3 Manager s Corner by Nancy Davis Office: Community Related Emergency After Hours Hope everyone is having a good winter. Just a few reminders. The community rules and regulations state the following: Again I need to stress how important it is not to dispose of personal hygiene products, diapers, or any plastic products down the toilet. We had to have the lift station in CLVI worked on because blue plastic bags were found. This could lead to a very expensive repair. Everything that is flushed down the toilet has to go through the pumps in the lift station. Dogs and Cats must be kept inside the mobile home except when taken outdoors on a leash for reasonable outdoor exercise periods. Dogs and Cats may not be allowed to run loose outdoors. In no event are they to be permitted to trespass on another resident s property. Please, be considerate of your neighbors. There will be absolutely no feeding of wild, stray, or non-domesticated animals in the park. There will also be no food put in the lakes of the communities at any time. Local ordinances and State laws prohibit the feeding of alligators due to safety and environmental reasons. Violations of this rule will be considered non-compliance under the statutes and subject to all provisions of F.S. 719/723. Automobiles of residents or guests are not to be habitually parked in the street or on the lawns. No overnight street parking or parking at the clubhouses is allowed. Parking spaces at the clubhouses cannot accommodate overflow parking from homes. Please be considerate of your neighbors: Remember quiet hours are from 10:00 p.m. to 8:00 a.m. This includes usage of power tools and lawn equipment. Please do not take out your trash, yard waste or recycle before 4 p.m. the night before pick up. If you haven t turned in your 2019 census form yet, please do so; all residents are required to complete an annual census form. If you lost your form you can pick one up in the office. 4 CLV Homeowners Association (HOA) A Note from Acting HOA President: Les Grey FEBRUARY, 2019 To All Leaseholder/Homeowners: As your Acting President, I would like to address some facts regarding the current situation with our Homeowner s Membership in HOA. If you own your home but not the land, you are a Homeowner/ Leaseholder. Our membership is at an all-time low. We currently have 37 HOA Household Members. Our minimum expenses for bonding, insurance and office expenses is more than $700 a year, which means we need at least 70+ household members of the HOA just to break even. The yearly membership for the HOA is $10 which runs from January thru December and as a Leaseholder/Homeowner we need your participation. The HOA is the only voice we have to represent the Leaseholder/Homeowner. 1/4 page We need everyone on board as we deal with issues such as upgrades to the park (this park is 30+ years old), rent increases, maintenance of yards as well as common areas, etc. We have limited finances when it comes to negotiations with the owners so every member is important to provide enough resources to hire an attorney if needed. We, as Leaseholder/Homeowners, will be negotiating our future rents in the fall of this year. Please participate by joining the HOA and attending the monthly Wednesday meetings. We only have approximately 5 meetings per year. Our next meeting will be Wednesday, February 20 at 7 p.m., coffee at 6:30 p.m. 1st Friday of Each Month By Mark Johnson, Chair Starting in November of last year, we have completed three wonderful Friday night Potluck dinners. The food has been great and the desserts were delicious. Our upcoming potluck on Friday, February 1, will be a fundraiser for the Southeastern Guide Dog organization that we have supported for so many years. As you know this was, and is, Harry Davis' favorite charity. Betty Henry and Barb Clymer are hosting this fundraiser. If you have donated in the past, this is your chance to do so again. I would like to have our potluck in April (April 5) to be based on your ancestry. Please bring a dish that represents your family history. This should be a great time. 5 From the Country Lakes Village Residents Club Fr. Walter Heinz, President Cell: The new year began with a lot of activity here at CLV. We postponed our January meeting a week so as to not interfere with the New Year activities and also to allow our membership that had gone north for the holidays to return and be present for the election of officers meeting on January 9. Our AED instructions are now posted in the clubhouse beside the defiibrillator. Our new Smart TV has been installed. Thank you, Cheryl and Rick! Several important presentations are scheduled: Deputy Mays will be on hand before the next general meeting, February 6; EMTs will be available for information and to answer questions at the February 9 coffee hour. Jennettie Lierman has volunteered to head the March 9 Craft Show. Thank you, Jennettie! Thank You to Chuck and Sue Eckert for work in updating the library. Two new chairs will be purchased with further updates to be made. Upcoming events include the Shrimp Boil, chaired by Duane Ely. Doris Rorabacher and Tony Yonak are selling raffle tickets for the event. Susie and Tony Yonak are chairng the March 1 Street Party with music by Bobby Remp. This is a free event sponsored by the Residents Club. Cathy Kasch will proceed with her idea to document the pet population of CLV so any lost animals can be identified. The New Year is off to a chilly start. Some residents love it, some, not so much. The Co-Op Board is working on identifying projects that need to be done in our communities. Two that are already planned is the resurfacing of the pool and new fencing in the pool area at CLVI and the air-conditioning project for CLVII clubhouse. The local papers had an article this week stating the Coyote population has increased in the Palmetto area. While Coyotes will usually never bother adults, they will prey on small dogs and cats. They recommend residents do not put out food for dogs or cats and leave it outside as this will attract them. The office receives many phone calls from residents stating one of the gators is acting aggressively. It could be that a gator is use to getting food from residents and is not really aggressive, but is going toward someone hoping to get more food. Once a resident reports a gator as aggressive, we are obligated to have them removed. The gators play an important part of the circle of life in maintaining a good balance in the control of too many fish, and way too many Muscovy Ducks. So please, DON T FEED THE ANIMALS. Well, while I m on rules, here are few others that need to be heeded: Dogs -Dogs must be kept on a leash at all times, unless they are inside the dog parks. Cats - Cats must be kept inside. If taken outside they must be kept on a leash. No cat may be allowed to run loose outdoors. Automobiles - Automobiles of residents or guests are not to be habitually parked in the street or on the lawns and NO overnight parking is allowed. If you re wondering why I chose these rules to remind everyone, it s because calls have been received at the office from residents stating other residents have been violating them. Dave loved meeting new people. He played shuffleboard and was an avid collector of Coleman products. 