the appropriate entry fees stated above. Each 4-H/FFA exhibitor will receive 1 Exhibitor Season Pass with Parking. No deductions will be made from any premium awarded. Exhibitors of animals must be the owners; of fruit, grain, vegetable, etc., the growers; of manufactured articles, the maker thereof, or a duly authorized agent. Exhibitors of cattle, sheep, goats, swine and alpacas will report to the respective superintendent s office where stalls and pens will be assigned by the superintendent of the department. Exhibitor must see to the delivery of their stock to the department in which the same is entered. All exhibitors wishing to reserve a camper space may do so at the time of entry. The fee is $300 per week. Camper space is limited and spaces will be filled on a lottery system. Contact the fair s administration office for reservations Maryland Animal Health Fair and Show Requirements NEW ANIMAL HEALTH REQUIREMENTS FOR 2017: 1) All cattle and swine entering Maryland Fairs and Shows must have for official identification a radio frequency identifcation (rfid) tag. 2) For poultry: A. AI Testing Interval prior to entry into Maryland Fairs and Shows will be extended from 10 days to 21 days. B. Private sales of poultry will be allowed with a record of sale maintained by the fair or show operator for 1 year. The Maryland Department of Agriculture's (MDA), Animal Health Program strives to safeguard Maryland's animal industries at our Fairs and Shows. With an increased potential of disease transmission occurring when large numbers of animals gather for exhibition, MDA has set forth requirements for exhibitors to follow at Maryland Fairs and Shows. As an exhibitor you can help reduce the potential risk of introduction and spread of infectious and/or contagious diseases by following the species specific health requirements as below. Maryland Law provides penalties for violations of Animal Health Law and Regulations. Livestock and poultry failing to meet complete documentation of all requirements will be denied entry or removed from the exhibition - rejected. See animal rejection policy under general requirements for exhibitors Requirements for Sponsors of a Livestock/Poultry Exhibition (COMAR ) 1. Notification: Exhibit Sponsors must notify the Maryland Department of Agriculture (MDA), Animal Health Program Headquarters, 50 Harry S. Truman Parkway, Annapolis, MD 21401, of intent to sponsor an event that includes the exhibition of livestock or poultry no less than 60 days before the proposed event. Call to request an EXHIBITION NOTIFICATION form or go to MDA s website: 2. Reporting: Sponsors must report to the Department any animal from the exhibition suspected of having or showing obvious, apparent, or known signs of a contagious or infectious disease and/or deaths; and exclude from the exhibition premises any animals having obvious, apparent, or known signs of a contagious or infectious disease. A summary of all disease events shall be provided to MDA, in the form of an ANIMAL INCIDENT REPORT. Call to request an ANIMAL INCIDENT REPORT form. 3. Records: Exhibit sponsors must maintain a report of the owner, premises location and species of all animals attending the exhibition and provide this report upon request by MDA. 4. Exemptions: Exemptions of this regulation may be granted. (Refer to COMAR ) General Requirements for All Animal Species (COMAR ) Exhibitor Requirements: Exhibitors at state, county, and district fairs, along with other livestock exhibitions, expositions, and shows are required to comply with regulatory provisions of the State of Maryland relating to animal health as noted in COMAR These general requirements are summarized below. Requirements Apply to All Livestock: Livestock is defined as those species of animals used for human food or fiber or those species of animals used for service to humans. This includes but is not limited to cattle, sheep, new world camelids (llamas, alpacas, vicunas, and guanacos), goats, bison, privately owned cervids, ratites (cassowaries, kiwis, ostriches, and emus), swine, equine, poultry, aquaculture, and rabbits. Livestock does not include dogs and cats. 1. Documentation: Documentation is required for entry of all livestock and poultry and is described below. Examples of forms can be obtained by visiting MDA website: For out of state animals, see species specific out of state requirements. Upon request, a person who exhibits livestock shall present for inspection all reports, test charts, and appropriate health certificates required to accompany the livestock.

