Transportation of Animals Specification Rate quoted should be price per KM per animal. Safe transportation of all animals to the respective breeding farm. - Murrah to CBF Agar Shajapur, CBHF and Gir to BMF Bhopal, Sahiwal and Sahiwal CB to Dairy Estate Bhopal & Tharparkar to CBF Ratona Sagar. Transportation of animals should be as per the rules and regulations of Government. Responsibility of tenderer for feeding, watering and milking of milch animals during transit period. Proper care should be taken for milch animals, Preg.milch animals and calves during transit. Proper bedding should be arranged. Required number of labours should be accompanied with trucks. Proper rest should be given during transportation. Emergency medical kit should be made available in the truck Transportation insurance should be borne by the supplier himself. Trucks should have way bill with details of truck, meter reading numbers and route map. The shortest route shall be chosen for lessen the transportation stress. A copy of route map along with number of KMs travelled should be indicated along with certificate by concerned authority. A copy of way bill along with route map and KMs travelled should be submitted along with each invoice as proof of transportation. MPLPDC BHOPAL // Signature of the Bidder // 5

6 Requirement of Milch animals and Heifer The total requirement of milch cattle and heifers are shown in Annexure V. Number of cows and buffaloes to be supplied farm-wise may vary depending upon the farm preference and other contingencies. However the change in the requirement will be informed in advance. Supply schedule and period of Agreement The period of agreement stands for one year from the date of agreement. Animal supply shall be completed by 31 st March If the condition is not suitable for procurement of animals then the procurement will be continued for extended period from the agreement period as per the requirement. Eligible Criteria / Experience Tenderer should have a minimum experience of last 2 years period in supply of cow/buffalo (milch animals/heifer Animals) to the Government animal husbandry department of state/state livestock Corporation/milk federation/any other organizations or should have establishment of dairy farm since last 2 years in the breeding tract intend to supply animals for breeding purpose. Certification required by officers of the state department of A.H./PDFA/state livestock Board or state livestock corporation. Attested copies of indent orders / certificate from concerned Government Department /Agency shall be furnished in support of Tenderer s claim Earnest Money Deposit E.M.D shall be paid to participate in the tender Rs 1, 000, 00 (one lakh only) for buffalo Murrah breed and Rs 50,000 ( fifty thousand only) for each breed (Breed Tharparkar / Gir / HFCB / Sahiwal /Sahiwal-J CB ) of cow. The E.M.D. shall be paid in shape of demand draft in favour of Managing Director M.P. Livestock & Poultry Development Corporation Bhopal M.P. payable at Bhopal and issued by any Nationalized Bank/ Scheduled Commercial Bank The Demand draft should be valid for a period of three months from the date of tender notice. No interest will be paid on the EMD deposited with Department. The EMD will be converted as security deposit in case of successful bidder The EMD will be refunded to the unsuccessful bidder(s). 7 Submission of Tender Form Tenders shall be submitted in two parts TECHNICAL BID (Essential documents) and FINANCIAL BID (Annexure- VI and VII). Tender documents farm received from HO MPLPDC Bhopal M.P. shall only be considered for the evaluation for technical bid. After opening the Technical Bids, bidders will be short-listed based on fulfilling the essential requirements. The Technically qualified bids will only be considered for the opening of Financial/Price Bids. The Financial Bid shall consist of only the details of rates offered. Incomplete tender bids and those not containing necessary enclosures will be summarily rejected. M.P. Livestock and Poultry Development Corporation Bhopal is not responsible for the non-submission of the bids due to postal delay or any other problems. Quoting of rates and consideration of rates Milch animals: The bidder shall quote price per liters of milk. The price per animal shall be calculated based on the total production of milk in liters for the particular animal per day. Heifer: The bidder shall quote price per animal. The quoted price for the above shall be inclusive of all other costs like procurement, feeding, watering, transit insurance etc to the farm point, except transportation cost. Transportation rates The bidder shall quote price per animal per kilometer for the road. The Price quoting for animals and transportation together only valid. Therefore, the tenderer must quote price for animal as well as transportation. The financial bids for milch animals will be finalized based on the cost quoted per liter of milk. (excluding transportation price) The bids for supply of heifers will be finalized based on the price per animal. (excluding transportation price) The successful bidder (lowest of animal price) will have to be transport the animals at the transportation cost which will be lowest among the bidder for the respective breed. Processing and recommending of rates will be done by the State Level Tender Committee and decision of the committee will be final to accept or reject of the rates. 