While we take what steps we Dear Residents, can to keep our energy costs down, we re largely victims of the market and our choice is to pay the price or cut back on consumption. Thanks to all of you who invest time and money to beautify our cemetery on Memorial Day in honor of our dead. As usual, the Hyrum City Cemetery was among the loveliest in the state. Market energy is sold by the hour at prices fluctuating between $75 and $125 for high-load hours. With blended sales averaging $64 over the past ten months, it s easy to see we have a problem. Unfortunately, there are those who desecrate this sacred observance through mischievous vandalism or outright theft of floral arrangements, potted plants, and other decorations. I m sorry these people find this type of behavior either amusing or profitable. While it s fresh on our minds, it might be well to remind everyone that decorations of all types need to be removed from the cemetery within seven days following Memorial Day. The only exceptions would be items within the circular containers found on either side of most headstones. Anything out on the grass will be removed, including both artificial and live floral arrangements, as well as other mementos. Unfortunately time doesn t permit the removal and replacement of these items as workers cut and trim the grass, so we ask those who wish to retrieve these items to do so within seven days after Memorial Day. All of us have watched the price of gasoline increase almost weekly over the past few months. Unfortunately, gasoline at the pump isn t the only source of energy on the rise. Our electrical costs are increasing just as dramatically. For example, our blended cost in December was $47.40 per megawatt hour, which increased to $58.97 in March and Over the last 50 years we ve watched electric rates change from declining block rates (the more you use the cheaper it becomes) to flat rates (same price regardless of quantity used) to ascending block rates (the more you use the more it costs) and finally to time-of-day rates where the price of electricity varies from hour to hour, with power purchased at peak being the most expensive. Thus, those who do laundry at midnight or 1 a.m. buy electricity at the lowest rate while those who consume energy midday or after work in the early evening pay the most. While we don t propose an immediate change to time-of-day rates to force energy conservation and off-peak consumption, you as consumers can help us keep total costs down by using electricity in the late evening or very early morning hours and avoid heavy energy consumption between the hours of 10 a.m. and 7 p.m. In spite of our best efforts, however, we re probably facing a power rate increase sometime this summer. Let me close on a more optimistic note; the water outlook for the summer is very good! Now if it will just warm up enough for the tomatoes to grow!

We encourage outdoor physical activity and do not want to discourage it by having unpenned or unleashed dogs. Loose dogs violate our city ordinance. If you come upon a dog that is not leashed or penned, please contact Hyrum s Animal Control at , or We occasionally receive complaints regarding cats on other s property. Some are wild and some are pets. We encourage cat owners to do what they can to keep their pets on their property, and property owners to deter unwanted cats from entering their property. You can find some suggestions at If you have cats that are not yours causing problems on your property, first try some kind of cat deterrent or repellent. You may seek further assistance from animal control by obtaining a live trap. Trapped cats will be taken to the pound, checked for identifying tags or microchips and kept for two days. If they remain unclaimed after two days, a farmer will be contacted to see if he is able to provide a home for them. If he agrees, the cats will be vaccinated in order to prevent spreading of any disease to the other farm cats and taken to the farm. Otherwise, after the 2 nd day of being unclaimed, the cat will be euthanized. IRRIGATION WATER Parents as your children are playing and swimming outside this summer, please to not allow them to use irrigation water to drink, fill swimming pools, or allow them to run through sprinklers using irrigation water. The water is untreated and is not safe to use for such purposes. LIBRARY NEWS - Sign-up is now going on for our summer reading program, Catch the Reading Bug. This program is for the entire family. Each person can earn a reward each week for reading twenty minutes a day. Prizes will be awarded at the end of the summer for each age category reading the most. Plus those who complete the program and turn in their calendars will be invited to our closing outdoor activity. Come join the fun and watch for more fun programs throughout the summer. There are still bricks left for our next donor wall. The $100 donation is tax deductible. These are a great idea for birthdays, weddings, anniversaries, etc. For your information: Hyrum Library and Museum is being monitored inside and out twenty-four hours a day with security cameras. It became necessary to take these measures after several incidences of graffiti and destruction of building property. For patrons as well as library and museum staff, the following rules will be implemented immediately to help everyone have a pleasant and enjoyable summer. Parents, we would appreciate your help with the following: Summer Library Rules We invite all families to come often to the library and read through the summer months. But we are not a baby-sitting service. If young children are left unattended, we will have to assume they are abandoned and call the police. Also, parents be aware that the following rules are being implemented to help our library run more smoothly during the summer. 1. Internet usage is limited to one hour per day. A library card must be

