2 WHAT S THE REAL PURPOSE OF YOUTH (4-H & FFA) LIVESTOCK PROJECTS? One purpose is to teach youth people how to feed, fit, and show their animals. The more important purpose is to provide an opportunity for personal growth and development of the young person. The Josephson Institute of Ethics has developed a curriculum which identifies six core values which may help to better describe the value of youth livestock projects. This curriculum also presents the idea that people develop and strengthen character by practicing certain behaviors just as muscles are built through exercise. Therefore, the purpose of the youth livestock program (4-H and FFA) is to provide opportunities for young people to develop character. The character traits identified and some practices (exercises) that may build character follow: 1. Trustworthiness - includes honesty, promise keeping and loyalty. daily feeding, watering or animals (promise keeping) adheres to possession deadlines (honesty) adheres to withdrawal times on drugs and de-wormer only the appropriate use of approved drugs 2. Respect - includes courtesy and proper treatment of people and things. proper handling for animals, treat humanely proper care of animals listens to and follows advice of advisors recognizes that animal projects are dependent on FFA and 4-H ers and provides daily feed and water 3. Responsibility - includes the pursuit of excellence, accountability and perseverance. daily feeding and watering (even on the busy, difficult days) goes beyond providing the daily needs of the animal in giving additional time and attention to produce a winner adheres to deadlines for entry forms and for arrival at livestock shows never gives up in the show ring (perseverance) 4. Fairness - involves consistently applying rules and standards appropriately for different age groups and ability levels. feeds only approved livestock rations only the appropriate use of approved drugs accepts winning or losing with grace conduct in the show ring follows recommended procedure fitting and grooming of animals follows recommended procedures 5. Caring - promoting the well being of people and things in a young person s world. 3 * GENERAL RULES AND REGULATIONS 1. Poultry check-in 4:30-5:30 p.m., Tuesday, July 14. Show starts at 6:00 p.m. 2. Rabbit check-in 5:30-6:30 pm, Tuesday, July 14. Show starts following Poultry Show. 3. Swine check-in 7:00-8:00 a.m., Wednesday, July 15. Show starts at 9:00 a.m. 4. Goat check-in 1:00-2:00 p.m., Wednesday, July 15. Show starts at 3:00 p.m. 5. Sheep check-in 4:00-5:00 p.m., Wednesday, July 15. Show starts at 6:00 p.m. 6. Beef & Dairy check-in 8:00-9:00 a.m., Thursday, July 16. Show starts at 10:00 a.m., starting with Heifers, Dairy, and then Steers 7. Youth enrolled in 4-H/FFA must be good standing with their club or chapter. 8. Open to all 4-H and FFA members in the state of Missouri. 9. Entries are limited to two (2) entries per class except market animals. 10. Ribbons awarded on the Danish System of blue, red, and white. 11. Showmanship classes for each species will be held at the conclusion of regular classes. Except Poultry which will be evaluated during the show. Exhibitors will show by their age: 13 and under "Juniors"; 14 and over "Seniors". (Age is as of show day.) 12. Exhibitors must bring own bedding, feed, water buckets, etc. Each exhibitor will be responsible for removing all bedding and waste from the area that their animals occupied 13. All entries will be shown by the exhibitor. Superintendent may make exceptions to this rule by permitting another 4-H or FFA exhibitor to show in case of illness or physical handicap, or when two or more animals are shown in the same class. 14. Uncontrollable animals may be excused from the ring by the superintendents. 15. Exhibitors must present registration papers on all breeding animals at the time of entry. If no papers presented, animals will be shown in the Crossbred/Commercial classes. PAPERS WILL BE CHECKED! 16. A "Pee Wee" sportsmanship award for future 4-H or FFA members seven years of age or under will be given in each division. These animals will also require a health certificate. One exhibitor per animal will be allowed. *The "Pee Wee" beef calves must have been born after January Sale is for 4-H and FFA members of Nodaway County. One (1) animal only may be sold by an exhibitor. 18. All species superintendents have the option to adjust classes accordingly H members should be Show-Me Quality Assurance (SMQA) certified. Exhibitors must wear designated exhibitor t-shirts to show and sell their respective species. Each exhibitor will receive one t-shirt for showing at the Nodaway County 4-H & FFA Livestock Show, not one for each species. NOTIFICATION REGARDING PHOTOGRAPHING YOUTH PARTICIPATION AT THE FAIR Public Relations are an important part of the Nodaway County Livestock Show. Photographs are used in various print and electronic media to recognize members for their work and to let others know what is happening at the Nodaway County Livestock Show. Should you prefer that your child not be photographed at Nodaway County Livestock Show, we want to work with you to keep his or her photo from being taken. Because there are so many youth involved in the Nodaway County Livestock Show, we cannot assure you that your child will not be photographed. We will ask official photographers to honor individual s requests not to be photographed. Please visit with your children about your wishes and encourage them to let photographers know that they request not to be photographed. Should a photo of your child be made and used against your wishes, please let us know so that we will not use it again in the future. 3

