1 U.S. DEPARTMENT OF JUSTICE FEDERAL BUREAU OF PRISONS MONDAY MORNING June 3, 2013 HIGHLIGHTS Correctional Workers Week Presentations Amy Nelson, Yankton City Manager; Lieutenant Governor Matt Michels; Scott Willis, Warden FPC Yankton On May 6, 2013, South Dakota Lieutenant Governor Matt Michels visited FPC Yankton to commemorate Correctional Workers Week. Lt. Gov. Michels thanked FPC Yankton staff, on behalf of the State of South Dakota, for ensuring public safety while working diligently with the inmate population to prepare them for re-entry into local communities. Lt. Gov. Michels recalled that during the Missouri River floods of 2011, FPC staff and inmates filled sandbags that were used to save countless homes and significantly reduce property damage. The guest speaker, USP Pollock Senior Officer Thomas Brister, shared his recent experiences of being seriously assaulted by inmates. Officer Brister feels lucky to have survived his attack and be able to share his story. He encouraged staff to take care of each other and take their jobs seriously. Officer Thomas Brister Mission of the Bureau of Prisons It is the mission of the Federal Bureau of Prisons to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens.

2 Monday Morning Highlights Page 2 In Memoriam: Sylvia McCollum On May 21, 2013, Sylvia McCollum, Inmate Transition Branch Administrator, Industries, Education and Vocational Training (IEVT) Division, passed away. She was 90 years old and had been a public servant for more than 50 years. Ms. McCollum began her government career with the Bureau of Economic Warfare in She worked for the Communications Workers of America, AFL-CIO, from 1945 to Ms. McCollum returned to government service in 1963, working first at the Department of Labor and, later at the Department of Education. Ms. McCollum began her BOP Sylvia McCollum career as an Education in She advanced to Education Administrator in 1975; UNICOR Programs and Policy Administrator in 1995; and Administrator for the Inmate Transition Branch from its establishment in the 1997 until her death. Ms. McCollum is survived by her son, Lawrence Gottlieb, daughter-in-law Victoria, and two granddaughters. Cards and letters of condolence can be sent to the attention of Kia Butler, IEVT Division-room 8015, Federal Bureau of Prisons, 400 First Street, NW, Washington, DC The family has requested that any memorial contributions in MsMcCollum's memory be made to WETA, Public Television & Radio, 3939 Campbell Avenue, Arlington, VA Ms. McCollum impacted many people during her life, and her passion for helping change the lives of offenders will never be forgotten. MDC Guaynabo receives CFC award Associate Warden Manuel Ocasio; CFC Coordinator Shelly Banks; Warden Jerry C. Martinez and Associate Warden Edwin Perez-Salva On May 17, 2013, the Puerto Rico and United States Virgin Islands Combined Federal Campaign (CFC) recognized MDC Guaynabo at its 2012 Closing Awards Ceremony. MDC Guaynabo received the Silver Award for Outstanding Contribution for organizations with employees. The Silver Award is given to the agency with the second-highest annual contribution. The institution s CFC campaign raised more than $45,000. This is the third consecutive year that MDC Guaynabo s employees have received awards for their contributions to the CFC campaign. 3 Monday Morning Highlights Page 3 Reentry Programs FCI Elkton reentry presentation On April 17, 2013, FCI Elkton hosted a Reentry Program for inmates releasing to the Northern District of Ohio within the next 12 months. Participants included representatives from the U. S. Probation Office (USPO), Psychology Care Counseling, and two ex-offenders who are being supervised by the USPO. Pat Sweeney, FCI Elkton's Reentry Coordinator, spoke about the importance of preparing for release by maintaining clear conduct, following institutional program recommendations, resolving all pending warrants and traffic matters, and obtaining personal identification. The two ex-offenders spoke to the inmates about understanding the obstacles they will encounter including: securing and maintaining employment, living a drug and crime-free lifestyle, and living in the community as a productive, law abiding citizen. The program received positive feedback from all participants. FCI Butner gives Golden Tickets On April 23, 2013, the medium security Federal Correctional Institution (FCI) in Butner, North Carolina hosted its annual information and job fair event themed Golden Ticket to the Future. More than 140 inmates, 25 outside volunteers, and 10 FCI staff participated. The mission of the job fair was to provide releasing inmates with opportunities for employment. Golden Tickets were awarded to 14 inmates who were promised interviews upon release. The Golden Tickets were issued to inmates by community representatives, including local colleges, U.S. Probation Office, residential reentry facilities, workforce development committees, law firms, and other rehabilitation support organizations. The Golden Ticket creates hope and employment opportunities for inmates before they transition back to the community. Staff Serve the Community FCI Sandstone FCI McKean Cory Dahl, Safety Compliance On April 27, 2013, while on his way home, FCI Sandstone Safety Compliance Cory Dahl witnessed a truck that went off the road, flipped several times, and landed in a ditch. Mr. Dahl immediately instructed someone to call 911 and then assisted the driver, who was trapped in the vehicle. Mr. Dahl was able to clear debris that was blocking the driver in the vehicle and, with the help of others, assisted the driver to safety. Mr. Dahl continued to provide assistance until emergency personnel arrived on the scene. Steve Witczak, Facility Manager On May 7, 2013, FCI McKean s Facility Manager Steve Witczak was recognized by the Bradford Family YMCA as the 2012 Volunteer of the Year. Mr. Witczak received the award, along with citations from the Commonwealth of Pennsylvania House of Representatives and the Senate of Pennsylvania, for his volunteer work with youth basketball and gymnastics programs, and assisting in the renovation of the YMCA Wellness Center.
