5 Judging Program PREFACE THE BOARD OF DIRECTORS OF THE INTERNATIONAL CAT ASSOCIATION SHALL EXPRESSLY RETAIN THE RIGHT AND FULL DISCRETION TO CONSIDER FACTORS NOT LISTED WITHIN THIS PROGRAM IN MAKING ITS DETERMINATION REGARDING ACCEPTANCE INTO, OR ADVANCEMENT WITHIN THE JUDGING PROGRAM. Acceptance into, or advancement wiin The International Cat Association s Judging Program will be considered only at regularly scheduled Board Meetings and will be considered only upon applicant furnishing proof of having met all requirements at each level as set for in e TICA Judging Program. Meeting or exceeding e minimum requirements listed in e Articles wiin is program are not to be considered a guarantee of acceptance or advancement in e TICA Judging Program. The Board of Directors will consider each new applicant s showing and club activity, experience in breeding, exhibiting, clerking and show management, personal appearance, deportment, reputation, eics and attitude, reports from TICA members, and may consider e applicant s activities in TICA beyond e program requirements, e variety of breeds bred, maintained and shown, titles earned and any oer pertinent factors it deems applicable and may grant e applicant s entrance into e program, may reject e applicant, or may require additional work. In reviewing applications for advancement to Probationary Specialty Judge, e Board will consider e applicant s knowledge, ability, training, club activity, personal appearance, deportment, eics, attitude, reports from TICA members, and willingness to abide by e TICA By-Laws, Show Rules, Registration Rules, e TICA Standards, e TICA Mission and Policy Statements and e Rules and Codes as set for in e Judging Program, as well as any oer pertinent factors it deems applicable, and may grant or reject e application or may require additional work. iii

6 In considering applications for furer advancement in e Judging Program, e Board will review e applicant s knowledge, personal appearance and demeanor, eics, attitude and reports from TICA clubs, members, and/or exhibitors, e ability to abide by e Judging Program rules and requirements, e timeliness of Judge s Books received at e Executive Office and e number of mechanical errors, and/or e habitual repetition of eier late books or numerous errors, timely payment dues, fees, and/or fines, e providing of a professional photograph for e Yearbook, no smaller an 5"x7" (12.5cm x 18cm), as well as any oer appropriate factors it deems applicable and may grant e applicant s request for advancement, may reject e application, or may require additional work. If an applicant for acceptance or advancement is denied, e applicant may not apply for reconsideration for one year. iv

7 DUTIES OF THE TICA JUDGING ADMINISTRATOR! Acting as a liaison between e Board of Directors and TICA Judges. This will include providing a report to e Board for each Board Meeting including but not limited to e status of e Trainees, responses to Board direction(s), presentation of Applicants to e Judging Program as well as Judges requesting Advancement;! Serving as a resource to e TICA Judge population and a diplomat for e TICA organization;! Maintaining an accurate list of TICA Judges wi eir current contact information as well as a listing by region and a listing by license level;! Maintaining accurate files on each TICA Judge;! Addressing complaints received regarding TICA Judges;! Providing a bi-annual TICA Judge Newsletter;! Maintaining e online TICA Judges List;! Assuring production of e annual Refresher Test;! Evaluating requirements for license renewals (Refresher Test, Record Form, Payment of Due & Fees, Photos);! Tracking e activities of TICA Training Judges;! Evaluating requirements for license renewals (Refresher Test, Record Form, Payment of Due & Fees, Photos);! 10 ARTICLE ONE - The Role of e Approved Allbreed Sponsor 41.1 The Approved Allbreed Sponsor plays an important role in e participation of an individual in e TICA Judging Program and in e advancement of e individual rough e levels of e Judging Program from Trainee to Approved Allbreed Judge The Sponsor must have been an Approved Allbreed Judge for at least 3 years, have some knowledge of e applicant s background and current activities and ideally reside in e same Region. In isolated areas or regions where ere are no Approved Allbreed Judges available, a neighboring region may be considered. Judges Emeriti shall not accept sponsorship of any new applicants The Sponsor shall provide e applicant wi e Endorsement of Approved Allbreed Sponsor Form and shall be prepared to write letters of endorsement for each level of e participant's advancement rough e Judging Program The Sponsor shall review e participant's Application Forms, for e verification of fulfillment of requirements for acceptance into or e advancement wiin e Judging Program The Sponsor must be able to establish a good rapport wi e applicant and work closely wi em, enabling each to discuss openly and frankly any concerns or situations at may arise during e advancement period, and shall serve as a confidant to e participant, being aware at special needs may exist, and be of assistance where needed A training plan shall be discussed and implemented at will provide e most benefit to e Trainee. It shall be e responsibility of e Sponsor to discuss all Training Evaluations wi e Trainee during e training period The Sponsor shall monitor ring training or judging when possible to enable better assessment of e progress of e participant The Sponsor must receive e Monly Report from e Trainee by e first of each mon. The critiques and e evaluations contained in e report shall be reviewed by e Sponsor, discussed in dep wi e Trainee and any concerns addressed immediately Version A TICA Judging Program, Page 1

