Two new changes in the Rules and Regulations Fire Pits and Vehicle Speed Limit in East Bay Previous the East Bay Board of Directors were open to allowing unit owners to have wood burning combustible fire pits if they were placed well away from their patio. These combustible fire pits will no longer be allowed in East Bay as of Wednesday May 25, WHY? It is because of the previous building fires and the annual increased cost of fire insurance on all our 30 buildings. We have had two major building fires, one in 2013 to two units that were heavily damaged with three other units sustaining less damage that cost $450,000 for building repair and contents replacement. Our association s insurance just for fire damage increased from $30,000 to $50,000 causing an increase in the maintenance fees. The following year 2014 we had another fire that heavily damaged one unit with three other units sustaining less damage that cost $200,000 for building repair and contents replacement. Our fire insurance increased again to $70,000 causing a second added increase in the maintenance fee. Because this year and last year there were no building fires, there was a decrease in our fire insurance cost when the insurance company reviewed our governing documents and inspected our buildings and grounds. However, in order to continue being insured, the Board of Directors had to agree to change our governing documents that would now prohibit the use of combustible fire pits on East Bay property. The NEW SPEED LIMIT in East Bay is changing from 15mph to 10mph. This will be in effect as soon as the speed limit signs can be changed. The reason for this change is that we still have a few residents in each court who feel the need to arrive at or leave their condo as quickly as they are able. There are drivers that have been viewed speeding and being distracted while using their cell phone. There are many more residents in East Bay who truly fear for themselves and family members, especially small children and the very elderly. The board is asking all unit owners who see and or follow the person speeding to their condo to immediately call a board member with the time of day, a description of the car, reporting as many numbers/letters on the license plate as they can and the address where the vehicle is parked if they can. Those identified as speeding will receive a letter of the date and time they were speeding, advising them of their actions and the levy of the appropriate fine for those actions to be paid in accordance with the association s rules and regulations. If the fine is not paid within a reasonable period of time, a lien will be placed on their condo at the County courthouse for the amount of the fine. TIME WARNER CABLE MAILING Everyone should have received the mailing from Time Warner announcing they are going all digital beginning June 21, They have changed the date for our area to JUNE 11, Any TV cable plugged directly into the wall will cease to receive any TV programs after June 11. All unit owners who receive their signal from Time Warner will have to contact them directly to arrange to receive a free digital adapter for each TV. Their phone number is Jacquie and Marty contacted TWC and received their digital adapters in the mail within 5-7 business days or you can pick them up at any Time Warner Cable store. THE SWIMMING POOL Will open for the season Friday, May 27 after 3:00 PM Our pool is governed by the City of Milwaukee rules and we are inspected (unannounced) by them from time to time. If they find infractions, they have the authority to shut it down. Please discuss the rules, found at the end of the newsletter, with ALL family members and guests! It is the responsibility of each resident to personally assist in the enforcement of the pool rules. GARBAGE & RECYCLING Garbage pickup is Wednesday through May 25 and Thursday starting June 2. The next Recycling date is Thursday, June 9. REMINDER If you are unsure when the next garbage & recycling dates are, please do the following: Call the Maintenance Number OR 2016 ANNUAL MEETING UPDATE The Annual Meeting for the East Bay Owners Association was held on April 26 th. 55 people were in attendance representing 48 units along with 49 proxies for a total of 97 units voting. Jill Gilmer, realtor with Shorewest, was the guest speaker. Jill talked about sales trends at East Bay. She did provide a handout, copies are available by contacting the office ( ). Dennis Barrish, Amy Guthrie and Migdalia Rivera were re-elected as Directors. The advisory vote regarding FHA recertification was 67 for and 28 against. Owners are responsible for all their garbage & recycling that they put out for pick-up. Make sure loose items are secured so the wind does not blow them around the grounds.

