Introduction The City of Marion proposed to develop two dog parks in response to community feedback obtained through the development of the Animal Management Plan The first dog park was officially opened at Reserve Street Reserve, Trott Park in September This report summarises the community consultation undertaken for a second dog park within the Council. The purpose of the community engagement was to determine the community s level of support for a new dog park and seek comment and feedback for possible locations, their preferred size of dog park and key features to be included in the design. 2. Executive Summary Council received over 200 responses to the online engagement and the community showed strong support (98%) for the development of a new dog park. The majority of respondents 60.3% (123) own or care for medium/large dogs and 37.7% (77) own or care for a small dog. The most popular locations for current dog exercise within the City of Marion were higlighted as: Hazelmere Reserve, Reserve Street Reserve, Mitchell Park Reserve and Oaklands Estate Reserve. Hazelmere Reserve received the highest response with 85 residents currently using this reserve, followed by Reserve Street Reserve with 28 responses. Respondents indicated that the main reason for using that particular reserve was for dog exercise and the location was close to their work or home. The development of a second dog park within the City of Marion was overwhelmingly supported. 98% (198) of the respondents support the development of a new dog park with only 2% (4) not supporting the development of a new dog park. Comments supporting the proposal included having a dog park with separate areas for small and large dogs, the importance of maintaining responsible dog behavior and the broader community and social benefits that dog parks can bring. Comments not supporting the proposal included concerns with dog behavior and a preference to upgrade existing dog parks. The majority of respondents 52.8% (121) would prefer a park with separate areas for small and large dogs, with 35.4% (81) preferring a park for all dogs in one area and only 7% (16) preferring a park for small dogs only. The top three design features most important to respondents in were perimeter fencing (154), water tap (124) and rubbish bin (118). In addition to the key items we suggested would be included in a dog park in question 6, the additional ideas from the community included dog agility equipment, lighting and toilets. The top responses for a preferred suburb for a new dog park included Hallett Cove, Marion and Oaklands Park. Page 2

3 The most popular suggestions for a reserve location of a new dog park were Cadell Street Reserve, Scarborough Terrace Reserve and Hazelmere Road Reserve. 3. Consultation Program The consultation included a survey, location map and forum. The consultation period was 4 weeks with the survey open from 15 August to 15 September The survey, location map and forum was made available online at The consultation was conducted in the following ways: The survey was promoted on the City of Marion website. A survey link was ed to the City of Marion Parks and Playgrounds Newsletter distribution list. Social media posts were placed on the City of Marion Facebook page. Signs were placed on site at both Reserve Street Reserve, Trott Park and Hazelmere Reserve, Glengowrie. 4. Consultation Overview As a summary, during this 4 week consultation period Council received: 204 Surveys 4 Forum contributions 30 Map contributions A full summary of all responses to each question is provided within this report. 5 Q2. To which reserves do you currently take your dog? The following question was to determine which reserves residents currently take their dog/s to. This question was not limited to within the City of Marion and could provide answers to various other locations. Responses are provided in the following tables. 6 Other comments received: I find the Glengowrie Dog park to be not very good as owners don't supervise their dogs and we have had a couple of incidents with aggressive dogs. I live closest to the Sheidow Park one but am hesitant to use it as there are too many incidents with dogs fighting/biting. None (x4). As many as possible. Oaklands road- rarely. None suitable, either to far as in Hazel mere or Trott Pk has no toilets. None as there are none close. We previously took our dogs to oaklands rd reserve. i used to go to the oaklands road park but due to problems with bigger dogs hurting my smaller ones i have stopped going, i wish that park was cut down the middle, small dogs on one side big dogs on the other. None as none close - used to visit on in Brighton. JUST UP AND DOWN OUR ONLY FEW OF FLAT STREETS. too far away :(. Oaklands Park but have since taken my dog to Dover square as there are too many precious dog owners at the oaklands park dog park. None because they are not secure enough. My dogs can fit through the fences. Oaklands road hazelmere reserve and Trott park dog park sometimes. The Trott park one is really muddy every time I got there and the water fountain wasn't working either. None at present, just the beach. I AM UNABLE TO TAKE MY DOG TO A DOG PARK SHE IS A GREYHOUND IT WOULD REALLY NICE IF WE COULD HAVE A GREYHOUND PARK. ALL OTHER DOGS ARE ALLOWED OFF THEIR LEASH TO HAVE A RUN OUR DOGS AREN'T. MARION COUNCIL SHOULD BE A LEADER ON THIS Mitchell Park for dog obedience. Trott park but inly when no big digs are there. I don't. Beach. Dover Square in South Brighton. 