INTRODUCTION Background to the Workshop On 16 October 2015, the Ministry of Agriculture, Rural Development and Water Administration (MARDWA) announced the reform of the state veterinary service as part of the Government s institutional reform measures. The need for the reform of the veterinary service to reduce its fragmentation and modernize the approaches to official controls was highlighted in 2008 and 2014 in reports of the World Animal Health Organisation (OIE). During the past 5 years, the interim progress reports of the EU-funded Improving consumer protection against zoonotic diseases Phase II Project have highlighted the dire need for a training programme for veterinarians to build capacities by transferring and establishing skills required to implement modern approaches to food safety through a farm to fork approach. The programme developed to meet the needs of the government veterinarians comprised the following main elements and steps: Step 1 Training of trainers (ToT) Step 2 Study visit to Croatia Step 3 Official Veterinarians Step 4 Private veterinarians Step 5 Evaluation - training methods & process of adult learning - modern animal health approaches & training content - 3 day training programme in modern approaches - 1 day-training course in veterinary order & discipline - quality, acceptance and impact of training programme 2.0 IMPLEMENTATION OF TRAINING PROGRAMME The first ToT programme was organised in March 2016 for the four junior experts from the PAZA Phase II project to provide them with the necessary skills, knowledge and attitudes to deliver a ToT course in Albanian to potential trainers from the Faculty of Veterinary Medicine and selected official veterinarians. This second ToT programme was organised in April 2016 for lecturing staff from the Faculty of Veterinary Science and agreed government and private veterinarians. The four junior experts from the PAZA Phase II project, who had attended the first ToT workshop in March acted as facilitators for this workshop. This allowed the workshop to be run in Albanian and provided the trainers with the opportunity to consolidate their skills in delivering a ToT workshop with the support and guidance of the HRD senior expert. Originally, the dean of the faculty had nominated seven lecturers from the Faculty of Veterinary Medicine (FVM) to attend this ToT workshop. Unfortunately, only five of the lecturers attended some of the training and only two attended most of the training and delivered a practice theory training session. Two ToT workshops were delivered by the project and a total of 8 trainers have successfully completed the workshops. Four of the new trainers were the Junior Experts from the project, who completed the first ToT and delivered most of the second ToT in Albanian. Two were professors from the university and two were private veterinary practitioners. No veterinarians from the State Veterianry Service received training as trainers and only two teaching staff from the veterinary faculty completed the workshop successfully. 1

4 The trainers who completed the Trainer of Trainers (ToT) workshop in April took part in a study tour to Croatia in May to observe modern animal health approaches and training curriculum. The third step of the training programme was to develop and deliver a 3-day training programme on modern approaches to one health in the context of food safety in the farm to fork chain. The target audience was all official veterinarians; participatory training techniques learnt during the ToT workshop were used. Draft aims and objectives for the 3-day workshop were written and a draft timetable produced (Annex I). The trainers prepared draft session plans for each training session that they were to deliver when the workshop was piloted at the Veterinary Faculty from 28 th to 30 th June, The pilot workshop was organised at the Veterinary faculty to test the workshop content and training materials that were developed for training the official veterinarians in One Health. Modifications to the training programme were then made based on the conclusions from the discussions during the debriefing session, following the delivery of the pilot workshop. Each junior expert took responsibility for the sessions that they had delivered during the pilot workshop and ensured the session plans, activity sheets, handouts and power point presentations were revised to reflect the agreed improvements. One new session on Listening Skills was developed to raise the awareness of the veterinarians to the importance of active listening and the skills that are required for active listening. The session on anthrax was revised to include a practical session on correct preparation of blood smear slides in the field that can then be sent to the laboratory for analysis. The ideal group size for participatory training is 15/16 participants. To ensure the appropriate number of participants attended all three days of the workshop in each location a list of the official veterinarians should was obtained and invitations sent out by the Chief Veterinary Officer (CVO) to ensure a maximum of 15/16 participants per workshop. The six trainers formed two training teams. Mr Aldin Lika observed the training in Skhoder and Professor Emilian Shabani from FVM observed the training in Kukes and Korce. 3.0 TRAINING IN ONE HEALTH AND FARM TO FORK Modifications to the training programme were made based on the improvements suggested during the training evaluation meeting following the first round of trainings in Berat and Fier from the 1 st to 3 rd November. All the workshops were completed according to the timetable shown above. The second workshop in Durres was rescheduled for the New Year. The workshop for the veterinarians from Gjirokaster was originally scheduled for December 13 th to 15 th and would have coincided with training to be held by the Veterinary Council on lumpy skin disease and avian influenza to be held in Gjirokaster on the 14 th December for the OVs from that region. The same individuals were also expected to attend the Farm to Fork workshop in Vlora. Therefore, the training for the OVs from Gjirokaster was postponed until January, 2017 and held at the Olimpik hotel in Gjirokaster. One hundred and twenty-five (125) government veterinarians attended the training over 10 workshops out of a possible 153 OVs eligible from the official list of veterinarians provided by the veterinary directorate. The evaluations completed by all participants at the end of each workshop rated the training as being useful and all the workshop sessions were rated by the majority of participants as either very useful or useful (Annex III). 3

