3 ISPCA Chairperson s Summary 2011 As the recession continued through 2011 we saw a marked increase from around the country from the public needing help with rehoming the animals they could not afford to keep. The responsible people looked for help and advice on being able to keep their animals or at worst surrendered them to dog pounds or their local welfare societies. The irresponsible ones abandoned their animals in woods, country lanes etc. This applied in particular to kittens which members societies reported left in boxes and bags or left huddled together for warmth.their owners had neglected to have their cats spayed and when they could not find homes for the kittens they were left to their own devices with their mothers no doubt left to have more litters of unwanted kittens. These little animals had obviously been handled by humans and were not feral kittens. Fortunately there are many good people who came forward to give these animals a home and give them a second chance. We would appeal to people not to take on animals that they cannot afford to look after responsibly. Many member societies offer help with the cost of neutering animals but their funds are very restricted. The ISPCA Inspectors were inundated with calls regarding abandoned and neglected horses and the number would have been even greater if we had had a repeat of the weather in late 2010.The staff in Longford and Mallow have worked very hard to rehabilitate and rehome these horses but there are many out there still in need of our help. The Dog Wardens and Kennel Assistants have worked with their local societies to rehome dogs from the pounds. The introduction of technology such as Facebook has enabled the public to see the dogs needing homes without visiting the pounds and this has helped with the rehoming figures at a time when so many more dogs are coming into the pounds. We will continue to try and improve the rehoming figures whilst at the same time not forgetting our responsibility to the public and other animals by not rehoming dogs which are known to be dangerous. The welfare of the dogs passing through our centres and pounds is our top priority and we welcome the help of others with standards equal to our own. All the staff at our two centres have worked so hard this year, many taking puppies and kittens home to care for them during the night and to them we are very grateful. We also appreciate the help of the volunteers in our centres who help by walking dogs and cuddling kittens and grooming horses. Without them the animals would not be so quickly rehabilitated and rehomed. 3 So much work is done around the country by local societies who have all had to cope with the increased demand for their help. They are all volunteers and the amount of time they devote to the animals should not be under estimated. With all these mouths to feed and bodies to repair we have had to work hard to keep the costs down and we are extremely grateful to members of the public who have supported us. From those who donated 3 through the Hay Drive to those who remembered us in their will their contributions are so appreciated. Please continue to help us if you are able. We appreciate the long hours given to the society by our CEO, Noel Griffin, Dog Warden Service Supervisor, Aiden Corcoran and new Fundraiser Niall McLoughlin who have all worked way beyond the call of duty to keep the flag flying. Thanks are also due to the Dept. of Agriculture for their ex-gratia payment in December without which it would be impossible to carry out all our work. The new Animal Health & Welfare Bill will hopefully be passed in 2012, after 101 years the old one has served its time and a new law appropriate for the 21st. century is urgently needed. We welcome the Dog Breeding Establishment Bill and the Greyhound Regulations and look forward to the closing down of establishments breeding dogs for profit without any regard for their welfare. 4 Chief Executive Officer s Report was again a challenging year for all charities in Ireland and the ISPCA was no exception. Throughout the year we continued to receive a large volume of calls to our helpline, over 1,000 every month, resulting in a very busy year for our inspectorate, our staff and the many wonderful volunteers who assisted throughout the year; both at the ISPCA National Animal Centre in Longford and The Victor Dowling Equine Rescue Centre in Mallow. Our five inspectors handled more cases in 2011 than in the previous year, resulting in a significant increase in the intake of needy animals to our centres. We admitted over 60% more cats, 30% more equines and 16% more dogs than in There was also a rise in the number of small mammals and birds etc. cared for at the centres. There is no doubt that the current economic hardship being experienced by all is leading to more cases of animals being abandoned and neglected. In addition, the on-going financial difficulties make rehoming these animals a greater challenge as individuals and families continue to struggle. However, despite the above difficulties and with the help of great staff, volunteers and the ever generous public, we rehomed more animals in 2011 than in This is a significant achievement and a big thank you is due to our member societies who continue their great work around the country, often in very difficult circumstances. Much of the above is only possible with the help of like-minded rescue groups who work tirelessly to ensure the welfare of neglected animals and we say a big and sincere thank you to all. 4 The Dog Warden service continued the improvements made during 2010, and in 2011 we took in 16% more dogs while improving our rehoming rate. This improvement in rehoming has continued into Fundraising remains a big challenge and 2011 proved to be demanding as the public no doubt struggled with job losses and household debt. Despite this we managed to grow our income during the year thanks primarily to the generosity of our donors, and also to the great work of staff and volunteers. In addition, as a result of bequests which we received in recent years, we were very fortunate to be in a position to sell these assets in order to generate much