Great opportunity for a community pool Decent green space buffer between Four Mile Run / residential Keeps existing diamond fields in positive orientation, due to the sun. Good re-design for keeping both fields! Do not combine Little League and adult fields - not a solution! Fences needed. (Colin D.) I want us to be good stewards of our environment while maintaining a place for kids to play and Arlington to continue to be a great place to live! Benches and bleachers. (Jhaiel - sp?) Picnic area? Need fencing for ballfields. Where's parking? I like the additional pedestrian pathway. The one along Arlington Mill Road is too small and close to the road. I think we should have a batting cage in the white space and more basketball courts. (Jhaiel Miller, Colin D., Michael D.) Less ballfields with fences! Open space! Option One is the best option. Relocatable fences so diamond fields can be used in off-season! Nearly all the park would be fenced off with Option One. More green space Any design - batting cages for baseball field One. Poor choice... Playground on street next to industrial and dog park. Baseball fences will cut into park. Why not mixed age baseball plus / other No fences! Diamond fields in any design are primary importance. Consider awning for fan stands, please = dugouts too Best use of space and tax dollars. Can improve current structures and expand park space if/when WETA is acquired. Alignment of fields should take into consideration setting sun in eyes of young players. Suggest consult with Arlington Little league re: which orientation is best. Remember residential across Four Mile Run Drive when designing field lights! Down lights, not too bright. This option is preferable, in that it takes the fields off line for the least amount of time Instead of two fields, maybe an opportunity for a community pool. Many people seem to be interested in this on NextDoor and other listservs Not enough space between residential areas and roads; more green space is needed for the barrier to prevent noise issues Only good if softball/diamond fields are immediately available and fenced Removable fences for fields to make better use of space Playing fields too close to roads (South Four Mile Run/Nelson) Ample parking? Save the softball and its integrity and safety with fencing. Keep the softball fields. More trees A+++ Option One best layout given orientation and direction of setting sun. Very vested in my taxes: Vote #2 best; #1 OK; #3 Worst Maintain tree cover, particularly over the playground The Opportunity Space could be turned into a pavilion for music or movies outside More natural areas! For Nature's sake! Disregard! I asked and I like the answer! Switch the fields now, acquire WETA later! This is the perfect design... Or closets to perfect. Just move the playground to its Option Two or Option 3 location. Jennie Dean Park Option #2 1. Option Two: What do you like about this design? Good to have shade around playground; like the proximity to trees and stream - educational opportunity Design Two ballfield orientation okay but setting sun in eyes of young fielders; suggest consulting Arlington Little League re: best orientation. Thx! Definitely prefer Option Two over option Three: maximizes park space, keeps tennis courts closer to road; keeps ballfields closer together Need parking spaces for fields/courts All playing fields too close to roads I love baseball but the large field takes up too much space here. Basketball, volleyball, bocce, badminton take less space. Why two or three tennis and only one basketball? Max 2-4 people and fences in tennis Maintain tree cover particularly over the playground Improve access to and use of Four Mile Run Creek Preserve softball fields!!! Keep two diamond softball/baseball fields! They will remain a valuable County asset well into the future! The best but be careful re bright lights Great to see more trees I like the extra trees by the water in this option. Thanks for the hard work! Diamond field orientation is not optimal as most fielders face the sun from the west! This is a safety issue!! 3