Maryland Entries: All Maryland entries must be accompanied by a Maryland Certificate of Veterinary Inspection (CVI) for show, except Poultry, Equine and Rabbits. The Maryland CVI is valid for 120 days for fairs and shows, providing that the status of the herd or animal(s) does not change. The Maryland CVI is a legible record, made on an official Maryland State form, issued by an accredited veterinarian, issued for animals being shown within the state and not crossing a state line, which shows that the animals listed thereon meet the health requirements of the state of Maryland. The Maryland CVI must be filled out, completed and signed by a Maryland accredited veterinarian using the proper selected report on the CVI form. Each animal must be properly identified on the CVI. The veterinarian must select if this document is for interstate travel, fair and exhibition season, equine, sale or other (with explanation). The veterinarian is required to send the original top (white) copy to MDA Headquarters within 7 days of completion, the middle (yellow) transport copy is to be retained by the owner of the livestock and the last (pink) copy is for the veterinarian's records. b. Out of State Entries: All out-of-state entries must be accompanied by an Interstate Certificate of Veterinary Inspection, except Poultry and Rabbits, or equine originating from Delaware, New Jersey, Pennsylvania, Virginia or West Virginia (equine coming from these states must have a valid Equine Infectious Anemia test report to enter). The Interstate CVI is valid for no more than 30 days from the date of inspection. An Interstate CVI must be legible, made on an official form of the state of origin, issued by an accredited veterinarian, and issued for animals being imported to this state within 30 days before the entry of the animals, which shows that the animals listed thereon meet the health requirements of the state of Maryland. 3. Self Certification: A completed Self Certification is required for all entries except for equine entering equine only events. Self-Certification forms must be filled out within 24 hours prior to loading and presented upon request to the designated representative. A Self Certification is a an official Maryland document signed by the owner/caretaker/transporter stating that the animals presented for exhibition are not showing any signs of, or having recent exposure to (within 21 days) infectious or contagious diseases. Self Certification forms are specie specific for livestock (ruminants, swine), equine, poultry and rabbits. These forms are available on MDA s website: 4. Test Report Forms. Testing is required for some species, and if so, a test report form will be required unless otherwise documented on the CVI. See Species specific Requirements for details of testing and test report requirements Examples of test reports are shown below: Avian Influenza Testing Report Pullorum-Typhoid Testing Report Coggins Test Report (Equine Infectious Anemia) Tuberculosis Test Report 5. Maryland Poultry Premises Identification All Maryland premises with poultry are required to be registered with the Maryland Department of Agriculture. The Poultry Premise number must be noted on the Test Report or other documentation of Pullorum Typhoid and Avian Influenza NPIP Clean or State H5/H7 Monitored status. 6. Animal Rejection Policy. Animals may be rejected from an exhibition, either denied entry or removed from the exhibition, as described below: a. Failure to provide completed documentation is grounds for rejection. b. A Skin Lesion Suspicious Of Ringworm To Be Considered No Longer Contagious To Other Animals Or People, New Wool Or Hair Must Completely Cover That Lesion. c. Livestock with clinical signs of infectious or contagious diseases or external parasites are not permitted entry or allowed to remain at the exhibition. Clinical signs include but are not limited to: active lesions of ringworm with resulting loss of hair, sore mouth, sore nose, caseous lymphadenitis, prolapse, mange or multiple warts easily visible without close examination. d. Suspicion of communicable disease is adequate grounds for rejection. Confirmed diagnosis is not required, since timely removal of suspicious animals is required by law to protect the remaining animals. e. Exposed animals may be rejected: If it is believed that there is a potentially serious communicable disease present, all animals originating with the suspect animal may be rejected. Vesicular diseases are of particular concern. f. All decisions are final. g. All parties involved will be notified of all rejections, including exhibit sponsors and supervisors. h. Animal rejections can be made by MDA Animal Health veterinarians or field inspectors, private veterinarians contracted by the show, Maryland Extension employees or individuals designated by the fair or show as a responsible person. All animals except rabbits must have Official Identification to enter exhibitions. In most cases, this means the animal will have to be identified using an official USDA or MD tag that is associated with a registered premise. Official Identification criteria and examples are provided at the end of this document. These requirements specifically affect: 1. Swine: Recognized breed ear notches or tattoos will not be acceptable as official identification in Maryland exhibitions. Swine must have tags bearing official identification. 