4 GENERAL RULES AND REGULATIONS Note: a separate premium list has been printed for the 4-H Department and the Horse Department. Exhibitors should carefully examine the following in order to understand the manner in which the Fair is to be conducted, and to prevent mistakes which might otherwise occur. No. 1. NOTE: ALL ENTRIES WILL POSITIVELY CLOSE AT THE TIMES GIVEN. NO ENTRIES WILL BE TAKEN AFTER THE CLOSING TIME. ONCE AN ENTRY IS MADE IT CANNOT BE WITHDRAWN OR CHANGED. ENTRIES MAY BE MADE BY MAIL TO: CHEMUNG COUNTY FAIR, BOX 191, HORSEHEADS, NY, OR AT OFFICE DURING WEEK PRIOR TO THE FAIR. No. 2. In the case of one entry in a section or class, an award will only be given if entry is qualified. The decision of the Judges will be final. No. 3. The payment of $10 constitutes any person a member of the Society if any entry competing for a premium is made. It also entitles this person to enter articles for premiums, or exhibition, subject to additional charges in case of entries for premiums as noted in the rules printed at the head of each department in the list. 4-H members entering open class exhibits must pay same entry fee as adults. A special ticket for exhibitors is available to purchase when extra weekly tickets are desired. Children 12 years and under and adults 70 years and over are not required to purchase a membership tickets. No. 4. Exhibitors will be supplied with passes for such help as the officials of the Society may deem necessary. Such passes shall be non-transferable, and disregard of this rule shall constitute a forfeiture of all premiums awarded and privileges granted to the person upon whose account such pass or passes shall have been issued. Special tickets will be available to purchase where helper s passes are not issued. No. 5. The Society reserves the right to close the entries in any department before the dates as given whenever it shall have received entries to the limits of the capacity of said department. No. 6. Exhibitors will not be allowed to sell goods without permission (though they may book orders), nor will they be allowed to call attention to their wares in noisy or disorderly manner. No. 7. This Society assumes no responsibility in case of loss or damage to stock or other exhibits from any cause, and upon the condition only are entries received. This Society will not assume any liability for personal injury sustained either by exhibitors, helpers, visitors or guests. No. 8. Stalls or pens for cattle, sheep and swine will be provided until capacity is reached without charge for exhibition stock until the close of the Fair. (No feed of any description will be furnished for exhibition stock during the Fair.) No. 9. Exhibitors Please Note: The Society reserves the right to reject any article, animal or bird, offered for exhibition or competition. The Society also reserves the right to accept or reject exhibits from outside the County to fill and balance any Department with the approval of the Board of Directors. Persons desiring to enter an animal or article not listed in the Premium List will please communicate with the Secretary prior to July 15th, and, if the Board of Directors so rules, there will be a special class made for this article. Animals or articles cannot compete in more than one class, or division, except for herd, family or sweepstakes premiums. No. 10. Exhibitors must show their exhibits whenever and in such manner as required by the executive officers in charge of that department. All exhibits must be entered in the name of the bonafide owner; such ownership shall have existed not less then thirty days previous to the time of showing. Exhibitors are required to make themselves acquainted with the prize list and regulations and be sure in what sections and departments their entries belong, since premiums will only be awarded in the class or division in which animals or articles are entered for competition. An exhibitor violating or neglecting to comply with any rule of the Society will forfeit entry fee as well as any premiums awarded. -5-

5 No. 11. As far as possible the single judge system will rule and great care will be taken to select only those who are qualified. Judges will receive their books from the Secretary and, when the award is completed, the books must be returned at once. Articles where the entry card is not attached will not be considered. No person or persons will be allowed to interfere with the judges in the discharge of the duties. Persons wishing to explain in regard to their exhibits can do so through the Superintendent of the department. Where exhibits have been erroneously entered, the judges may have the same corrected by the Secretary before they judge upon the class, but not after judging. The decision of the judges shall be final in all cases, except where mistakes, frauds, or misrepresentations are shown. In such cases the directors, or such referee as the directors may select shall decide. No premium shall be awarded by any judge for an unworthy exhibit. Judges will be provided with ribbons and cards indicating the first, second, etc., and special premiums and they shall attach