1 HOMEOWNERS ASSOCIATION NEWSLETTER THE OFFICIAL PUBLICATION OF THE OAK HILLS HOA NOVEMBER 2017 October 2017 FROM THE OHHA PRESIDENT BY DAN BADDERS, OHHA PRESIDENT It has been 90 days since I was appointed board President. In that 6me I have learned so much regarding the opera6ons and finances of the Associa6on and would like to share my observa6ons with you. Your current board members are focused on doing their best on behalf of all homeowners. They all put in many hours of work. The Associa6on is in very good financial shape, as recorded in the P/L documents that can be found on our website. There will be no increase in annual assessments for the fiscal year (Oct through Sept. 2018). We have changed the areas of responsibility: David Boyd will now manage a department called Building/Pool Complex and be responsible for all opera6onal issues for both the buildings and pool. This will allow our Recrea6on Department to focus on running the many programs they offer. Department s will have new financial management reports that will make it easier for them to manage their expense budgets. BeWer-coordinated efforts will be made by our Compliance Department (Terri Danowski) and the ARB (Ryan Asbury) to ensure compliance by all homeowners to our CC&R s. Ryan is working with Lindsay Sandor (Communica6ons Department) to improve our website in regards to making it easier to use and educate homeowners of our CC&R s. The pool will remain open past the tradi6onal Labor Day weekend shutdown. Recrea6on, Sheila Brewer, and her team have done a great job in managing this effort. We plan to review usage pawerns, costs, and revenues in January 2018 of this test period. NEW TO THE NEIGHBORHOOD? LIVED HERE FOR 50 YEARS? 2 COMPLIANCE CORNER BY TERRI DANOWSKI, OHHA DIRECTOR Don t forget to get approval from the Architectural Review Board (ARB) for yard and home projects! Unapproved changes could result in hejy fines and expensive remedia6on costs to the homeowner. Not sure if your project needs approval? When in doubt, ask ARB before you begin! ARB APPLICATIONS ARE REQUIRED FOR ANY OF THE FOLLOWING: Pain6ng your house (even the same color) New fence or replacement/repair of exis6ng fences (even when replacing in the same loca6on) Any change to the exterior appearance of your home (windows, doors, pa6os, decks, roofline) CHAIN LINK FENCING IS NOT APPROVED for use in our community YARD DEBRIS DROP BOX Please obey the signs at the Yard Debris Drop Boxes to completely fill one dumpster before using the second. The disposal company charges for emptying each dumpster and it s a waste of our HOA money to haul away half-filled drop boxes. We need to completely fill one dumpster before using the second one. UNLICENSED AND NON- FUNCTIONAL VEHICLES Any unlicensed and/or nonfunc6onal vehicles must be stored in your garage at all 6mes. These vehicles are not allowed to be parked on your driveway or on the street. GREENSPACE ONE-FOOT RULE If your property borders the greenspace, the first foot of greenspace land is to be maintained by the homeowner. Please MOW IT, WEED IT, or keep it as bare dirt. The cleared one-foot of space allows the big mower enough room to maneuver properly and it protects your landscaping, fencing, etc. TREES AND SHRUBS OVERHANGING THE GREENSPACE If you have trees or shrubs overhanging into the greenspace, please trim them back to the property line and maintain 9 feet of ver6cal clearance to safely allow the mower to access all areas. SIDEWALKS With the wet and windy weather now upon us, please ensure that your sidewalks are clear for walkers and runners: the full width of the sidewalk and up to a height of 9 feet. STASH THAT TRASH! Move garbage and recycling containers inside your garage or add some type of fence/screen/hedge to block the street view of your containers. Retrieve and store containers promptly at the end of trash collec6on day. All CC&Rs, policies, Architectural Review applica6on forms, and more, are online at oak-hills.net. TREASURER S REPORT BY LINDA MARSHALL, OHHA TREASURER Through August 31, 2017, OHHA Year-to-Date (YTD) revenue is posi6ve to the fiscal YTD budget by $88,600. (Remember that 1/12 of Homeowner dues are allocated to revenue each month.) YTD revenue at August 31 is $472,200. Major variances are: Pool related revenue (tags/ team /lessons) -- $20,000 posi6ve to the annual budget. Field rental -- $13,000 posi6ve to the annual budget. OHHA YTD expenses are nega6ve to YTD budget $92,700. YTD expenses at August 31 total $535,500. Major variances are: Sewer and water fees -- $15,000 nega6ve to the annual budget. Page 2 November 2017 Dumpster fees -- $5,600 nega6ve to the annual budget. Project Comple6on -- $55,500 nega6ve to the annual budget. The 2018 Annual Budget for Oak Hills, prepared with input from all directors and with the wise advice of Tom LaVoie from CMI, was approved by the Board at the October 4 mee6ng. The