Owners are responsible for all their garbage & recycling that they put out for pick-up. Make sure loose items are secured so the wind does not blow them around the grounds. POOPY SIGNS I am sure most of our unit owners, especially our dog owners have noticed one or all four of our new signs reminding unit owners of the rules of the association regarding pets. These are very popular signs because they state what are the same rules incorporated by most condo associations, apartments and other residential living centers in their rules or governing documents. These signs also dovetail with Milwaukee City ordinances and fines regarding cleaning up after one s pet. Pet waste is one of the top 3 complaints board members receive year after year. No one likes to step in it. These signs were purchased hopefully in an attempt to greatly lessen incidents of any unit owner stepping into it, including our grounds crew. John Habeck and his crew appreciate having the signs, jokingly referring to them as Poopy Signs. The signs have purposely been placed equidistant apart along the association s main pathway, near adjacent intersecting interior pathways and away from non-resident users on 70th street. The sign posts also have plastic bags attached to them for those of us who are in a hurry and forgot to bring one from home. None of the board members likes to agree on fining any unit owner. But this issue is such a complaint problem that now with the signs being posted, any unit owner who is identified by a board member, staff member or another unit owner as not picking up waste left by their pet, will at least be fined. If the unit owner would be identified as a habitual offender, they will also be reported to the City of Milwaukee Animal Control Department. Dennis Barrish, Board President

2 Joe LaRosa GROUNDS My name is Joe LaRosa, and I am the chairman of the Grounds committee. Through these newsletters, I will try to keep everyone updated on the work being done by the grounds personnel (accomplishments, current/ongoing projects, and future goals) during the year. Initially, the team got off to a great start. Fifteen new trees were purchased and planted. New plantings around the East Bay signs were completed and kept watered by unit owners, Martina Adams & Quyet Bell. The benches were repainted by unit owners, Sue Eichsteadt & Kristen Kappelman, and placed back along the shoreline. The tiling of the bathroom floor at the pool was finished in time for the pool opening. And the summer was finally hot enough for the pool to be used much more extensively than it has been used the past few years. However, this has been a summer/fall of challenges. In June, our summer helper the past two years, Matt, turned in his notice to take a full-time position elsewhere. Just as we were able to hire Vince as a replacement for him, Shawn, our fulltime assistant, gave his notice to also pursue another job. Again, John, Dennis, and I had to place ads and interview perspective candidates. Vince then also applied for the position. East Bay promoted Vince to Shawn s full-time position, and hired Willie as our summer helper. I am confident that most of you have seen them throughout the past few months. Just to add one curve, Vince recently was in a car accident and is OK, but reportedly has broken his arm in two places. The turnover and subsequent re-training of staff has unfortunately prevented any work from being done to the shoreline this summer. Also, an unpleasant surprise was the discovery that some of our ash trees were infected by the Emerald Ash Borer. This was confirmed by the City of Milwaukee. These bugs bore into the trunk of the tree and slowly disrupt the flow from the roots to the branches killing the tree. Apparently there is NO cure. There are insecticides which can slow the spread of the insect and effects on the trees. John has started applying the insecticide to some of the infected trees, but this will only slow the process. The scope of this infestation is significant. East Bay has approximately 46 ash trees. John and his team have taken down approximately 5-6 bad trees (not all of these were infected). Hopefully, John will be able to get a couple more cut down before starting on fall/winter activities. For our dog owner/walkers, four poop bag dispensers have been added along the shoreline walkway. Please use these bags if you forget to bring one yourselves. Please DO NOT place the used bags back into the dispenser(s). The pool was closed on September 12 th, and we had been waiting for the vendor to come to diamond grind it. However, John was just informed that they are too busy this fall. This maintenance will need to be pushed to next spring (before the pool opens). TruGreen applied the second spraying of our grass on September 27 th. We have signed a contract with Merit Asphalt for crack filling, which is scheduled to be done before the end of October. Lastly, several of you have noticed the wooden stakes, placed by Wisconsin Electric, throughout our property. These are right-of-way markers to identify where the new underground lines will be placed which will replace the current connections to our transformers. I believe John said that we have around 10 or so transformers on our property. Please be aware that there will need to be holes & trenching to complete this upgrade. However, at this point, East Bay does not know the full extent, nor WE Energies schedule. Thank you.

