1 U.S. DEPARTMENT OF JUSTICE FEDERAL BUREAU OF PRISONS MONDAY MORNING September 17, 2012 HIGHLIGHTS Assistant Director Kendig and Chief Pharmacist Bina Receive Public Health Service Flag Grade Promotions On August 17, 2012, Vice Admiral Regina M. Benjamin, Surgeon General of the United States, informed BOP Director Charles E. Samuels, Jr., that Rear Admiral Newton E. Kendig, Assistant Director for the Health Services Division, had been promoted to Rear Admiral (Upper Half), and Captain Chris Bina, BOP Chief Pharmacist, had been promoted to Rear Admiral (Lower Half). It is a rare and distinct honor to receive flag grade promotions in the Public Health Service (PHS) Commissioned Corps. There are only 44 flag officers (Admirals) in PHS. Promotion to Rear Admiral (Upper Half) is the highest rank a PHS officer can achieve without being politically appointed as Surgeon General or Assistant Secretary for Health. Of the more than 6,000 PHS officers, only 16 officers hold the rank of Rear Admiral (Upper Half); and 7 of those were promoted this year. Promotion to the rank of Rear Admiral (Lower Half) is also very impressive as only 28 PHS officers hold this rank. An officer who holds a flag grade in PHS also holds the position of Assistant Surgeon General. Thus, promotion to the rank of admiral carries a great deal of responsibility and trust. All available information suggests this is the first time the BOP has had two PHS flag grade officers serving at the same time. Congresswoman Visits FDC Honolulu On August 26, The Honorable Colleen Hanabusa, United States Representative for the 1 st District of Hawaii, visited FDC Honolulu. Stephen Grzegorek On September 1, Z. Stephen Grzegorek, retired Northeast Regional Director, passed away following a brief illness. Mr. Grzegorek began his BOP career as a Case Manager at the Detroit Community Treatment Center in From , he served as a U.S. Probation Officer in Detroit, Michigan. He then served as a Correctional Programs Advisor at the Law Enforcement Assistance Association, before returning to the BOP as a Site Acquisition in the Central Office. Mr. Grzegorek then served as Associate Warden at FCI Danbury; Assistant to the Northeast Regional Director; Warden at FCI Tallahassee and FCI Petersburg. In 1979, he was named Northeast Regional Director. Mr. Grzegorek retired in June He is survived by his wife, Ilene; and children, Michael and Kathy. Condolences can be sent to the Earlier this summer, the Federal Judicial Center sponsored the Southeast Regional Reentry Executive Leadership Workshop. The event was hosted by FCC Coleman, Florida. More than 100 participants from 13 judicial districts in the Southeast Region attended the workshop, including U.S. District Court Judges, Federal Probation Officers, U.S. Attorneys, Federal Defenders, BOP Central and Regional Office staff and Wardens from the Bureau s Southeast Region. Speakers included Deputy Attorney General James Cole, who provided the Department of Justice s (DOJ) Perspective on Reentry, and Dr. Ed Latessa Professor and Director, University of Cincinnati, who presented Using Evidence-Based Practice to Change Offender Behavior and Reduce Recidivism. The goals of the workshop were to: Provide federal executive-level judicial and criminal justice leaders with information regarding reentry policy and practice to facilitate understanding of reentry and to better understand the roles and responsibilities in leading implementation and collaboration with both federal and state counterparts. Build relationships and trust among system stakeholders.

3 Monday Morning Highlights Page 3 Understand the fundamentals of reentry policy and practice (i.e., the use of evidence-based practice and its connection to reducing recidivism). Learn about current activities of the federal judiciary, DOJ and Bureau regarding planning for and implementing evidence-based practices to facilitate reentry and reduce recidivism. Identify barriers to collaboration among stakeholders and identify strategies to overcome barriers. Texas Goodwill, Family Promise, Workforce Solutions Brazos Valley, GEO/Leidel Sanction Center, Texas Department of Public Safety, Brazos County Sheriff s Department, Bryan Housing Authority, and staff from U.S. Probation and the BOP. The program was facilitated by FPC Bryan Supervisor of Education Jaynell Hutchinson and Reentry Affairs Roselyn Hammond; FDC Houston Supervisor of Education Roberto Bustamante; and Lana Rucker, Senior U.S. Probation Officer for the Southern District of Texas. The workshop included facilitated breakout sessions for federal criminal justice leaders from each state to discuss where they currently are with regards to their leadership roles and responsibilities in facilitating successful reentry through evidence-based practice; reentry planning and implementation issues for their state; and possible steps for planning and implementation that can be taken upon return to their district/state. The program provided participants the opportunity to network, share strategies and resources, and explore ways to prepare inmates for a successful reintegration back into society. Associate Warden Sheria Hill-Boyd welcomed participants and thanked them for their partnership in preparing offenders for reentry. Participants included representatives from Heart of On August 1, FCC Oakdale s New Beginnings Toastmasters Organization held its charter ceremony. Toastmasters International is a non-profit educational organization that teaches public speaking and leadership skills through a worldwide network of meeting locations. The Honorable Robert D. Downing, who has served as Chief Judge for the 19 th Judicial District of Louisiana, and the Louisiana First Circuit Court of Appeals, was guest speaker. Judge Downing joined Toastmasters in the 1970 s, and has assisted in establishing chapters in Louisiana state prisons. He mentioned his long-standing wish to have chapters in Federal prisons, and expressed his appreciation for staff s assistance in bringing Toastmasters to FCC Oakdale. The New Beginnings Toastmasters program, incorporated into the Complex s Release Preparation programs, began meeting in December 2011, and currently has 22 chartered members.

FCC Oakdale staff with Toastmasters mentors Institutions Serve the Community FCI Estill A picture is worth a thousand words for inmates participating in FCI Estill s hobby craft program. The inmates worked for three months to create 13 paintings to donate to the Greenbrier Children s Home in Savannah, Georgia. Many of the inmates shared their personal stories of growing up in foster care and institutional centers that lacked inspiration, hope and opportunity; this motivated them to donate the artwork to decorate the children s center. Lee Elementary School. Throughout the month, staff donated backpacks and other muchneeded supplies. On August 30, the donations were presented to school staff who expressed their appreciation for the supplies that will be given to needy children. Federal Occupational Health Employee Assistance Program (TTY) Call for information or confidential assistance. FCI Oxford Inmate artwork donated to Greenbriar Children s Home FCI Oxford inmates have been saving soda can pull tabs to benefit the Ronald McDonald House in Madison, Wisconsin.