2. Cattle: Brands or tattoos will not be acceptable as official identification in Maryland exhibitions for cattle. Animals must have a tag with official identification 3. Sheep and Goats: All sheep and goats must be officially scrapie-identified. Official identification for sheep and goats include the following: a. USDA-approved eartags; b. Legible registration tattoos, for which the registration paper shall accompany the animals; or c. Legible tattoos consisting of an individual animal number unique within the flock in one ear and the official scrapie premise identification number (flock ID) in the other ear, except that the tail web or flank may be used for earless animals or animals with damaged ears and must be accompanied by an owner statement. 4. CVIs must be submitted by veterinarians to the Maryland Department of Agriculture within 5 working days of inspection. Official identification tags may be requested from the Maryland Department of Agriculture by calling or ing animal.disease.traceability@maryland.gov.

Avian Influenza Testing IS required for Maryland Poultry for exhibition in Maryland. *Avian Influenza testing is still required for Out-of-state poultry coming to Maryland exhibitions There is no requirement for review, approval and stamping of the Certificate of Veterinary Inspection (CVI) prior to the animals going to the fair, show or exhibition. Veterinarians completing Certificates of Veterinary Inspection must fill out these forms completely, accurately, and legibly and include official identification information on the CVIs. Repeated failure to comply with requirements for CVI completion are grounds for loss of Accreditation. Only the examining veterinarian may sign CVIs. CVIs must be submitted to the Maryland Department of Agriculture within 5 working days of inspection. Falsification or altering of information on Certificates of Veterinary Inspection is illegal and subject to fines up to $10,000 (Agriculture Title ). Species Specific Requirements In addition to the general requirements above, specific requirements by species are shown for the following: All CATTLE Identification: Individual identification of each animal shall be a RFID official ear tag. Maryland Cattle Brucellosis: Maryland is a Bovine Brucellosis Class-Free State. Brucellosis testing is not required for Maryland cattle. Tuberculosis: Maryland is an Accredited Tuberculosis-Free State. Tuberculin test is not required for Maryland cattle. Immunization: Bovine Respiratory Complex is required on all Maryland cattle to include Bovine Respiratory Syncytial Virus, Bovine Viral Diarrhea, Infectious Bovine Rhinotracheitis and Parainfluenza. Leptospirosis is recommended. Out-of-State Cattle Brucellosis: 1. Bovine Brucellosis Class Free State, Region or Zone a. No brucellosis test required 2. Non-Bovine Brucellosis Class Free State, Region or Zone a. Be official vaccinates under 24 months old with vaccination dates recorded on the Interstate CVI, or b. Be tested negative within 30 days before entry Tuberculosis: 1. Accredited Tuberculosis Free States, Region or Zone a. No tuberculin test required. 2. Modified Accredited Advanced or lower Tuberculosis Free Areas or States (Not TB Free) a. All cattle over 6 months of age shall comply with the following: i. Cattle must originate from a herd where a complete herd test was conducted within the past 12 months; progeny from such herds born since that test may be imported without a tuberculin test, or ii. Any individual animal, over 6 months, entering Maryland must have a negative tuberculin test within 60 days before import. b. Status of herd and area must be shown on certificate. All SWINE Identification: Individual identification of each animal shall be a RFID official ear tag. Maryland Swine Brucellosis: Maryland is a Brucellosis Class-Free State. Brucellosis testing is not required for Maryland swine. Tuberculosis: Maryland is an Accredited Tuberculosis-Free State. Tuberculin test is not required for Maryland swine. Immunization: Leptospirosis is recommended. Out-of-State Swine Brucellosis: All swine, expect barrows, 6 months of age and older shall be negative to an