7 Q3. Why do you use the above reserve/s? Summary of results: Respondents indicated that the main reason for using that particular reserve was for dog exercise and the location was close to their work or home. Comments received: Spilt size dog park Pleasant environment. Plenty of space so dog can get enough exercise. Variety Can only use small dog areas as large dogs hassle my dog Because the park is specifically for small dogs. It's the only one around It's one area not like Trott park which seems disjointed its fenced. Dogs getting under fencing. It is fenced (could be better) NOT ABLE TO AS I HAVE A GREYHOUND I go during the day and there is usually not many big dogs and not very busy, usually only 3-4 people. 8 Q4. Do you support the development of a new dog park in the City of Marion? Summary of results: The level of support for a new dog park is overwhelmingly supported within the Council. The graph above illustrates that 98% (198) of the respondents support the concept with only 2% (4) not supporting the development of a new dog park. Comments supporting the proposal included having a dog park with separate areas for small and large dogs, the importance of maintaining responsible dog behavior and the broader community social benefits that dog parks can bring. Comments not supporting the proposal included concerns with dog behavior and a preference to upgrade existing dog parks. Some of the positive comments included: A new fenced dog park would be great. Never have too many. it would be great to have another dog park in the city of marion to help with dog socilisation and enrichment. It would be great to have more options for some variety - both for owners and dogs. Yes fenced parks are fantastic and are a great way for social gatherings with other dog communities. I think it outweighs the negatives. Shelter and seating is a must so we can use the facilities for elderly and in winter! would love to use one. A dog park is badly needed. Much needed. Big and small park. Fabulous idea, much needed. The more parks the better for every dog owner. I absolutely do. A great way for dog owners to swap advice and make sure that the dogs in the neighborhood are well socialized and less likely to be scared or aggressive. I strongly support the creation of enclosed dog parks, with separate sections for large and small dogs. Page 8

9 All comments not supporting the proposal: 2% of recipients who opposed the proposal for a new dog park provided the following comments: Please do not put one anywhere near a children's playground/swimming pool. My child has been frightened by large dogs off their leads on the way to/from dog park. Not all owners are aware of other people or care for the safety/fears of others. I have had several bad experiences with irresponsible dog owners at dog parks therefore refuse to use them now. I would like to see upgrades to the existing dog park at Glengowrie Oaklands road. This includes lights, sally port gates, shelter in middle of park, another water point, obstacles and training structures, better drainage, water misters. Money would be better spent on ensuring dogs were obedience trained. In Hallett Cove maybe a section of Pavana Pk or even the opposite side of that road ie Gretal Need one closer to home. Live close to club marion, the poo bag dispenser is always empty. I always have my own that I purchase, but it annoys me that people don't pick up their pets. As long as you do a small dogs section and larger dogs section. Having more facilities closer to home would be good. Should be limited to small dogs. Definitely opposed to use by younger large dogs. The more people taking their uncontrollable dogs to a dog park, the less there will be to harass my well socialised and well behaved dog when we're waking on lead through the wetlands. Page 9

10 please cater to smaller dogs with a closed in area for them only especially toy dogs like chihuahuas as they need exercise as well. Needs to be large enough for large dogs to run off lead, but allow for smaller dogs to feel comfortable. Would love a park with lights at night so that in winter we can stay after 5:30 without it being unsafe. Need one away from snake habitated area - both my dogs have been treated for brown snake bites. Need more dog parks with lawn and large space. Parks you have so far are great more are needed. There is a great area for the new Sogn park off of Lawson avenue in morphettville. The reserve currently doesn't get used for anything and is a really good size. I would like to see upgrades to the existing dog park at Glengowrie Oaklands road. This includes lights, sally port gates, shelter in middle of park, another water point, obstacles and training structures, better drainage, water misters. New and in addition to existing not in replacement of existing. Most dog owners appreciate fenced dog parks -(safety for all) dogs socialising, exercising. I like a toilet and a 3 sided shelter for me and a shower hose for my lab which enjoys mud! Poo bags, bins are great, exercise posts,poles for agility. Cadell Street reserve would be perfect as there are many people with