1 TECHNICAL REPORT APPROVED: 21 December 2018 doi: /sp.efsa.2019.en-1535 Abstract Data sources on animal diseases: European Food Safety Authority (EFSA) Mapping `data sources on animal diseases in each European Union (EU) Member State is one of the activities of EFSA s SIGMA 1,2 project. The aim of this activity is to identify the central competent authorities responsible for managing the data on animal diseases and animal populations in each Member State. Initially EFSA is focusing on three diseases (on which EFSA is currently working): African swine fever, avian influenza and lumpy skin disease; and on the corresponding affected animal populations: swine, poultry and bovines, respectively. This technical report presents the results of the implementation of the above activity for Greece and provides information on the authorities that constitute the data sources on animal diseases within the country. It also includes the `Country Card, which depicts the central competent authorities responsible for the data on animal diseases (data on outbreaks, surveillance activities and laboratory results) and on animal populations (bovines, swine, poultry) in Greece. It has been generated based on the replies submitted by Greece via the EUSurvey questionnaire and on the clarifications provided subsequently. The Ministry of Rural Development and Food is the central source of data related to animal diseases and to animal populations in Greece. Within the Ministry, different Directorates and Departments are involved with different types of data. 4 1. Introduction 1.1. Background and Terms of Reference as provided by the requestor The European Commission is asking EFSA for scientific and technical support in the epidemiological analysis of animal disease outbreaks, i.e. African swine fever (mandates M , M , M , M ), lumpy skin disease (mandates M , M , M ) and avian influenza) and in the assessment of the surveillance data, i.e. Echinococcus multilocularis (mandates M , M ) and avian influenza (mandate M ). For this purpose, in recent years EFSA has been performing ad hoc data collections, gathering specific information on outbreaks, surveillance activities, laboratory results, animal populations related to these diseases (i.e. poultry, domestic pigs, cattle and wildlife such as wild boar) and the establishments where these animals are kept. Currently, the data are not completely harmonised and their submission is not automated. Data transmission is now mainly carried via exchange of Microsoft Excel l or.xml files, and is time consuming, prone to mistakes and misreporting of variables. EFSA, therefore, decided to initiate a process of data model harmonisation and technical development on data submission, validation, analysis and reporting, across the different data collection activities, which are focused on the animal diseases and populations, under the name of the SIGMA project. SIGMA has been planned as a 3-year project (24 November 2018 to 30 September 2020) with three main phases as described in the event report 3. Mapping the data sources is one of its activities. More specifically it is part of the first phase of the project aiming to draw a comprehensive overview at EU level of the sources of data related to animal diseases and animal populations. As a starting point, the focus is on three diseases on which EFSA is currently working, i.e. African swine fever (ASF), avian influenza (AI) and lumpy skin disease (LSD). Within each one of the Member State, several different authorities are involved in data collection and its management at different administrative levels (e.g. central, regional and local), using various tools (e.g. online databases, Microsoft Excel or Word files, manuscripts) and different networks of people. The aim of this activity is: i) to identify the central competent authorities in the Member States, that are responsible for managing the available data at national level; and ii) to describe the hierarchy and the connection between them. All this information will be summarised and presented in a set of technical reports, one per Member State, which will include a Country Card. It is important to mention that the engagement of the MSs in the SIGMA project, including their participation to the mapping data sources activity and to the relevant questionnaire, is on a voluntary basis. This technical report presents the results of the implementation of the above activity for Greece and provides information on the authorities that constitute the data sources on animal diseases within the country. It includes also the `Country Card which depicts the central competent authorities responsible for the data on animal diseases (data on outbreaks, surveillance activities and laboratory results) and on animal populations (bovines, swine, poultry) in Greece. The development of this technical report is linked to the strategic objectives to widen EFSA's evidence base and optimise access to its data, to build the EU's scientific assessment capacity and knowledge community and prepare for future risk assessment challenges (EFSA Strategy, ). 2. Data and Methodology To identify the authorities responsible for the data on animal diseases in Greece EFSA followed the methodology described in details in the technical report `Data sources on animal diseases: 3 EFSA (European Food Safety Authority), SIGMA A comprehensive animal disease data collection approach. 5 Methodology on mapping the data sources on animal diseases in European Union Member States 5. The EUSurvey questionnaire sent to Greece asking for information on the authorities responsible for three different groups of data: i) data on animal populations; ii) data on the establishments where the animals are kept; and iii) data on the diseases related to the outbreaks, the surveillance activities and the laboratory results. After the submission of the questionnaire, questions and clarifications were exchanged with Greece. The structure of the authorities and the hierarchical relations among these were indicated by Greece. The names/titles of the authorities are also those provided by Greece without any contribution to the translation into English by EFSA. In addition the final content of the `Country Card was validated by Greece before publication. The `Country Card is separated into three sections: a graph as a simplifying depiction of the central authorities involved with the different types of data; a short text providing basic information; and finally a set of more detailed tables. It should be mentioned that the information provided on the competent authorities is referred to the administrative structure and the competencies at the date of the approval of this report. 3. Country Card The Ministry of Rural Development and Food is the central source of data related to animal diseases and to animal populations in Greece (Figure 1, Tables 1 3). The Ministry of Rural Development and Food is responsible for the implementation of the agricultural policy focused on the development of rural economy and on the production of safe and sufficient agricultural products. The General Directorate of Veterinary Services, via its three Directorates, is mainly involved with the collection and management of the data respectively. The Directorate of Animal Welfare, Veterinary Drugs & Veterinary Applications is responsible for the data on animal population and the establishments where live animals are kept; while for slaughterhouses responsible is the Directorate of Veterinary Public Health. The Directorate of Animal Health is involved with the data on animal diseases (outbreaks, surveillance activities, laboratory results) exhibitions and assembly centres. The General Directorate of Agriculture is also involved with the data on hatcheries and pastures. In Greece different regional and local authorities are also participating to the collection and management of the data at primary level in order to make them available at the central authorities. The location of the Ministry of Rural Development and Food is in Athens.