11 41.9 The Sponsor must be willing to address any negative feedback wi e Trainee, e Training Judge, e Trainee Coordinator or e Judging Administrator The Sponsor acts as an advisor, mentor, guide and confidant to e participant and must be able to devote time and effort to accomplish is The Approved Allbreed Sponsor shall be available to assist in oer areas; checking examinations, refresher tests, additional training and any oer areas where e Sponsor's expertise would be beneficial in helping e participant reach eir goal Should it become necessary at e Approved Allbreed Sponsor drop e Sponsorship of an applicant, trainee or judge he/she must inform e Judging Administrator of e reason. He/she shall notify e applicant, trainee or judge in a formal letter wi a copy to e Judging Administrator. TICA Judging Program, Page Version A

12 ARTICLE TWO - Trainee Requirements for Application for Admission into e Judging Program: 42.1 Names of applicants MUST be published in two issues of e TREND. Notices must be sent to e Judging Administrator and received by April 15 for application at e Annual, August 15 for application at e Winter Meeting or December 15 for application at e Spring Meeting. The Judging Administrator will en place e notices in e TREND. TICA members shall be invited to send comments, favorable and/or unfavorable, to e Judging Administrator/Designee and to e applicant's Regional Director At e time of sending notice of intent to e Judging Administrator, an applicant to e judging Program must send a photograph to e TICA TREND Editor for publication wi e notice in at least one issue of e TREND prior to e Board meeting at which e applicant is being considered General Requirements. Applicants must meet e following requirements: Be 18 years of age or older Be a member of TICA in good standing Be a TICA member for a minimum of 4 years prior to e effective date of a TICA Probationary Specialty Judging License Have a TICA registered cattery Be a working member of an active TICA club which hosts TICA shows in resident region Provided sufficient documentation of experience as TICA Head Ring Clerk and TICA Master Clerk. E.g. Be a licensed TICA Head Ring Clerk and a licensed TICA Master Clerk Provided documentation on having successfully entry clerked twice. E.g. Be a Licensed Entry Clerk. (See Entry Clerking Program for details Have actively served at least two times as a TICA show manager (may be "co-show manager" only once) Have an Approved Allbreed Judge as sponsor Have attended one TICA judging school, one breed seminar and one TICA genetics seminar wiin 1 year of application Version A TICA Judging Program, Page 3

13 Be familiar wi and agree to abide by e TICA By-Laws, TICA Show Rules, TICA Registration Rules and TICA Standards Prior to being granted a Probationary Specialty License, breeder applicants must have been breeding cats for 4 years AND non-breeder applicants must have been actively showing cats in TICA for a minimum of 4 years. (See ) 42.3 Breeding and/or Showing Requirements For Breeders. Prior to application, must: Have bred a minimum of five TICA registered litters Have shown in at least 25 TICA shows (back-to-back shows will be considered as one show) Have shown to TICA Grand Champion status a minimum of four cats, as follows: Three of e four must be unaltered One of e four must have been bred by e applicant; any cat not bred by e applicant must be acquired by 5 mons of age and must live wi e applicant from e time e cat is acquired until e requisite title is achieved For developing areas of TICA where quarantine or equivalent restrictions exist, e requirement to acquire a kitten at 5 mons of age or younger may be waived by e Board as follows: Proof at e kitten cannot come out of quarantine until it reaches a specified age up to one year; The kitten/cat has not been shown as an adult or earned any titles prior to e applicant s showing of e cat as part of e Judging Program requirement One of e ree unaltered cats must have achieved e title of Supreme Grand Champion One of e ree unaltered cats must have received a Regional Win in e Top 25 Allbreed Cats One of e four must be a cat of opposite body type and coat leng. Selection of e breed of cat of opposite body type and coat leng must be approved by e Judging Administrator For Non-Breeders. Prior to application must: Have acquired all qualifying cats at 5 mons of age or younger Have shown a minimum of five cats from bo longhair and shorair breeds to TICA Grand Champion or Grand Champion Alter status wi no fewer an ree from one body type and coat leng. 14 Three of e five Grand Champions or Grand Champion Alters must achieve e title of Supreme Grand Champion or Supreme Grand Champion Alter One of e Supreme Grand Champions or Supreme Grand Champion Alters must be a different body type and coat leng from e primary body type and coat leng Have achieved a minimum of ree Regional Wins in e Top 10 Allbreed Cats or Alters One Regional Winner must be in e