dogs in the neighbourhood and no dog park within a reasonable walking radius. The more dog parks there are in the City of Marion the better. With housing blocks being smaller, it is important to have dog parks for exercise of both the dog and the owner. be nice if it is at hallett cove - too many hilly streets. Needs to have small dog area as well. Yes Dogs need excercise and socilaisation to be a good dog. would love to use one. Some people complain about dogs in local spaces, so a specific place is perfect. Exercise should also contribute to quieter dogs at home. A dog park is badly needed. Much needed. Big and small park. maybe provid some obsticle activities for the dogs to run in and around on. I haven't used dog parks in the past as some owners don't understand that not all dogs get along. It would be great to have a section for smaller dogs where owners can provide closer supervision. There is not enough areas in this council area to run your dog off leash. Would like to see an Agility course in place in the new Dog Park. Need mashing around the fences so small dogs can't get out. Very necessary for pets wellbeing ie bark less with exercise. Fabulous idea, much needed. Dog park are only if the owners of dog pickup their poos. I went to the one on Oaklands Rd and wouldn't take my dog there again because of the poos. The West Torrens Dog Park is a boon to small dog owners and is a great community asset. Marion Council needs to follow their prototype. I'd like to see a new dog park around Seaview Downs. This was my former living area. Very limited to dog free parks/areas. I find Hazelmere Reserve to be scary for my dog as it is so large and so chaotic. No fancy landscaping. Just big, flat, green and well fenced. Would be great to have another option available. Page 10

11 Dog parks have become really popular and it's a great way for dogs to run around and burn energy off lead. It's also excellent for socialisation between dogs! I will not use a park with mix small and large dogs due to the attack risk. My dog was attacked at the Adams road park and I also saw another dog attacked on another day. Must be big and small dog segregated. ALL OTHER DOGS CAN GO OFF LEASH AT THE BEACH ETC OUR DOGS LOVE TO RUN THEY AREN'T ALLOWED. I think most of the lovely parks around should be fenced so you could walk your dog in them, so many parks are hardly used. Yes a safe space would be great. Money would be better spent on ensuring dogs were obedience trained. Dedicated area that doesn't share with other sports etc. seacombe gardens. It would be ideal if this park could cater to greyhounds, given their legal requirements. Either by having a smaller area with higher fencing or having leash exemptions. My greyhound dislikes dog parks as he is forced to be on leash and others aren't. The more parks e better for every dog owner. Near Marion sports oval/s. Closer to home. I absolutely do. A great way for dog owners to swap advice and make sure that the dogs in the neighborhood are well socialized and less likely to be scared or aggressive. With oaklands crossing redevelopment a dog park south of the crossing would be beneficial to reduce the need to use the crossing during construction. With the move to smaller home blocks in the Mullawirra Ward we need more dog parks. I strongly support the creation of enclosed dog parks, with separate sections for large and small dogs. Dog parks are a very important social venue. We currently meet with several widows whose only companion is their dog. So sick to death of responsible dog owners being subjected to the same rules as the worst dog owners. The bullying and intimidation decent dog owners are subjected to is obscene. Would still like Hazelmere reserve to be kept as a park for exercising dogs off lead. Having two energetic dogs I am grateful for this park. We don't use Breakout Creek Reserve as often as I'd like as it isn't fully fenced. in parkholme near swimming centre. Big dogs ( German Shepperd, Doberman, Huskies) must be separated of small ones (Jack Russel, Toy Poodle, Maltese), a 30 or 40 kilogram Pitbull can not play in the same area where a Maltese wants to sniff poppies. More older people in court yeard houses (no land) rental places no land. Just no land anymore. Page 11

12 Q5. What type of dog park is needed? Summary of results: The pie graph shown indicates that the majority of respondents 52.8% (121) prefer a park with separate dog areas, 35.4% (81) prefer a park for all dogs in one area and 7% (16) prefer a park for small dogs only. Comments: Depends if medium dogs are small or large, don't think size matters but need to wean out aggressive dogs that should be in parks unmuzzled. One with separate areas for small, medium and large breeds. A park with some agility obstacles, large rocks etc - not just a bid open oval area. It needs to be interesting for people and dogs! 3 space, large only, small and mixed. Secure fencing (NO gaps) suitable for small dogs and puppies to be let loose. Some people do let their large dogs run wild while they chill out, which is a bit annoying sometimes. What about an exerice/agility course for dogs - help with obesity? I don't mind. But a large space to walk around would be ideal. A GREYHOUND PARK EVEN IF ONLY A RUN 100 METERS BY 20 METERS THE COUNCIL CAN SURELY FIND