3 Joe LaRosa GROUNDS My name is Joe LaRosa, and I am the chairman of the grounds committee. Through these newsletters, I will try to keep everyone updated on the work being done by the grounds personnel (accomplishments, current/ongoing projects, and future goals) during the year. East Bay has purchased a new tractor. We traded in our 10 year old, #2 tractor (which had over 2,800 hours on it, and that is a lot of hours). Additionally, we also purchased a new gas pole pruner (the old one was sixteen years old). These had been planned for in the Long-Term budget. Also, we purchased a new bench for the Tot Lot so people could sit safely. Over the last two years, the grounds crew has removed approximately 23 trees that were deemed to be sick, dying, or affecting the surrounding environment (i.e. sidewalks, curbs, sewer, etc.) This spring we bought 15 trees to begin replacing some of the removed trees. As of this writing, 11 trees have been planted, and the rest are scheduled for delivery on May 19. The crew has had to work very hard to do the replanting, as several of the trees weigh 400 pounds or more. Please understand that not everyone who had a tree removed is receiving a new tree in the same location. We need to consider spacing, and future plans when planting the new trees. As for the pool prep for this year We were able to purchase three new umbrellas during a close-out sale last year, and this spring we purchased a new picnic table to replace the wood one we have had for over 20 years. The crew has been working to remove the old vinyl floor in the in the bathroom. We have purchased new ceramic tiles to be put down after the floor is re-sloped to allow for better drainage. This will be completed prior to the pool opening. The pool was scheduled to be repainted this year, but we will wait until this fall to do the painting (after the pool has closed). I believe the pool should be ready to be opened for the Memorial Day weekend, but the weather needs to be a lot warmer before I go swimming. The grounds crew will again be working on the shoreline On the North end, we want to continue adding stone and dirt to alleviate the erosion between the walkway and the water. On the far South end, we intend to try planting some wildflower seeds. This is a very inexpensive solution to that area of our property. Our hope is that, over time, we can achieve a prairie landscape. The crew has started replacing the old shoreline fencing with new shorter fencing like we used when the stones were added two years ago, and will continue as time permits. Also, we have begun to scrape the benches and preparing them for painting by the beautification committee (big thank you to Sue and Kristen). And although it does not deal with the shoreline, I would also like to thank Martina for working on the plantings around our kiosks. The grass is growing very fast now due to some sun and a lot of rainfalls. Grass cutting is already a large part of our weekly workload (an average of 3+ days a week). Due to time constraints, we are having TruGreen spray our grass this year. The first time is scheduled for May 19 and the second time will be this fall. Pet owners should pay close attention when these occur. At some point this summer, we will have a crew out to do crack filling on the asphalt paving as part of the maintenance to preserve it a little longer. And lastly, the removal of a couple flagpoles is still on our to-do list (from last year). Thank you.

The first is the budget for anticipated operating expenses for the coming fiscal year. The individual unit s portion of that budget is prorated on a percentage basis according to the size of the unit. The percentage is determined by the Unit Type as stated in the Declaration of Condominium and is shown in the annual budget where it is broken down by Unit Type and extended to a monthly amount. The second component is the Time Warner Cable (TWC) portion of the maintenance fee. We have a written contract with TWC for a reduced bulk rate fee for 140 units for their combined Starter and Standard service plans. Our rate is currently $34.94 per unit per month. If these were purchased individually at retail from TWC, the combined rate would be $ The TWC fee portion of the maintenance fee is fully included as part of your maintenance obligation and is not negotiable. This is true even if you don t have a TV. I hope that this clears up any misunderstanding of what is included in your total maintenance fee. If you are interested in making yourself available to East Bay residents, contact the administrative office, eastbayowners@yahoo.com or NO FIREWORKS ARE ALLOWED On East Bay Property SUMMER TIME SAFETY Summer is here and it is normally a time for fun, leisure and vacationing, which means that we still have to be safe while we are enjoying the summer festivities. On the 4 th of July or any other time or occasion. Pool Safety: When children are swimming an adult must be present who can swim in the event of any emergency. If children cannot swim they should have on life preservers at all times while swimming. For your safety and the safety of other residents, please see the complete pool rules on the last page of this newsletter. Police will be called to East Bay, if there are fireworks exploding on or near the Association s property. Bike Safety: While biking is good for exercise and enjoyment, it can lead to death and injury for those who aren't careful. General rules for bike safety include: 1.) Always wear a helmet 2.) Wear bright colors and reflectors especially at night, so you are visible to cars 3.) Follow bike traffic rules at all times In addition, bicycles must be ridden on the pathways or roadways in East Bay. They should not be ridden on the grassy common areas or in other people s back yards. Doing so is not good for the lawns, (the tires can create tracks in soft ground as well as tear up the lawn) or your neighbor s privacy. Let us all have a safe and fun summer!!