opposite body type and coat leng from e primary body type and coat leng Have shown in 25 TICA shows (back-to-back shows will be considered one show) Consideration may be given for Regional and International Top 25 wins, to include kitten, cat, alter and household pet awards. However, all requirements in 42.2 and 42.3 must be met Applicant must submit a $40 dollar application fee to e TICA Executive Office, and an official Application to e Judging Program to e Judging Administrator/Designee, togeer wi: A personal resume Letter of recommendation from e club in region of residence, in which e applicant is an active member Copy of Head Ring Clerk and Master Clerk License A letter of sponsorship from one TICA Approved Allbreed Judge who must review e applicant s complete packet and sign where indicated on e check-off list at e application has met all requirements A recent professional 5"x7" (12.5cm x 18cm) color photograph Documentation verifying fulfillment of all requirements as listed above When e applicant has an Allbreed Sponsor and up to 1 year prior to e anticipated date of application, e applicant may request a comprehensive written open book examination covering TICA By-Laws, Show Rules, Breed Standards, Eics and e cat fancy, in general,. The applicant must score 95 percent or higher on e examination, and all questions missed must be answered correctly. If e applicant fails to complete e examination wiin e time allowed, application may not be resubmitted for 6 mons Version A TICA Judging Program, Page 5

15 Application and examination must be received NO LATER THAN May 15 for application at e Annual, October 15 for application at e Winter Meeting and January 15 for application at e Spring Meeting Upon successful completion of e examination, e Judging Administrator will submit e applicant s name for consideration by e Board for acceptance into e TICA Judging Program The Board of Directors will consider e applicant's knowledge, ability and experience in breeding, showing, clerking, show management, and club activity. The Board will also consider e applicant's personal appearance, deportment, attitude and any oer factors it deems appropriate. The Board may approve e applicant upon any appropriate terms or conditions, deny e applicant or require additional work If e applicant is denied admission to e Judging Program, e applicant may not apply for reconsideration for one year Upon reapplication e applicant need only furnish proof to e Judging Administrator/Designee at any requirements set by e board have been met. The Judging Administrator has all e documentation and feepaid information and will advise e Trend editor to continue e listings in e Trend Upon acceptance by e Board of Directors, e applicant must send a recent professional color photograph, no smaller an 5"x7" (12.5cm x 18 cm) scanned at 300 dpi, to e Yearbook Editor. 16 ARTICLE THREE - Application of Trainees in Remote/Developing Areas 43.1 In order to foster e grow of TICA in remote areas of e world, TICA must be able to encourage potential applicants to enter e judging program wiout e hardships of meeting current training program pre-requisites. The Remote/Developing Area Judging Program will be in effect for overseas trainees entering e Judging Program until at area is considered by e Board of Directors to have established a TICA licensed judging population able to handle e demands of TICA shows being produced wiin said area. After at time, new applicants may continue to apply to e program, but it will be under e regular and current rules of e Judging Program Anyone may apply to e Judging Administrator/Designee for acceptance as a Trainee in e TICA Remote Area/Developing Country Judging Program. It will be e decision of e Board of Directors and e Judging Administrator/Designee which areas of e world are to be considered remote/developing Applications must be received by e Judging Administrator by May 15 for application at Annual, by October 15 for e Winter Meeting and by January 15 for application at e Spring Meeting The Board of Directors may require additional work or make certain exceptions when circumstances or experience warrant and may take e liberty of reviewing applications on a case by case basis. If an applicant is applying for acceptance into e Judging Program from a country not having a strong TICA presence, s/he has e option of applying using e following guidelines or using e guidelines in place for e current Judging Program. Once a TICA presence has been established to e satisfaction of e Board fo Directors, e opportunity to apply to e TICA Judging Program will revert back to e regular process guidelines to be followed for application Names and photographs of applicants MUST be sent to e Judging Administrator wi eir request for publication in two issues of e TREND prior to having eir application considered at a Board Meeting. The Judging Administrator will en notify e TREND Editor to place e names in e Notice of Intent Listing in e TREND. TICA members shall be invited to send comment s, favorable and/or unfavorable, to e Judging Administrator/Designee and to e applicant's Regional Director. 