8 Essential documents to be submitted for qualification in technical bid Attested copy of Registration Firm/breeder/progressive dairy farmers /society. Experience Certificate issued for supply of animals by the Government departments/pdfa/any registered organization. Demand Draft for Earnest Money Deposit (EMD) to participate in tender for supply of specific breed animals. Income tax payment particulars and copy of PAN card. Annexure-I- Declaration. Annexure-II- Supply details of Animals during past 2 years. Annexure-III- Certificate by Department Of AH officer. Annexure- IV- Declaration on judicial bond paper (Rs.10/- only). Annexure- V- Requirement of animals. Which tenderer will sppply. Attested copy of affidavit on a non-judicial stamp paper that the firm is not black listed by any Government Agency. Letter of authorization to participate as representative in the present tender. All documents must be attested by a Gazetted Officer. All the hard copies of documents along with original Demand Draft as EMD should be submitted to Managing Director M.P. Livestock & Poultry Development Corporation Bhopal M.P. on or before 20/12/12 by 3.00 PM in a sealed tender box. All the documents should be in English OR Hindi. If any, document is produced in any other language than above mentioned should submit such documents by true translation in English duly attested by a Gazetted Officer. Selection of Animals General Conditions for selection of milch animals and heifers All animals shall be invariably procured from the breeding tract states indicated above The approved tenderer shall maintain display of milch animals and present adequate number of milch animals at the Source of supply to facilitate availability of good milch animals for the selection committee to select their choice animals The approved tenderer or his authorized representative will facilitate this process of selection without questioning the selection committee choice in any manner, whatsoever. The committee can visit to the villages of the breeding tract at their own for selection of animals. MPLPDC BHOPAL // Signature of the Bidder // 8

9 The supplier should follow government approved rates and bargaining the rate with committee is against the rules and necessary action will be taken against such supplier. The buffaloes against HS, BQ, FMD and indigenous & crossbreds against HS, BQ, FMD and Theilaria should invariably be vaccinated. A certificate issued by veterinarian should be furnished along with consignment. The milch animals should possess good dairy characters with wide udder with four evenly placed teats, free from any defects/diseases and to be supplied in good health. At the time of supply of heifers they shall be free from any deformities.(fractures, Hip dislocations, broken horn & eye cancer etc. The milk yield checking should be done as per the prescribed procedure and if the approved tenderer is involved in any malpractices like adding water, measuring with foam, milking only two times etc., will be considered as serious lapse and necessary action will be taken against them. Changing of animals by replacing tags of the animals during the transportation will be considered as very serious. Changing of calves and replacing with one month age calf will be considered as serious lapse and such supplier will be black listed. Corrupt Practices means the offering, giving, receiving or soliciting of anything of value to influence the action of a Government official in procurement process will be considered as serious lapse and will be black listed and judicial action will be taken against such renderer. Selection of milch animals All the milch animals should be as per the specification given in the schedule clause. Tender will show required record/ certificate/testing report of animals required by the selection committee. All the screened and fit milch animals will be later subjected for milk yield capacity. The selection committee consisting will select the animal duly checking age, health, dairy characters, number & stage of lactation, average milk yield per day (through three consecutive milking) and age & condition of calf at foot. Each animal will be subjected for three uninterrupted milking to arrive at the average milk yield. 10 Step-III: Day: 2, Evening- 2nd milking Step-III: Day: 3, Morning- 3 rd milking The milking in between two milking should be at least hrs gap. The average of 1 st, 2 nd and 3 rd milking X 2 will be the day s milk production of a particular milch animal. Oxytocin hormone should not be used for milking of milch animals. Selection of Heifers: All the heifers should be as per the specification given in the schedule above. The heifers will be selected based on the breed, age, health and dairy characters. Heifers should not be repeater and freemartin. Should not have abnormality/ uneven in teats. Should not have deformity like hoof deformity, opacity of cornea, eye cancer, dislocation etc. The supplies should be above 5 months pregnancy. Mummified and macerated fetus should be excluded. History of habitual / threatened abortion should be excluded. No sign of prolapse of vagina. Should not have abnormality/ uneven in teats. Should not have deformity like hoof deformity, opacity of cornea, eye cancer, dis location etc Specific Responsibilities of the Tenderer It is the responsibility of tenderer to procure and arrange for selection of animals by maintaining display center and not to allow the committee in to the villages. Arrange facilities for selection of milch animals & their milking and also selection of heifers. The tenderer will ensure all safety measures, health protection, feeding, watering and milking of animals and custody of their calves from procurement to delivery point. Each animal shall be identified by the tagging system on his own cost and the tags are as approved by selection committee. The rate quoted by the tenders is inclusive of all the above aspects. The approved tenderer should provide invoices along with necessary documents. Way bills, screening committee report and route map with mileage certificate to each consignment/ truck. The selected animals shall be transported and supplied at respective farmby the tenderer only. The tenderer will ensure all safety measures, MPLPDC BHOPAL // Signature of the Bidder // 10

