4 Development of Deliverable 8.1: The list of livestock diseases in Kosovo for surveillance, control programs and laboratory diagnosis Note that this as the same process as described in Deliverable 0.0 Disease surveillance, control and diagnosis are closely related. Laboratory testing must cover the diseases of which surveillance is required and surveillance must include diseases for which control programs of any type are to be put in place, including contingency plans. Results 2 to 9 of the KAHL Project all need to be focused on the appropriate diseases for which controls, surveillance and/or laboratory testing will be required. There is therefore a need to produce a list of the diseases to be included under the project, particularly for results 2 & 3 and results 8 and 9. To do this, a step by step process was undertaken which is described below and led to the production of the list of diseases. From the developed list, it will be possible to define the appropriate from of surveillance program and control programs for the project and the KFVA to run. It will also be possible to define the laboratory testing required and formulate the lists of tests and equipment required and their technical specifications. The project ToR refers to those diseases reportable to the OIE, the EU and notifiable in Kosovo, so these three lists were the reference points. 1) The list of diseases reportable to the OIE was used as the starting point as it is the most comprehensive list. This is shown in Annex 1. and was downloaded from the website Diseases of molluscs, crustaceans and ampibians were excluded as these are not farmed in Kosovo at present. 2) The list of diseases included in EU legisltaion for eradication or control, subdivided into Notifiable, subject to statutory regulation/control or required for breeding animals) was added to thhe OIE list. Some of the major diseases have been abstracted from the EU legistalion and are shown in Annex 2a to 2c. 3) The list of diseases in Schedule 1 of the Kosovan Veterinary law (diseases for which notification of suspicion is compulsory) is shown in Annex 3. 4) These three lists were combined into a single table shown in Annex 4. This shows for each disease on the OIE list whether it is notifiable under Kosovan or EU legislation. In addition, it also shows whether the disease is zoonotic, an indication of potential public health importance. Up to this point, the list of diseases is purely derived from published documents. 5 For each disease, an initial decision on whether it should be further included or excluded in the process was made in consultation with the Director of the Animal Health and Welfare Directorate and the head of the Food and Veterinary Laboratory of the KFVA. Diseases excluded include those known to be absent from Kosovo and highly unlikley to occur susch as vesicular stomatitis, Rift Valley fever etc. Annex 4 shows the reasons for exclsion for each excluded disease 5) The list of included diseases is shown in Annex 5 with the reason for inclusion. It includes 50 diseases. This list has been used as the starting point for looking at control programs, surveillance and laboratory testing. 6) Five of the diseases on Schedule 1 of the Kosovo Veterinary Law have been excluded from further consideration. They are shown in the table below. For two, import controls should be in place. 7) Although not included as notifiable or regulated by the EU, nor at the request of KFVA, there is some degree of a control progarm for some other diseases that are not included in the list. These are Clostridial diseases of cattle (mostly Cl. Chauvoei causing blackleg) Clostridial diseases of small ruminants (mostly type B and D, lambdysentery and pulpy kidney) Echinococcus infection in dogs For clostridial diseases, KFVA provides some vaccine, although probably less than is privately funded. This programme needs to be evaluated and is reported on separately. For echinococcus, KFVA supplies anthelmintic tablets to be given to dogs that are vaccinated against rabies.
