CALL TO ORDER at 6:01 p.m. 2. PUBLIC COMMENT There were no public comments on items not on the agenda. 3. APPROVE minutes of the February 22, 2017 meeting. Mr. Baldwin moved to approve the minutes of the February 22, 2017 meeting as written. The minutes were approved ACTION ITEM DRB File: Applicant: Proposed: Location: DRB City of Snohomish Public Works Department Streetscape improvements First Street, Union Avenue to Lincoln Avenue Ms. Eidem presented the proposal for streetscape improvements on First Street from Union Avenue to Lincoln Avenue. The City received a grant for a street overlay, curb replacement, and pedestrian sidewalk ramps. The intersections of First Street at Union Avenue and Cedar Avenue will be revised with new bulb-outs and landscape islands. Because the First Street and Union Avenue intersection is identified in the standards as being a major street intersection, it will have Design Review Board Meeting Page 1 Meeting Minutes April 12, 2017

3 a treatment similar to the recently re-done intersection of First Street and Avenue D, which is also identified as a major intersection. Grant funds are limited, therefore the City is proposing to do the work covered under the grant now, and then complete the remaining work in 2018 when it can be included in the City s budget. The grant will cover thermoplastic crosswalks. When funding is available, the crossing at First and Union will be replaced with stamped concrete, to match the First Street and Avenue D intersection. A total of seven street trees are proposed, including one replacing the American Sweetgum tree in the northwest corner of the First Street and Union Avenue intersection that is damaging infrastructure. The proposal is to remove the tree and replace it with a tree in the same area, a little further from the water line. The applicant has proposed four different species for the Board s review and direction. Project Engineer Andy Sics informed the Board that ADA design requirements prohibit the use of lampblack in the ramps. He noted some of the curbing is virtually crumbling on First street and will be replaced as part of a separate utility project as well as some of the stormwater work. The overlay project, which is expected to happen sometime in late summer, will construct bulbouts, concrete work, and finish grading with respect to topsoil in the bulb-outs. Plantings will be done afterward under a separate contract, likely in the fall after the overlay work is done. The Board discussed the applicable design standards and the list of street tree species options were reviewed. Although the Board felt all four trees are acceptable, the first preference would be the Sourwood, then the Sargent Cherry species. Removal and replacement of the American Sweetgum tree was approved. After review and discussion Ms. Robinett-Wilson moved to approve the proposal with the following conditions: Any alterations to work scheduled for 2018, other than what is presented tonight, must come before the Board for review. The Board will have an opportunity to review proposed plantings and landscaping. If the plantings are not going to be implemented, the Board will need to be advised. ADA ramps are not required to be darkened. Any sections not considered part of the ADA ramp should be darkened with lampblack. The imprinted date of installation on the sidewalk is not required. The recommended street trees are either Sourwood or Sargent Cherry species. Ms. Roth seconded the motion. The motion passed DISCUSSION ITEMS c. HISTORIC DISTRICT DESIGN STANDARDS UPDATE: Draft Appendices: Pre- Approved Items and Glossary Staff presented the draft appendices to the Board. 4 In the pre-approved items section, revise Siding to read: Unless a permit is required, like-for-like siding replacement is not reviewed by the DRB. Correct the spelling error on page 4 in definition of Jerkinhead. Revise the definition of Parapet to remove reference to porch or terrace. Mr. Gibbs and Mr. Novel of Historic Downtown Snohomish (HDS) were present, and the Board briefly discussed the status of the proposed update with them. It was noted that the drafts of all chapters that have been discussed so far are available for review on the City s website. Mr. Gibbs said they will be distributing the design standards updates to their board and member merchants this Thursday. b. INDIVIDUAL DESIGN REVIEWS Staff presented three individual design reviews that were conducted since the last meeting. 6. 5 Date: June 14, 2017 To: From: Design Review Board Brooke Eidem, Associate Planner Subject: Historic District Design Standards Draft Appendix: Landscaping & Street Trees; Sign Standards, Prescriptive Sign Program elements This ongoing item presents an opportunity for discussion and review of design standards in the Historic District. As discussed by the Board previously, the document will be revised to accommodate re-organization of the standards, including separate sections addressing new construction and modifications to existing buildings for both commercial and residential areas. The following pages contain draft a appendix document addressing landscaping and street trees, including recommended plant lists. Staff appreciates the Board s review and comment on the draft language. Additionally, the design standards for signs includes a prescriptive sign program, which was modeled after the City of Port Townsend s sign standards. The program allows applicants an opportunity to obtain a sign permit without the step of the DRB review, if the proposed sign meets certain design criteria in terms of sign type, size, materials, colors, and typeface. The prescriptive program language is included in the following pages for reference. Port Townsend s list of pre-approved fonts and colors has been compiled and presented here for discussion. The Board may wish to consider whether there are additional colors to include on the pre-approved list, as the palette may be considered rather limited, particularly for advertising.