official test for brucellosis within 30 days prior to exhibition entry, or originate directly from a validated brucellosis-free herd or brucellosis-free state. Pseudorabies: Swine over 6 months of age shall be negative to an official test for Pseudorabies conducted within 30 days prior to exhibition entry, or originate immediately and directly from a qualified Pseudorabies negative herd or Stage 4 or Stage 5 Pseudorabies free state. Immunization: Leptospirosis is recommended. All SHEEP: Identification for Sheep: All sheep must be indentified with USDA-approved Scrapie ear tags. Out of State Sheep No additional requirements. Market Lambs It is recommended that all lambs be slick shorn prior to entry for inspection for club lamb fungus. All GOATS: Identification for Goats: All goats must be officially scrapie-identified. Official identification for goats includes the following: a. USDA-approved Scrapie ear tags; b. Legible registration tattoos, for which the registration paper shall accompany the animals; or c. Legible tattoos consisting of an individual animal number unique within the flock in one ear and the official scrapie premise identification number (flock ID) in the other ear, except that the tail web or flank may be used for earless animals or animals with damaged ears and must be accompanied by an owner statement. d. A microchip ID with official scrapie identification is acceptable if the owner provides the reader. Maryland Goats Brucellosis: Maryland is a Brucellosis Class-Free State. Brucellosis testing is not required for Maryland goats. Maryland is a Brucellosis Class-Free State. Brucellosis testing is not required for Maryland goats. Tuberculosis: Maryland is an Accredited Tuberculosis-Free State. Tuberculin test is not required for Maryland goats. Out-of-State Goats Tuberculosis: 1. Accredited Tuberculosis Free States, Region or Zone: No tuberculin test required. 2. Modified Accredited Advanced or lower Tuberculosis Free Areas or States (Not TB Free)

Goats must originate from herds in which all animals are tested negative within past 12 months; progeny from such herds born since that test, may be imported without a tuberculin test, or ii. Any individual animal entering Maryland must have a negative tuberculin test within 60 days before import. b. Status of herd and area must be shown on certificate All EQUINE Identification: Individual official identification shall include the following as applicable; name, registration number, tattoo or brand, breed, age, sex, color and markings if present. Animals using tattoos or brands for official identification must be accompanied with the breed registration papers. Equine Infectious Anemia (Coggins) Testing: All equine for exhibition shall be accompanied by a valid Coggins Test done within 12 months prior to exhibition entry. Self Certification Requirement and Exemption: Exhibitor's Self Certification of Animal Health is required for each equine entering a fair/show-type event where multiple livestock species are present. The form must be available for inspection if requested. Those participating in equine-only shows and events are exempt from this requirement; however, it is good practice to thoroughly double check the health and skin condition of the animal before departing for the event. The form provides an easy checklist to do this. Exhibitors may not bring an animal having apparent or known signs of a contagious or infectious disease to a show. Maryland Equine 1. All horses and other equidae, 9 months of age and older, shall be accompanied by a negative test for equine infectious anemia (EIA) made within the 12 months before the date of the event. A copy of this test shall accompany every animal. 2. A Maryland CVI is not required for Maryland equine Out-of-State Equine 1. All horses and other equidae, 9 months of age and older, shall be accompanied by a negative test for equine infectious anemia (EIA) made within the 12 months before the date of the event. A copy of this test shall accompany every animal. 2. All horses and other equidae shall be accompanied by a CVI issued within 30 days prior to entry. 3. The following contiguous states and New Jersey are exempted from the CVI requirement: Delaware, Pennsylvania, Virginia, and West Virginia. All POULTRY 1. Waterfowl will be allowed into fairs and shows. 2. Wild bird displays or poultry zoos will be allowed. 3. Eggs must be cleaned and sanitzed. 4. Identification: poultry entering an exhibition shall be identified with a numbered leg or wing band. 5. All poultry exhibitors shall complete a poultry exhibitor's self-certification of animal health. 