1 Entergy Services, Inc. Impact Study for NRG Transmission Request Transfer From Louisiana Generating LLC to Entergy OASIS Request Numbers: November 2006 The purpose of this study is to determine the availability of transfer capability across Entergy s transmission system from Louisiana Generating LLC (LAGN) to Entergy (EES), to evaluate the NRG request for 30MW of yearly network transmission service. The time period for this transfer is from 1/1/2007 until 1/1/2008. The direction of the transaction is LAGN to EES. This study was performed on the latest available January 2007 December 2007 monthly models, using PSS/E and MUST software by Power Technologies Incorporated (PTI). The following modifications were made to the base cases to reflect the latest information available: Entergy load was scaled to reflect the latest load forecast. Entergy generation was dispatched according to the most recent economic dispatch data. Confirmed firm transmission reservations were modeled for the years , excluding short term firm transactions on the same transmission interface. Non-confirmed firm transmission reservations with OASIS numbers prior to this request, which are in the study mode, were also modeled. Generation and load in EES was scaled to accommodate the transfer. With the above assumptions implemented, the Available Transfer Capability (ATC) values are calculated. The ATC depends on various factors the system load, generation dispatch, scheduled maintenance of equipment, and the configuration of the interconnected system and the power flows in effect among the interconnected systems. The ATC is also dependent on previously confirmed firm reservations on the interface. In real-time operations, the dynamic nature of these factors may affect the transfer capability as reported in this study. 2 With prior transactions in study mode, rollovers from existing long term transactions and confirmed transactions, this ATC analysis indicates that LAGN to EES is limited by the following facilities: Limiting Element Planning Estimate for Upgrade Gibson - Humphrey 115kV 4,120,875 Greenwood - Humphrey 115kV 182,250 Greenwood - Terrebone 115kV 3,624,750 Livonia - Wilbert 138kV 6,510,375 With the confirmed transactions and rollovers from existing long term transactions, this ATC analysis indicates that LAGN to EES is limited by the following facilities: Limiting Element Planning Estimate for Upgrade Gibson - Humphrey 115kV 4,120,875 Greenwood - Humphrey 115kV 182,250 Greenwood - Terrebone 115kV 3,624,750 Livonia - Wilbert 138kV 6,510,375 These limiting elements will need to be upgraded to eliminate the transfer constraints they are causing. The costs of the upgrades are planning estimates only. Detailed cost estimates and solutions for the limiting elements will be provided in the facilities study. The results of the facilities study may be different depending on prior OASIS requests that continue to the facilities study phase as well as transmission system configuration changes due to identified system upgrades.
