1 1 QUEENSBOROUGH DOG OFF-LEASH AREA WELCOME TO OPEN HOUSE #2 QUEENSBOROUGH DOG OFF-LEASH AREA RELOCATION The Queensborough.32 acre dog off-leash area is currently located on City-owned land. In Fall 218, a private developer will take ownership of the site and redevelopment of this area is anticipated. Subsequent to redevelopment of this site, city staff are engaging the public in planning for a new location to minimize any discontinuation for residents to access a dog off-leash area in Queensborough. The City is holding a second public open house to present options and receive feedback on a preferred location and design features for a new dog off-leash area(s). The options being presented were developed from the input provided at the following public events and stakeholder presentations: Open House #1 (September 26, 21) Parks & Recreation Committee Queensborough Residents Association Participants at Pawfest ( ) PURPOSE Based on the input to date, staff have short listed two locations for the new dog off-leash area. At this open house you will have the opportunity to: Review what we have heard so far regarding ideas and priorities for a new dog off-leash area; Review the two shortlisted sites being considered for the new dog off-leash area and tell us what you think; and Share your comments on choice location, phased implementation and preference for a separate small dog only off-leash area. After this date, staff will summarize all feedback and present the final recommendation to Council for consideration. Once the final location is endorsed, the Parks & Recreation Department will begin detailed design for the proposed dog off-leash area. We anticipate construction will commence in late spring/early summer 218. 2 2 WHAT WE VE HEARD SO FAR ENGAGEMENT ACTIVITIES Six potential locations were presented to the public at an open house event on September 26, 21 at the Queensborough Community Centre. The opportunity to provide feedback was also extended through an online survey. The collective input from the general public and stakeholders has informed the selection process for the two shortlisted locations being presented tonight. While this does not indicate a preference for one strategy over another, the Stanley Street Greenway emerged as the preferred location, followed closely by Ryall Park (at Ewen Ave), for a large, central dog off-leash area. The Port Royal location was clearly the favoured location for a smaller dog off-leash area at the eastern end of Queensborough. In reviewing the feasibility of the Stanley Street Greenway location for a dog off-leash area, staff have identified a number of challenges including proximity to points of egress to the adjacent industrial building, existing sensitive wildlife areas and steep slopes. Furthermore, since the first open house, the two potential locations within Ryall Park (at Ewen Ave) have been identified for exploration to accommodate an affordable housing project site. In recognition of these challenges, it has been suggested by various stakeholders that a portion of the existing Ryall Park BMX track (i.e. mounds) is underutilized and, if confirmed by the community, may be transformed into a large, centrally located off-leash area. 4 4 WHAT WE VE HEARD SO FAR ADDITIONAL COMMENTS: LOCATIONS The eastern end of Queensborough has a high density of multifamily residences, with even more coming very soon. There should be a dog park located centrally to the eastern end to promote people walking to the park rather than driving. There should be minimum two parks to serve a very dense neighbourhood that is cut off from the rest of the city. Do you have any other comments? SIZE There are going to be more and more dogs in the neighbourhood. In the future four dog offleash areas may be needed. More parks would mean more people can walk to a park location. All the options were too small. A space should be provided at least the same size as the existing dog off-leash area (approx. 2,45 sq. m.). DESIGN & AMENITIES Good placement and design of dpg off-leash areas within parks and neighbourhoods helps to minimize noise problems for neighbours. Providing separate areas for large and small dogs. Make sure to have trees/shade structure and seating in the new dog off-leash area. People with dogs appreciate having access to dog off-leash areas that include water access. SITE IMPACT Consider the impact of the surrounding environment on the dogs (e.g. noise from trains, trucks, skateboards). Consider the impact of the dogs on the surrounding environment (e.g. dogs barking). CONCLUSIONS Based on responses from all of the engagement activities and the results from the feasibility study conducted by city staff, two locations have been shortlisted for a new dog off-leash area in Queensborough: LOCATION A: RYALL PARK AT EWEN AVENUE (1,22 SQ M) A recent decision was made by the City to explore the potential for an affordable housing project near the two locations proposed for a dog off-leash area within Ryall Park (at Ewen Ave). In response, it has been suggested by various stakeholders that a portion of the existing Ryall Park BMX track (i.e. mounds) is underutilized and, if confirmed by the community, this area (approx. half of the BMX track) may be transformed into a large, centrally located off-leash area. The approximate boundaries of the proposed dog off-leash area are shown on Board 6, with the option for a separate area for small dogs only. The unique topography in this area may be reshaped to provide interesting features within the new dog off-leash area. Tell Us What You Think! LOCATION B: PORT ROYAL PARK (585 SQ M) Through the consultation process, dog owners in Queensborough have suggested this area within Port Royal is currently used informally as a dog off-leash area. Given that people and dogs currently gather and socialize in this area, a more formal (i.e. fenced) dog off-leash area is likely to be successful in this particular location. MINIMIZE POTENTIAL IMPACT TO SENSITIVE AREAS Balance the protection of vegetation, habitat and possible degradation of natural or environmentally sensitive areas as well as ornamental gardens. COMPATIBILITY WITH ADJACENT LAND USES/ PARK USES Reduce or eliminate safety and user conflict associated with locations adjacent to less compatible areas (i.e. proximity to residential homes, pathways, roadways, public swimming and wading areas, playgrounds and sports fields).
