All vehicles improperly parked will be towed away. Under no circumstances can automobiles be parked around buildings, in fire lanes, or in open areas throughout the central part of the grounds. Livestock trailer or truck parking in assigned areas. Camper parking in assigned areas with permit only. See Livestock Office. The Society will not be liable, under any circumstances, through negligence of itself, its agents, acts of third party, or otherwise, for injury to the person or property of the owner or occupant, for any property loss or damage. GENERAL RULES All rules and regulations referred to herein are made a part of the conditions under which entries are accepted and permits granted for exhibits and concessions. The Management reserves the right to interpret, amend or add to its rules and regulations. Persons violating general or special rules, or engaging in personal misconduct shall be subject to such penalty as the management may impose including forfeiture of all privileges and premiums. The management encourages the reporting of mistreatment or extortion by concessionaires and any discourtesy or irregularity of its employees. Violation of local, State or Federal laws should be reported promptly to the Police Department. Dogs, whether on leash or not, are prohibited on the grounds. EXHIBITS AND EXHIBITORS Read carefully all rules pertaining to each department. Applications for entries of Livestock must be made on forms furnished by the Society in accordance with instructions and rules of the premium list. Right is reserved to close entries before specified closing date. Entries cannot be changed after closing date. NO REFUNDS.

4 General Information 4 Entries must be made in the name of a bona fide owner. Violation of this rule shall work a forfeiture of premiums. All livestock must stay in the designated area. The Management has the right to require any unhealthy animal to be removed from the Fair Grounds. All livestock entries (except steers) must be registered with their National Breed Association. Hereford cattle must be in the American Polled Hereford Association Record and or The American Hereford Assoc. All animals must have clearly legible tattoo identification and such identity must conform to the tattoo recorded on the official registry certificates. All exhibits must be delivered and removed at time indicated by rules of each department. Exhibits must be displayed in manner requested by Department Superintendents. Any exhibitor removing any of their animals from the barn before the release time will forfeit all their premium money. The posting and distribution of advertising matter is strictly prohibited other than in or from space occupied by exhibitor. The Management assumes no responsibility for loss or damage to stock or exhibits from any cause. The Management will take every precaution to protect the safety of stock or articles entered or shown after their arrival and placement; but under no circumstances will it be responsible for any loss, injury or damage done to, or occasioned by, or arising from any animal or article on exhibition, and the exhibitor shall indemnify the York County Agricultural Society for any and all damages. The Society reserves the right to withhold awards where its rules and regulations are not complied with, where fraud or deception has been practiced, or where the exhibit does not merit an award. Fair reserves the right to reject or disqualify any entry. In all cases, the decision of the management shall be final. False representation, interference or misconduct by an exhibitor or his agent will be dealt with by the Director in Charge of the departments wherein the exhibit is entered. There will be no appeal from this decision. Protests against awards must be in writing and indicate the reason there for and be filed with the Secretary not later than the day after the award is made. Protestants will be granted a hearing if deemed necessary, by the Management. Payment of premiums will be made by check. Premium checks must be cashed within 30 days. Deadline for reporting any discrepancies in award checks is October 31, JUDGES Exhibitors are not permitted to act as judges in a class in which he or she exhibits or is directly or indirectly interested. Judges must not award prizes to an unworthy exhibit. In the absence of competition, or where only one exhibit is entered, 1st, 2nd, 3rd or no premiums will be awarded according to the merit of the exhibit. Judges will make special mention of meritorious exhibits for which no premium is offered. Interference with judges will not be permitted. Interfering exhibitors will be barred from competition. All award books or sheets must be properly signed by the judges and returned to the head of the department immediately after the completion of awards. In paying premiums, no evidence of awards will be recognized except the entry book and sheets, signed by superintendents and judges. Ribbons, cards and labels that may be attached to exhibits will not be recognized. The decision of the judges will be final in all cases except where error, fraud, misrepresentation or collusion, not discovered at the time o f t h e award, is proven. In such cases, the decision of the Management will be final.

