It is a well known fact that responsible breeders put so much love and care into their breeding program. They are selective on where their animals go and in most every breed club's code of ethics, it specifically prohibits placement in a pet store. This is because breeders that are ethical take a pet back at any time and serve as mentors for the new pet family. Pet stores, on the other hand, are not even required to tell the consumer where the animal is coming from until point of sale. This denies the consumer an opportunity to ensure the pet they are spending upwards of thousands on, research if the breeder has USDA violations. In investigating this issue, the Humane Society of the United States and other animal advocacy groups have traced pet store animals to deplorable breeding conditions. The mother dog is bred to death and the animals receive little to no vet care. There is also a growing body of scholarly research that ties severe health and behavior issues to animals purchased through pet stores. Lastly, these stores employ deceptive loan tactics by charging exorbitant interest rates and make a pet owner exchange a defective dog (once attached of course) instead of covering owner's pet bills. In city after city, I have heard horrific stories from people duped into buying these poor, sick animals. I urge you to pass this ordinance and join the more than 120 other cities that have made such a compassionate stance. Thank you! PLEASE do the right thing and PASS this ordinance, particularly as it relates to the sale of puppies from puppy mills. Our North County animal shelters are already packed with wonderful dogs and puppies who need loving homes. Our entire country needs to end the cruel practice of breeding dogs who live in horrendous conditions and are made to have litter after litter, thus perpetuating the inherent health problems that go along with inbreeding and overbreeding the same, poor, female mama dogs who barely get to see the light of day. Thank you for your time and attention. I wish I was able to personally attend the meeting in support of the ordinance, but I hope my will be given serious consideration. This is not only an ethical issue but a huge economic issue in our community and our country. Over 10,000 dogs are euthanized/sentenced to death EVERY DAY in our U.S. shelters! Military families and hispanic families (where there is a language barrier,) are constantly being targeted by his stores to sign deceptive installment plans to pay for these animals they cannot afford at an interest rate of up to 36%? According to the shelter in Camp Pendleton, 98% of the dogs relinquished/dumped at their facility were purchased from the (now closed) Oceanside Beach Buddy Puppies pet store and the puppy mill pet store in the Westfield Shopping Center in your city! Please join the over 143 cities in the U.S. are have passed similar ordinances because it is the RIGHT thing to do!! Join other southern California cities like San Diego, Chula Vista, Dana Point, Laguna Beach, Huntington Beach, Rancho Mirage, Los Angeles, Vista, Encinitas, Carlsbad and Oceanside who realize that retail puppy mill pet stores are an antiquated thing of the past! Cities that recognize that laws must be in force to protect our companion animals who have no voice. WE must be their VOICE!