6. TESTING REQUIREMENTS: All poultry for exhibition including wild bird displays or poultry in petting zoos shall meet the requirements for Pullorum- Typhoid and Avian Influenza testing as detailed below. a. Salmonella Pullorum-Typhoid Testing Requirements: All poultry except waterfowl, wild birds, pigeons and doves shown at public exhibitions in this state shall meet one or more of the following requirements: i. Originate directly from a U.S. Pullorum-Typhoid Clean flock as defined in Title 9 of the Code of Federal Regulations, OR ii. Have a negative official test for Salmonella Pullorum-Typhoid within 90 days before fair, exhibitions, exposition, or show facility and remain segregated from all poultry of unknown or positive Salmonella Pullorum-Typhoid test status. b. Avian Influenza Testing Requirements: All poultry including wild birds except pigeons and doves shown at public exhibitions in this state shall meet one or more of the following requirements: i. Originate directly from a U.S. Avian Influenza Clean Flock as defined in Title 9 of the Code of Federal Regulations, or from a State Avian Influenza Monitored Flock as defined by the state of origin, OR ii. Have a negative Avian Influenza test conducted on at least 30 birds from their flock (or complete flock if fewer than 30) within 21 days prior to event and remain segregated from all poultry of unknown or positive Avian Influenza test status. 7. DOCUMENTATION of test results must be provided on MDA-E06 and MDA - E20, VS form 9-2, VS form 9-3 or comparable form approved by the State Veterinarian. Maryland Poultry 1. Premise Registration: All poultry exhibitors must have valid proof of a registered Maryland Poultry Premises ID Number. Out-of-State Poultry No additional requirements. All RABBITS 1. See 2017 Rabbit Waiver: Rabbits are not required to have a Certificate of Veterinary Inspection. 2. Identification: Individual identification of each animal shall be a tag, tattoo or microchip if the exhibitor provides the reader. 3. All Rabbits for exhibition shall complete a Rabbit Exhibitor's Self Certification of Animal Health. Maryland and Out-of-State Rabbits No additional requirements. All CAMELIDS Identification: Individual identification of each animal shall be an official metal ear tag or microchip if the exhibitor provides the reader. Maryland Camelids Brucellosis: Brucellosis testing is not required for Maryland camelids. Tuberculosis: Tuberculin test is not required for Maryland camelids. Out-Of-State Camelids Brucellosis: Brucellosis testing is not required for out-of-state camelids. Tuberculosis: 1. Accredited Tuberculosis Free States, Region or Zone a. No tuberculin test required. 2. Modified Accredited Advanced or lower Tuberculosis Free Areas or States (Not TB Free) a. All camelids over 6 months of age shall comply with the following: i. Camelids must originate from a herd not under restriction or quarantine for tuberculosis and from which a complete herd test was conducted within the past 12 months; progeny from such herds born since that test may be imported without a tuberculin test, or ii. Any individual animal, over 6 months, entering Maryland must have a negative tuberculin test within 60 days before import. b. Status of herd and area must be shown on certificate. WILDLIFE & EXOTIC SPECIES Exhibitors of wildlife and exotic species must make sure that all Maryland DNR and USDA requirements are met. For DNR requirements call For specific MDA requirements for exotic species please contact the State Veterinarian's office at DOGS, CATS AND FERRETS Exhibitors must have a current rabies certificate as proof of rabies vaccination. PETTING ZOOS Animals exhibited in a petting zoo at a show or fair must have the same health paper certification, testing and immunizations as other exhibited livestock, poultry or exotic species. ANIMAL HEALTH ISSUES Contagious Diseases: All animals must be free from apparent contagious disease including but not limited to ringworm, pinkeye, warts, mange, sore mouth, respiratory infection and conta-gious hoof infections. Follow Drug and Vaccine Withholding Times: In order to prevent the contamination of food products, labeled withholding times should be strictly adhered to in food producing animals that have been treated with any drug or have had vaccine administered. Judges will be permitted to see the books of entry to ascertain the names of animals and their owners, after they have made their decision, in order to insert the same in their report. Blank reports will be furnished to the judges by the fair, with the number of premiums offered. On these, the judges will make their awards in writing, sign the same and hand to the superintendent, who will immediately deliver the same to the fair. Judges will be careful to award premiums only to such animals or articles for which a premium is offered by the fair. The judges will, in all cases, whether there be competition or