4 Great option. Very inviting and biggest impact NOW with County-owned property. Do it! Very important for there to be safe pedestrian parking and reasonable speed enforcement along Four Mile Run I like Option Two and I def agree about the pedestrian safety. It is currently dangerous to cross Four Mile Run in that area. Needs a traffic light. Best tree buffer for RPA [Second writer on same post-it: "Agree!"] Option Two softball field layout direction presents safety hazard for evening play based upon setting sun. (sunblindness) Need parking parking parking - any design Keeping playing fields for kids and adults should be a priority in phase one Option Two is the best for the location of the playground. (1) It is away from the road, which is great from a safety perspective and for a quieter environment to hear animals and other "nature noises." (2) Also, the playground can be integrated with a nature walk or exploration activities near the water and trees/field. This could be a mini nature center for ages 1-4 or so. [Second writer on same post-it: "*Like!"] Thank you for preserving both diamond fields! Folks make a good point about the danger of sun in fielders' eyes when the sun sets behind home plate, but I do like that both fields are realigned simultaneously. Additional nature space is a positive. Recommend a suitable temporary replacement in place before the fields go offline. No net loss of diamond space - even temporary - is acceptable for Arlington youth. Where is parking? 2. Option Two: What are the challenges with this design? Trails along the stream should consider environmental requirements. Instead of two fields maybe an opportunity for a community pool as many people have expressed interest in this and an opportunity to generate revenue with reasonable fees Two is the best use of space without waiting on others and utilizing and conforming to water/land regulations The sun field is a safety issue. More space Fields are used every weeknight during April - October. Removable fences for ballfields for multi-use of outfield during offseason Definitely prefer Option Two over Option 3. Option one and Option Two are both good. Option Tow is my pick because of additional open space with continued current amenities. Bigger playground is a plus! Can we flip field orientation so that seating is close to playground - better for parents with multiple kids. Preserve softball fields and playground. Any redesign plan should retail a fully-fenced, lighted adult softball field. Option Two adult diamond layout is poor as all fielders would be looking directly into the sun. I like playground location is Option Two better than in Option One. Playing fields too close to Four Mile Run Drive - flying ball issue. I live across the street and I would like to see more green space along Four Mile Run. 4

5 While this plan preserves two fields, the east-west configuration of the adult field would make it dangerous for fielders. Option one is the most preferable. This version makes softball players stare into the sun as it sets. With the sheer amount of evening games, this design was laughable. I'm glad that you care so much about the sport that you designed a field that was east-west. The direction of the field with home plate to the west is a danger! Very little green space that is open, non-programming Field orientation will lead to sun binding during afternoon games. Players will be blinded and injured. Please respect local businesses west of Nelson Street. Jennie Dean is one of a handful of softball/baseball diamonds in the county where lights can be on and few residences are in view. Diamond fields are necessary to keep due to current and projected growth demand. Make sure they are aligned to avoid setting sun. Check MLB requirements. Another basketball court for option 2 Option One - better layout Option Two ballfield orientation is poor. Not sure if there is a need for two fields since the current set up of the field is never fully occupied. Better pathways? Not enough space between Four Mile Run and the residential areas to prevent excessive noise from use 3. Option Two: What is on your wish list for this design? Thousands of men and women pay large sums annually to the County to play the game we love. Keeping first class softball fields honors our commitment. We are part of this community, and want to be into the future. Wish List for any Option: (1) The County makes an effort to ensure "green" or LEED certification of new construction. (2) the engineering, planning, building design, construction and services involved have initiatives for diversity in the upplier base. (3) Economic measures be put in place to ensure the survival of the small service businesses in the are. (5) Dog Park - the animal waste is polluting the stream. What improvements are there to protect the water shed? (6) Park pace - use indigenous plants for park improvement. [Second writer on same post-it: "Agree"] More natural areas for nature. 5

6 Jennie Dean Park Option #3 1. Option Three: What do you like about this design? Keep both diamond fields! They are integral to community involvement and revenue for Arlington! I like Option 3 for Jennie Dean Park Option Three ballfield orientation is good. Need more basketball courts. Are there opportunities to add to the community gardens along W&OD/Four Mile Run Need buses or stops or rental bikes Don t want this option unless land needed is done deal. Otherwise too risky. Preservation of diamond fields is primary Use removable fences to maximize outfield space This is the best option with more open space and buffer between residential areas and park noise Good distribution of walking trails Better location of fields - not adjacent to Four Mile Run Drive When you have to demolish a building and build new fields all the while not being able to use a current field, it could take years to be back at two fields again. Is this a joke? I like Option Three the best out of these options. Trees and open green space along Four Mile Run look better than sport courts up against the road especially with noise and lights. The trees would be a good barrier. Good open green space. This is the only option that is viable for community. Reduces noise, lights. Adds a real gateway to community. Because this plan depends on the acquisition of property and the demolition of a building, it would result in the adult softball field being offline for a much longer period of time. As such, it is unacceptable. Option Two is better! What is the open space used for? Thank you for preserving both diamond fields! Realignment of diamond fields looks gray. Recommend a suitable temporary replacement in place before either diamond goes off line, and request written confirmation of retention guarantee before work begins. I like addition of nature space behind the larger diamond. Despite the aesthetically pleasing nature of the option (Option3), it is not as ideal as it may seem, as it appears to rely on acquisition of new space which is NOT a foregone conclusion. No net loss of diamond space - even temporary - is acceptable for Arlington youth. Parking? 2. Option Three: What are the challenges with this design? This option is ridiculous. Why base a design on acquiring land that may NEVER come online? We need these ballfields to be upgraded and available ASAP. Not at some mysterious "future point." This is a terrible idea that just cripples the athletic facilities in this area of the county. F! Where is parking? 6