3 presented in order to use the internet. 2. No skateboarding, biking, or roller-blades on or around library grounds. No heely shoes (skates) inside the building to protect our tile floors. (May be used as shoes, just no popping down of wheels.) 3. Please no riding of bikes on lawn or down building stairways. 4. We encourage all patrons to use the cross-walk rather than crossing in the middle of the street for safety concerns. 5. Parents please remind your children the library and museum are not playgrounds. Please, no screaming, play-fighting, running, eating, etc. We encourage all families to use the library often, as well as helping us to maintain the quality and beauty of our building and grounds. 6. We remind patrons that the checkout limit is 50 items per family and all items are checked out for two weeks. The library is attempting to complete its collection of South Cache High School yearbooks. If anyone has an extra copy they would like to donate, we would appreciate it very much. They will be stored in our archive room. Each summer we have many visitors doing geneology research and often their first request is to see the old yearbooks. We also would like to start a collection of Sky View High School yearbooks as well. Thanks for your help. HOSPICE VOLUNTEERS TOUCH LIVES AND LIFT SPIRITS Hospice volunteers play a critical role in improving the quality of life for those on their End of Life journeys. Volunteers provide care to patients and families in the comfort of the patient s own home. Volunteers hold hands, bake cakes, listen to cherished memories, support caregivers, etc. We invite you to join the Community Nursing Services hospice team and make a difference in your community. Call Sharilyn at for more information. WASATCH BACK RELAY - The MyoMed Ragnar Relay Wasatch Back has become a running tradition in Utah. In 5 years this homegrown event has seen participation grow from 260 runners to almost 7000 runners and has introduced visitors from all around the world to the beautiful city of Hyrum. We appreciate your willingness to let our participants run through your town and experience its charm. We invite you and your family to come out and support these participants as they run through your city. Nothing motivates our participants like the support they receive from the communities along the race course. Cheer them on as they run by your home and help them cool down with a spray from your hose. You can even set up a fundraiser to earn money for a good cause. Runners love a cold Popsicle or a can of lemonade (just make sure anything you give out has a wrapper).

4 We realize that a race of this size can be inconvenient for you and your neighbors. We would like to minimize your inconvenience by letting you know which roads will be affected. We hope this will help you to plan in advance and minimize any potential inconvenience. The following roads in Hyrum will have heavy traffic from 7:00 AM to 9:15 PM on June 20 th. Lunch will be served from 11:30-12:30, please be there between these times as we can not serve any longer. The program runs from June 9 th - July 31 st with July 4 th, 24 th and 25 th off. STORMWATER What you can do to help: Sweep, instead of hosing off the driveway, street, or sidewalk. Water from run-off from driveways or sidewalks carries contaminants such as dirt, motor oil, fertilizers and animal waste, through storm drains and into waterways. directions recommended by the manufacturer. SOCCER FIELDS & BASEBALL DIAMONDS Please do not use the soccer fields or baseball diamonds when the gates are closed to access the fields. The City spends a lot of time and money to keep these fields looking nice and available for use. City personnel determine when the fields are not useable because of rain, etc. Using them during these times damages the condition of the fields. We are sorry for any inconvenience this may cause; please help to keep them looking nice. BURN PERMITS The Utah State Fire Marshall has declared the burning season closed. The burning season is normally closed from June 1 st thru October 1 st. SIGNS This is a reminder to anyone who would like to hang or post signs to advertise an event such as a garage or yard sale. Hyrum City code permits one relatively small off premises sign to advertise event. The off premises sign must be removed within 24 hours after the end of the event.