not, award only such premiums as they deem proper as the merit of the animal or article warrants. No person shall act as judge upon any animal or article in which he or she may be interested as exhibitor, the agent or employee of an exhibitor or otherwise, and no award shall be valid or will be paid in any case where it shall be proven that any judge is, or was at that time interested as exhibitor, owner or otherwise, in any articles or animals awarded premiums. The judges of animals will have to regard the symmetry, early maturity, size and general qualities characteristic of the breeds which they judge. They may make due allowance for age, feeding, and other circumstances, and the character and condition of the animals. They will not award premiums for bulls, cows, or heifers which seem to have been fattened for processing: the object being to have superior animals for breeding. All animals or articles competing for the same premium must be brought together as the judges may appoint, and the judges may require, at their discretion, exhibitors to change the position, and bring in proximity animals and articles concerning the comparative merits of which they may feel in doubt. Premium ribbons and cards will be attached to animals or articles as soon as the awards are made by the judges, thus: blue to indicate first; red for second; yellow for third; pink for fourth; green for fifth. IAFE National Code of Show Ring Ethics Adopted by the Board of Directors, The Great Frederick Fair Exhibitors of animals at livestock shows shall at all times deport themselves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agriculture education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at a livestock show. In addition to the "IAFE National Code of Show Ring Ethics," fairs and livestock shows may have rules and regulations which they impose on the local, county, state, provincial and national levels. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers, and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and shall be prohibited from future exhibition in accordance with rules adopted by respective fairs and livestock shows. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada. Protests of rules, appeals from a decision of a judge, or appeals to a decision made by an oversight committee dealing with rules and regulations pertaining to the 4-H/FFA Shows/Exhibits must be submitted in writing to the President of The Great Frederick Fair within 24 hours, a copy of the protest will be immediately forwarded to the 4-H educator. All protests must be accompanied by a $ deposit, refundable if protest/appeal is sustained; and a completed accident/incident report form, which can be obtained at the 4-H office trailer or a club leader. The Great Frederick Fair supports disciplinary policies and procedures that are in effect and imposed through proper guidelines and channels of the 4-H and FFA divisions. It is also The Great Frederick Fair's policy to forfeit any and all premiums and prize winnings if for any reason exhibitor dismissal is imposed. The following is a list of guidelines for all exhibitors and all livestock in competitive events: 1. All exhibitors must present, upon request of fair and livestock show officials, proof of ownership, length of ownership and age of all animals entered. Misrepresentation of ownership, age, or any facts relating thereto is prohibited. 2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by fair or livestock show officials. 3. Junior exhibitors are expected to care for and groom their animals while at fairs or livestock shows. 4. Animals shall be presented to show events where they will enter the food chain free of violative drug residues. The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine,saliva, blood, or other substances from the animals to be used in testing.animals not entered in an event which culminates with the animal entering the food chain shall not be administered drugs other than in accordance with applicable federal, state, and provincial statutes, regulations and rules. Livestock shall not be exhibited if drugs administered in accordance with federal, state, and provincial statues, regulations and rules affect the animal's performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the laboratory to which it is sent is the one taken from the animal in question, its integrity is preserved and all procedures of said collection and preservation transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken form the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden of the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise. At any time after an animal arrives on the fair or livestock show premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal shall be administered by a licensed veterinarian. 5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal's performance or alter its natural contour, conformation, or appearance except external applications of substance to the hoofs or horns

