6 The AKC receives several media requests per month and often, they are breed specific. While we have a team that possesses a thorough amount of knowledge, we believe it is pertinent to have experts on each breed that can provide media and the public with clear and factual information pertaining to their breed and also help with corrections to breed information. To that effect, the AKC Communications is asking for you to submit the names and contact information for two experts from your club. One expert should be for breed characteristics and the other should be focused on health and testing. Ideally these individuals would be comfortable speaking with the media themselves and AKC will provide basic talking points and strategy on how to speak to the media. However, if they do not prefer to speak to the media directly, we would like to be able to call on them for expert advice and to approve quotes or provide written content. Feel free to provide back-up contacts for each expert. We greatly appreciate your help in our efforts to make sure every breed is accurately represented in the media and to the general public. Please send the names of the designated liaisons and their contact information ( and phone number) to Communications@akc.org with your breed s name in the subject line. 7 NEWFOUNDLAND CLUB OF AMERICA, INC. ETHICS GUIDE (LAST AMENDED APRIL 11, 2017) Love and respect for the Newfoundland is inherent in membership in the Newfoundland Club of America. Therefore all members agree to foster the goals set forth in the Code of Ethics. I. Responsibilities of Members A. To provide for all dogs in their keeping 1. Physical Requirements of a. Appropriate food, water, and shelter. b. Protection from bodily harm. c. Proper health care, including sanitation, immunization, and veterinary attention as needed. 2. Emotional requirements of d. Attention and affection. e. Appropriate training as needed. B. To abide by AKC rules applicable to activities in which they engage. C. To refuse to sell Newfoundland dogs to any pet shop, or any wholesale dealer in dogs, or knowingly to sell or aid or abet the sale of any Newfoundland to a person or agent who will sell the animal through a pet shop. II. Responsibilities of Breeders A. To be familiar with the Standard and to be aware that the purpose of breeding is to maintain or improve the quality of the Newfoundland in accordance with the Standard. B. To be familiar with the AKC rules applicable to litter registration and individual registration. C. To use for breeding only bitches in good health. Breeders will try their utmost to breed Newfoundlands (both bitches and males) with health clearances for the most recognized problems in the breed including at a minimum: 1. Hip (x-ray), 2. Elbows (x-ray), 3. Heart (cardiologist) and 4. Cystinuria (DNA or parentage). D. To represent accurately the health history and breeding records of the bitch when negotiating for stud service. E. To negotiate all terms of a breeding agreement prior to a breeding. A written contract is recommended. F. To produce puppies only when he/she has the time, facilities, and resources to provide attention to proper physical and emotional development. Page 18 of 44 Page 1 of 3
8 III. Responsibilities of the Stud Dog Owner A. To be familiar with the Standard and to be aware that the purpose of breeding is to maintain or improve the quality of the Newfoundland in accordance with the Standard. B. To be familiar with the AKC rules applicable to litter registration. C. To accept for servicing only bitches who appear to be in good health. Stud Dog Owners shall try their utmost to breed Newfoundlands (both bitches and males) with health clearances for the most recognized problems in breed including at a minimum: 1. Hip (x-ray), 2. Elbows (x-ray), 3. Heart (cardiologist) and 4. Cystinuria (DNA or parentage). D. To represent accurately the health history and breeding records of the dog. E. To negotiate all terms of a breeding agreement prior to a breeding. A written contract is recommended. F. To complete the chain of registration by signing and returning the stud service certification promptly on satisfaction of the terms of the contract. G. To use for breeding only stud dogs in good health. Stud Dog Owners shall try their utmost to breed Newfoundlands (both bitches and males) with health clearances for the most recognized problems in the breed including at a minimum: 1. Hips (x-ray), 2. Elbows (x-ray), 3. Heart (cardiologist) and Cystinuria (DNA or parentage). IV. Responsibilities of Sellers A. To ascertain that the prospective buyer is aware of the needs of a Newfoundland and has the knowledge and facilities to care properly for a growing or grown dog. B. To transfer registration papers to the buyer at the time of sale or to withhold papers only in accordance with AKC rules applying to individual registration, or by written agreement with the buyer. C. To advise a buyer, or prospective buyer, of any probable delay or difficulty in registration. D. To provide the buyer with a written Bill of Sale to include a description of the dog, the whelping date, the name of sire and dam, and the litter or individual registration number if available. E. To advise the buyer of any known health defects. F. To advise the buyer in writing of any or all health guarantees and compensations offered by the seller. V. Advertising It should be borne in mind that advertising may be read by persons having little or no knowledge of dogs. Each member is responsible to see that all advertising in his/her name does not promote his/ her Newfoundlands through misleading or exaggerated statements or distortion of fact, or through stated or implied deprecation of the Newfoundlands of others. Contracts Written contracts are strongly recommended for all transactions such as sales, coownerships, breeding rights agreements, compensation for future puppies, leasing a bitch and stud services. VII. Discipline The following are prima facie grounds for disciplinary action. A. Neglect or abuse of any Newfoundland in the care of a member documented by the affidavits of three witnesses or by investigation of an authorized humane organization. B. Suspension of privileges by the AKC for violation of its rules. C. Advertising found to be in violation of the Ethics Guide. D. Knowingly to sell, or to aid and abet the sale of a Newfoundland to or through a pet shop or its agents. E. Refusal to comply with the terms of a written contract involving a Newfoundland without showing just cause. F. Refusal to complete the chain of AKC registration without showing just cause. G. Refusal to transfer registration papers to a buyer without showing just cause. H. Refusal to honor guarantees and agreements made in writing without showing just cause. VIII. Enforcement Enforcement of the disciplinary section of the Code of Ethics will be handled in accordance with the disciplinary procedures outlined in Article VI of the By-Laws. In the case of any business transaction involving Newfoundlands, the NCA will refuse to entertain any grievance brought against a member unless a written contract or other document signed by both parties is submitted with the grievance. 