17 Answers to questions on e Application Form must be submitted in English All supporting documentation or attachments must be translated into/submitted in English All applicants to e Remote Area Judging Program must meet e following requirements: Must be 18 years of age or older Must be a member of TICA in good standing Must have a TICA Approved Allbreed Judge Sponsor Must have been a TICA member for a minimum of 4 years prior to e effective date of a TICA Probationary Specialty Judging License Must be a working member of an active TICA club Must have exhibited in a minimum of 10 TICA shows Must have a TICA registered cattery Must have been breeding cats at least 4 years and have a minimum of five TICA registered litters prior to e effective date of a TICA Probationary Specialty License Must have shown a minimum of ree whole cats to TICA Grand Championship status or e equivalent rough anoer association and submission of adequate proof of same shall be required Must have served as a Head Ring Clerk 2 times, followed by completion and passage of e Head Ring Clerk licensing exam Must have served as a Master Clerk 1 time, followed by completion and passage of e Master Clerk licensing exam Must have served as a TICA Entry Clerk 1 time. If is requirement becomes a hardship in obtaining a contract from a club, wi e approval of e Judging Administrator, e applicant may be permitted to take e Entry Clerking licensing exam one time to see if ey are able to pass wiout e one time experience. If passage is failed, en e one time entry clerking assignment will need to be fulfilled and e test re-taken postassignment completion Must have served as a TICA show manager 1 time wi positive feedback from e club being represented Must have sent a 4 x 6 professional color photograph to e TICA Yearbook Editor Must be familiar wi and agree to abide by e TICA By-Laws, Show Rules, Registration Rules and Breed Standards Consideration may be given for International or Regional awards or e equivalent ereof from oer associations; however, all of e above requirements must be met Applicant must send e application fee in US currency to e Executive Office, and must send e original application to e Judging Administrator/Designee. 18 as listed above in must be included in e application packet, including: Personal resume Letter of sponsorship from a TICA Approved Allbreed Judge Letter of recommendation from a club in e region of residence, in which e applicant is an active member Copy of e Head Ring Clerk and Master Clerk License A recent professional 5" x 7" color photograph Documentation verifying fulfillment of all requirements as listed above When e applicant has an Allbreed Sponsor and up to 1 year prior to e anticipated date of application, e applicant may request a comprehensive written open book examination covering TICA By-Laws, Show Rules, Breed Standards, Eics and e cat fancy, in general. The applicant must score 95 per cent or higher on e examination, and all questions missed must be answered correctly. 19 ARTICLE FOUR - Training Program 44.1 The applicant may begin ring training when e following requirements have been met: All requirements set for by e Board of Directors and e Judging Administrator/Designee Paid a $15 processing fee to e Executive Office Received permission from e Judging Administrator/ Designee to proceed wi ring training Trainee Responsibilities. A 15 mons training period is required before a trainee can apply for a Probationary Specialty License. The trainee must be actively involved in writing breed critiques, attending schools, conferences and seminars, ring training, solo training, and sending e required monly reports to e Trainee Coordinator outlining all activity for each mon During e training period e trainee must attend one of each of e following: TICA Judging School TICA Judges Conference TICA Breed Seminar TICA Genetics Seminar During e training period, e trainee may: Show a cat only rough e use of an agent until all training sessions for e weekend are complete Write breed critiques and breed comparisons in e benching area of e show hall, NOT in proximity to e judging rings Be in e show hall prior to training or doing solos, but may not be in proximity to e judging rings EXCEPT during e training/solo sessions Have NO access to e show catalog until all training is complete for e weekend Send e Judging Administrator/Designee a statement commenting on e type and quality of training received from any instructor Training. The trainee must obtain written permission from bo e club hosting e show and e training judge. The trainee must complete a Permission to Train Form for each show at which s/he wishes to train. 20 form will indicate e type of training agreed upon. Permission to Train Forms must be signed by all parties prior to e day(s) of training. Copies must be sent to e Judging Administrator/Designee and e trainee's Allbreed sponsor at e trainee's expense Training will consist of: A minimum of 40 ring training sessions A minimum of four solo judging sessions. Solo judging cannot be started until all ring training sessions have been completed For developing areas of TICA which are isolated or remote (such as, but not limited to, Sou America, Russia, Korea) a Trainee must complete e requirements of , , and WITH THE FOLLOWING EXCEPTIONS: Must complete 20 training sessions, 5 of which must be completed wi Licensed Ring Instructors Must complete 2 solo sessions, bo of which may be completed in e Trainee s region of residence wi any Approved Allbreed Judge. Upon completion of ese requirements, e Trainee may apply for a Probationary Specialty