10 Spittin Image, from Page 1 Continued from Page 1 For many years CLV has donated to the Southeastern Guide Dog organization. Resident Harry Davis has always been a staunch supporter of the work this organization does and it operates strictly by donations like ours. While delivering last year s donation, several of our residents were amazed as they received a tour of the facility, located here in Palmetto. These dogs are bred for the purpose of becoming Guide or Service dogs. The organization s website tells the story: People with vision loss are young and old, students and professionals, parents and grandparents, husbands and wives, sons and daughters. Some have been blind all their lives; others lose vision unexpectedly, suddenly, and the losses quickly magnify. Loss of vision creates loss of driving, loss of jobs, loss of freedom. Veterans with post-traumatic stress disorder (PTSD) are active duty and retired, men and women, young and old, from all walks of life. The unseen scars of military trauma create losses that quickly magnify. Reclusiveness, depression, anxiety, flashbacks, and hypervigilance become daily battles. Their world, too, can be a very dark place. And then they meet our dogs, extraordinary guide dogs and service dogs that transform their world with stunning skills and boundless affection. Our graduates walk out the door to freedom, heads high, shoulders back, confidence soaring. Possibilities multiply and independent travel becomes the new normal. A new best friend offers a steady source of unconditional love. A dog never has a bad day, offering warm hugs, boundless positivity, and skills on command that make a remarkable difference. 17 HOA/Co-Op Informational Meeting Minutes HOA and Co-Op Informational Meeting Minutes of January 15 th In Attendance: Representing the CLVI HOA: Les Gray, Acting President and Mark Johnson, Board Member; Representing the CLV II HOA: Reese Rickards, Vice President and Vince Boris, Board Member; Representing the Co-Op: Sharon Benedict, President and Don Burchell, Vice President; Representing Newby Management: John Hall, Regional Manager and Nancy Davis, Community Manager John Hall began by explaining the purpose and intent of the meetings to keep open communications between the Co-Op and the HOA. Les opened discussion around complaints he has been receiving of trees hanging over and too close to resident s roofs. This prompted a discussion of the tree policy and Sharon instructed them to please encourage residents to review the policy manuals located in each library and to please put in a written request for attention at the office if they have a tree concern that they would like evaluated. Reese then asked about Norfolk Pines and we discussed that no more were permitted to be planted and again referred to the tree policy. Discussion continued around the fact that damage caused to a home by a tree is the responsibility of the affected homeowner to remedy through their homeowners insurance and considered an Act of God in the State of Florida. The differences between decorative trees and trees established with the community development was discussed. Reese asked what year the parks were built. John and Nancy responded that Country Lakes I was built around 1983 and Country Lakes II was built around 1985 to Les asked about the possibility of having the RV gate of CLV I open during the carport sale. Nancy replied that would not be possible due to the style of gate it is and others agreed it would not be beneficial. Les asked John about his statement from the last meeting that the rate of increase to the Leaseholders would be 2%-3%. John replied that he never stated that and has always stated it would be a market based increase once the data from the market study is available and reviewed by Newby Management and the Co-Op Board in the Spring. Mark stated that he had been discussing the issue with some HOA members and they feel anything around the rate of CPI would be acceptable to them. Les asked if the rate is discussed and voted on by the Board. John and Nancy explained that the meeting progress is discussed with the Board throughout the process and the final contract is reviewed and approved by the Board. John asked what issues needed to be addressed currently. A brief discussion of a gate off of US41 at the entrance of CLV II was discussed. It has been looked at in the past and it was determined it would not be possible due to the lack of ingress required to stack the proper amount of cars awaiting access to the community at the gate. Lawn maintenance was briefly discussed. Mark stated the sauna heater and jets in CLV I don t seem to be working properly. Nancy stated that parts were on order to address the issue. Nancy said a new heater was recently purchased for the pool in CLV II and that the solar panels are up and running again. Les brought up the issue of speeding cars and golf carts. A brief discussion of speed bumps was had and most in the room felt they were a nuisance and hazard to bicyclists and the homeowners. It was stated that most of the complaints are regarding FEDEX and UPS delivery drivers. Nancy asked that residents make note of the date and time the speeding is observed and report it to the office so she can report them and follow up with their supervision. Les asked if employees were working on freelance jobs during business hours. Nancy stated that they should not be and that their shift normally end at 3:30 and they are free to work at individual residences using their own tools after that. Les and Reese had a brief discussion of By-Law revisions within the HOA s. There was a discussion of lead sources for home sales and real property versus land lease. Mark mentioned a Canadian type of Craigslist as being successful for many sellers. Discussion moved to alligators and it was felt by those in the room that most of the recent removals were unwarranted. Only alligators that are aggressive or approach humans should be reported and removed. Nancy stated that 4 people had called and complained so she had to call and report for the animal to be removed.