annual assessment remains $550 per lot. Budgeted revenue is $501,500, 3.6% less than Budgeted expenses total $496,500, an increase of 2.5% over Thank you to everyone who helped bring this project to comple6on. We will use bodyweight exercises like push ups, squats, suspension training and burpees, interspersed with running and compe66ve games. The idea is that everyone involved works at their own pace as they team up and work towards one goal, either in pairs, small teams of three or four, or even two teams head on. HIIT: HIGH INTENSITY INTERVAL TRAINING Tuesday, Thursday, 8 a.m. - 9 a.m. A total body, heart pumping, aerobic and strength condi6oning workout, this interval-based class combines full-body strength training with high intensity cardio bursts designed to tone your body, improve your endurance and clear your mind before the busy days get started. PICKLEBALL Wednesday, 10:30 a.m. - 12:30 p.m. Thursday, 6 p.m. - 8 p.m. This is an open group for anyone to join. We will supply the pickle balls, paddles and net, so you don't have to bring your own. This is fast growing sport and fun for all ages. We are open to feedback and can provide more gym 6me for this sport if it grows! SQUARE DANCING Monday, 6 p.m. - 8 p.m. Are you looking for a fun family friendly ac6vity? Do you like to dance with friends? Want to try something new? Then come on down to the Recrea6on Center on Monday nights this fall and try square dancing! Lane Clem, who lives in Oak Hills, is going to be our 'caller' for lessons. People of all skill levels and ages are welcome to join. We will start and finish at the Recrea6on Center, comple6ng each class with core strengthening and stretching. We will cover nutri6on from the point of view of ea6ng for a healthy lifestyle, including discussions of hot topics such as current trends and fads in ea6ng (soy, coconut oil...what are the benefits? Are there concerns?). We d like to include some cooking classes that we can do together and share recipes! Our hope is to bring our community together and support each other while gewng our heart rates up, improving our cardiovascular system, building stronger bones, increasing our happy chemicals in our bodies and engaging in conversa6on with our neighbors and friends! OAK HILLS GROUP ACTIVITIES Exercise your brain and connect with fellow neighbors and friends. We have a growing list of group ac6vi6es and are open to new opportuni6es and sugges6ons. 5 FALL SEASON POOL SCHEDULE THROUGH THE END OF DECEMBER BY SHEILA BREWER, OHHA DIRECTOR We are collec6ng data and registra6ons to determine if keeping the Pool open in the extended months is serving enough homeowners. If you are interested in an extended season, please register so we have an accurate number of people who may use the pool between September and January, especially Swim Team and lap swimmers! REGISTRATION REQUIRED for Open Swim, Lap Swim, and Swim Team. Open and Lap Swim registra6on fee is $30 for Oct., Nov., and Dec. for details. Register and pay in person at the Recrea6on Office in the. SWIM TEAM is offered for three or four days per week on Monday, Tuesday, Wednesday, and Friday. Registra6on fee is $50 per month. Please join this wonderful group of swimmers! 6 DRAFT BOARD MEETING MINUTES -- Oct. 4, 2017 MINUTES OF THE BOARD OF DIRECTORS MEETING OF THE OAK HILLS HOMEOWNERS ASSOCIATION HELD ON OCTOBER 4, 2017 AT 7:00 PM IN THE COMMUNITY ROOM OF THE OAK HILLS RECREATION CENTER, 2400 NW 153 RD AVE., BEAVERTON, OREGON. PRESENT: Dan Badders, President David Boyd, Vice-President Ryan Asbury, ARB Todd Cooper,, Maintenance Sheila Brewer,, Recrea6on Jon Cole,, RV Lot Terri Danowski,, Compliance ABSENT: Linda Marshall, Treasurer Lindsay Sandor, Secretary, Communica6on BY INVITATION: Tom La Voie, CAMP, CMCA, PCAM, Community Manager COMMUNITY MANAGEMENT, INC. AAMC OWNERS AS LISTED ON THE ORIGINAL SIGN-IN SHEET. I. CALL TO ORDER/COMMUNITY ANNOUNCEMENTS President Dan Badders called the mee6ng to order at 7:00 PM and reviewed the agenda. Ar6st in Residence: Chris6na Matousek explained that resident artwork would be displayed in the Community Room, and many residents had submiwed their names forconsidera6on. It was determined that a drawing would be held to pick the first two ar6sts to display their work. A third name was drawn as an alternate in the event that the first two were unable to exhibit at this 6me. DRAFT II. APPROVAL OF PREVIOUS MEETING MINUTES (September 6, 2017) AGREED: Jon Cole moved to approve the minutes of the September 6, 2017 meeqng as previously distributed. Ryan Asbury seconded the moqon which carried without objecqon. III. BOARD UPDATES Recrea6on: Sheila Brewer reported that she has been in nego6a6ons with three different groups for rental of the pool facili6es. They have contracted with the Thunderbolts at $4,500 per month for three months. The group will use the pool from 3:00 pm to 6:30 pm Monday through