License in (Country, Region). See Ring Training Ring training consists of handling a minimum or 40 kittens, cats, alters, household pets or new breeds. The selection of e cats for training is at e training judge's discretion. Training may consist of handling full classes (such as championship cats, etc.) or handling full breeds or breed groups (such as e Persian Breed Group or Maine Coon kittens, cats and alters, etc.). The trainee is expected to handle his or her own cat(s) during e training session wiout calling attention to e ownership of e cat. The trainee is expected to remain in e judging ring until dismissed by e instructor. During e final five training sessions, e trainee must stay wi e training judge e entire day handling cats as designated by e judge Training sessions are limited to two training sessions per show weekend, except when training overseas. When training overseas, ree training sessions are allowed per show weekend. A "show weekend" is defined as 1-day, 2-day or 3-day shows. Only one training session is permitted per day, except when training overseas. When training overseas up to two training sessions per day are permitted not to exceed ree sessions per weekend The trainee may train wi any Approved Allbreed Judge. At least ten of ese judges must be Licensed Ring Instructors Trainees residing in Nor America must train in at least six Nor American regions. Trainees residing on eier e East or West Coast must train on an opposite coast at least once. Trainees located centrally must train on bo coasts ALL trainees are strongly advised to train at least once overseas. (For example, a trainee in Nor America is advised to train in 2017 Version A TICA Judging Program, Page 11

21 Europe or Asia; a trainee in Europe is advised to train in Asia or Nor America; a trainee in Asia is advised to train in Nor America or Europe; a trainee in Sou America is advised to train in Europe, Asia or Nor America.) Solo Training Solo judging consists of handling no fewer an 20 entries (or of handling e entire class if fewer an 20 cats are present,) as directed by e instructor, marking e judge s book correctly, hanging ribbons and presenting final awards. Trainees must furnish eir own rosettes for eir solo finals A solo training session may not be done on e same day as a ring training session. Solo judging may take place before e show begins, during e show or after e completion of e show, under e direction of e instructor At least two of e four solo training sessions must be done outside e region of residence or beyond 500 miles from e trainee s residence At least ree of e solo judging sessions must be wi Licensed Ring Instructors The Training Sessions. These are minimal guidelines. These may be assigned by a training judge OR e trainee may visit a cattery to write reports on select cats. Reports must be signed by e training judge or e cattery owner and returned to e trainee, who will send to e appropriate persons. Cattery reports must be reviewed and signed by e Allbreed Sponsor prior to being forwarded to e Trainee Coordinator. A minimum of 15 Breed Comparison Reports are required The trainee must make a set of judge s books if not furnished by e club. Advancement from Probationary Specialty Judge to Approved Specialty Judge 45.6 The probationary period shall be for a minimum of 1 year, and a minimum of 20 shows judged. The Probationary Specialty Judge shall submit e Application for Advancement to Approved Specialty Judge to e Judging Administrator/Designee for advancement to Approved Specialty Judge, which shall include a list of shows judged during e probationary period and which shall be signed by e Allbreed Sponsor. If no problems have arisen during e probationary period e Judging Administrator/Designee shall inform e Probationary Specialty Judge at ey have completed probation and shall grant an Approved Specialty License. 32 ARTICLE NINE - Acceptance of Judges from Oer Cat Associations 49.1 Names of applicants MUST be published in two issues of e TREND; notices must be received by e Judging Administrator by April 15 for application at e Annual, by August 15 for application at e Winter Meeting and by December 15 for application at e Spring Meeting. Notices must be sent to e Judging Administrator. The Judging Administrator will en place e notices in e TREND. At e time of sending notice of intent to e Judging Administrator a new applicant to e Judging Program must send a photograph to e TREND Editor for publication wi e notice in at least one issue of e TREND prior e Board Meeting at which e applicant is applying. TICA members shall be invited to send comments, favorable and/or unfavorable, to e Judging Administrator/Designee and to e applicant's Regional Director Any judge who is or has been licensed by anoer domestic or international association, who has at least 5 years of judging experience wi one association, and who has judged at least 25 cat shows before applying to TICA, may apply to e Judging Administrator/Designee for a TICA judge's license NO LATER THAN May 15 for application at e Annual, October 15 for application at e Winter Meeting or January 15 for application at e Spring Meeting. The highest level for which application may be made is Approved Specialty. Any such application shall include a detailed description of prior training and education and shall be evaluated on a case by case basis.