11 feeding, watering and health till the animals are delivered to the respective farm. Utmost care should be taken for transportation of milch animals, pregnant animals and Heifers. Tenderer should adhere to the rules and regulations of transportation of milch animals and heifers. It is the responsibility of the tenderer for making arrangements for transportation of animals by Trucks within the agreed Time schedule. It is the responsibility of the tenderer to supply milch animals with calf and heifers for safe loading into the trucks for transportation to the farm. Supply / Payment terms The Managing Director of M.P.Livestock & Poultry Development Corporation Bhopal M.P. will decides the supply schedule. Payment of transportation charges by road will be paid as per the route and kilometers travelled. The distance should be assessed by following the norms as given below. The distance should be evaluated by noting the meter reading on the way bills of trucks from the procurement point to the destination point. 50% of the basic cost of the animal+ transportation charges will be paid after receiving of animals at farm point and the remaining amount will be paid within days after delivery of animals to the farm. In case of any discrepancy is noticed, proportional penalty /reductions will be imposed on the payments to be made. The corporation service charge (negotiable)/tds/other liable taxes will be deducted from the payment as per corporation norms. Agreement & Security Deposit On intimation, every successful tenderer shall execute an Agreement Bond on Rs.100/- (Rupees One Hundred only) on non- judiciary stamp paper in the prescribed format on supply terms & conditions. In the event of failure to execute Agreement Bond in proper form along with Security Deposit by the successful tenderer within 10 Days, the earnest Money Deposit of such tenderer will be forfeited and action will be taken to black list such tenderer. At the time of agreement, the approved Tenderer has to pay 2.5% on the value of indent as Security Deposit in shape of Demand Draft obtained from any scheduled bank in favour of Managing Director, M.P.Livestock & Poultry Development Corporation Bhopal M.P..(Cost of the animal X 2.5%). 12 Managing Director, M.P.Livestock & Poultry Development corporation Bhopal M.P reserves the rights as given below. The Managing Director of M.P.Livestock & Poultry Development Corporation Bhopal M.P reserves right to accept or reject the tenders received and invite fresh tenders without assigning any reason thereof. Before the last date for submission of Tenders, the Managing Director MPLPDC may modify any of the Contents of the Tender Notice, Tender documents by issuing amendment / Addendum. The right to withdraw any item for which tenders called for without any notice, what so ever, without assigning any reasons. In the interest of farm, The MD MPLPDC may even cancel the tenders, if the price offered is found to be high. Reserves the right to increase / decrease the number of animals. Reserves the right to enter into parallel contract for supply of animals with other suppliers, in case of the approved supplier fails to supply the required number of milch animals & heifers duly recovering the losses from such suppliers. No upward revision of rates shall be considered during any part of the contract period and the approved rates will be valid up to one year from date of agreement. But, the contract can be extended as per requirement with mutual consent. Arbitration clause Any dispute that arises while implementing any of the clauses of these terms and conditions will be referred for arbitration. The arbitration proceedings will be as per the arbitration & reconciliation act The arbitration proceedings / meetings will be held at Bhopal only The bidder is requested to receive the tender document from Office of the Managing Director, MPLPDC, Bhopal M.P. and read all the terms and condition mentioned in the tender Document. Clarification can be sought from the Tender Inviting Authority. The Department calling for tenders shall not be responsible for any claims/problems arising out of this Bid submission The bidder shall submit his response through bid submission to the tender on tender Box platform at HO MPLPDC Bhopal by following the procedure. The bidders shall submit their eligibility and qualification documents, Technical bid, Price bid etc., in the standard formats prescribed in the Tender documents, The bidders shall submit the copies of all the relevant certificates, documents etc., in support of their eligibility criteria/technical MPLPDC BHOPAL // Signature of the Bidder // 12

13 bids The bidder shall sign on the statements, documents, certificates, deposited by him, owning responsibility for their correctness/ authenticity. The bidder should complete all the processes and steps required for bid submission. MPLPDC Govt of MP Bhopal will not responsible for incomplete bid submission by bidders. Tender Document downloading: The tender document can be downloaded from website and read all the terms and conditions mentioned in the tender Document. Clarifications can be sought from the Tender Inviting Authority. The bidder has to keep track of any changes by viewing the addendum /Corrigendum s issued by the Tender Inviting Authority on time-to- time basis on the website. The Department calling for tenders shall not be responsible for any claims/problems arising out of this. The tender document price should be submitted through Demand Draft to Managing Director M.P. Livestock & Poultry Development Corporation Bhopal M.P. on or before 19/12/12 by 5.00 PM as per desired participation, before submitting the tender document. If the tender farm price is not paid before submission of the tender farm, the tender farm submission will be rejected. Submission of Hard copies The bidders are requested to submit the originals of DD towards EMD, to the tender Inviting Authority before opening of the technical bid. The bidder has to submit the same set of tender farm documents to the Managing Director of MPLPDC Bhopal M.P. as per the tender conditions. The department shall not take any responsibility for any delay or nonreceipt. If any of the documents furnished by the bidder is found to be false/fabricated/bogus, the bidder is liable for black listing, forfeiture of the EMD, cancellation of work and criminal prosecution. Deactivation of Bidders The bidders found defaulting in submission of hard copies of original Demand Draft for EMD to the Tender Inviting Authority on or before the stipulated time will be suspended / disqualified from participating in tenders for a period of 12 months from date of bid submission as per order besides forfeiture of EMD.