4 GENERAL 4-H/FFA LIVESTOCK RULES & REGULATIONS 1. ELIGIBILITY OF 4-H MEMBERS 1. Entries in the 4-H Youth Department are limited to boys and girls who have passed their 8th birthday and have not passed their 19th birthday before January 1 of the current program year, and whose enrollment is in good standing with their local county 4-H program. 2. Each exhibit shall be owned by the exhibitor and shall represent work accomplished with a 4-H project during the current club year. 3. By June 1 of the current year, all 4-H members enrolled in food animal projects (including beef, bucket calf, sheep, swine, dairy cattle, meat and dairy goats, rabbits and poultry) must complete the appropriate level of Show-Me Quality Assurance (SMQA) to be considered a 4-H member in good standing in that project, in addition to any other county good standing guidelines in place. For hog exhibitors, the SMQA program will replace the Youth Pork Quality Assurance (PQA). 2. ELIGIBILITY OF FFA MEMBERS 1. Active members of the FFA who are continuing their supervised agricultural experience program. 2. Junior project workers in the 7th or 8th grades in a comprehensive high school during the previous school year are eligible. Also, 9th thru 12th grade students in area vocational school service areas who live in a comprehensive high school district that does not have an Agriculture Education Department are eligible. To be eligible to show, students must be conducting an occupational experience program and keeping records under the supervision of the agricultural education instructor. 3. All animals entered in this department must be the bona fide property of the exhibitor as a part of his/her regular Supervised Occupational Experience Program. The local advisor is held responsible for the strict enforcement of this rule, and must accompany the exhibitor(s) to the fair. CODE OF CONDUCT (Adopted by the Nodaway County 4-H Council, September 12, 2002.) In addition to those rules set forth by the Missouri State Fair, the Nodaway County 4-H Council hereby establishes the following Code of Conduct: 4-H members having completed their eligibility in another state are ineligible to participate in the same projects offered in the Nodaway County 4-H/FFA programs. For example, if exhibitors are enrolled in 4-H/FFA programs in two states they may not participate in the same project in both states. Siblings living in the same household may not share projects for two states. The Nodaway County Livestock Committee reserves the right to withhold the premiums awarded in any case, in which it appears that fraud has been practiced or attempted in any way. No exhibitor, including those enrolled in Missouri 4-H/FFA, shall be allowed to exhibit at the Nodaway County Fair if he/she has been disqualified from competition in any state. 4

5 SALE RULES (for Nodaway County Only) RULES FOR PAYMENT A. SELLER 1. The exhibitor, seller, must accompany their animal through the Sale in order to receive the extra premium. Any conflict should be discussed with the Grievance Committee before the Sale, and their decision will be final. 2. Seller shall make decision to sell at the conclusion of the market steer show. Only one (1) animal may sell regardless of number of different species shown. ANY QUESTIONS OR DISAGREEMENTS AT THE TIME OF SALE WILL BE DISCUSSED OR REVISED BY SALE GRIEVANCE COMMITTEE. THEIR DECISIONS WILL BE FINAL. Only one animal per member may sell. 2. Only Nodaway County 4-H & FFA and Nodaway-Holt FFA members may sell. If a 4-H or FFA member lives in an adjoining County and is a member of good standing in a Nodaway County 4-H Club or FFA Chapter, they are eligible to participate in the sale. An independent 4-H member must be a resident of Nodaway County to sell. 3. The Nodaway County class Champions and Reserves will sell. 4. Sellers will be charged a commission. 5. Cattle should be sold in rope halters. 6. *New in Animals eligible to sell will fit into the following guidelines Species Breeding Market Minimum Weight Beef Born January 1 July 31 of the previous year Steers lbs. 6 ANIMAL HEALTH REQUIREMENTS FOR EXHIBITION The following is a SUMMARY, and not a reprint of 2 CSR Animal Health Requirements for exhibition regulations. Contact the Missouri State Veterinarian s office at (573) for clarification on the following. 1) Certificate of Veterinary Inspection/General Requirements. A) All animals must have a Certificate of Veterinary Inspection unless specifically exempted. The Certificate of Veterinary Inspection shall state that the animals are free of visible signs of contagious, infectious, or communicable disease, describe the animal(s) by species, breed, sex and age. The Certificate of Veterinary Inspection shall reflect all data for required test and vaccinations, all dates, results and the name of the laboratory. B) The Certificate of Veterinary Inspection is valid for thirty (30) days. C) Animals with active lesions of ringworm with resulting loss of hair or warts easily visible without close examination will not be permitted to exhibit and shall be subject to isolation or expulsion depending upon the nature and seriousness of the disease. D) Sales scheduled in association with exhibitions must employ a veterinarian to examine animals and process Certificate of Veterinary Inspection for change of ownership. The following are requirements for animals EXHIBITED in Missouri. Animals sold in addition to being exhibited must meet the entry requirements of Missouri. 