1 ANDHRA PRAGATHI GRAMEENA BANK HEAD OFFICE :: KADAPA Circular No BC-CD Date: Guidelines for implementation of Chief Minister s Jeeva Kranthi Pathakam (CMJKP) under Animal Husbandry Sector Attention of all the Branches, Regional Offices is invited to the captioned subject. The Government of Andhra Pradesh have introduced a scheme Jeeva Kranthi Pathakam during , (which was communicated vide our circular No BC-CD dt as Chief Minister s Package) and the scheme is continued to be implemented during also. The salient features of the scheme are furnished hereunder: The components under Jeeva Kranthi Pathakam (JKP) are: 1. Supply of Ram lamb units 2. Supply of Breeding Rams 3. Supply of Sheep and Goat units Ram Lamb Units: 1. Sheep growers are selling Ram Lambs for slaughter at the age of 4 months (12 15 kgs body weight) before they attain the marketable body weight (20 25 kgs), leading to productive and income losses. 2. Hence, it is proposed to promote Ram Lamb Rearing. 3. In this scheme, 20 Ram Lambs (Nellore or Deccani breed) will be procured at the age of 4-6 months and reared for 6-8 months and will be marketed at body weight of kgs. 4. 2 : 2 : Breeding Rams: 1. Sheep growers normally select the Breeding Rams from their own flock which is leading to inbreeding. 2. Inbreeding is resulting in low birth weights, less growth rates and reduced disease resistance. 3. Hence, Breeding Rams from other flocks are proposed to be distributed on 50% subsidy. 4. In the scheme, a good Breeding Ram (Nellore or Deccani) will be selected based on the growth parameters and introduced in the flock for breed improvement. Unit Size 1 Ram Unit Cost Rs.2500/- to Rs.3000/- Subsidy per unit 50% of the unit cost subject to a maximum of Rs.1500/- Beneficiary contribution 50% of the unit cost + excess amount if any required Sheep and Goat Units: Sheep and goat rearing provide livelihood to weaker section families, in scanty and low rainfall areas and in agriculturally less developed areas. It is an important livelihood occupation of poor in village where crop production is uncertain. Hence, it is proposed to supply sheep and goat units to provide livelihood to the families living below poverty line at 50% subsidy. 3 Committees: A) District level committee: 1 District Collector Chairman 2 Project Director, DRDA Member Convenor 3 Executive Director Dist. B.C. Service Cooperative Society Ltd. Member 4 Lead Bank Manager Member 5 District Joint Director (A.H.) Member 6 President of District Sheep Breeder Cooperative Union / Member Representative 7 Assistant General Manager, NABARD Member The above committee plays crucial role and is responsible for total implementation of the programme at the district level. Immediate necessary action will be taken by the District Collector and district level committee to finalise the Bank tie up for the scheme allocating the targets among the bank branches. The distribution of targets within the Mandals selected for providing the assistance and finalization of villages in which the assistance will be provided, to be done by the district committee on a rational basis. The district committee may explore the possibility of arranging 20% margin money from the concerned agencies i.e. B.C.Corporation and SC Corporation, ITDA, etc. so that, bank loan portion can be reduced. The District level committee headed by the District Collector may take certain decisions which are appropriate to the District and area specific in the interest of the beneficiary following the guidelines and standard procedures. B) Mandal Level Committee: The District Collector will form the Mandal level committees, which would be headed by the Mandal Parishad Development Officers concerned. The Committee will prepare the action plan including identification of beneficiaries by conducting gram sabhas in the selected villages and also will review the implementation of the programme from time to time. Contd 4 Circular No BC-CD Implementing Agency: Date: : 4 :
4 a) Ram Lamb Units: B.C.Corporation: DRDA (60:40) The scheme will be implemented by B.C.Corporation & 60:40 respectively at district level. b) Breeding Rams: Joint Director (A.H) at district level. c) Sheep and goat units: B.C.Corporation, DRDA & ITDA (60:30:10) This scheme (sheep and goat units) will be implemented by B.C.Corporation, DRDA and 60:30:10 respectively. In the districts where ITDAs do not exist, the district committee shall make required arrangements for implementing the 10% schemes which were to be implemented by ITDAs, for the benefit of the tribals, through DRDAs or other agencies existing in the districts. Selection of Beneficiaries: a) Beneficiaries will be selected from the below poverty line families. b) Rural Women & Unemployed Youth may be preferred. c) Families that have exposure to sheep rearing practices but not possessing any sheep or less sheep shall be preferred for supply of sheep and goat units. d) Preference may be given to the families having traditional sheep rearing background and experience in sheep husbandry. e) Beneficiaries selected should be from among the members of the Primary Sheep Breeders Cooperative Societies and from others as per the district wise allocatin given in Annexure-1. (District level committee may make slight need based modifications if required within the limits of the district targets). f) In the process of beneficiary selection, proper representation shall be given to SC / ST families, disabled persons, as per stipulated norms. g) The district level committee shall finalise the list of beneficiaries which are submitted by the Mandal committees. h) The beneficiaries for supplying of breeding rams will be selected who already posses the sheep and the breeding rams will be 1 for 25 ewes and only one breeding ram shall be supplied to one beneficiary in order to cover maximum number of beneficiaries. 