1 ATIBOX (Association Technique International Du Boxer) AFFILÉE Á LA FCI Specifications for the organisation of the ATIBOX IPO World-Championship and the competitions (IPO 1 / IPO 2) These specifications have been approved at the meeting of the ATIBOX Presidium held in Velbert (Germany) on Sept. 13 th September They supersede all present regulations. 1. Application and award 1.1. The ATIBOX IPO World Championship and the competitions are held each year during the period between the second weekend in April and the second weekend in May. National organisations, that would like to organise these World Championships, must apply in writing to the chairman of the ATIBOX Working Commission at least two years beforehand. The application must contain: The name of the national organisation The venue of the ATIBOX IPO Word Championship and the binding date The name and address of the person in charge organising the event The ATIBOX Working Commission reviews the received applications, afterwards the applications will be given to the ATIBOX Presidium with a recommendation of the ATIBOX Working Commission. The ATIBOX Presidium assigns the event to a national organisation by majority vote The national organisation, which is assigned to organise the ATIBOX IPO World Championship shall bear full responsibility for the smooth and trouble free running of the championship Not later than January of the year of the ATIBOX IPO World Championship the national organisations of ATIBOX are to be invited by the organizing national body. At that time an internet presence should be online with information about persons in charge, accommodation, registration form, map and directions, sites for campers and caravans, etc The amount of the registration fee shall be set up by the ATIBOX Presidium. The registration fee currently is 50 EUR. The organizing national association is subsidized by ATIBOX. The grant currently is 1000 EUR. 2 2. Organisation 2.1. A catalogue, with information about participants and a schedule must be published. The participating countries have to be listed in alphabetical order and in the language of the national organisation. The participants receive a catalogue number or a start code. That start code is to wear as number by the participants visible during the whole competition. The most important parts of the catalogue must be drafted in at least two official languages of ATIBOX, whereas one language must be German The arena is to be decorated with the flags of the competing national organisations and the ATIBOX flag throughout the event. The prizes donated can be listed in the programme All results must be regularly entered on a results board easily visible to the public. 3. Trial Chairperson 3.1. The national organisation running the event shall provide a qualified trial chairperson for each section, whose work shall include, in particular: Technical running of the trial Provision, planning and equipment of a sufficiently large trial area Providing a sufficient number of qualified helpers (marshals, tracklayers, helpers for phase C, office personnel, etc.) Preparing the evaluation sheets for the trial judges Quick and reliable working out of the trial results to determine the winner and order of placing 4. Trial grounds and course of events 4.1. The ATIBOX IPO World Championship shall be held in accordance with IPO Class 3, the competition level 2 in accordance with IPO Class 2 and the competition level 1 in accordance with IPO Class 1. Obedience and the phase C have to be carried out in an arena with a well tended lawn There must be a covered stand to protect spectators from bad weather. Sufficient car parking spaces must be provided for competitors and spectators in front of and near the arena. A canteen must also be available, in the arena where possible, to cater for the competitors, spectators and helpers The tracking ground should enable all competitors to have the same conditions. The ground does not have to be of one uniform type; alternative grounds such as meadows, fields and ground with low plants can also be used. Obstacles such as fences, ditches, etc. are permitted as long as overcoming them does not cause the dog or the handler any undue difficulties. The ground used on Friday can be used again on Sunday. The track supervisor (working judge) is to be given a sketch of the ground in a scale of 1:5000 showing the tracks. There must be at least three qualified track layers available. 3 4.4. A time schedule is to be drawn up showing the presentation time for each competitor. This time schedule must be compiled in such a way that each competitor has a period of at least one hour between the individual trial sections (Bitches in season are given a thirty minute break between obedience and protection work). The order of the trial sections can be different The competitors are to be allocated a corresponding training ground for tracking training The day before the ATIBOX IPO World Championship the teams are to be given time for training in the arena for the obedience and phase C sections. The time available is to be divided among the number of competitors, whereas the minimum time for one competitor is 5 minutes at least. The training schedule has to be announced to the team leader and published at the official homepage respectively. The training has to be supervised by a qualified person appointed by the organizer A veterinary check is to be carried out before commencement of the trials. Dogs that appear sick and are suspected of being infectious are not admissible. Bitches in season are admissible on condition that they are kept separate from the other competitors and are the last to compete in the obedience and C phases. The veterinary check must be completed before the draw. One of the acting judges has to be present for the temperament check. Also at that check the identity has to be checked by the Chip. Without veterinary and temperament check participation isn t possible The helpers actually used for the different competitions (WM, IPO 1, IPO 2) are to be chosen from a minimum of four protection helpers made available by the organiser, with the choice made by trial judge for the phase C. The choice should be in camera. The protection helpers must use the protective clothing, e.g. protective sleeve, protective trousers, determined by the FCI The use of E devices, prong collars, devices for electro shocks and any other means of coercion within the sphere of the ATIBOX IPO World Championship shall lead to disqualification, regardless of the legal situation in the organising country. The handler of the dog is liable for any caused damage. Any accusation must be accompanied by written evidence and witnesses Before commencement of the ATIBOX IPO World Championship, the chairman of the ATIBOX Working Commission or a member of the ATIBOX Working Commission shall convene a trial judges meeting to be attended by the supervisors, trial judges and the person in charge of organisation. 