13 DISTRIBUTION OF PREMIUMS Premiums in Illinois are paid through the Agricultural Premium Fund, which is authorized under the Agricultural Fair Act and administered by the Bureau of County Fairs, State of Illinois Department of Agriculture. The Illinois legislature must approve the Ag Premium Fund each year. The amount of funds provided to the county to pay premiums is based on the previous year s 4-H club enrollment. County Projects are not eligible for premiums through the Agricultural Premium Funds, and therefore will be paid with local funds. Premiums are graduated based on blue, red or white ribbons. NOTE: The Department of Agriculture shall use its best efforts to secure sufficient appropriations to fund premiums. In any year for which the General Assembly of the State of Illinois fails to make an appropriation sufficient to pay such premiums, premiums may not be awarded to exhibitors. Contingent upon approval by the Department of Agriculture, premium money will be divided among exhibitors in the following manner: A Unit 3 premium to the winner of each Showmanship class--junior, Intermediate, Senior, Advanced in the following species: Beef, Dairy, Goats, Rabbit, Sheep, and Swine unless otherwise stated. 3 UNITS TO EACH EXHIBIT IN: Beef Horses/Ponies Sheep Dairy Interior Design-Advanced Swine Dog Obedience Sewing & Textiles III Welding II Goats Woodworking II/III/IV 2 UNITS TO EACH EXHIBIT IN: Aerospace Interior Design-Int. 14 NEW MEMBER INFORMATION What do I need to do before the 4-H Fair? Read this Fair Book! Read the general rules and especially the criteria for your projects. You should be enrolled in the general project and correct level, i.e. Sewing Level 1 by April 1, Livestock enrollment deadline was January 3, You can only bring what you are enrolled in to the Woodford County Fair. Included with the Fair Book is an enrollment form. This form needs to be postmarked or delivered to the Woodford County Extension office by June 10, 2011 at 4:30 p.m. No late entries are accepted. If you are a new member showing livestock or poultry at the fair, you need to have taken the Ethics Course on-line for Horses by June 9 and other livestock by June 15, You only take it once in a lifetime and your name will then appear on the state list. If you are exhibiting a Horse, the lease or ownership paper along with two pictures (both sides) of the horse need to be in the office by May 2, A copy of the Coggins test should be attached to your 4-H fair entry. If you are showing swine, you need to attend a Pork Quality Assurance Training scheduled for March. What do I do and when do I go to the Fair? Monday night from 5:00-8:00 is check-in of most projects, see list in front of Fair Book. Under the pavilion, attach tags given at check-in to your projects. Bring projects back to the GP building and Ag Exhibit Hall and we have volunteers that will place your project in the correct area. See list of exhibit tags given at other times at Monday night check-in. Do not leave valuables with projects. You can bring them to your judging. We will have some judging sign up sheets Monday night. Read your project description to see if a sign up is available. This will reserve your spot in the judging line. These sign up sheets will also be available at the desk in the General Projects building up to judging time. The judge spends approximately five to seven minutes per interview, so if you are the tenth person to sign up on the judging sheet you may arrive approximately 45 minutes after judging begins. An Information Tent will be available Monday evening for questions/problems/conflicts. We are flexible with the judging schedules. If you have a conflict with other 4-H related judging times, see Extension staff member or adult volunteer serving as project coordinator. All projects must be interview judged to be eligible for a ribbon and premium. Look at the maps for registration and judging locations. The main entrance to the General Projects building is closed on Tuesday until around 2:00 p.m. It will then be open to 4-H ers and public for viewing. It will close at 1:30 p.m. on Thursday. If your judging is in the building on Tuesday, come to the service door and the building host will let you enter. If your project is judged outside the building, you will bring your project to the table at the front of the building to be placed in the correct area after judging. See page 10 for General Rules of the Woodford County 4-H Fair. If I checked in a project on Monday and have it judged on Wednesday, how do I get it? We have area coordinators at the project area that will give you your project at the time of judging. This is for the 4-H ers safety and the safety of all projects. How is my project judged? Judging is a learning experience from which, you can learn what you did well and how you could improve in the future. An exhibit does not measure all that you have learned, but it is an example of what you have done. During conference judging, the judge will encourage you to talk about your project exhibit. You will be asked some questions about your exhibit, so you should be prepared to tell what you were trying to do in your project and what you did to make the exhibit. 14

15 What are the judges looking for? The exhibitor s goals: What was your goal for the project? How did you work toward your goal? What important things did you learn? Requirements for project are met to the best of the exhibitor s abilities. Evidence of learning, workmanship and techniques, appearance and design. What do ribbon colors mean? Illinois 4-H uses the Danish system of judging rather than competing against someone else, youth challenge themselves to create exhibits that represent their best. Blue: Exhibit meets all requirements well. Red: Exhibit meets some requirements well, but could use improvement on other requirements. White: Exhibit needs improvement on many requirements or is missing information critical to evaluation of the exhibit. Purple: If a purple ribbon is awarded, it means the exhibit is one of the best of the blues. What do I do if I receive Special Honors at the Fair? You will receive an A, B, or C ribbon after your judging. When all projects are judged the judge might then give purple ribbons, plaque winner or state fair winner recognition. If you receive a note on your project such as state fair winner, you must then decide if you want to go to state fair with that project. You will need to go to the office in the General Projects Building for instructions. If you receive a plaque notice, you will receive your plaque during the Wednesday evening program. Judge s word is final. Phone in offices only used for emergencies. Projects will not be released early. (Not Before 2:00 P.M.-THURSDAY) VOLUNTEERING AT THE FAIR: The Woodford County Fair is made possible by many volunteers. We would like to invite you to become one. Possible opportunities include: Foodstand Each 4-H group has times assigned to work in the 4-H Foodstand. This 4-H fundraiser would not be able to operate without volunteers. Please work when your club is scheduled. We need 4-H ers (10 yrs. & older) and adults, too. It really is a lot of fun! Work Day Your club is either scheduled for Saturday before fair or Thursday at the end of the fair. Please check the schedule. Many hands make the work go faster. We need as many adults and 4-H members as possible. Everything gets moved from the office in town to the fairgrounds on Saturday and back again on Thursday. Trucks are needed for the move. All buildings get cleaned on Saturday and put back together on Thursday. Judge s Assistants and Coordinators All judges need assistants to record grades and award ribbons. We would like someone 12 years and older for this position. By assisting the judge you can gain a lot of knowledge about this project. Parents or older 4-H ers are needed for area coordinators. Your job would be to place projects and make the area look presentable. 15