5 i) Joint identification camps for selecting the beneficiaries under the other action plans (B.C. action plan, SC action plan, minority action plan, ST Action plan etc.) may also be utilized for selecting the beneficiaries under the Jeeva Kranthi Padhakam. Linkages: The district committee shall plan very carefully adequate backward linkages like capacity building of beneficiaries, health care etc. Grounding of units: a) Ram Lamb Units and Sheep and Goat units: The purchase committee will be constituted with the Veterinary Assistant Surgeon of the concerned area from Animal Husbandry Department, representative of the Primary Sheep Breeder s Cooperative Society, representative of the bank, MPDO or his representative and the representative of implementing agency (DRDA / B.C.Corporation / ITDA) and the beneficiary. The implementing agency (DRDA /B.C.Corporation / ITDA) will arrange for grounding of units. The purchase committee will ground the units / animals as per the specifications mentioned in Annexure to the circular. b) Breeding Rams: The purchase committee will be constituted with the Veterinary Assistant Surgeon of the concerned area from Animal Husbandry Department, representative of the Primary Sheep Breeder s Cooperative Society, Mandal Parishad representative and the beneficiary. The purchase committee will ground the units / animals as per the specifications mentioned in Annexure to the circular.. Procurement of units: The units are to be procured, as per the choice of the beneficiary, from the respective breeding tracts only. The procurement of units shall be from far off places i.e. at least 50 kms away from the beneficiary s village. Insuring of the units: All the animals / units shall be insured adequately as per the norms of the scheme. Contd 6 Circular No BC-CD Date: : 6 :
6 Insurance and transportation cost may be met with in the unit cost. If it is over and above the unit cost it may be born by the beneficiary or loan by the financing Bank. Release of funds: a) Ram lamb units and sheep and goat units: The subsidy amount will be released to the District Collectors / district Joint Directors (AH) by the Director of Animal Husbandry, A.P., Hyderabad who will in tern release the amount to the BC Corporation, DRDA and ITDA as per ratio. The DRDA, B.C.Corporation and ITDA shall follow the existing norms while releasing the subsidy to the banks. No beneficiary contribution should be entertained in ram lamb rearing units and sheep and goat units, as it is a credit linked programme and the subsidy amount released is a front end subsidy. The units shall be grounded only after the bank loan amount is released to the selected beneficiary. b) Breeding rams: This subsidy amount will be released to the district Joint Directors (AH) by the Director of Animal Husbandry. The beneficiaries selected under the scheme will pay the non-subsidy amount in the form of Demand draft in favour of the district Joint Director (AH) concerned and the district Joint Director (AH) will arrange for the grounding of the Breeding Rams. Submission of utilization certificate: The Branch shall submit the utilisation certificate to the District Joint Director (A.H.) All the branches are advised to note the above guidelines and implement the scheme as per the schedule. Clarifications, if any, regarding the circular, shall be sought from Credit Department, Head Office. (M.JAI PRAKASH) CHAIRMAN Annexure to circular No BC-CD dt ANNEXURE
7 Draft Specifications: 1. Ram Lamb Rearing Units: a) Ram lambs of Nellore (Brown, Jodipi & Palla) and Deccani breeds should be supplied after procuring within the state. b) Ram lambs shall be supplied immediately after weaning, at the age of 4-6 months. c) The breed wise minimum body weight of the Ram Lambs shall be as follows: Deccani Sheep breed Nellore (Brown, Jodipi & Palla) Minimum body weight 12 kgs 15 kgs 2. Breeding Rams: a) The breeding rams which are completely healthy are only to be purchased. b) They should be aged between 2 to 4 teethed (approximately around 1 to 1½ years of age) c) They should weigh 30 kgs in case of Deccani and 35 kgs in case of Nellore Breeding Ram (when recorded early morning) d) They should not have any disability. e) They should be of true to the type of breed, with complete characters. f) They should be free from Brucellosis and other parasitic diseases. g) The testicles should be healthy, soft, pliable and free from any diseases. h) Cryptorchid animals should not be purchased. i) The Ram: Ewe ratio of 1:25, to be followed while distributing the breeding rams to the beneficiaries. j) Preferences of the sheep breeders should be considered at the time of purchase of rams. contd...2 Annexure to circular No BC-CD dt : 2 : 3.