16 30 Fair of Dreams Country Nights & Carnival Lights The Great Frederick Fair of animals which affect appearance only and except for surgical procedures performed by a duly licenced veterinarian for the sole purpose of protecting the health of the animal, is prohibited. 6. The use of showing and /or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited. 7. Direct criticism or interference with the judge, fair or livestock show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, fair and livestock show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them. 8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action or inaction to violate this code of ethics. Violation of this rule shall subject such individual to disciplinary action. 9. The application of this code of ethics provides for absolute responsibility for an animal's condition by owner, exhibitor, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics. 10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the fair or livestock show for violation of this Code of Show Ring Ethics and any other rules of competition of the fair or livestock show without recourse against the fair or livestock show. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the fair or livestock show may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expositions and any special notices to members. 11. The act of entering of an animal in a fair or livestock show is the giving of verification by the owner, exhibitor, fitter, trainer or absolutely responsible person that he or she has read the IAFE National Code of Show Ring Ethics and under stands the consequences of and penalties provided for actions prohibited by the code. The Agricultural Business Council, in conjunction with The Great Frederick Fair and the Ag Education PR Committee, is proud to announce the Valentine Family as the 2016 Farm Family of the year. Robert Valentine was involved in showing cattle in 4-H under the prefix of Val-Ayr and although he had no farm to personally milk the cows he had some land and a barn. When his sons Mike and Mark started 4-H, Robert and Madeline bought them their first 4-H projects and their love of good cattle continued to blossom. Vales Pride Farm was started by Mike and his wife Denise in 1989, and they made the move to purchase Denise s grandfathers farm in Their love of good cattle continued to grow and this allowed the whole Valentine family a place to keep their beloved Ayrshire cows. Today the Valentine family also boards cattle for other 4-H members and adults in the area. Currently they milk 115 head of registered Ayrshires and Holsteins, with the majority being Ayrshires along with raising an additional 75 replacement heifers. The whole family has been very active in the farming community as well as the Catoctin High School sports programs. They have served in leadership roles in the MD Ayrshire Breeders Association, U.S. Ayrshire Breeders Associations, the Grange, Show Like A Pro Dairy Workshop, The Great Frederick Fair, as well as the Thurmont and Emmitsburg Community Show. The years of successful operation and involvement of the whole Valentine family were highlighted recently when the Robert Valentine family was named the 2016 Frederick County Farm Family of the Year by the Agricultural Business Council in conjunction with The Great Frederick Fair and the Agriculture Education PR Committee. Like many dairy farmers, this family has overcome many challenges especially the instability of the dairy economy and learning to deal with the highs and lows of the market. Their ultimate goal is to remain an operating dairy farm for many years and generations to come, however they understand the farm needs other sources of income to help subsidize when the price of fluid milk is not conducive to sustainability. This farm has started to diversify by leasing a small portion of land to a solar company, increasing genetic value of cattle, and having their first Contract with a bull stud. Involved in this six generation farm are Robert and Madeline Valentine, son Mike and wife Denise, Mike s daughter Amanda and Husband Paul Dennis along with their son Bryce, daughter Jessica and her husband Drew Derr and children Patrick and Jet, and youngest daughter Samantha and boyfriend Tyler Fitzwater. Robert and Madeline s youngest son Mark and his wife Jessica along with their children Cadin and Gavin. No matter what the future holds for the farm itself, agriculture will always play a huge part in the lives of each and every member of the Valentine Family.