4 4.11. Before commencement of the ATIBOX IPO World Championship, the chairman of the ATIBOX Working Commission or a member of the ATIBOX Working Commission shall convene a team leader meeting to be attended by the supervisors, trial judges and the person in charge of organisation, the trial chairperson and the team leaders. At the team leader meeting, the order in which the countries are drawn is determined by drawing lots. The competitors from the organising country shall get the final lot. For a good communication the organizer has to make available interpreters An obedience and the work in phase C (IPO 3) is to be demonstrated in the arena with the selected helpers to ensure that the desired sequence is clear to every competitor. The organizer has to make available at least two Boxer for the demonstration of phase C The draw for the starting order is to be conducted in public on the evening before the ATIBOX IPO World Championship. The catalogue number with the lot number assigned by the draw must be made visible to all the competitors. The competitors from the organising national body shall be the last to take part in the draw for the start numbers The length of the tracks can be shortened in consultation of the person in charge for organisation with the judge in section A. The length determined for the tracks and information about the ground is to be made known to the competitors. Samples of the articles used have to be published on the official homepage of the organizer before the World Championship Obedience and work in phase C are to be carried out in the arena, alternating in one and the same place. During the obedience test only the items required shall be present (hurdle, climbing wall, dumbbells, blind for the down drill), during the protection work only the 6 blinds shall be set up. Positions and distances are to be marked using white chalk or spray. The used items (hurdle, climbing wall, dumbbells, blinds) have to be published on the official homepage of the organizer before the World Championship At the closing ceremony, the results of the individual scores (competition level 1, level 2 and WM class) shall be announced first and then the national rankings (each starting with the 3 rd place, followed by the 2 nd and the 1 st ). The respective national anthem has to be played for the individual and national winners (IPO 3). 5. Trial judges and supervisors 5.1. The trial judges (phase A, B and C) are nominated by the ATIBOX Working Commission. The CV of the chosen judges have to be published on the official website of the organizer. In the selection of the judges these associations of ATIBOX, which are attending with national teams at the ATIBOX IPO World Championship, should be considered on a rotation basis. The organizing ATIBOX member has to nominate a working judge to observe the exercise down under distraction. 5 5.2. The ATIBOX Working Commission shall confirm one of the judges (phase B and C) as supervisor and chief judge. The chief judge is responsible, that the guidelines for the international utility dog trials of the FCI, as well as these specifications of the ATIBOX are observed. The organizing ATIBOX member and all participants have to follow the instructions of the chief judge The supervisor (chief judge) may not come out of the organizing association The ATIBOX Working Commission in agreement with the organizing ATIBOX member shall confirm a trial judge as supervisor for the tracking work. The duties of the track supervisor, in cooperation with the organiser, shall include: cooperation in the selection of the tracking ground cooperation in drawing up the tracking time schedule guiding and possibly instructing the track layers determining the objects and order of laying them out arranging the numbering of the articles and tracking boards checking the weathering of the articles and due and proper laying of the individual tracks and confirming the same for the acting trial judges having a track re laid if it has been made unusable through external, third party influences, e.g. changes in the ground though agricultural work, large groups of people, etc. The track supervisor shall have the following rights: rejecting a section of the ground that differs greatly from the other tracks because of unforeseen changes in the nature of the soil rejecting a track layer if he/she repeatedly does not follow instructions 5.5. If the trial judges or supervisors only have a command of one language, an interpreter is to be provided by the organizing ATIBOX member running the event. The interpreter must be familiar with the course of the trials, display a knowledge of cynology and observe discretion The decision of the trial judges shall be final and incontestable Board and lodgings for supervisors and trial judges shall be paid by the organizing ATBOX member. Daily allowance and travelling expenses bear their home associations. 6. Admission and registration of competitors 6.1. The total number of competitors taking part in the ATIBOX IPO World Championship shall not be limited. If the situation requires it, the organizer can limit the numbers in consultation with the ATIBOX Working Commission Each competitor must be a member of a national organisation that is affiliated to the FCI and to the ATIBOX. The right to start in the ATIBOX World Championship can be given Specifications for the organisation of the ATIBOX IPO World Championship and the competitions 5