SPACE. Large dogs or staffy's should have their own space, they can be so out of control. I would like to see a park for small dogs and elderly dogs of any size, as they are very slow and fragile. This park could also be good for young pups 1st visits. Parks for proper and organised obedience. With a gated playground for children too. small dogs only park, especially older arthritic ones. 14 Summary of results: In addition to the key items we suggested would be included in a dog park in question 6, the additional suggestions from the community included dog agility equipment, lighting and toilets. In addition to the listed items above, the following comments were received. Maybe a seperate puppy area. Would it be possible to allocate a suggested roster/schedule for parks? Small dogs 2 days, large dogs 2 days, dog clubs 2 days, 1 day open or something similar and have it sign posted for community awareness. All dog parks could introduce this. Ball free. Ball play is antisocial, causes agression and owners hav hit my dog trying to get their ball, when I take my dog to socislise with other dogs, not chase a ball and risk injury to him. Lighting at night. Dog parks get little use in winter because it is so dark so early. It would also be good for summer as it's much cooler once the sun goes down on very hot days. Good turf managment - reserve street is a mud pit. Less muddy area. Lighting for extended hours use. Double gate is eddential to me. If there is no double gate at a dig park, i dont take my dog in. Dual human/dog drink fountain, solar lighting for the winter months. Shrubs and trees. Some agility activities, fresh drinking water, bag dispenser, trees. Maybe a couple of hours a week designated to only puppies- under 1 year Toilet, play area for kids near by, obsticals e.g. Tunnels, weave poles, poo bag dispensers, sand pit area, lots of grassy area, and plenty of room to run. Council monitoring dog behaviour. A playground on the outside that has its own fence so children can safely pay. Clear signage regarding dog and owner behaviour. Sometbi g with a seperated playground for people with children too. Don't have seats that encourage lazy owners to sit & play with their phone while their dog runs off unattended. Design needs to encourage people to keep moving along & watching their dogs interaction. Playground/activity/agility area for dogs. Dog wash area with taps / hoses and good drainage. snake proof fencing if in area where snakes have been sighted. Sanke proof fencing if possible. Lawn is critical not dirt or bark! Path around the perimeter. Please don't have a park solely for a particular size dog it's discriminatory! Lighting, obstacles, sandpit. Playground - needs to cater do families. Round pipes and logs for jumping over. 3 sided shelter, seats, toilet, carpark, drinking tap for dogs/humans, agility posts for training, poo bag rolls. there is enough open space to have a dog park as well as maintain open space and lawn on the otherside of the park. The dog gate could even be located within the designated path space already in place. Shelter from elements, wind and rain. Water fountain with bowl, obstacle course/tunnels, weeds is an issue as you cannot collect dog poo. Page 14

15 Dog bags, separate dog area, lighting. Obstacles for dogs (tunnels, ramp etc). Shelter/shade for seasonal conditions. Disposable poop bags and bins. picnic shelter areas and café. There are a lot of dogs who enjoy water, is it possible to have a shallow dog pool? It would be amazing to have a separate section for small dogs as some smaller dogs (including mine) freak out over bigger dogs. Composting, the ussage of thousands of bags per year are a bad example of environmental management. Seating is great too, I see lots of older people sitting down. Shade to stand under would be great but not sure how you'd acheive that. Spread out parking so reversing cars aren't endagering dogs. No spaces that flood and get v. muddy - messy dogs. An all weather ground surface would be appreciated, after rain a muddy and water logged area is unpleasant. also provid poo bags near the bins, as most owns choose to leave behind. Area for people to use a coin operated dog bath and perhaps on the weekends or evenings, have a mobile coffee van or similar. Glandore especially has a great community spirit - lets try to bring people out of their homes and meet each other. Multiple bins and a tap and bowl system which can be easily emptied by dog owner if water is needing emptying. An Agility course on one side of park. Mashing so small dogs are secure. All items listed above are great. Hazelmere is our favourite as it is just one wide open space where they can meet/socialise/run. People throw balls for dogs etc. Don't need anything fancy. Hazelmere is perfect. I'd love to be able to use the dog park in winter but the trott park one just turns to slushy mud. Run for tennis. BAll throwing like baseball. Similar set up to the North Adelaide Dog Park. Not sure how it should be policed but too many people do not pick up after their dogs. unirrigated land stinks as nothing mops up the dog piddle. Lots of water options needed, preferably 3 or 4 at different parts of park. To plant a really resistant tough grass to grow in the area as most dogs parks I find get really muddy during winter and end