Working together we have avoided potential redoes and worked out a better solution to the original project and the process was quick & easy. Please report any exterior building damage due to wind and weather to: Rich Miller (buildings) Damage to the Siding Please be careful driving or backing out of your garage. If you happen to hit the trim, you will have to pay to repair it. The cost can be up to $ to repair. Also we cannot put holes of any kind in the siding to hang anything. Any damage caused by you will be paid by you. You are responsible for any damage you cause. If you have any question, please call a member of the board. RENOVATING YOUR UNIT You must have approval of the Association prior to any project such as Maintenance Office Or replacing your furnace, Use the Owners Work Request Form located in the box to the left of the overhead garage door on the maintenance building or on the East Bay web page, eastbayowners.com, under Owner Login section, Unit Owner Forms. The East Bay by-laws must be adhered to regarding remodeling or landscaping by the unit owner or it can be redone by the Association and billed to the unit owner. If you are making any new electrical or plumbing changes to your condo (including replacement of an air conditioner, furnace and fireplace) you must have approval of the Association as well as city permits and the work must be performed by an insured licensed contractor. You would also need to contact Rich Miller for other exterior changes including new windows, exterior doors, garage doors, patio decking/surfacing, fencing, outdoor lighting (including Christmas decorations) as well as more elaborate landscaping. While requests are rarely denied this need for approval by the Association is in the by-laws for the protection of all unit owners.

7 COMPLAINTS We ask that everyone please follow the rules because East Bay rules are put in place to keep this a good and safe community and to keep our property value up! Please call if you have any questions: Courtney Miller ( ) or Migdalia Rivera ( ) If you have a complaint, we need the following basic information in order to pursue it: PARKING: Vehicle license number Make of vehicle (Ford, Chevy, etc.) Basic color of vehicle Type of vehicle (4dr, 2dr, SUV, Pickup, motorcycle) DOGS: Dog owner or unit # Dog size (small, medium or large) Basic dog color Area of complex where complaint occurred WITHOUT THIS BASIC INFORMATION, WE WILL BE UNABLE TO DO ANYTHING ABOUT YOUR COMPLAINT. WHERE S THE LEASH??? The following is from the East Bay Rules & Regulations IV. PETS ATTENTION ALL DOG OWNERS A. Residents are responsible for their pets and observance of Milwaukee Code of ordinances. B. Pets shall not be kept in common or limited common areas while owner and/or responsible party is absent from the residence. C. All pets must be kept on a leash and accompanied when outside. Pets shall not be staked out in common areas, on a tether long enough to reach common areas, or allowed to run loose. D. The pet owner is responsible for cleaning up all pet litter immediately. E. Residents aggrieved by violation of pet ordinances have the responsibility to report such violations to City of Milwaukee Department of Neighborhood Services EAST BAY OWNERS ASSOCIATION PARKING REMINDERS The following are from the East Bay Parking and Traffic Regulations: C. All East Bay Residents must register all vehicles with the East Bay Owners Association office. If residents add, subtract or change vehicles or license plates, this information must also be reported to the East Bay Owners Association office within ten days of the change. 5. Any owner vehicle parked in visitor parking areas must have approval of the Board and display BOTH a registration sticker AND an owner parking permit. 12. Unit owners who have vehicles in excess of the combined garage and apron space must park their excess vehicles on the street and are subject to City of Milwaukee parking ordinances. 