6 according to the following principles, the application of which is left up to the national ATIBOX members: Nationality legal residence (in accordance with the FCI Statutes) the dog owner must have the nationality of the country for which his/her dog will compete or must have his/her legal residence for a minimum of 12 months in the country for which he/she will compete. If the dog owner has a double nationality, he/she can choose either country without any restriction. If difficulties arise, they must be referred to the ATIBOX presidium for final settlement. No matter his/her nationality, the dog handler will not be allowed to compete for more than one country and will be authorized to handle only one dog. The dog must have been registered with the studbook or appendix to the studbook of the country for which it will compete for a minimum of 6 months Members of the organizing committee and the ATIBOX Working Commission with official duties during the event are not allowed to handle a dog in the ATIBOX World Championship Participation at the Word Championship (IPO 3) and the competitions (IPO 1 / IPO 2) is restricted exclusively to dogs, which already passed at least one IPO 3 (World Championship), one IPO 2 (competition level 2), one IPO 1 (competition level 1). For participation at the competitions (level 1, 2 and Championship) it is necessary to present a passed exam (during the period between the last and the following ATIBOX IPO WM) with at least 240 points ( good ). This has to be proofed by way of a copy of an according certificate. The national organisations are free to require more stringent qualification for team nomination within its competence The only dogs allowed to compete are those registered with the studbooks or the appendix to the studbooks of a FCI member organisation. Castrated bitches and male dogs are admitted. White, monorchid and kryptorchid dogs are allowed to compete Before the closing date the national associations (ATIBOX members) have to send the registration for the whole national team to the organizing ATIBOX member. The registration has to include the following information: Name of the national association (ATIBOX member) Class, the dog will be handled in Name, address, phone, E Mail of the team leader Name, address, phone, E Mail of the handler Name, address, phone, E Mail of the owner Name of the dog, date of birth, stood book number, identity mark (chip), training degree, sire, mother, breeder The registration must be signed by the national association (team leader, chairman for working or president). 7 6.7. The national associations (ATIBOX members) have to send registrations with the names to reach the person in charge of organizing the ATIBOX IPO World Championship by the closing date stated in the invitation. The person in charge of organizing confirms the accepting of the registration in written form (E Mail) or / and by publishing the names of participants on the official website for the event Registrations that cannot be considered shall be brought to the notice of the national organisation concerned in writing without delay Handlers, which can t present the scorebook or the pedigree or the vaccination card, will be excluded from participation. 7. Scorebook 7.1. The competitors must show a scorebook issued by their national association. The scorebooks are to be submitted to the organizer together per national association prior to commencement of the ATIBOX IPO World Championship The term ATIBOX IPO Weltmeisterschaft must be clearly entered in each competitor s scorebook in addition to the results. 8. Classification and title 8.1. The competitor with the highest total number of points in individual scoring (IPO 3) shall be the winner and be awarded the title ATIBOX IPO Weltmeister 20xx (to indicate the date). In the competitions (IPO 1 / IPO 2) the winner be awarded the title Sieger Wettbewerb 2 20xx and Sieger Wettbewerb 1 20xx In the case of a tied score, the higher individual result in Phase C shall first be decisive, then the higher individual result in Phase B. In the case of tied individual results, the competitors shall be classified in the same position ex aequo All competitors (IPO 3) that have achieved a positive result shall be included in the team score. The two highest overall results per team shall be considered. In the case of a tied score, the higher score in Phase C shall first be decisive, then the higher score in Phase B. If the scores are tied in the individual sections, the teams shall be classified in the same position ex aequo. The team with the highest number of points shall be awarded the title ATIBOX IPO Mannschaftsweltmeister 20xx (to indicate the date) The organizing national association (ATIBOX member) shall publish a result list with the names and countries of the competitors. When drawing up the result list, the handlers with their dogs that have achieved the training degree shall be listed first. The other competitors without a training degree shall then be listed according to their score, numbered consecutively. Only competitors, which passed the exam successful, will be placed. 8 9. Prizes 9.1. The organizing national association is responsible for prizes and a present as a memento of the event A memento prize should be provided for each competitor. All placed teams receive a certificate The 1 st, 2 nd and 3 rd placed participant (WM class, competition level 2 and level 1) receive a trophy. The trophies for the WM class should be obviously different in form or size to trophies for the competitions. Provided prizes for the best in phase A, phase B and phase C are assigned only in the WM class. 10. Protests The judges decision shall be final and incontestable. Objections or protests shall only be possible on account of non compliance with the IPO rules. Any protest must be lodged with the supervisor (chief judge) by the team leader. In such case, a guarantee bond of 300 EUR must be lodged at the same time which shall be forfeited in favour of the organizing national association if the protest is rejected The proceedings shall be conducted by the president of the ATIBOX Working Commission (or his deputy). The ruling on protests shall be made by the chief judge, the section judges and the trial chairpersons (plus the track supervisor if tracking work is concerned). The decision taken by these persons shall be final. 11. Insurance The organiser must have taken out an insurance policy with sufficient cover for personnel, supervisors, trial judges and helpers Each competitor shall him/herself bear the cost of any damage caused by his/her dog. The national associations (ATIBOX members) are responsible, that only competitors holding a liability insurance policy for consequences resulting from being a dog owner are registered The local veterinary provisions must be observed. 12. General remarks The provisions set down in the FCI Guidelines for International Working and Tracking Dog Trials, must be adhered to strictly and precisely. 9 12.2. In cases of doubt and matters concerning the World IPO Championships which are not provided for in these specifications, the majority of the three trial judges shall make the final decision. The German version is the authentic one.