2) EXHIBITION REQUIREMENTS FOR CATTLE IN MISSOURI. A) Intrastate (cattle in Missouri moving for exhibition only). 1) Certificate of Veterinary Inspection (health certificate) required for Nodaway County 4-H and FFA livestock show by request of the show veterinarian. 2) Brucellosis no test or vaccination is required. 3) Tuberculosis no test is required. B) Interstate (cattle from another state entering Missouri for exhibition only). 1) A Certificate of Veterinary Inspection is required with official individual identification for each animal listed. 2) Brucellosis (A) Cattle from Brucellosis-Free States. (1) Sexually intact cattle may enter without a brucellosis test. (2) Steer(s). No test required but the steer(s) must be individually identified and listed on the Certificate of Veterinary Inspection. (B) Cattle from Class A States (1) Sexually intact test-eligible animals must be tested and negative within thirty (30) days prior to entry except cattle from a certified brucellosis-free herd. The certified herd number and date of the last herd test date must be listed on the Certificate of Veterinary Inspection. (2) Steer(s). No test required but the steer(s) must be individually identified and listed on the Certificate of Veterinary Inspection 3) Tuberculosis. (A) Beef Tuberculosis-Free States. (1) Tuberculosis Free States. All beef cattle two (2) months of age and over (including steers) may enter without additional testing requirements or permit. (2) Tuberculosis Status-less than free must meet the following requirements: (i) Must obtain an entry permit. (3) Must have a negative tuberculosis test within sixty (60) days of exhibition, test date must be listed on the Certificate of Veterinary Inspection; or (4) Move from an accredited tuberculosis-free herd (herd test date must be listed on the Certificate of Veterinary Inspection); or (5) Move directly from a herd of origin that has had one (1) complete negative herd test within one (1) year (date of test must be listed on the Certificate of Veterinary Inspection). (B) Dairy All classes of dairy cattle, two (2) months of age and older, entering Missouri for exhibition must meet the following requirements: (1) Must obtain an entry permit. (2) Have a negative tuberculosis test within sixty (60) days of shipment; test date must be listed on the Certificate of Veterinary Inspection; or (3) Move from an accredited tuberculosis-free herd (herd test date must be listed on the Certificate of Veterinary Inspection); or (4) Move directly from a herd of origin that has had one (1) complete negative herd test within one (1) year (date of test must be listed on the Certificate of Veterinary Inspection). 3) EXHIBITION REQUIREMENTS FOR SWINE A) Intrastate (swine in Missouri moving for exhibition only) 1) All swine must be free of clinical signs of infectious or contagious disease. 2) Certificate of Veterinary Inspection (health certificate) required for Nodaway County 4-H and FFA livestock show by request of the show veterinarian. 3) Brucellosis no test required 4) Pseudorabies no test required B) Interstate (swine from another state entering Missouri for exhibition only). 1) A Certificate of Veterinary Inspection is required. All swine must be individually identified by official ear tag, ear notch, tattoo and listed on the Certificate of Veterinary Inspection. 6

7 2) Brucellosis (A) Breeding swine originating from brucellosis-free states may exhibit without a brucellosis test. (B) Breeding swine originating from a state having a brucellosis status less than free states must be tested negative within sixty (60) days prior to exhibition except breeding swine from a validated brucellosis-free herd. The validated herd number and date of last validating test must be listed on the Certificate of Veterinary Inspection. 3) Psuedorabies (A) Swine originating from a state classified as Stage V the National Pseudorabies (PRV) Eradication Plan may exhibit without a pseudorabies test. (B) All other swine must be tested negative within sixty (60) days prior to exhibition except swine from a qualified pseudorabies-free herd. The qualified herd number and date of last qualifying test must be listed on the Certificate of Veterinary Inspection. 4) EXHIBITION REQUIREMENTS FOR SHEEP. A) Intrastate (sheep in Missouri moving for exhibition only). 1) Sheep must be free of clinical signs of an infectious or contagious disease. 2) All sheep, regardless of age or gender, must be individually identified by an official scrapie eartag and be listed on a Certificate of Veterinary Inspection. 3) No test required B) Interstate (sheep from another state entering Missouri for exhibition only) 1) Sheep must be free of clinical signs of an infectious or contagious disease. 2) All sheep, regardless of age or gender, must be individually identified by an official scrapie eartag and be listed on a Certificate of Veterinary Inspection. 