7 Playground well positioned in Option 3 - more open to community. Not hidden Trails along the stream should meet environmental needs. Preferred with green space near residential area. Need parking garage and both fields. Not sure if we really need two baseball/softball fields, maybe a mixed-use baseball/softball field would work as I never see the fields used up currently We have a diamond field shortage in Arlington. To remove on would do an incredible disservice to the thousands of children and adults who use these fields. [Second writer on same post-it: "I Agree!" Third writer on same post-it: "Yes!"] Adult softball players, men and women, thousands of us, pay significant user fees annually. In a 20-year period this totals millions of dollars. We are glad to pay to keep a first-class softball program. Playground is a little close to the busy street. Option 3 is the better option. Concerns about parking playground is too close to busy street with truck traffic. Better to put it in view of the stream. Remember residences across Four Mile Run Drive when replacing field lighting! Down lights, not too bright. Field orientation is dangerous. With the afternoon sun players will not be able to pick up balls Sun blinding will lead to injuries Regardless of the eventual ball field configuration to include soccer field consideration should be given to the adverse impact to the scape that might lights effect with light pollution please screen them Adequate parking? Option 3 is the best choice for Jennie Dean Park. Field should be closer to stream and far away from Four Mile Run. Four Mile Run should be preserved for Green Space. Ensure ample parking perhaps some building is considered for Arts District Any redesign should retain fully fence, lighted adult softball diamond. Retain the current field if unable to do option one without closing the field for years. Parking? Tennis courts and ball court are not visible from the sidewalk will remain underutilized. Love the winding Promenade feels more organic. Unsure whether parking will be sufficient. Good option. Encourage daylighting wherever possible any and all streams in Arlington County will never complete phase 3 don't do it on the land. Option 3 is the number one tree line on Four Mile Run side of road. Cycle track with water feature at playground. Weenie Beenie as concession for Park; it's an icon. Best plan Large green space on South Four Mile could be weekend Market. It seems to me option three would be the best plan. 3. Option Three: What is on your wish list for this design? 7

8 In the December Park visioning Workshop, the demand to return two functioning Diamond Fields was abundantly clear. Taking one offline ignores Community input. More trees please! More natural areas for Nature's sake! Instead of two Fields, maybe a better opportunity to introduce a community pool as multiple people on listservs and Nextdoor expressed interest. Even an opportunity to generate Revenue with dues. Improve access to and use of Four Mile Run Creek. Fix both Fields now. Please don't wait. We need the space. Maintain tree cover particularly over the playground. 8

9 Shirlington Park What is on your wish list for this design? More benches! So many people like to sit and relax, enjoy the dogs playing. This could be a valuable Natural Area in wider areas around exercise equipment. Would add ecological value. Aesthetic value, and with no impact on dogs or the path. Win win win. Fitness equipment is very popular. A great place to walk bike exercise - don't change!! Arlington could put money in the other areas it's perfect today. Good plan keeps the dog park the same as it is. Love Shirlington Park. Leave it alone but help improve the Roshan control over long Four Mile Run that the dog park. Shirlington Park remain the same size as it is now second writer on same posted I agree keep the dog park! Same size! Second Rider on Post-it I agree! Separate bike from pedestrian Lanes I agree! Also agree! Keep the dog park as it is don't decrease it I agree! Preserve walking/ bike paths. Consider native plants if changing Landscaping. Preserve fitness equipment it is well used. Bench overlooking where dogs play would be nice. Add some tot climbing near exercise equipment. Better lighting!! At rid of invasive salon streambank get lamp post out of bike trial and sidewalk!! Improve with those sidewalk along Shirlington Road between Four Mile Run Trail across Four Mile Run and the Weenie Beenie area both are important for bicycle and pedestrian safety. 9