3 MANAGEMENT Remember all of the sheets of ice on aprons and drives last winter? This was due to ice build-up in the gutters and downspouts caused when days were warm enough to melt the snow on the roof and then refreeze at night. This caused an overflow of melt water and all of the ice. A number of people fell, and several injured themselves and required surgery and casting. One way to decrease and even prevent this is by using heat tape on the roof, gutters and downspouts. Later in the newsletter is an article with heat tape information, purchasing options, and installation instructions. Because this is NOT something to be left plugged in at all times only when there is snow on the roof, daytime temperatures are warm enough to allow melting of roof snow, and night time temperatures cause refreezing heat tape will need to be purchased and installed by individual unit owners and plugged in ONLY when needed. Using heat tape decreases the risk of ice-damming on the roof, decreases the amount of ice formation and icicles, decreases the amount of salt being used (which leads to foundation breakdown and mud jacking and repair costs), and keeps our grounds safer for walking. Bob Brink (9219), Chet Babcock (9221) and Sue Skaros (8933) have been using heat tape for the last several years. They have NO ice on the aprons. Bob plugs the tape (shared jointly) in when needed and the electrical cost was not even detectible. If you are interested, talk with your neighbors, and share the cost of purchasing the heat tape. One person needs to be responsible for plugging and unplugging the tape when it is needed. Bob Brink recommends that you attach a weight (couple of large heavy washers or a bolt) to one end so it goes part way down the down spout. NOTE: John and Vince will NOT be installing the heat tape. Unit owners need to make their own arrangements for installation. ONLY the clips included in the kits can be used to attach the heat tape to the shingles. 4 Rich Miller, BUILDINGS Thank You! Compact Fluorescent Light Bulbs Compact fluorescent light bulbs (CFL), the curly light bulbs, contain mercury. For this reason, they cannot be thrown into the household garbage. They have to be taken unbroken to a recycling center. Our maintenance department has started transitioning away from the CFL bulbs to LED bulbs in all of the fixtures we maintain. LED bulbs are more expensive, but are more efficient and last longer than the CFL bulbs. LED bulbs contain no mercury and can be thrown into the household garbage. Disposal of the CFL bulbs had become problematic for our maintenance department and they were simply storing the dead CFL bulbs in boxes. We have found a source that will recycle our CFL bulbs for us because we are buying the majority of our LED bulbs from them. They aren't doing this for free, though. There is a cost, but the cost is reasonable. If any unit owner has unbroken dead CFL bulbs, they may place them in a box, and call the maintenance department at (414) , and leave a message for John Habeck giving your name, unit number and how many bulbs you want to drop off. John will call you back. You may also him at eastbayowners1@yahoo.com. We expect the transition to LED to take one to two years. After the transition is complete, we will no longer accept the CFL bulbs for recycling. To all unit owners who have contacted me prior to completing projects. Working together we have avoided potential redoes and worked out a better solution to the original project and the process was quick & easy. RENOVATING YOUR UNIT You must have approval of the Association prior to any project such as replacing your air conditioner, front door, furnace, windows, remodeling projects or elaborate landscaping. garage door, You will need to contact Rich Miller ( ) or gerard728@gmail.com, Buildings Chair, for approval of your plans. The East Bay by-laws must be adhered to regarding remodeling or landscaping by the unit owner or it can be redone by the Association and billed to the unit owner. If you are making any new electrical or plumbing changes to your condo (including replacement of an air conditioner, furnace and fireplace) you must have approval of the Association as well as city permits and the work must be performed by an insured licensed contractor. You would also need to contact Rich Miller for other exterior changes including new windows, exterior doors, garage doors, patio decking/surfacing, fencing, outdoor lighting (including Christmas decorations) as well as more elaborate landscaping. While requests are rarely denied this need for approval by the Association is in the by-laws for the protection of all unit owners.

5 Damage to Your Unit s Siding Please be careful driving or backing out of your garage. If you happen to hit the trim, the Association will repair the damage and bill you, the unit owner. Also we cannot put holes of any kind in the siding to hang anything. Any damage caused by you will be paid by you. You are responsible for any damage you cause. COMPLAINTS We ask that everyone please follow the rules because East Bay rules are put in place to keep this a good and safe community and to keep our property value up! All East Bay Residents must register all vehicles with the East Bay Owners Association office. If residents add, subtract or change vehicles or license plates, this information must also be reported to the East Bay Owners Association office within ten days of the change. 5. Any owner vehicle parked in visitor parking areas must have approval of the Board and display BOTH a registration sticker AND an owner parking permit. 12. Unit owners who have vehicles in excess of the combined garage and apron space must park their excess vehicles on the street and are subject to City of Milwaukee parking ordinances. 14. Commercial vehicles and those displaying business logos or information are not allowed to be parked overnight on EBOA property, except where the business requires the unit owner to use company owned vehicles that have prior approval from the Board. DOGS: Dog owner or unit # Dog size (small, medium or large) Basic dog color Area of complex where complaint occurred WITHOUT THIS BASIC INFORMATION, WE WILL BE UNABLE TO DO ANYTHING ABOUT YOUR COMPLAINT.