the ribbons or cards upon the article they award prizes at the time of judging. All such premium cards and ribbons must be displayed during the exhibition. No. 12. Premiums will be paid by mail on or before November 15th. No, 13. There will be positively no smoking allowed in any livestock building or tent. This rule must be enforced according to law and the fair society is asking the firemen in charge on the grounds to help in enforcing this rule. Obviously this rule is for the protection of each exhibitors own interest. State of New York Department of Agricultural and Markets Part 350 Standards for Conduct of Fairs Entry fees maximums: Entry fees shall not exceed 10 percent of first premium, except in poultry departments, where the fees shall not exceed 25 percent of first premium. However, a flat charge of two dollars may be assessed No fee for 4-H, F.F.A., Junior Fair or School Department Exhibits: No entry fee shall be charged for 4-H, F.F.A., and junior fair exhibits entered for competition in their own classes, or for entries in the school department Prompt, full payment of premiums: All premiums advertised and awarded must be paid promptly and in full, without deduction in the guise of donations or otherwise, notwithstanding any statement to the contrary or in modification thereof announced or stated in the premium book No premium for unworthy exhibit: No premium should be awarded by any judge or paid by any society for an unworthy exhibit Premium amount to attract well-balanced exhibits: The amount of premium offered in the various departments should be such as to secure well-balanced exhibits, in the light of types of agriculture carried on in the territory served by the fair No exhibits by judges in departments they oversee: No judges shall be permitted to enter exhibits in competition for premiums in the department with which they are connected Exhibits to be plainly labeled: All exhibits must be plainly labeled so that the full significance of the exhibits will be made clear Re-exhibition in domestic department: No article shall be permitted to be exhibited in the domestic department if it has been previously exhibited therein, unless, by official action of the board of directors of any fair society, an exception is made to this requirement Ownership of exhibits entered in fairs and shows: (a) All exhibits shall be entered in the name of the exhibit owner, provided, however, that any animal exhibit entered in a youth fair, youth exhibition or 4-H show or exhibition may be entered in the name of the exhibitor. (b) Exhibits shall have been owned by the exhibitor for a period of at least 30 days prior to the entry of the exhibit; provided, however, that any animal exhibit entered in a youth fair, youth exhibition or 4-H show or exhibition shall have been in the care of the exhibitor for a period of at least 60 days prior to entry of the exhibit. Proof of ownership of any exhibit shall be provided by the exhibitor, upon request, to the fair sponsor. (d) The fair sponsor may limit the number of breeds shown by any exhibitor Rejection or refusal of an exhibit: Any fair society shall reserve the right to reject or refuse and to order the removal of any exhibit which, in the opinion of its board of directors, is not eligible or worthy of showing or has not met the livestock health requirements Compliance with an enforcement of livestock health requirements: Each fair or exposition which receives money from the State pursuant to article 24 of the Agricultural and Markets Law shall comply with and enforce the livestock health requirements set forth in Part 351 of this Chapter. -6-

6 ANIMAL HEALTH REQUIREMENTS PREPARATION FOR THE FAIR Contagious Diseases: All animals must be free from contagious disease. Examples of contagious diseases for which animals have been denied entry or rejected from fairs include the following: ringworm, warts, mange, pinkeye, sore mouth, respiratory infection and contagious hoof infections. Animal Identification: Animals must be uniquely identified. Acceptable identification allows positive matching of an animal to all accompanying documents including papers with laboratory test results and vaccination statements. If a sketch or photograph is to be used for official identification of an animal, the sketch or photograph must contain the signature of the attending veterinarian and date. Horse sketches and descriptions should reference color pattern, hair whorls, chestnuts, scars and other markings. Llama drawings, as for horses, must positively identify the individual animal. A name or a statement of color without additional distinguishing features or man made identification is not acceptable identification. Follow Drug and Vaccine Withholding Times: In order to prevent the contamination of food products, labeled withholding times should be strictly adhered to in food producing animals that have been treated with any chemical (drug) or have had vaccine administered. Isolation: In addition to the possibility that the stress of moving can result in a healthy animal becoming ill, assembling groups of animals increases the chance