1 U.S. DEPARTMENT OF JUSTICE FEDERAL BUREAU OF PRISONS MONDAY MORNING July 2, 2012 HIGHLIGHTS Bureau Sponsors Diversity-Inclusion Awareness Event On June 26, the BOP held its first-ever "Diversity and Inclusion Awareness Day." All BOP locations, including regional offices and the Central Office, hosted similar training recalls facilitated by individuals who had been trained in advance. In the Central Office, the facilitator was Mina Raskin, EEO Officer. Director Charles E. Samuels, Jr. and Helen Marberry, Assistant Director/EEO Director, Program Review Division, were also on the stage hosting the program. The event was designed to help Bureau staff see how diversity and inclusion are critical to safety within BOP prisons and beneficial in the communities where they live. The agenda began with staff viewing videotaped remarks from Director Charles E. Samuels, Jr.; Dale Deshotel, President of the Council of Prison Locals of the American Federation of Government Employees; and Michael A. Castelle, Sr., National Fair Practices Coordinator. Facilitators then began a conversation about diversity and inclusion, stereotypes, and unconscious biases. Participants watched a film titled "The Eye of the Storm," first broadcast in 1971, describing an experiment conducted with school children in Iowa. The experiment took place in 1968, after the assassination of Dr. Martin Luther King, Jr.; it illustrated how discrimination follows directly from groups of individuals, children in this case, being told they are superior over others, based on something as baseless as eye color. The recall ended with a videotaped message from the Director that described his views and approach to diversity, Equal Employment Opportunity (EEO), and the workplace in general. In addition to the recall, each facility held activities and programs to promote a culture of inclusion. Feedback received from across the country following the historic event has been positive. As Director Samuels stated, When we say that we are committed to recognizing the value of all, appreciating and encouraging diversity, and fostering a sense of inclusion, our actions will confirm that these are not simply words, but rather a mind-set that is held by every staff member. It will be a part of our identity. 2 Monday Morning Highlights Page 2 In Memoriam: Nelson Bailey On June 20, Nelson Bailey, FCI Gilmer Correctional Officer, passed away following an ATV accident. He was 34 years old. Mr. Bailey began his BOP career as a Correctional Officer at FCI Gilmer in He is survived by his parents, Carlous and Pricilla Bailey, and his fiancé, Heather McCown. Cards and letters of condolence can be sent to the attention of Kristie Sandy, Warden's Secretary, FCI Gilmer, P. O. Box 5000, Glenville, West Virginia, SAIGE Training Concludes with Awards During the week of June 4 8, 2012, a limited number of Bureau staff participated in the 9th Annual National Training Program of the Society of American Indian Government Employees (SAIGE), an occasion that also marked the commemoration of SAIGE s 10th anniversary. The theme for this year s training conference, held in Broomfield, Colorado, was Serving Our People, Serving Our Nations: Native Vision for Future Generations. The keynote speaker was Jefferson Keel, President, National Congress of American Indians, and the luncheon speech was delivered by Gerard Baker (retired), Assistant Director, American Indian Affairs, Washington Office, National Park Service. Training sessions addressed a broad range of topics, from EEO and human resources, culture and diversity, to Indian country and wellness. Of particular interest to the BOP audience were two sessions: I am an American Indian Alaskan Native Special Emphasis Program Manager Now What? and Implementing a Successful Diversity and Inclusion Program. Other program topics included the White House Initiative on Tribal Colleges and Universities, understanding the Senior Executive Service process, disability etiquette, and ideas for maximizing federal benefits. The Bureau conducted its agency forum on Tuesday, June 5. North Central Regional Director Paul Laird provided Bureau updates to staff in the audience that included information about current BOP initiatives, Special Management Units (SMUs), reentry, career paths available in the BOP, activation of new institutions, bed space, and budget allocations. He also discussed the Bureau s first-ever Diversity and Inclusion Awareness Day, scheduled for Tuesday, June, 26, Congratulations to the following Special Emphasis Program Managers who were recognized as the 2011 Regional Award recipients for their outstanding contributions to the Affirmative Employment Program: North Central Region: Pam Pringle, MCFP Springfield Northeast Region: Ian Meisner, FMC Devens South Central Region: Nathaniel Thomas, FCC Forrest City Southeast Region: Iris Ramos Santiago, FCI Marianna Western Region: Edward Canales, FCI Dublin L. to R.: North Central RD Paul Laird; Pam Pringle; Ian Meisner; Edward Canales; Iris Ramos-Santiago, and Nathaniel Thomas USP McCreary Hosts Crime Victim Impact Discussion On June 4, USP McCreary Correctional Counselor Michael Lawson, with assistance from Reentry Coordinator Angela Partin, conducted a Victims of Crime program for inmates. The program included Making Amends, a panel discussion with Revelle Berry, a member of the local community and victim of domestic violence, and Sargent Kenneth Jones, of the London Police Department and Southeast Kentucky Reentry Task Force member. Ms. Berry and Sgt. Jones, who have been working together for 17 years, shared their personal experiences and provided information on the impact crime has on victims and the community.