Applications and fees for entries will be received in person, by mail or online at the office of the Society, 334 Carlisle Ave., York, PA 17404, up to and including August 1, ALL ENTRY FEES MUST BE PAID AT TIME THE ENTRIES ARE MADE. CATTLE $3.00 per head SHEEP, GOATS, SWINE $2.00 per head Initial bedding will be supplied and additional bedding available. Exhibitors departing Monday must clean out stalls before departing. Exhibitors should bring wheelbarrow for cleaning stalls. In the absence of competition in any class, the right is reserved to award the premium which the animals merit. Right is reserved to close entries before specified closing date. All applications received for entries, after the stall capacity is reached, will together with entry fees, be promptly returned. Entry money will be returned only if cancellation is received before August 27, Sheep for competition or exhibition must arrive no later than 8:00 P.M. Thursday, September 6 Dairy Goats and Dairy Cattle entered for competition or exhibition must arrive no later than 9:00 P.M. Thursday, September 7. Meet Breading and Market Goats must arrive no later than 4 P.M. Tuesday September 11. Swine and beef cattle no later than 6:00 P.M. Tuesday, September 11. Dairy, beef cattle, sheep, swine and goats will be judged in Judging Rings. Animals suffering from a contagious disease will not be admitted to the grounds. If, through oversight, such animal is admitted, it will be removed immediately. No livestock to enter or exit through pedestrian doors. Livestock to be exercised in tie out building only. GUIDELINES FOR CARE OF ANIMALS 1. It is the responsibility of each exhibitor to care for animals in a manner that is responsible and ethical. Following are some guidelines for the treatment of animals exhibited at the show. a. Restraining Animals i. Animals should be tied or penned in a manner that will not hurt the animal or restrict its breathing in any way. ii. Animals should be tied so that all four feet are firmly on the ground and they have enough room to stand comfortably and lie down. iii. Animals should be tied so that they are not able to injure animals tied near them. iv. Animals unaccustomed to each other should not be penned together. b. Handling - Any type of rough handling which could harm the animals is prohibited. The use of whips, canes, and show sticks should be restricted to showing only and then be used only to guide the animals, not punish them. Remember, animals will respond quicker and better to quiet, gentle handling, than loud, rough handling. c. Bedding - All animals should have bedding that is dry and clean. Pens should be cleaned regularly to keep the animals clean and comfortable. If non-traditional bedding such as carpeting is used, it should be regularly cleaned (at least twice daily) to keep the pen free from manure.

6 Department d. Feeding & Water - Animals should be well fed and have access to clean water regularly. Realizing that market animals must have restricted amounts of feed to maintain the proper weight, animals must be fed adequate amounts of feed to meet the animal s basic requirements. Animals not allowed reasonable access to feed and water will be disqualified from the show. e. Transportation - Animals should be transported in a way that is both safe and considerate of the animal s well-being. f. Blanket/Sweat Collars - Any type of material such as blankets or sweat collars should be large enough to permit normal body functions such as breathing, eating, drinking or lying down. g. Health - It is the responsibility of the exhibitor to provide proper health care for their animals through routine inspection and consultation with health care professionals. The improper or illegal use of drugs or antibiotics prohibited. If medication is indicated, be sure to follow the label directions and allow more than the state withdrawal time. The exhibitor is responsible for all veterinary services during the fair YORK FAIR CODE OF SHOW RING ETHIC Exhibitors of animals at the York Fair shall at all times deport them- selves with honesty and good sportsmanship. Their conduct in this competitive environment shall always reflect the highest standards of honor and dignity to promote the advancement of agricultural education. This code applies to junior as well as open class exhibitors who compete in structured classes of competition. This code applies to all livestock offered in any event at the livestock show. All youth leaders working with junior exhibitors are under an affirmative responsibility to do more than avoid improper conduct or questionable acts. Their moral values must be so certain and positive that those younger and more pliable will be influenced by their fine example. Owners, exhibitors, fitters, trainers and absolutely responsible persons who violate the code of ethics will forfeit premiums, awards and auction proceeds and may be prohibited from future exhibition in accordance with the rules adopted by the commission. Exhibitors who violate this code of ethics demean the integrity of all livestock exhibitors and should be prohibited from competition at all livestock shows in the United States and Canada. The following is a list of GUIDELINES for all exhibitors and all livestock in competitive events: 1. All exhibitors must present, upon request of show officials, proof of ownership, length of ownership and age of all animals entered. Misrepresentation of ownership, age or any fact relating there- to is prohibited. 2. Owners, exhibitors, fitters, trainers, or absolutely responsible persons shall provide animal health certificates from licensed veterinarians upon request by show officials. 3. Junior exhibitors are expected to care for and groom their animals while at the show. 4. Animals shall be presented to show events where they will enter the food chain free of volatile drug residues. The act of entering an animal in a livestock show is the giving of consent by the owner, exhibitor, fitter, trainer and/or absolutely responsible person for show management to obtain any specimens of urine, saliva, blood, or other substances from the animal to be used in testing. Animals not entered in an event, which culminates with the animal entering the food chain, shall not be administered drugs other than in accordance with applicable federal and state statues, regulations and rules. Livestock shall not be exhibited if the drugs administered in accordance with federal and state statues, regulations and rules affect the animal's performance or appearance at the event. If the laboratory report on the analysis of saliva, urine, blood, or other sample taken from livestock indicates the presence of forbidden drugs or medication, this shall be prima facie evidence such substance has been administered to the animal either internally or externally. It is presumed that the sample of urine, saliva, blood, or other substance tested by the approved laboratory to which it is sent is the one taken from the animal in question, its integrity is reserved and all procedures of said collection and preservation, transfer to the laboratory and analysis of the sample are correct and accurate and the report received from the laboratory pertains to the sample taken from the animal in question and correctly reflects the condition of the animal at the time the sample was taken, with the burden on the owner, exhibitor, fitter, trainer, or absolutely responsible person to prove otherwise. At any time after an animal arrives on the York Fair premises, all treatments involving the use of drugs and/or medications for the sole purpose of protecting the health of the animal, shall be administered by a licensed veterinarian or owner in consultation of a veterinarian. 5. Any surgical procedure or injection of any foreign substance or drug or the external application of any substance (irritant, counterirritant, or similar substance) which could affect the animal's performance or alter its natural contour, conformation, or appearance, except external applications of substances to the hooves horns of animals which affect appearance only and except for surgical procedures performed by a duly licensed veterinarian for the sole purpose of protecting the health of the animal, is prohibited.