6 ATTENTION ALL DOG OWNERS The following is a copy of a handout that will be distributed to pet owners whose animals are not following the rules. WHERE S THE LEASH??? The following is from the East Bay Rules & Regulations IV. PETS A. Residents are responsible for their pets and observance of Milwaukee Code of ordinances. B. Pets shall not be kept in common or limited common areas while owner and/or responsible party is absent from the residence. C. All pets must be kept on a leash and accompanied when outside. Pets shall not be staked out in common areas, on a tether long enough to reach common areas, or allowed to run loose. D. The pet owner is responsible for cleaning up all pet litter immediately. E. Residents aggrieved by violation of pet ordinances have the responsibility to report such violations to City of Milwaukee Department of Neighborhood Services Please keep in mind that dog owners are responsible for picking up their dog s waste, no matter where it lands, immediately. Our rules do not allow for waiting until a more convenient time, once a day, or once a week. Nor is there any exemption for fecal matter left on walks or drive areas. The immediate pick-up applies to ALL dog fecal matter. Not only is this an East Bay rule, it is also a City of Milwaukee ordinance. Fecal matter that is left can transmit diseases to other dogs, children who are playing in the area, and wildlife. Your diligence in this matter is appreciated. Thank you to those who already do! Reminder: Our maintenance department will not cut the grass where dog waste has not been picked up. Dog Urine Neutralizer Sue Skaros (8933) recommends the following product that is given to your dog to neutralizer their urine which will reduce brown spots on lawn. Lawn Guard from Dr. Foster and Smith. A 4# container (500 pieces) is $70 and smaller sizes are available. Can be ordered from Tips for Small Dogs The following tips were provided & confirmed by Mary Mitchell (9075): Sprinkle white vinegar into their water bowl to keep their urine from burning the grass. Sprinkle Brewers yeast in their food to reduce odor between baths. Just a Friendly Reminder The following is from the East Bay Rules & Regulations IV. PETS A. 9 IMPORTANT This Article is an insert that was in our current City of Milwaukee Water Bill East Bay Phone Numbers Maintenance: Administrative Office: Common Household Product is Magic Most of us already know that a teaspoon of baking soda in the batter will make the muffins rise, but who knew that a pinch of it mixed with scrambled eggs will make them fluffier or added to water will make steamed vegetables stay green? Aside from cooking, however, everyone knows that an open box of baking soda in the fridge will absorb strong odors. But did you also know that baking soda in the bath water can relieve itchy skin caused by bug bites or poison ivy? And that pouring a cup of baking soda followed by a cup of hot vinegar down a stopped up drain will unclog it? Baking soda also can be used to polish tarnished silver, remove rust stains, extinguish a grease fire, freshen toothbrushes and clean dishwashers and coffee makers. Add it to kitty litter and the laundry to help freshen and deodorize. Sprinkle baking soda on a wet sponge to scrub residue off a cast-iron skillet. Or use it on sidewalk and driveway cracks as a non-toxic weed killer. A dusting of it around pet food bowls will keep ants away too. A couple of cautions about baking soda, though: Its magic powers fade with time, so check the expiration date on the box. Most important, don t mix it with other cleaning products. The chemical reaction could be toxic.

10 Reprinted from October/November 2013 Newsletter HEAT TAPE INFORMATION This pre-assembled cable has been designed for the sole purpose of preventing the formation of ice dams on pitched roofs with non-combustible tab shingles and in metal or plastic gutters and downspouts. It provides drainage channels so that as natural thawing occurs, water has a path to flow off the roof and through the gutters and downspouts. This cable is not for use on a flat roof nor is it intended to clear the roof of snow and ice. Install the cable when the outside temperature is above 50 F because at lower temperatures shingle material may be brittle; Clear all leaves, pine needles and debris from the roof, gutters and downspouts before operating the cable. Each package contains one ready to install cable, shingle clips, cable spacers and complete installation instructions. You will also need a tape measure, marker, gloves, ladder and it is suggested you use a GFCI outlet to plug the extension cord you provide to plug in when you want your Heat Tape to work. It is recommended that it be use only when there is ice and snow to defrost. Instructions for cable length selection. 1.