11 View online version AKC Reviews Changes to the Obedience Stay Exercises The AKC convened a task force of five judges, exhibitors and trainers to explore changes that could maximize safety, while still testing the important aspect of the "stay" skill. Mindful of the concerns and suggestions sent to the AKC from all sectors of the sport, the Task Force members spent three days exploring and formulating changes. In today's culture of diverse dog training methods and philosophies that variously impact the behavior of dogs coming to trials, the AKC recognizes exhibitor concerns for stronger safety measures to protect all dogs from interference of any kind in the ring during competition. At the same time, there is also a strong consensus in the sport that the impulse control and obedience demonstrated in group stays must be preserved. The committee s work resulted in the following recommendations: The creation of new individual exercises for Novice and Open that will test a stay with distance between dog and handler. That one group exercise be retained in Novice that will test both sit and down stays in the presence of other dogs, with spacing and leash use to ensure safety, and a formation option that will allow up to ten dogs in the ring. That open out-of-sight stays be replaced by an individual exercise also testing sit and down skills, and a command discrimination exercise that will demonstrate steadiness and obedience at a distance with skills performed in place. For Open A dogs the exercise creates a stepping stone toward Utility. For the Open B dogs, a randomized order of skills is designed to challenge experienced teams at least as much as the group exercises do now. The recommended changes will streamline scheduling for judges, reduce conflicts for exhibitors showing multiple dogs, and maintain a level of challenge appropriate to the class. With more confidence in their dogs safety in the ring, we hope that concerned owners will reengage in AKC obedience and feel inspired to pursue their goals. More details will be published when descriptions have been fine-tuned by AKC. It is anticipated this will occur around the beginning of September. Please share this information with your membership. If the club is unable to submit by the deadline, contact the editor to request to submit by the next deadline. 22 NEWFOUNDLAND CLUB OF AMERICA, INC. BREEDERS LIST NEW APPLICATION Qualifications for Eligibility: 1. Must have been a member in good standing of the Newfoundland Club of America, Inc. for five consecutive years. 2. Must be willing to serve as an educational resource for prospective Newfoundland owners. 3. Must have no grievances, which the Arbitration Committee has found to have a basis in fact and were unresolved at the closing date for the list. (NCA members and non-members may file grievances.) 4. Must always use a written Agreement/Contract in all Newfoundland transactions. 5. Must have bred two (2) Newfoundland litters while a member of the NCA. 6. Must have bred an AKC or CKC Champion Newfoundland. A copy of the Certificate of Title must be attached if not previously submitted. 7. Must have one sponsor, who is a current member of the Breeders List. 8. The NCA expects its members to make a life-long commitment to every Newfoundland they produce and to cooperate in the rescue of any Newfoundland dogs they produce. 9. The NCA recommends that every person on the Breeders List be a member of an NCA regional club. If the member does not live in the United States, he or she should be a member of their national or regional club in the country in which they live. 24 JUNIOR COMMITTEE Duties and Responsibilities The Chair is responsible for Club record keeping on all junior achievements in junior showmanship (as recorded in the AKC Gazette) and junior achievements, as submitted, for wins in the breed ring and obedience rings. Prominent announcements of award categories and procedures for applying for awards should be published through the year in the Newf Tide. All NCA junior members should be sent award application forms including the system for determining winners. The Chair must determine the winners in the three (3) categories and present the medallions at the annual meeting. The Chair should write an article for Newf Tide including the records of the winners and should include photos of the individual and their dogs. History : Based on a request from the Juniors Committee, Roger Frey moved and Pam Rubio seconded that the board authorize a Junior of the Year award, chosen by the Juniors Committee based its previously pre-sented criteria. An earlier proposed award encompassed qualities other than good sportsmanship and the board asked the Juniors Committee to accordingly amend their proposal. The motion was adopted : Maredith Reggie moved and Lynne Anderson-Powell seconded, to adopt the proposed changes to the Juniors Committee s awards application with regard to the implementation of a new juniors point schedule. Without objection, the motion was adopted. Pam Saunders moved and Maredith Reggie seconded to add Rally and Agility to the Juniors awards. Without objection, the motion was adopted. Maredith Reggie moved and Steve Britton seconded to recommit the proposal concerning the Juniors Good Sportsmanship Award back to the Juniors Committee. Without objection, the motion was adopted. Maredith Reggie moved and Steve Britton seconded, that the recommendation concerning Juniors Committee fund raising be postponed. Without objection, the motion was adopted. 11/6-8/09: Junior award are to be titled: Top Junior in Showmanship Top Junior in Conformation Top Junior in Obedience 3/27-28/06: Include the AKC Eukanuba National Championship Show, in addition to Westminster, for the stipend given to junior handlers that qualify for the Junior Showmanship competition held at these shows. The Junior Handler would need to conform to the NCA requirements to quality for the stipend. This would be retroactive to the November 4-6, 2005 face-to-face meeting 11/4/05: Approve a stipend of $ to any NCA Junior member in good standing that qualifies to compete at the Westminster Kennel Club show in Junior Handling and meets the following criteria: eight of the ten qualifying wins needed to qualify must be with a Newfoundland and the dog shown at Westminster must be a Newfoundland.
