WHAT WE VE HEARD SO FAR Some of the Best Things about Kilcona Park Multiple User Groups have evolved and consider Kilcona Park home for their activity, bringing stewardship and in-kind support to the park Attentive Staff praise for park staff to willingly accommodate user groups and special events. Having on-site park staff is favourable. Year-round use already occurs and can be greatly enhanced Sports fields have good use/bookings and are in generally good condition Safety no major issues concerning crime or personal safety Terrain unique; a big plus for fun and recreation
WHAT WE VE HEARD SO FAR Some Problems Identified Some multiple-use areas have conflicting activities hot spots in the park Very little secondary use of park facilities/amenities (golfers, dog walkers, athletes) Users don t extend their visit to other points in the park. Some of the best and iconic Harbourview features (lookout tower, docks) no longer functional Accessibility issues on trails Some management issues between contracted operators and city maintenance No clearly defined entrance off Lagimodiere Blvd and general wayfinding is poor Active transporation trail linkages are poor No access to water activities Facilities generally tired hours sometimes not in sync with park activity Some non-compliance with dog owners waste pick up and off lease areas No close or easy public transportation Awareness issue a whole generation of people not aware of park
WHAT WE VE HEARD SO FAR Recreation Insights Considerable growth in dog park use and membership (biggest in Wpg) Some sports organizations are willing to consider capital investment into the park Large number of parents and families come to support sports (meets, leagues, special events) Youth soccer is transitioning to smaller fields (9/side play) creating a need for more Desire to access water with a reliable levels within the city Canada Summer Games 2017 possible infrastructure opportunity
WHAT WE VE HEARD SO FAR To Make it an Even Better Destination More trees and plantings to buffer winds and provide shade Trails need upgrading especially muddy in spring More and closer washroom facilities More parking closer to activities and off roadways Shelters for events Add lighting to extend the park use Bring public transportation to site Expand on winter activities
WHAT WE VE HEARD SO FAR Reasons For Optimism City and neighbouring RM s experiencing growth (hundreds of new homes) AT trail networks are extending closer and beyond the park Public desire for greenspace to play demands exceed current availability New technologies, innovations and programs for sustainable park management Vegetation is maturing People care

DEVELOPMENT DIRECTIONS EXERCISE
DEVELOPMENT DIRECTIONS EXERCISE Kilcona Park/Harbour View 10. MULTI-USE FACILITIES tobogganing & dog park hill restaurant & special events soccer & ultimate frisbee Keep uses and users separate Shared facilities
DEVELOPMENT DIRECTIONS EXERCISE Things to Remember Try to balance additions and consolidations. Where should the community s energy and resources go? Work together. Listen to others and look for common ground. Think of the larger community. What will do the most good for the most people? Keep an open mind.
1. ENTRANCES updated signage & maintenance landscape plantings restrict vehicle access to one main entryway consolidate signage Need more entry points into the site Improve existing entrances Eliminate one or more entrance to create clear front Door
2. LAKES dragon boats paddling provide access to the lakes for passive or active recreation reduce moat effect create space for other activities Expand / extend lake system to suit water-based sports Highlight the lakes as part of the image of Kilcona Park and Harbour View Reduce water on the site
3. NIGHT LIGHTING could be solar powered close park gates after hours security Light the trails and waterways to allow for evening skiing, skating, cycling and jogging Do not encourage evening uses
4. ROADS improve quality of existing service roads increase connectivity between park areas retain only those roads deemed necessary Create a nice driving circuit as a leisure activity Make it easier to drive to and between destinations Minimize roads, maximize greenspace
5. PARKING provide more parking in proximity to functions Add parking Repair and improve existing parking Replace some parking with greenspace or waterway
6. TRAILS additional trails for specific users expand network link to ATNetwork appropriate widths signage maintenance More trails Improve existing trails Better trails
7. ROAD CYCLING paved trails repair kiosks improve parking provide maps & signage Destination for road cyclists Staging area and connector Discourage road cycling. Lots of facilities in the area.
8. QUANTITY OF RECREATION splash pad bumper boats disc golf tennis courts mini golf Add new uses and use existing facilities more Remove some uses, reduce impact on existing facilities
9. TYPE OF RECREATION snowmobile derby dirt biking will require change in by-law BMX bike park kiteboarding skills development park walking trails cross-country skiing birdwatching Include motorized off-road events Include adrenaline sports Focus on passive uses
10. MULTI-USE FACILITIES tobogganing & dog park hill restaurant & special events soccer & ultimate frisbee Keep uses and users separate Shared facilities
11. HARBOURVIEW COMPLEX docks boats fishing kayaking Relocate Harbour View Recreation Complex Expand / Change Harbour View Recreation Complex Do nothing Repair Harbour View Recreation Complex Demolish Harbour View Recreation Complex
12. SUPPORT FACILITIES washrooms change rooms warming shacks rental equipment picnic shelters shade structures More support facilities for activities Limit amenities - too expensive and high maintenance
13. ATTRACTIONS indoor water park field house arena stage café family centre repair and upgrade existing facilities A good place for a major attraction Add minor attractions Need fewer attractions - concentrate on doing a few things well
14. SIZE purchase additional adjacent land if it becomes available sell some land, use profit to endow operating projects Get bigger Stay the same Get smaller
15. DEVELOPMENT residential retail / services Allow a small quantity of mixed use development Businesses and homes don t belong in a park
16. PARTNERSHIPS encourage lease holders Sport Manitoba other sports organizations Actively seek sponsors and stewards Strictly City run and paid for by taxes
17. PROGRAMMING youth development wellness Dog Park Picnic Broaden and invest in programs, private or public, based on community needs User-based informal programming, ad hoc, based on user interests
branding / marketing image healthy living water-based sports sustainability Winnipeg s Event Park model of sustainable parks 18. IDENTITY The park would benefit from a clear, contemporary identity that sets it apart Current identity works The site is too big and varied to have one cohesive identity. Not important.
19. CULTURAL public art Lyric Theatre ethnic, cultural festivals Invest in cultural facilities and programs in the park Wrong place for cultural facilities and programs
20. SUSTAINABILITY recycling program in the park reuse water on site, bioswales green buildings A showcase for sustainable technologies and environmental education Build Community Resource Recovery Centre that includes sustainable living information This is the wrong place to focus on sustainable development