10 Shirlington Dog Park What is on your wish list for this design? This park is a gem for people and dogs. Do not shrink Expansion would be good the park Length and area are key A walking path for dogs rather than a giant "pen". Its strengths are that and water access which need to be safe for climbing up and down. Preserve the length and footprint of dog park Good walking for people with their dogs Only place where senior citizens can safely walk their dogs off-leash To shrink it would be a tragedy Garage parking The need for parking will not be met on Street [ Second writer: really?] We are an amazing place with lots of smart people we can figure out a better plan. Let's get creative and keep the dog park, make it better and be good stewards of our environment reclaim area that's used by Arlington collision and turned back into dog park. Do not change or reduce size of dog park! It is a gem and one of the reasons we moved here. Add parking kiosks in an area to free up more spaces for Park users. Shrink the dog park. Watersheds are important. [Second writer: "agree!" Third writer: "strongly disagree!"] Protect terrific size of dog park Do not kick the RPA can down the road when will be the next viable option to solve the water quality issues?!?! Fix it now. There is a huge issue with dog waste being disposed of in Four Mile Run, and if there is improvement this issue requires a great deal of attention. Can some dog park space be located on top of adjacent buildings? Move containers for dog weighs on both sides of strain! Do not reduce the size of the dog park in fact we need a bigger than actual size. Consider using the encroached area. Maintain same size and function of Park. Stormwater, access, use improvements welcome Reduce size of dog park before the entire area or the roads. We can be good stewards of the environment if we were together and keep the dog park and its current size or larger. Don't change anything in the dog park that would decrease its size. You can deal with water issues without destroying the most used Park in Arlington. 11 Follow the Board's guidance This park must remain intact if you have more resources available, those should be used to expand the dog park. Thanks! Plan should retain and include a safe walking plan between restaurants now row and the dog park. Keep dog park the same size. The thinking is for Consultants to develop improvements across various parts / sections of the park i.e. the baseball fields open areas parking dog park new vegetative areas, Etc. Improve every element already there. I say think bigger. Does anyone doubt the dog park is the magical Jewel for the community? This community loves the dog park and animals. Has the County ever Benchmark the size and popularity of a dog park in a large Urban setting? If so wouldn't this Arlington County Park make the list? The thinking should be to embrace the dog park and to develop all other improvements for this park with dogs and pets in mind. Arlington improves and beautifies dog park with the best ideas possible open area is considered dog lanes and addition to sidewalks when outside the park on leash the county should introduce unique zoning requirements so that helps hotels and other retail businesses who operate within the parks own must cater to dogs and animals any residential developer must be required to allow for the most pet-friendly criteria of residents why not a big idea embracing dogs the community would certainly support this why would Hotel not commit? Why would developers not commit? When you put together a big idea and the centerpiece is dog and dog access you have one of the nation's best dog parks to support the theme you finally have something you need to Market and dry tourism when traveling to the DC area with your dog Arlington County would now Market this dog theme park with businesses and Residences to Outsiders what urban city is thinking like this? It would be huge. Big tourism to everyone in the area study. 11

12 West of South Nelson Street What is on your wish list for this design? No. Arlington County acquired the property specifically to expand Jennie Dean Park. Now to repurpose those properties for non-park uses would violate the public Trust. Where are people going to park if there are more people using the area? Arts District should be limited to this area only no enlargement needed. It would be a shame to overlook facilities for passive and active recreation (soccer, tennis, baseball/softball) by forcing an art district onto space originally acquired for recreation. How about a pool? Arlington needs an Arts District. Good idea. Strongly support Arts District Studio space for artists' galleries. Parking garage! Consider keeping part for Park uses. Financially accessible art spaces to grow Arlington's Arts Community. Encourage local businesses like new District Brewery. Preserve the local small businesses Brewery, etc. Thank you for showing existing business! We want to work with artists. Former Signature space to be renovated and activated as soon as possible. Park users would appreciate family space rather than Arts District (second writer: "I agree"). Parking garage essential to any plan! (Second writer: "disagree"). I find it impossibly undemocratic to enable the working group to rebound r.e. the park planning area without a County Board vote on this change. Existing businesses need to be preserved. Arts District is a great idea! As walkable as possible to encourage window-shopping. County should not be buying buildings for or subsidizing Arts businesses. High-rise parking garage to increase flow and bring value and income to business. County could help facilitate a cleanup of this area better lighting for example Remove private property from the Park area. Recognize and need to maintain existing businesses. Don't forget about small businesses! Let Signature use the old garage long-term and renovated. Parking garage required! Loosen up on zoning within the arts district to accommodate small coffee shops retail eating areas, etc. Remove purple shade with businesses in light blue for existing businesses, shade private property and light blue Should use Park spaces for Park uses. Why change businesses that have operated for more than a generation? Park space for Park use. At this point there is no guarantee of a fully-fledged art district. It is all reliant on the will of the area's businesses. There are in my eyes only for possibilities. One everybody complies Arts District is successful to nobody complies no unified Arts District. Three Counties difference businesses into leaving. Unethical but we get an Arts District. For recession hits businesses leave but not enough money turn Arts District. Due to the fact 12