of exposure to contagious disease. All animals returning from a fair or show should be isolated from the herd or flock (no direct or indirect contact) for at least two weeks after returning to the premise of origin. Proof of Vaccination: A signed, written statement from the attending veterinarian is required as proof of vaccination. A valid animal health certificate which has the vaccination(s) listed and is signed by the issuing veterinarian is acceptable proof of vaccination. The date of vaccination and the name of the products must be listed on all certificates. Stay informed about developing animal health issues. Fair entrance requirements may need to be modified. Don t wait until the last moment to prepare your animal(s) for the fair. If you have any questions or comments about entrance requirements, you can contact your regional state veterinarian/veterinary technician or the NYS Department of Agriculture, Division of Animal Industry, Albany, NY at CERTIFICATE OF VETERINARY INSPECTION New York State Animals: A valid New York State intrastate CVI (Form Al 61) is required for: Cattle, Sheep, Goats, Swine, Llamas, Deer, Monkeys, miscellaneous ruminants, Camels and Elephants. Each animal must be individually and positively identified on the health chart. The CVI must be issued by an Accredited Veterinarian on or after May 1 of the current year. -7-

7 CHEMUNG COUNTY AGRICULTURAL SOCIETY GUIDELINES FOR EXHIBITION AND USE OF ANIMALS AT FAIRS The exhibition and use of animals is a vital part of county fairs. To try to imagine fairs without the sights, sounds and smells of animals is bound to be unsuccessful. As sponsor of the Chemung County Fair, our organization is responsible for guaranteeing that animals at the fair for display, competition, and use are treated humanely as the law requires. To mistreat ( overdrives, overloads, tortures or cruelly beats or unjustifiably injures, maims, mutilates or kills any animal, whether wild or tame ) any living creature is a serious crime. Annually, prior to the fair, the proposed events and the condition of the fair which is planned should be specifically determined and certified by a veterinarian licensed to practice medicine. During the fair itself persons familiar with the needs of animals brought to the fair and kept temporarily within the grounds should be immediately available to inspect and determine whether the reasonable needs of animals for sustenance or drink are recommended. More specific and detailed information relative to statutory requirements, penalties and potential problems are addressed in guidelines for the Lawful Exhibition and Use of Animals at Fairs which is available in printed form and with these three paragraphs shall represent statements adopted by the Chemung County Agricultural Society along with the Guidelines for regulations Governing the Conduct of Fair Patrons which are attached to this Memo and Adopted by the Association as its policies relating to the regulation of the conduct of Patrons and the monitoring of the treatment of animals at the Chemung County Fair. What is a fair without animals? BOARD OF DIRECTORS CHEMUNG COUNTY AGRICULTURAL SOCIETY ENTRIES 1. Fair entries are being accepted online this year at Fairentry.com. The office will be open to assist with online entries. Entries made on any other kind of paper will not be accepted.. 2. Be particular to give Department, Section, and Class Number, as per premium list, also name of article and amount of First Premium. 3. Full amount of entry fee as stated at the head of each department and $15.00 for membership must accompany each entry list. The membership ticket is good for admission to the grounds for the entire week of the fair. 4. Premiums payable on or before November 15th. 5. Premium checks must be cashed within 30 days of receipt or they will become void and the amount returned to the Society s treasury. -4-

8 Animal Health Requirements For Admission to New York State and County Fairs (Part 351 of NYS Agriculture and Markets Regulations) NYS Department of Agriculture and Markets/Division of Animal Industry 10B Airline Drive, Albany, NY Animal Health Requirements For Admission to New York State and County Fairs (Part 351 of NYS Agriculture and Markets Regulations) NYS Department of Agriculture and Markets/Division of Animal Industry 10B Airline Drive, Albany, NY General Prohibitions and Requirements No person shall bring or have present an animal on the fairgrounds during a fair which is not qualified under NYS regulations. No person shall present an interstate or intrastate certificate of veterinary inspection that has been altered by anyone other than the issuing veterinarian. Animals demonstrating clinical signs or other evidence of infectious, contagious or communicable diseases shall not be allowed on the fairgrounds during a fair. Representatives of the Commissioner may deny admission to or require removal from the fair premises, or require the segregation of any animal showing signs of or exposed to any infectious, contagious or communicable disease. NOTE: The fair board of directors has the authority to reject