3 Narrative: A citizen reported seeing a suspicious looking person walking towards town. He was very dirty, had dreadlocks and was carrying a backpack with a bedroll. He was dragging a small puppy who could barely walk and seemed to be in distress. He was located at the Sand Hill Road intersection and stated that he was waiting for his brother to come pick him up and that he would wait there, as his brother should be there soon.