13 that the arts district has a decent chance of failure or lacking I do not think that we should allocate plan park space and funding and the expansion of accounting project that may well fail in addition to this concern I would like to express that a large Arts District was already discussed in the December workshop and there was a definite Community interest and expansion of the park there was even a plan presented that included a Fieldhouse which could be huge in expansion of South Arlington Recreation space. The arts district is a novel idea but it has a large potential to fail therefore I don't like that the arts district should expand Beyond its size at least until the park has finished development and reconstruction. Remove the arts district designation. Great idea. Arts District great idea. Parking would be nice. Keep the business. Arts District doesn't need to be large to add value. These plans do not reflect the fact that the area west of Nelson is officially in the park planning area. (Second writer: "I agree!"). This is a great way to bring more foot traffic and businesses in the area without the high rental of a town center mixed-use. Outdoor activity soccer field and or Athletic Center. (Second writer: "I agree"; third writer: "I agree"). No garages Reduce zoning to allow other Arts to participate food, painting, welding, sculpture, etc. "Preserve a FAQ yes please. Encourage business use colon restaurant, etc. similar to new District. Love Brewery to remove private property from Arts ran into uses." 14 Area Plan: Open House Written Comments 1. Do the Area Plan Concepts respond to the Working Themes? Yes/No. Please explain. Yes and no. Promise to retain two fields? Yes - THANK YOU! Solve Parking? Not at all *Arts District is an invented theme - a luxury not a priority. Mostly. Parking solution not shown. Yes Where is open space on the list? The (ART) bus depot needs to be multi-level w/ co-location Yes, I believe they do. Yes No. They do not take into account public comments provided thru the process No. The Park Plan and Area Plan are two different things. The park visioning workshop strongly supported playing fields, green space, and a fieldhouse. The arts district was not discussed as being in the park planning area. No. They ignore priorities the public endorsed at the 4MRV visioning workshop (Dec 2016) for more park and recreational space. Not sure the parking is solved. But keeping industrial character + adding "art" district seems to be considered Yes, needed for this area Yes Alternative 1 is best choice; #2 adds too much density to already congested area. Area Plan Concept 1 meets the requirements of the Working Themes. Area Plan #2 does not as it introduces opportunity for too much congestion w/ little demand for retail. 14

15 2. Are there other ideas that you would like to see incorporated? I like and support the arts and would love to see them fit here, but there is limited space. Don't try to cram too much in here! PROTECT NATURE and Solve parking! Any opportunity for an indoor Multi-Activity Center for sports should be actively pursued Lower - don't overly gentrify Alternative 2 because if you're going to redevelop the area, really do it No added residential? Keep the same industrial zoning The area is not equipped for increased use / residential Area Plan Concept 2: moderate change > think it best to allow for flexibility in future development given growth rate of our community Not clear what this would look like Multipurpose athletic / recreational facility Concept 2 - moderate change (higher height next to the highway) Allowing a higher density of occupancy wi[ll] give greater return of investment for development costs Whichever makes it feel unique from the rest of Arlington Concept 2 with higher height along highway Concept 2. Already industrial. Bring people/foot traffic by Concept 2. Great idea to revitalize poor looking neighborhood Option 2 or 3 - the more greenery the better! No parking garages 16

17 4. Do you have any questions about the Area Plan process? Not really but maybe public comment can be in the middle of the meetings? And, parks money was reallocated from parks to Arts in a way I can't possibly understand. Why no change for Subarea A - need some improvement there, too, and trail to Barcroft Why isn't green/open space integrated? Not at this time No questions, just comments. The process is not transparent. Previous, detailed plans of the public improvements (Shirlington Road, promenade, parking, etc.) have been discarded. Why? This is unacceptable. Why has the park planning area been shrunk without full community input and vote? Please direct the Working Group to not re-boundary the park planning area, and to develop plans that expand Jennie Dean Park Yes: why does the Arlington County Board listen to only a vocal, selfish minority? What are the plans for the "Arts District", keeping/making green space, and keeping industrial feel? What is the timeline? Timeline? / Do we vote?