unworthy or unsightly exhibits for reasons other than infectious, contagious or communicable disease (Part ). The state veterinarian or animal health inspector will bring questionable exhibits to the attention of the fair board. All animals presented that originate from a location other than New York shall meet all New York State importation regulations appropriate to the species in addition to the fair animal health requirements. Certificates of Veterinary Inspection (CVI) Cattle, sheep, goats, swine, llamas, alpacas, deer, and misc. ruminants, require a valid CVI to enter the fairgrounds. The CVI must be issued by a Category 2 accredited veterinarian. AI-202 (1/17) All animals must be officially identified. ALL MANMADE ID MUST BE RECORDED. Refer to Animal Identification section below for more information. Only one species is allowed per certificate. The type and duration of certificate required depends on the origin of the livestock. New York Origin Livestock: A valid intrastate CVI (AI-61) is required. Each animal must be individually identified on the CVI (see below). The CVI must be issued on or after May 1 of the current year. Out of State Origin Livestock: All animals entering New York State must satisfy import health and test requirements for that species and be accompanied by a valid interstate CVI. The interstate CVI is valid for 30 days from the date of CVI inspection. During the fair season (July 1 through Labor Day) valid CVI s can be used multiple times for entrance into fairs. The initial entrance into a fair must be within 30 days of the date of CVI inspection. In order for the CVI to be used for a later fair, it must be dated and initialed by a state official noting the location of the initial fair. A change in health status or eligibility of an animal necessitates the generation of a new CVI. -8-

9 Questions regarding import requirements should be directed to the Division of Animal Industry at , or at the division s import/export homepage: Animal Identification ALL MANMADE ID MUST BE RECORDED Cattle, sheep, goats, swine, and deer/elk must be identified by USDA approved official identification. Cattle and deer/elk must be identified by official ear tag. Sheep and goats must be identified by official scrapie identification (see sheep and goat sections below). Swine must be identified by official ear tag. The only exception is nursing piglets. Nursing piglets do not have to be individually identified if the sow is correctly identified on the CVI and the number of piglets in the litter is noted on the CVI. Llamas and alpacas must be identified by official ear tag or microchip. Misc. ruminants must be identified by unique ear tag or microchip. A complete written description is sufficient identification for horses entering New York accompanied by a CVI. The description must match the EIA test record. Horse sketches and descriptions should reference color pattern, hair whorls, chestnuts, scars and other markings as necessary to uniquely identify the horse. Tattoos and microchips if any should be included. Bay, no markings is not an acceptable description for a CVI or EIA test record. NOTE: If you are exhibiting animals identified by microchip a working reader must be supplied by the exhibitor. For questions on animal identification please contact your veterinarian or our office at Rabies Vaccination Rabies vaccination is required for all species for which there is a USDA licensed vaccine available (cattle, horses, sheep, dog, cat, ferret) and that are 4 months of age or older on the date of admission to the fair. AI-202 (1/17) Vaccine must have been administered within the past 12 months. The exception is Imrab LA vaccine used in sheep which protects for 3 years after the second annual vaccination (consult your veterinarian). The rabies vaccination requirement must be met on the day of admission even if the animal was previously admitted to a fair when too young to vaccinate. NOTE: Individual fairs can require animals for which there is no approved rabies vaccine to be vaccinated for rabies. The requirements outlined above would apply. The fair is responsible for notifying exhibitors. The New York State Fair requires rabies vaccination for all livestock species entering the grounds. Acceptable Proof of Rabies Vaccination Acceptable proof of rabies vaccination must include a signed written statement from the veterinarian administering the vaccine or a valid certificate of veterinary inspection that has the vaccination listed and is signed by the Category 2 accredited veterinarian. Acceptable proof of rabies vaccination must include the name of the product used, the date of administration and the duration of immunity if longer than one year. If the statement of rabies vaccination is included on an EIA test record, it must be signed separately in addition to the required EIA test record signature. NOTE: Rabies titers are not acceptable proof of rabies protection and cannot be used to meet entry requirements. Acceptable proof of vaccination for dogs is a valid vaccination certificate or a copy of the dog license that contains the rabies vaccination information. -9-