needed income. While we depend on the public for the vast majority of our funding needs I also want to thank the Minister for Agriculture, Food & the Marine for the generous ex-gratia payment which was granted during the year. Supporting the above donations and grants, we also continued to receive backing from many companies during the year, both financially and in terms of goods and services. Our sincere gratitude to all these firms for their vital support. I would also like to thank the media for their help in highlighting the many cases of animal cruelty and neglect and also some of the happier tales which we experienced during the year. Donal Hennessey, Kildorrey, Co. Cork Convicted of cruelty to horse Flicka 6 29th June 2011 Cassie Sinclair Lifetime ban from keeping dogs reaffirmed. Given 1 month to rehomed dogs in her care. 6th July 2011 Craig Fagan, 310 Woodlands, Castledermot, Co. Kildare Convicted of cruelty to 3 dogs at Carlow District Court. Ordered to pay a 250 fine and in expenses to the ISPCA. July 2011 St. Bernard, Athy, Co. Kildare Defendant given the probation act on condition that 5,000 be paid to the ISPCA. Sum received. 9th September 2011 Lisa Gorman, 5 Burrin Manor, Carlow, Co. Carlow Sentenced for cruelty to 3 Pit Bull Terriers at Carlow Court. Fined 500, ordered to pay 530 ISPCA costs, banned from keeping dogs for life. 22nd September 2011 James Patrick Curley, Cooga, Easkey, Co. Sligo Convicted on one count of cruelty at Sligo District Court. Fined 50 and ordered to pay a total of in costs to the ISPCA and the attending vet. 28th September 2011 Paul Kelly and Martin Lannigan, Crossmeen, Graiguecullen, Carlow, Co. Carlow Convicted of trapping wild birds at Carlow District Court. Fined 500 each and banned from keeping birds for 5 years. October 2011 Kevin Beirne, Boyle, Co. Roscommon Breach of ban from keeping dogs (Second such offence) Fined 500 and ban reaffirmed. No costs awarded. 26th October 2011 Jim Barry, at Strokestown District Court Pled guilty to 3 counts of cruelty to a bay mare and foal and a chestnut gelding. Fined 250 on each count and ordered to pay 100 to the ISPCA. (We had submitted costs of 865)

13 INDEPENDENT AUDITOR S REPORT To the members of The Irish Society for the Prevention of Cruelty to animals We have audited the financial statements of The Irish Society for the Prevention of Cruelty to Animals for the year ended 31 December 2011 set out on pages 7 to 23. These financial statements have been prepared under the accounting policies set out in the notes to the accounts. This report is made solely to the charity's members, as a body, in accordance with Section 193 of the Companies Act Our audit work has been undertaken so that we might state to the charity's members those matters we are required to state to them in an auditor's report and for no other purpose. To the fullest extent permitted by law, we do not accept or assume responsibility to anyone other than the charity and its members, for our audit work, for this report, or for the opinion we have formed. RESPECTIVE RESPONSIBILITIES OF DIRECTORS AND AUDITORS The directors' responsibilities for preparing the financial statements in accordance with applicable law and the accounting standards issued by the Accounting Standards Board and promulgated by Chartered Accountants Ireland (Generally Accepted Accounting Practice in Ireland) are set out in the directors' responsibilities statement. Our responsibility is to audit the financial statements in accordance with relevant legal and regulatory requirements and International Standards on Auditing (UK and Ireland). We report to you our opinion as to whether the financial statements give a true and fair view, have been properly prepared in accordance with Generally Accepted Accounting Practice in Ireland, and have been prepared in accordance with the Companies Acts We also report to you whether in our opinion the information given in the Trustees' report is consistent with the financial statements. In addition we report to you if, in our opinion, the charity has not kept adequate accounting records, if the charity's financial statements are not in agreement with the accounting records and returns, if we have not received all the information and explanations we require for our audit, or if certain disclosures of trustees' remuneration specified by law are not made. We read the directors' report and consider the implications for our report if we become aware of any apparent misstatements within it. BASIS OF AUDIT OPINION We conducted our audit in accordance with International Standards on Auditing (UK and Ireland) issued by the Auditing Practices Board. An audit includes examination, on a test basis, of evidence relevant to the amounts and disclosures in the financial statements. It also includes an assessment of the significant estimates and judgments made by the directors in the preparation of the financial statements and of whether the accounting policies are appropriate to the company's circumstances, consistently applied and adequately disclosed. We planned and performed our audit so as to obtain all the information and explanations which we considered necessary in order to provide us with sufficient evidence to give reasonable assurance that the financial statements are free from material misstatement, whether caused by fraud or other irregularity or error. In forming our opinion we also evaluated the overall adequacy of the presentation of information in the financial statements. OPINION In our opinion the financial statements: give a true and fair view of the state of the charitable company's affairs as at 31 December 2011 and of its Statement of Financial Activities for the year then ended; the financial statements have been properly prepared in accordance with the Companies Acts, 1963 to 2009; We have obtained all the information and explanations which we consider necessary for the purpose of our audit. In our opinion proper books of account have been kept by the charity. The financial statements are in agreement with the books of account. In our opinion the information given in the Directors' report is consistent with the financial statements.