6 The workshop included a multiple choice pre- and post-test, i.e., the same multiple choice questions were given to the participants at the beginning and end of the workshop. The scores are shown in Annex IV and show an improvement in the posttest scores. 4.0 MAJOR ISSUES 4.1 Originally, seven lecturers from the Faculty of Veterinary Medicine (FVM) had been nominated to attend the second TOT workshop by the dean of the faculty. Unfortunately, only five of the lecturers attended some of the training and only two attended most of the training and delivered a practice theory training session. Also, since faculty staff had been nominated for ToT training no government veterinarians were nominated to attend this training. Following both ToT workshops only 8 trainers had successfully completed the workshops and the two lecturers from FVM were unable to be involved in developing and delivering the 3 day training programme due to lecturing commitments at the faculty. Hence, only 6 trainers were available to develop and deliver the 3-day training programme (4 junior experts from PAZA and two private veterinarians). 4.2 The workshops were deliberately held throughout Albania to ensure all government veterinarians could attend; courses were residential to ensure the participants did not have to travel to the venue each day and therefore the training could begin punctually each day. Also by being residential, outside their regions of work provided the OVs with the opportunity to have protected time for the training, where they should not be disturbed by official duties: it also allowed for informal discussions to continue in the evenings. The table below shows the number of government veterinarians who attended training at each venue, the number expected and the number who stayed at the training venue each night. The main issue arising from the training was with the low attendance at some of the workshops, specifically the workshops held in Tirana for the OVs from Durres; the workshop held in Durres for the OVs from Tirana. The workshop most affected by poor attendance was the workshop in Durres, where on the first day no-one attended and on the second day the participants did not arrive until am and therefore the workshop sessions had to be condensed into two days. Additionally, when the second workshop for the remaining official veterinarians from Tirana was organised in Durres from the 17 th to 19 th January the start of the training was delayed until 16: 00 pm due to a meeting in the ministry, which the training team was not informed of until the preceding day. On the first day of this second workshop in Durres, four of the participants were absent and only arrived at the beginning of day 2. Also, three participants who arrived on day 1 had already attended the training in Durres in November. Two of them left at the end of day 1 and one stayed for all the training. The project had booked accommodation and meals according to the number of participants who were expected to attend the training and therefore expenditure was incurred for the surplus hotel rooms and meals provided that were not required. 4

Furthermore, they did not explain to their OVs the aims and objectives of the training nor that the training is residential. In each case the project had notified the Regional Agricultural Directors and RCVOs by six days before commencement of the workshops, followed by telephone calls or text messages to the RCVOs. No-one from the veterinary directorate in Tirana participated in any of the three training workshops organised in Tirana and Durres, 5

8 4.3 The OVs were not accustomed to participate actively in training where there were clear aims and objectives and a workshop timetable, which they were expected to adhere to. This meant that for the sessions on the role of veterinary clinics, disposal of carcasses for anthrax control and movement of brucellosis-positive animals, participants wanted to digress and discuss the overall disease control strategies, which were outside the scope of the training and were not part of their roles and responsibilities as OVs. 4.4 Generally, with a few exceptions, the knowledge of the OVs of the veterinary legislation was minimal and presently there is weak implementation of the legislation, which detracts from the necessity of the OVs to know, understand and implement the legislation. 4.5 The use of participatory techniques was generally well received, however some of the RCVOs were not prepared to write VIPP cards or participate actively in some of the workshop activities. 4.6 The session on blood smears was a useful exercise, however, the general feeling amongst the OVs is that there is no point sending samples to ISUV for testing, as results are slow in coming back and negative results are not notified. The OVs appeared to be unaware of ISUV s procedure that requires test results to be collected in person from ISUV and signed for. 4.7 The session on the Veterinary Council raised issues from the participants on the registration process and benefits received from paying the membership fee. Also the value of paying for training provided by the Council in order to gain training credits was questioned. 5.0 WORKSHOP EVALUATION After each training workshop, each participant completed an end of workshop evaluation; the overall summary of the workshop evaluations is shown in Annex III. The workshop evaluation at the end of the workshop measured the following: What did the trainees think of the training The quality and relevance of the training Time allocated for topics Teaching methods Quality of trainers Quality of resource materials Any suggestions for improvement 5.1 Findings from Workshop Evaluation Only one person out of the 108 veterinarians who completed the final workshop evaluation thought the workshop had not been useful. 6