10 BVD-PI Testing All cattle, llamas and alpacas exhibited at NY county fairs or the State Fair must be negative to an approved test appropriate to detect Bovine Viral Diarrhea persistent infection (BVD-PI). The testing veterinarian is responsible to make sure the proper test is conducted. This is a once in a lifetime test that must be reported on the required certificate of veterinary inspection. The issuing veterinarian is responsible for verifying the validity of the test, the identification of the animal and recording the test date on the CVI. If a previous test is not verifiable the test must be repeated. Cleaning and Disinfection All buildings on the fairgrounds housing animals must be cleaned and disinfected prior to the opening of the fair and between groups of animals when housing is rotated (Section 50.2 of Agriculture and Market regulations). Animal Deaths Occasionally animal deaths occur at a fair. If a death occurs it must be reported to the state veterinarian in charge as soon as possible for review. The animal must be promptly removed from the public exhibit area to a secure location and held for the veterinarian prior to disposal. Calving, Kidding, and Lambing Due to the concern about the spread of diseases, any cattle, sheep, or goats that are exhibited at a county fair that have recently given birth or have a vaginal discharge, will be ordered removed along with their offspring, unless the animals are part of a birthing demonstration. Commingling of Sheep and Cattle Due to the potential spread of malignant catarrhal fever from sheep to cattle, it is strongly recommended that cattle be kept separate from sheep. AI-202 (1/17) Commingling of Swine and Poultry Due to the potential spread of influenza viruses it is recommended that swine and poultry be housed in separate locations. Isolation on Returning Home The owner or custodian shall keep show animals biologically separate from the herd or flock for a period of at least two weeks after returning to the premises of origin. If any illness is noted in the exhibition animals the owner should contact their veterinarian immediately. Individual Species Requirements Horses Certificate of Veterinary Inspection (CVI) is not required for New York origin horses. CVI is required for imported horses. Negative Equine Infectious Anemia (EIA) test is required for all horses 6 months of age or older. The horse must be accompanied by a valid negative EIA test record. The test must have been conducted during the current or previous calendar years for New York origin horses. For imported horses, the test must be conducted within 12 months of entry. The EIA test certificate must include a complete description of the horse. Rabies vaccination is required for all horses 4 months of age or older (see above). A valid GoPass equine passport can be used as an entry document. If interested in the GoPass contact your veterinarian. More information is available at GlobalVetLink : Cattle Certificate of Veterinary Inspection with animals properly identified (see Animal Identification section above). Rabies vaccination is required for all cattle 4 months of age or older (see above). All cattle must be must be negative to an approved test appropriate to detect Bovine Viral Diarrhea persistent infection (BVD-PI). The date and results of the testing must be noted on the certificate of veterinary inspection. All cattle must be vaccinated against bovine respiratory disease complex including bovine respiratory syncytial virus, bovine virus diarrhea, infectious bovine rhinotracheitis and parainfluenza with a product administered in a manner and time frame adequate to confer protective immunity for these diseases for the duration of the fair. -11-

11 Sheep Certificate of Veterinary Inspection with animals individually identified with USDA approved individual scrapie program identification. Identification must be one of the following: 1) USDA approved tags or 2) a legible USDA approved flock tattoo and individual animal ID number or 3) electronic ID if the sheep is enrolled in the Scrapie Flock Certification Program. For information on scrapie ID, contact USDA at Rabies vaccination is required for all sheep 4 months of age or older (see above). The CVI must contain a written statement from the issuing Category 2 accredited veterinarian that the flock of origin was inspected after May 1 of the current year and no evidence of contagious, infectious or communicable diseases was found. If evidence of soremouth (contagious ecthyma) is found on any sheep, the entire exhibit including the affected animals shall immediately be removed from the fair premises with the holding pens cleaned and disinfected immediately after removal. AI-202 (1/17) Goats Swine Certificate of Veterinary Inspection with animals individually identified with USDA approved individual scrapie program identification. Identification must be one of the following: 1) USDA approved tags or 2) a legible registration tattoo or 3) a legible USDA approved herd tattoo and individual animal ID number or 4) electronic ID if the goat is enrolled in the Scrapie Flock Certification Program and/or the electronic ID is recorded on the goat s registration paper. 