Nemtzov for Israel s Scientific Authority and Etty Sabag for Israel s Management Authority This report consists of two tables of data from Israel on imports and exports/re-exports of species listed in the appendices of the CITES convention, for Israel s trade policy necessitates an import and export permit from the Israel Nature and Parks Authority (INPA) for all wildlife and for all protected species imported into the country (even non CITES-listed species). In addition, the INPA issues official CITES permits for the import of Appendix I listed species, and for export or re-export of all CITESlisted species. For the first time, Israel is submitting a summary of the actual quantity of animals imported and exported, as opposed to all previous annual reports, in which only the number of animals that were approved in the permits, was provided (the quantity of Flora in the table is estimated). The data in the tables were provided by the permit-holders and were approved by INPA inspectors. Comparison of the trade data for 2002 with those of previous years, shows that the number of specimens in actual trade in 2002 was far lower than the numbers reported in previous annual reports. As we had suspected, these data show us that previous annual reports greatly over-estimated levels of actual trade. We found that in many cases, only one-tenth (or even fewer) of the number of specimens approved were actually imported. The Table of CITES Imports (Page 3) includes all permits issued for the import to Israel of CITES-listed species for which specimens were actually imported (the quantity of the plants in the table is estimated). The table includes a description, the quantity imported, the ISO code for the country exporting to Israel, the number of the Israeli import permit, and the codes used for the Source and Purpose. Note: Where the Description is left blank, this refers to live animals. Note: Only import permits for species listed in Appendix I include Purpose and Source codes. (see below) The Table of CITES Export and Re-Export s (Page 8) includes all permits issued for the export or re-export from Israel of CITES-listed species for which specimens were actually exported or re-exported (the quantity of the plants in the table is estimated). The table includes the type of permit (export or re-export), a description, the quantity exported or re-exported, the ISO code of the destination country, the number of the Israeli export or reexport permit, the ISO code of the country of origin of re-exports (which in most cases is the country of last export), and the codes used for the Source and Purpose. Note: Where the Description is left blank, this refers to live animals.
2 CITES Source and Purpose Codes From Res. Conf 10.2 (Rev) and Res. Conf Res. Conf 10.2 (Rev) recommends that Parties state, on each of their permits and certificates, the purpose of the transaction using the following codes: T Z G Q S H P M E N B L Commercial trade Zoos Botanical gardens Circuses and traveling exhibitions Scientific Hunting trophies Personal Biomedical research Educational Reintroduction or introduction into the wild Breeding in captivity or artificial propagation Enforcement The following codes are to be used to indicate the source of the specimens: W R D Specimens taken from the wild Specimens originating from a ranching operation.