7 Department The use of showing and/or handling practices or devices such as striking animals to cause swelling, using electrical contrivance, or other similar practices are not acceptable and are prohibited. 7. Direct interference with the judge, show management, other exhibitors, breed representatives, or show officials before, during, or after the competitive event is prohibited. In the furtherance of their official duty, all judges, show management, or other show officials shall be treated with courtesy, cooperation and respect and no person shall direct abusive or threatening conduct toward them. 8. No owner, exhibitor, fitter, trainer, or absolutely responsible person shall conspire with another person or persons to intentionally violate this code of ethics or knowingly contribute or cooperate with another person or persons either by affirmative action of inaction to violate this code of ethics. 9. The application of this code of ethics provides for absolute responsibility for an animal's condition by an owner, fitter, trainer, or participant whether or not he or she was actually instrumental in or had actual knowledge of the treatment of the animal in contravention of this code of ethics. 10. The act of entering an animal is the giving of consent by the owner, exhibitor, fitter, trainer, or absolutely responsible person to have disciplinary action taken by the Commission for the violation of this Code of Show Ring Ethics. The act of entering an animal is the giving of consent that any proceedings or disciplinary action taken by the Commission may be published with the name of the violator or violators in any publication of the International Association of Fairs and Expositions, including Fairs and Expositions and any special notices to members. 11. The act of entering an animal in the show is the giving of verification by the owner, exhibitor, filter, trainer, or absolutely responsible person that he or she has read the Code of Show Ring Ethics and understands the consequences of and penalties provided for actions prohibited by the code. It is further a consent that any action which contravenes these rules and is also in violation of federal and state statues, regulations, or rules may be released to appropriate law enforcement authorities with jurisdiction over such infraction.

Texas Longhorn Ring #2 USE CAUTION WHEN FITTING YOUR ANIMALS Be sure to use only grooming products that are approved for use on meat and dairy animals when fitting your animal for show. Unapproved products may contain ingredients that result in unacceptable residues in the meat or milk. If you are not certain that a product is residue safe and approved for use on meat or dairy animals, do not use it **Important!** If upon slaughter, treatment with drugs, biologics, or any chemical from fitting products, is the cause of condemnation of a carcass, the loss of the carcass and any other damages will be borne by the exhibitor. In an effort to provide consumers with a safe, high quality product, the Junior Show Committee and the York Fair, approve of the above statement. All 4-H and FFA market animals that will be sold at the Junior Livestock sale, should not use any fitting material that does not have USDA approval. Animals may be washed and blown dry, but should not have any spray or substance that might be illegal. Any terminal animal that is found to violate this rule may not be sold on Saturday, September 15, Animal Health Regulation CATTLE Section 3: Pennsylvania Cattle Requirements: 1. Cattle shall be identified by an official ear tag or other unique identification device approved by PDA. Official identification includes: A USDA-issued National Uniform Eartagging System (NUES) ear tag having a US shield ; or A 15 digit Animal Identification Number (AIN) ear tag starting with 840 and having a US shield ; or Other identification approved by the PDA (brands and breed registrations with tattoos are not acceptable).