12 Poultry Exhibitor Prefair Guidelines Cattle, Sheep, Goats, Swine, Llamas and Alpacas, Cervids, Misc. Ruminants Review the animal health requirements booklet including information for your species before your veterinarian arrives to inspect your animals. If you have any questions ask. Your veterinarian is responsible for inspecting your animals and completing the certificate of veterinary inspection (CVI). Call early to avoid the last minute rush when mistakes are made and there is no time to correct. Make sure official eartags are present on cattle and swine and USDA approved scrapie ID is in place on sheep and goats. Llamas and alpacas require a microchip or eartag. If a microchip is utilized make sure the veterinarian confirms the microchip ID or places one. ALL IDENTIFICATION MUST BE RECORDED. Make sure it is. Review the CVI carefully upon receipt to make sure all the information is correct including any required test or vaccination information. DO NOT stuff it in an envelope and assume all is well. The time to correct is before pulling them out at the fair. The CVI is your document and you share responsibility if it is incorrect. If you are importing livestock from out of state make sure the interstate requirements are met and you have a valid interstate certificate of veterinary inspection. Schedule pullorum flock inspection and testing well ahead of the fair if your flock is participating in the NPIP program. If you re having your birds tested within 90 days of the fair you must go to a pullorum clinic. Available clinics are listed on the Dept. website. No individual testing is available if you miss a clinic. Birds qualified by 90 day test must be identified by official leg band. Bring documentation with you to the fair in the form of a 1) current NPIP certificate, 2) 90 day test chart or 3) purchase receipt with NPIP certification within 1 year of the date of admission to the fair. Horses For NY origin horses, negative EIA test chart must be dated this calendar year or the prior calendar year. Imported horses must be accompanied by an interstate certificate of veterinary inspection with a negative EIA test within 12 months. Rabies vaccination information can be incorporated into the CVI. Drawing or photograph must match the horse. Rabies vaccination must be within 1 year of arrival at the fair and be documented by a signed rabies certificate or a signed statement on the EIA test chart with the required information (see requirements). Entries are open to residents of all counties with preference given to Chemung County residents. 2. All entries must be free of disease and will be health-checked prior to being assigned a coop number. Any animal showing signs of disease must be removed from the rabbit barn immediately. 3. Staff members will be on duty and will take all reasonable care to ensure the safety of your animal (s). 4. The Fair will furnish initial bedding only. Cages are expected to be cleaned on a daily basis by the owner. 5. Exhibitors must provide their own feed and feed and water dishes. Water levels will be maintained in all cages throughout the day. Please mark your feed containers with your name if you will be leaving it on the Fairgrounds. 6. Animals must remain on the grounds for the duration of the Fair or prize money will be forfeited. 7. For Sale signs may not be put on cages without the consent of the Rabbit Superintendent, until after completion of the show. Sale rabbits must be at least 8 weeks old. 8. Exhibits will be evaluated on the basis of their content, quality of expression and presentation. Creativity is encouraged as is display of materials showing observational skills, e.g. journals or sketchbooks ENVIRONMENTAL EDUCATION - Nature Trails - e.g. Display of constructed nature trail or observation made along another nature trail. Geology - Simple collections must include the specimen s names, dates of collection, specific site(s) of collection (distance and direction to nearest town, county, state or province) and collector s name for 15 specimens. Other Wildlife Projects - Exhibits based upon New York's wildlife resources, Environmental Awareness: Wildlife, Managing Small Woodlots for Wildlife; Wildlife Discovery, New York s Wildlife Resources (fact sheets), and Wildlife in Today s Landscapes. County projects or self-initiated projects are acceptable. A good source of potential project is the 4-H Forestry and Wildlife Invitational REUSE AND RECYCLING - Exhibits based on recycling or composting projects in the home or community. Clothing, crafts and other items created using post-consumer waste materials. Exhibitor should explain why particular materials were chosen and how the exhibit relates to environmental education. Many materials can be reused; why is this exhibit particularly useful (e.g., in terms of serving a functional purpose) or beneficial (e.g., making use of resources that would otherwise harm the environment, the project can be used to help others understand the importance of re-purposing post-consumer materials.