14. Commercial vehicles and those displaying business logos or information are not allowed to be parked overnight on EBOA property, except where the business requires the unit owner to use company owned vehicles that have prior approval from the Board. Please keep in mind that dog owners are responsible for picking up their dog s waste, no matter where it lands, immediately. Our rules do not allow for waiting until a more convenient time, once a day, or once a week. Nor is there any exemption for fecal matter left on walks or drive areas. The immediate pick-up applies to ALL dog fecal matter. Not only is this an East Bay rule, it is also a City of Milwaukee ordinance. Fecal matter that is left can transmit diseases to other dogs, children who are playing in the area, and wildlife. Your diligence in this matter is appreciated. Thank you to those who already do! Reminder: Our maintenance department will not cut the grass where dog waste has not been picked up. Dog Urine Neutralizer Sue Skaros (8933) recommends the following product that is given to your dog to neutralizer their urine which will reduce brown spots on lawn. Lawn Guard from Dr. Foster and Smith. A 4# container (500 pieces) is $70 and smaller sizes are available. Can be ordered from Tips for Small Dogs The following tips were provided & confirmed by Mary Mitchell (9075): Sprinkle white vinegar into their water bowl to keep their urine from burning the grass. Sprinkle Brewers yeast in their food to reduce odor between baths.

10 EAST BAY SWIMMING POOL RULES 1. Pool opening time on weekdays will be 8:00 A.M. or after servicing the pool is complete. Pool hours are Monday through Thursday 8:00 A.M. to 10:00 P.M., Friday 8:00 A.M. to 11:00 P.M., Saturday 7:00 A.M. to 11:00 P.M. and Sunday 7:00 A.M. to 10:00 P.M. At all other times the pool is closed. 2. No one under the age of eighteen (18) will be allowed in the pool area unless accompanied by an adult member of a unit or an adult family member. This adult is responsible for all such minors. 3. Any owner or lessee, who admits anyone to the pool, assumes full responsibility for compliance of all rules and regulations. All fines or assessments for repairs shall be levied on the owner. 4. Each unit is issued one key to the pool area. Replacement keys will be available for a $15.00 charge, for the first replacement, and $25 for each additional replacement. The gate must be closed and locked at all times. Keys may not be left in the lock at ANY time. If keys are lost, duplicates will only be made on or about June 1 and September Each unit will be limited to four guests on holiday weekends. 6. No one who is unable to control bowel or bladder function is allowed in the pool at any time without commercially sold swim diapers specifically designated for that purpose. Regular diapers with rubber pants are not allowed. Unit owners are responsible for notifying a Board member in the case of fecal leakage so the pool can be closed for cleaning and decontamination. 7. Under no circumstances (except in an emergency) shall anyone climb over or through the pool fence. Anyone in violation of this rule will be expelled for the season. 8. All persons are required to take a shower, rinsing well to remove all soap and shampoo before entering the pool. 9. Spitting, blowing noses, spouting water, or any actions that may pollute the water are strictly forbidden. 10. Anyone with a communicable disease, skin abrasion, open cut, or wearing a Band-Aid is not allowed in the pool. 11. Frayed and cut-off jeans, long pants, or street clothing is not allowed in the pool. Only swimsuits are allowed in the pool. 12. Anyone with long hair (shoulder length or longer) is required to wear a swim cap or have the hair up in a ponytail. 13. Running on the pool deck, horseplay, pushing, wrestling, or intentional dunking in the pool area is not allowed. Diving of any kind is strictly forbidden. 14. All persons are responsible for cleaning up their litter. Users of ashtrays are required to empty them in specified containers. 15. No food, gum, glass, or shatterable plastic is permitted within the fenced pool area. Also, no drinks or tobacco is permitted within six (6) feet of the pool. 16. No animals are allowed in the pool area. 17. The rope separating the shallow end from the deep end of the pool shall not be disconnected and/or removed. Standing or sitting on the rope is not permitted. 18. Loud noises, including radios and tape players, and foul language in the pool area are prohibited. 19. No flotation devices larger than 6' x 3' will be allowed in the pool.