3 Monday Morning Highlights Page 3 FCI Otisville Paving Project On June 21 26, an eight-man inmate asphalt paving crew from FCI Englewood, working under the supervision of Project Manager Arric Hampton, repaved FCI Otisville s perimeter road and rear gate area. Both areas were badly deteriorated from years of use. The work done by the inmate crew was top notch, saved money, and provided work experience for the inmates. During the month of June, the inmate work crew also completed paving projects at four other BOP institutions. Re-paving of FCI Otisville perimeter road BOP Retirees Hold Annual Convention From June 6 9, the Federal Prison Retirees Association (FPRA) held its 39 th Annual Convention, hosted by the FPRA s Blue Grass Chapter, at the Marriott Griffin Gate Resort in Lexington, Kentucky. Chapter President Judd Clemens, Vicki Talbert, and Georgetta Richardson headed the planning committee. Activities included an evening welcome reception, golf, tours of the local area, and a visit to the Kentucky Horse Park. FMC Lexington Acting Warden Kim Williams and staff hosted a breakfast, a barbeque, and tours of the institution. Mid-Atlantic Regional Director Ike Eichenlaub was guest speaker at the banquet, and Ron Thompson, retired South Central Regional Director, congratulated retired IEVT Assistant Director Rick Seiter for receiving the American Correctional Association s E. R. Cass Award. The convention concluded with its business meeting, where it was announced that the 2013 conference will be hosted by the Marion Chapter in Marion, Illinois. Following the sudden death of National FPRA President Dan Otey, National Vice-President Fred Haag has assumed the office of National President, and FCI Talladega retiree Fred Pearson has been appointed to the office of National Vice President. An election for FPRA officers will be held at the 2013 convention. BOP Staff Participate in At Risk Youth Program On June 11, FCI Elkton Correctional Counselor Terry Raimey and Recreation Specialist James Colyer, along with FCC Allenwood Specialty Treatment Specialist Marwin Reeves, Jr., and Privatization Management Branch Secure Oversight Monitor Donovan Edwards, joined Trumbull County (Pennsylvania) Probation Officer Kevin Miles to speak to At Risk youth at the New Light Education Center in Sharon, Pennsylvania. The speakers discussed their education and career paths and spoke to the youth about the importance of education, making rational decisions, learning social and life skills, and being a positive leader among their peers. During Associate Warden David Fajardo s opening remarks, he stated his support of the LGBT program and LGBT Pride Month. Program Manager Kathleen Koltiska

4 Monday Morning Highlights Page 4 provided an overview of the LGBT program, the history of the Gay Pride Movement, and the advancement in LGBT rights. The program concluded with Unit Secretary Nancy Osegueda reading the Presidential Proclamation on LGBT Pride Month. During the program, several people, including Bernice, a star of the reality show South Beach Tow, spoke about the Power of Out. Russell Benford, Deputy Mayor of Miami- Dade County, presented the institution with a proclamation for LGBT Pride Month. Submissions will be edited to meet space requirements. FCC Victorville FCC Victorville Case Manager Pedro Perez recently assisted local law enforcement during an altercation at a community park. Mr. Perez was coaching a softball game when he observed several men fighting in a nearby picnic area. Mr. Perez quickly moved the players off the field and to a safe area. When law enforcement arrived, he identified himself and assisted with restraining the individuals involved in the fight and securing the area.