10 Department 2 & Certificate of Veterinary Inspection (CVI) issued after May 1, All animals must be free of evidence of infectious and contagious diseases and a statement of this should be written on the CVI. Recommendations: 1. A current rabies vaccination administered by a licensed veterinarian for animals 3 months of age and older (observe appropriate slaughter withdraw time). 2. Rodeo: It is recommended that rodeo cattle of all ages be negative on an official tuberculin test within 60 days prior to the start of the fair unless they are members of and originate from an accredited tuberculosisfree herd. The cattle can be accompanied by the negative test report or the tuberculosis test results can be recorded by the veterinarian on a CVI. 3. Other Vaccination Recommendations: It is highly recommended that all cattle entering the show be immunized against IBR, PI3, BVD, and BRSV. It is strongly recommended that at least one vaccination against IBR, PI3, BVD, and BRSV be given within the 12 months prior to the date of arrival at the show. Section 4: Out of State Cattle Requirements: 1. Federal regulations (USDA) require a Certificate of Veterinary Inspection (CVI) issued within the 30 days prior to the date of importation. 2. Vesicular Stomatitis (VS): This applies to cattle entering Pennsylvania from states that experienced a Vesicular Stomatitis outbreak in the last 12 months. In these cases an accredited veterinarian shall determine whether the animals are free from VS, and animals shall be accompanied by a CVI with the following statement signed by the accredited veterinarian: All animals identified on this CVI have been examined and found to be free from VS. During the past 90 days, these animals have neither been exposed to VS nor were located within 10 miles of a site where VS has been diagnosed. 3. All animals must be free of evidence of infectious and contagious diseases and a statement of this is required on the CVI. 4. Federal regulation (USDA) requires individual official animal identification. Official ID will have a US shield and includes: A USDA-issued National Uniform Eartagging System (NUES) tag; or A 15-digit Animal Identification Number (AIN) ear tag starting with 840 ; or Other official identification approved by USDA. (brands and breed registrations with tattoos are not acceptable). 5. Tuberculosis testing requirements: No test is required for animals originating from states or zones designated as accredited free by the USDA. All animals originating from states or zones designated modified accredited advanced by the USDA must be test negative within the 60 days prior to the date of importation. The negative test results and dates of tests must be included on the CVI or the animal must be accompanied by a negative test report (a copy of the original report is acceptable). All animals originating from states or zones designated modified accredited by the USDA must originate from herds in which all animals 12 months of age and older are test negative within the 12 months prior to the date of importation and the individual animals (all ages) to be imported are also test negative within the 60 days prior to the date of importation and at least 60 days after the negative whole herd test was completed. The negative test results and date of test must be included on the CVI or the animal must be accompanied by a negative test report (a copy of the original test report is acceptable). Read rules under caption Exhibits and Exhibitors All health papers must be checked in with Superintendent before market lambs can be weighed in. Entry Fee - $2.00 Per Animal. No exhibitor may receive more than two premiums in any individual class. Only one group prize will be paid to any single exhibitor in a class. All animals in the group classes must be registered to the same exhibitor. Market lambs may not be shown as breeding sheep and breeding sheep may not be shown as market lambs. Pen of lambs consists of two ram lambs and two ewe lambs. Flock consists of one ram, any age; two ewes, one year and under two years; two ewes under one year. Breeder s young flock consists of ram lamb and two ewe lambs, all bred and owned by exhibitor. A get of sire consists of four breeding animals, any age or sex, the get of one sire. Only one holder per animal will be allowed in the judging ring at any time (except when showing group, one extra handler may be allowed). Any animal of unthrifty nature, unsuitable condition or which cannot be satisfactorily handled under show conditions, will be removed from the Fairgrounds. All exhibitors must check in their Registration Papers with the Sheep Superintendent by Thursday, Sept 6, 5-8 P.M. to be eligible to show. All information will be posted at the office. During the past 90 days, these animals were not located within 10 miles of a site where VS has been diagnosed. 3. In case a herd is registered in names of different members of a family and where the herd is one unit, all entries will be considered as a single exhibitor. All mature sows must have produced living offspring within twelve months preceding September 1, All transfers must have taken place at least thirty days prior to the opening of the Fair, and the exhibitor must have in his possession a certificate of transfer bearing the signature of the Secretary of the respective breed association. All competing animals must be registered, regardless of age. All barrows in open class exhibitors must prove that animals are registered and notched ears. 21 Department Brucellosis Testing Requirements: No brucellosis test is required if the animal originates from a validated brucellosis-free herd. If from a validated herd, the herd number and date of last test must be included on the CVI. If not originating from a validated herd, out of state swine must be negative to an official brucellosis test within the 30 days prior to the date of importation, and the negative results and date of test must be included on the CVI or the animal must be accompanied by a negative laboratory test report (a copy of the original lab report is acceptable). 6. Pseudorabies Testing Requirements: No pseudorabies test is required if the animal originates from a qualified pseudorabies-negative herd. A qualified pseudorabies-negative herd shall not be construed to mean every swine herd from a Stage V state, but only those herds in compliance with individual herd testing plans. If from a qualified herd, the herd number and date of last test must be included on the CVI. If not originating from a qualified herd, out of state swine must be negative to an official pseudorabies test within the 30 days prior to the date of importation, and the negative results and date of test must be included on the CVI or the animal must be accompanied by a negative laboratory test report (a copy of the original lab report is acceptable). Recommendations: All out of state swine must meet all criteria listed above as requirements. PDA has no additional recommendations to prevent the introduction of contagious disease from out of state swine.