Friday. The Swim Team has 25 par6cipants at $50 each per month. They are currently mee6ng three 6mes a week. The Masters Team, the Barracudas, has asked to extend their use to Saturdays, and are now paying $600 per month. Rec is adding fitness classes to the schedule, and this winter will be much busier than in the past. Architectural Review Board: Ryan Asbury reported that there have been six applica6ons approved since the last report. The requests included two fences, one paint, two siding patches and guwer repair. One solar panel request is pending. Asbury stated that he is working with Secretary Sandor to simplify the access to ARB on the website. The Board will have its own tab which will make it easier for owners to find the informa6on needed. He is also working on a digital storage system to make searching for historical data much more efficient. RV Lot: Jon Cole reported that he is gewng ready to send out next year s renewal no6ces. He has leased three more spaces this past month. Cole requested that he be informed when a lot sells, so that he can monitor the spaces in the lot more effec6vely. CMI agreed to provide this informa6on monthly as Danowski had already asked for it. Compliance: Terri Danowski stated that there were 20 compliance cases opened since the last mee6ng, and 16 have been closed. Danowski is working on an agreement with one owner to close a long 6me issue. Building CommiWee: David Boyd reported that there con6nues to be great feedback on the new facili6es. He is in process of closing up the project. He stated that he is working on ways to communicate with the owners when the facility is available both for free 6me and for organized events. The Reserve Study con6nues to be a work in process, as costs are needed from the contractor to finalize the projec6ons. Pavers are not ready to be installed at this 6me, but he is hopeful that they will be installed within the next few weeks. The final punch list is being prepared and will be going to the contractor soon; there are easily over 500 open items to close out prior to paying the retainage. The locker room issues will be taken care of in three stages, and the Associa6on may decide to upgrade the flooring and the wall covering so that not all of the expense is borne by the contractor. Boyd proposed that the Board set a date of January 31 for the deadline to pick up free fobs. Maintenance: Todd Cooper reported that they have received a bid for bark dust for the triangle and Forest Avenue. PGE issues have not be resolved at the tennis courts; power is needed for the sump pumps, tennis court ligh6ng and irriga6on system. He is working on op6ons for the opera6on of the bay door at the Maintenance building; and improving the drainage trench behind the school to keep water off of the neighboring lots. He will also be looking at the swamp area between Forestel and Bonneville to see what can be done there; it appears that there may be a natural spring in the area, which will make it more difficult to resolve. Treasurer: Linda Marshall submiwed the following Treasurer s report for year-to-date through August 31, Income exceeds budget projec6ons by $88, The Community Fund has had dona6ons totaling $19,773.67, which includes dedicated rocketship funds. Pool related revenue is $20,000 posi6ve to the budget projec6on year-to-date, and field rental is $13,000 more than projected. OHHA expenses year-to-date are over budget $92, Sewer and water fees are $15,000 over the total annual budget; Dumpster feels are $5,600 over the annual budget and the Project Comple6on fund is $55,500 over the annual budget. Monthly financial reports are posted at oak-hills.net. IV. OWNERS FORUM Six owners spoke on the topic of off-leash dogs. All have dogs and use the green space to exercise their dogs off-leash daily. They have not seen issues with dogs being off leash, as their dogs are well-trained and under voice control. They asked the congnued on Page 7 Page 6 November 2017

Danowski pointed out that the Board has no policy and that offleash dogs are not allowed under Washington County Code. Owners are breaking the Washington County Code by having dogs off leash on our private property since the HOA has not specifically given permission for off-leash dogs to be allowed. There is vintage signage on the path leading from Oak Hills Drive to the Swimming pool sta6ng that dogs must be on leash. Owners urged the Board to problem solve with those who have complained. They also asked the Board to bridge the gap between dog owners who want dogs off-leash and owners who complain about the dogs. An owner ques6oned why the Energy Trust rebate is being included in Miscellaneous Income on the 2018 budget. Owner stated that the rebate was earmarked to offset construc6on costs. David Boyd responded that the rebate goes into the general fund and it is not earmarked for any item. The rebate amount of approximately $13,300 is only available if the pool is intended to be open year round. An owner stated that Boyd had originally reported that the Energy Trust rebate could be used to offset the cost of keeping the pool open later into the year. Owner stated that she has several ques6ons about the proposed budget. Owner asked where the $100,000 approved by the Board at an earlier mee6ng for project comple6on can be tracked on the financial statement. Manager La Voie stated that any money over budget comes from the Opera6ng Con6ngency, which currently has a balance of $299, DRAFT An owner ques6oned the lack of ac6on for the house on 153 rd that has yard tools hanging on the outside of the house. Danowski responded that to her knowledge no rule is being violated. Owner also urged the Board to consider moving the dumpster outside of the Rec Center to a less obvious loca6on. V. BOARD BUSINESS 2018 Budget: Manager La Voie presented the 2018 budget with a brief overview of the budgetary process. Annual fees remain at $550 per lot, which generates $357,500. Addi6onal income from ac6vi6es, facili6es and rec programs is expected to bring the total income for the year to $501,535, 3.6% below This number includes an addi6onal $5,000 which is expected from the Oak Hills Soccer Associa6on as their final dona6on to the field irriga6on system. It was noted that the 2017 budget included a $76,292 carry forward from the opera6ng con6ngency. Expenses were summarized by department, and ques6ons were answered as the discussion progressed. Total expenses projected for 2018 total $496,535 which is a 2.47% above the 2017 budget. AGREED: David Boyd moved to approve the 2018 budget as presented, along with the addiqonal $5,000 irrigaqon income amendment. Todd Cooper seconded the moqon, which passed without objecqon. OHHA Signage: Danowski stated that the greenspace is private property owned by the Associa6on for use by the owners and approved ac6vi6es. The Westside Trail is going in under the BPA power lines on property owned by the BPA. Signage will be needed so that people understand that the rest of the greenspace is OHHA property. Danowski distributed samples of the signs and a map of the 22 loca6ons recommended for their placement. Signage will be ordered in the next 2 weeks, and discussion will con6nue on the topic of where signage should be placed. Board Policy on Off-Leash Dogs: Danowski stated that Washington County s leash policy would prevail since OHHA is silent on the issue. OHHA could officially adopt a different policy for the greenspace since it is private property. Danowski is advoca6ng that owners be educated on the law, and if there is a problem they should call Washington County Animal Control. Sheila Brewer would like to see OHHA dogs registered and iden6fied, and that non-registered dogs not be allowed. Brewer emphasized that the OHHA dog owners are willing to work together to make this work. Dan Badders suggested that a group composed of both dog owners and non-dog owners be appointed to come up with a set of guidelines to bring back to the Board for considera6on. Priori6zing Common Area and Homeowner Issues: Badders would like to develop a process to iden6fy areas of concern and how the Board will address them. The swamp is a good example: how to determine the solu6on and how to pay for it. Badders suggested that if there is a common area issue that is affec6ng their private property, homeowners should hire a professional, write a proposal and bring it to the board for discussion. It is not fair to the Board for owners to bring issues to the Board that affect one homeowner. He is asking the homeowners to get the experts involved instead of burdening the Board s limited 6me and resources. With a process in place, the Board will be equipped to deal with issues as they come forward. New Homeowner Compliance Issue: Ryan Asbury reported that a new homeowner has installed a chain link fence without seeking ARB approval. Asbury and Danowski tried to visited the owner to discuss the situa6on and found that two neighbors had chain link fences as well. The vintage chain link fences are older and the current ARB is lacking historical data to ascertain if ARB approval was sought or not. Danowski has delivered a compliance lewer to the new owner, but there needs to be a bewer way of informing new owners that this neighborhood is governed by a strong Homeowners Associa6on and that there are rules that need to be followed. Danowski has created and sent a Welcome LeWer to all new owners from June through September. Asbury is asking the Board for approval to begin electronic storage with a file for each property so that agreements can be stored and found easily. La Voie suggested that the Board compile a flier for sellers to make available to poten6al buyers that highlights the advantages of buying into Oak Hills. More discussion will con6nue on this issue.