up turning to mush once Ye dogs have run on it as well! Some ramps or equipment like the Flagstaff hill dog park has. All are important. Seating is also important as a lot of old people use dog parks as they are unable to walk them. Pine bark is not good to use as they go everywhere and it is hard to pick up poo and alot of dogs eat it. Night lighting so in winter can still take my dog for run around at night after work. Multiple drinking stations, multiple bin & poo bag locations. Toilets would be nice. well grassed with appropriate supervision of owners by council staff. Proper water drinking for dogs. Hazelmere reserves drinking area is shocking. Lighting to enable night use. Toilets (for humans), drink areas, obstacles (for play). Multiple water taps for dogs, more bag points for picking up poo. Roy Marten Dog Park at Taperoo is very good. Dog equipment like tunnels hills etc. As above. Definitely the double gate. Absolutely essential for safety. North Adelaide park is a great model. Dog rinsing facility after they roll in the mud. Page 15

16 Nearby public barbecue with shelter. This will encourage people to take their dogs to the dog park and make it a more sociable environment. All of the items in the list seem essential to me, choosing 3 implies the others are less important. Our dog is trained to a high level of agility and obedience so does not need fences but we help other dog owners whose dogs benefit from training and socialising and a fence with gates is essential for them. Access to a toilet would be a good idea. Just control the weeds (burrs and grass seeds) also would recomment cctv, to protect dog (mostly OA pensioners and single women) owners from aggressive and violent haters, and vandolism of dog facilities as is currently happening at Dover Sq. CCTV to prevent older ladies being bullied. Weed control e.g. burrs etc. Tap, car parking, shelter from rain. rocks/vegetation/levels. Lighting for night walks. Q8. I would like to see upgrades such as lighting, shelter and seating in middle of park, another water point, better drainage, obstacles, double gates, better/cleaner toilet facilities Hendrie Street Reserve A large area already used by a great deal of dog walkers. Great location, fully fenced. An ideal choice Mitchell Park Reserve Would be nice to have a dog park close to established facilities Oaklands Estate Reserve Oliphant Avenue Reserve Parsons Grove Reserve Hi, There does not seem to be much 'human' activity in this particular little park. It has nice trees and could be fenced off for a secure off leash dog park. Most people seem to be using the walk/bicycle pathway along the Sturt River, but not walk much through the other part. So generally changing its use to a secure dog park seems not to infringe (much) on human leasure activities or children playing. Thank you. Pleasant Avenue Reserve Quick Road Reserve Underutilized park, a dog park could make a lot better use of this space, given the only facilities it currently has is one bench, a bin and an overabundance of sprinklers. It could be set up in conjunction with moving the Dover Gardens Dog Club from Mitchell Park, which would in turn free up space at Mitchell Park Reserve for the planned South Adelaide Basketball Stadium. Warradale Park Reserve Next to tennis club Weaver Street Reserve There's nothing in this area.. lots of people walk their dogs, should have something to make it More lively and have a stronger community vibe that is lacking. Especially in such a multicultural area. Weerab Reserve Having been to your wonderful place at Trott Park, this seems to be a great place to place another dog park. 23 7. Online Engagement - Forum FORUM - Do you have a preferred suburb or suggested reserve for the new dog park? Summary of results: Four comments were received on the forum, suggested locations have been added to question 9. The comments are listed below. Comments Having at least one near homes makes it more accessible. I like the idea of having one further out, but, in practice I wonder if I would have the time to go out there. Someone suggested via pin Mitchell Park Reserve could be a good site, and given there is a dog obedience school that uses part of this area, many dog owners in the area would likely find it accessible. The nearby Egan Reserve could also work, given the park has had very little in the way of facilities for my entire life - mostly a single bench. It would be ideal if the park had several separate areas, for different sized or different confidence level dogs. And this would require adequate space. Marion Council is to be commended for this initiative. Dog parks are a very valuable social resource especially for elderly and lonely residents whose only companion is their dog. A good dog park in which they can feel safe can get them out of their isolation to meet other dog owners and build real friendships. Dog parks are also important for socialising dogs who are less likely to exhibit aggression and other antisocial behaviours of they are trained to mix peacefully with other dogs and dog owners. A simple solution at minimal cost would be to complete the fencing around the Clacton / Scarborough park near Patriti's winery. It is used for sport but there is already a rule that dogs must be on leads when organised sport is in progress Page 23