9 All participants rated the quality and methodology of the training as either very good or good. Overall, the duration of the workshop was perceived as being just right with only seven people stating that the workshop had been two short, Generally, the pace of the workshop appeared to suit the majority of the participants with only five people marking the pace of the workshop as too fast and five people thinking the pace was too slow. The individual workshop sessions were rated as useful or very useful by the majority of participants. The sessions on Farm to Fork, Role of Veterinary Clinics, Movement under Official Control and Animal Health Legislation Reporting each had one person who rated these sessions as not useful. Four people thought the session on Listening Skills had not been useful. 5.2 Suggestions for Future Training The suggestions for future training were proposed by only 15 of the 125 respondents. The main suggestions were for training in Bluetongue (3 responses), Avian Influenza (3 responses), changes in Veterinary legislation (3 responses) and Tuberculosis (3 responses). 5.3 Comments or Suggestion concerning the Workshop The main comments received were that the Trainers were good, understandable and methodology was good (13 responses). Also We want every 3 months training like this (11 responses). 6.0 OUTCOME EVALUATION An outcome evaluation was scheduled to take place in February and March to measure: What have participants learned from the training Has their ability to do their jobs improved How has the training benefitted the regional veterinary service The information will be collected through semi-structured interviews conducted by the PAZA junior experts. The will collect information on changes in behaviour in terms of which knowledge skills and attitudes developed during the training have been transfer back to workplace. 7.0 RECOMMENDATIONS Attendance at the workshops were generally good, except in Tirana and Durres where the RCVOs from Durres and Tirana did not attend the workshops and no-one from the veterinary directorate participated in a workshop. Only in Gjirokaster did the Regional Agriculture Director (RAD) from Gjirokaster attended the training. Most of the other RADs are not veterinarians and therefore probably perceived that the workshop attended by their OVs would not be of benefit to them. 7

10 The RADs and representatives from veterinary directorate should be required to actively participate in training workshops, as part of their own professional development and to provide motivation and manage the transfer of knowledge gained during training back to the workplace by their staff. Clear aims, objectives and a workshop timetable had been prepared for the workshop and translated into Albanian and sent by to the RADs. The RADs had received notification of the regional workshop for their OVs at least 6 days before the commencement of the workshop. However, the OVs from Tirana and Durres were not informed of the workshop until the day it was due to commence in their regions and they were not informed that the workshops were residential. If training is to be taken seriously by the veterinary service, the RADs and RCVOs need to actively support training by ensuring the participants are given protected time to attend the training, informing them in adequate time of the duration and objectives of the training and whenever possible participating in some or all of the training themselves. 8

11 Annex I Aims and Objectives For Training in Farm to Fork For Official Veterinarians Aim: To provide the government veterinarians with an understanding of the integrated strategic approach adopted by the European Union for implemented of One Health and Farm to Fork, so that they can identify their roles and responsibilities within implementing these initiatives to improve food safety within Albania and upon which the modernisation process of the state veterinary service will be based. Objectives: By the end of the training the participants will be able to: Explain the concept and strategies for the implementation of One Health and Farm to Fork. Compare and contrast their roles and responsibilities in terms of ensuring food safety within One Health and Farm to Fork initiatives with their roles and responsibilities in implementing Veterinary Legislation. List the records needed to be kept at all stages of farm to fork by each stakeholder involved in the process. Summarise the Ethical Code and the Veterinary Order for the Veterinary Council and the role and structure of the Veterinary Council. Explain the roles and responsibilities of veterinary clinics/hospitals. Identify the five main signs of active listening and practice using them in a role play situation. Explain their roles and responsibilities in disease reporting to comply with the Animal Health Legislation for disease reporting. State the division of responsibility of the official veterinarian, private veterinarian and farmer to ensure compliance with the Animal Health legislation Explain and apply the correct procedures for the movement of cattle under official supervision for the control of bovine brucellosis. State and apply the correct procedures for suspected anthrax cases in cattle. Explain the role of the veterinarian in educating all stakeholders in hot spot areas for anthrax in the procedures to be adopted to prevent/limit further contamination by anthrax. Identify lumpy skin disease in cattle and explain control procedures. Explain the animal husbandry and animal welfare procedures that need to be implemented to ensure effective control of lumpy skin disease.