3) No test required 5) EXHIBITION REQUIREMENTS FOR GOATS. All poultry (except waterfowl) exhibited shall be tested negative for pullorum-typhoid within ninety (90) days prior to exhibition or originate from a flock approved by the National Poultry Improvement Plan (NPIP) or an equivalent program which has been tested within the past twelve (12) months with no change of ownership. This information shall be documented on a VS Form 9-2 (see 2 CSR ) or similar certificate which shall accompany the poultry to the exhibition and shall be made available on request. B) Interstate (poultry and waterfowl entering Missouri for exhibition only) 1) All poultry and waterfowl to be exhibited must be free of clinical signs of any infectious or contagious disease. 2) A Certificate of Veterinary Inspection is required 3) Pullorum-Typhoid test. All poultry (except waterfowl) exhibited shall be tested negative for pullorum-typhoid within ninety (90) days prior to exhibition or originate from a flock approved by the National Poultry Improvement Plan (NPIP) or an equivalent program which has been tested within the past twelve (12) months with no change of ownership. This information shall be documented on a VS Form 9-2 (see 2 CSR ) or similar certificate which shall accompany the poultry to the exhibition and shall be made available on request. 4) An entry permit is required. C) Requirements for Sponsoring Exhibitions for Poultry and Waterfowl. 1) An official representing the person or organization sponsoring the exhibition shall notify the state veterinarian no later than thirty (30) days prior to the exhibition giving the names, place, inclusive dates and times of event. 2) Record Keeping. The sponsor of the exhibition shall compile a list of all poultry and waterfowl present at the exhibition. The list shall contain the name and address of each owner, the number, species, breed, variety, type, sex and pullorum-typhoid status of all poultry present. A copy of this list shall be retained by the sponsor of the exhibition for at least twelve (12) months and shall be made available upon request to a representative of the department. 3) Inspection. All poultry and waterfowl to be exhibited must be free of clinical signs of any Infectious or contagious disease. A representative of the department shall have access to the exhibits and may conduct inspections and tests as deemed necessary 7

All swine must be farrowed on or after December 15, of previous year. 2. Purchased gilts must be owned 60 days prior to show; market barrows must be owned 60 days prior to show. 3. If numbers warrant, purebred gilt class will be broken at the Superintendent's discretion. 4. Crossbred Gilt class will be divided at the Superintendent's discretion. 5. All market barrow breeds will be shown together, with classes determined by weight. GILTS ARE NOT ELIGIBLE TO SHOW IN MARKET CLASSES. 6. Exhibitors must be Youth Pork Quality Assurance (PQA) certified or Show-Me Quality Assurance (SMQA) certified. 7. Rate-of-Gain for Nodaway County members only. Must have been weighed at official weigh days to qualify. Swine need to meet minimum weight requirement to be eligible to compete in rate-of-gain contest. All goats must be owned by June 15 of current year. 2. All animals must be tattooed to correspond with registration papers and health papers. 3. All dairy show goats and market does must have scrapie tags. 4. Milking classes require no pre-show milkout. 5. Market kids may be does or wethers. The doe may not show any udder development. Market does CANNOT be shown in breeding classes and vice versa. 6. Market kids must be under one year of age. 7. No animals with signs of active lesions or sore mouth will be allowed on the grounds. 8. Lifting front of goat is prohibited 1st time warning; 2nd time disqualification. Must have been weighed at official weigh days to qualify and must be shown in Market Class. Lambs need to meet minimum weight requirement to be eligible to compete in rate-of-gain contest. 3. Market lambs may be either a wether or ewe; the ewe will not be eligible for breeding classes if shown in the market lamb class. 4. All market lamb breeds will be shown together. Classes will be determined by weight. 5. No icing; violators will be disqualified. 6. Lifting front of sheep is prohibited 1st time warning; 2nd time disqualification. Poultry exhibits will be judged in accordance with the American Poultry Association Standard of Perfection. 3. Poultry Trio exhibits must be different birds from single exhibits. 4. All poultry except waterfowl present at exhibitions in Missouri shall have originated from U.S. Pullorum-Typhoid clean or equivalent flocks, or have had a negative pullorum-typhoid test within ninety (90) days of the movement to the exhibition. This information will be documented on a VS Form 9-2 or similar certificate, which will accompany the poultry during the exhibition. 14 RABBIT DIVISION Superintendent: Jackie Carlson / Dana Auffert Premiums: Prize money will be prorated. Show Order: Pee Wee, Breed Classes, Meat Pen, Showmanship Rules: 1. This an all-breed show, additional breed class numbers will be added as needed. 2. Exhibitors must currently be enrolled in a 4-H or FFA rabbit project. 3. Animals showing evidence of any disease, open sores, or ear mites will not be permitted to show. 4. Classes will be judged by ARBA standards. 5. Meat Pen must by three rabbits of the same breed and variety, up to 70 days of age, and not over 5 pounds each in weight. 6. Exhibitors must maintain ownership of the rabbits shown by May 1, 2015, with the exception of meat pens.
