2 MEETING MINUTES DRAFT Animal Welfare Board Wednesday, January 18, :00 pm Lorraine H. Morton Civic Center Members Present: Vice Chair Jill Cabot, Ald. Melissa Wynne, Ruth Ann Hladish and Diane Valletta and Vicky Pasenko Members Absent: Chair Meredith Rives Staff Present: Public Health Manager Ike Ogbo, Animal Warden David Rose and Management Analyst Maleka Sumar Presiding Member: Vice Chair Jill Cabot CALL TO ORDER Vice Chair Jill Cabot recognized a quorum and called the meeting to order at 7:08 p.m. The Board moved and unanimously approved its minutes of October 12, Reports a) EASA Report Review I. Evanston Animal Shelter Report for 2016 was presented by Vicky Pasenko. Vicky also updated the board on the shelter staff and their day to activities in fulfilling the mission of the shelter. Additionally, she went over the questions that were asked by the board at the previous meetings as it related to details on time animals are in the shelter, advertising options, volunteer opportunities, in-memoriam cards, micro-chipping event, donation boxes and medical care timing. Micro-chipping event is expected to occur in late April/early May. The event will be free to Evanston residents. Donations will be accepted at the event. b) EPD Animal Control II. EPD Animal Warden David Rose presented Animal Control reports from 4 th quarter of Draft Minutes of
3 Business/Discussion a) Public Health Manager Ike Ogbo talked about the feral cats in Evanston. Currently the City does not have an official feral cat program. There is a managed care feral cat ordinance through Cook County solely for those who want to manage feral cats. He handed out a copy of the ordinance to the board for their review. He also answered questions about feral cats, rodent control and endangered wildlife. Citizen Comment Ms. Lind Scott suggested that Animal Shelter should consider promoting their events on the City s Channel 16. She also suggested that Citizen Comment part should be moved to the top of the agenda. Other Comments Evanston Animal Shelter Gala details and flyers were shared with the board. Melissa Wynne Staff Present: Animal Warden David Rose and Management Analyst Maleka Sumar Presiding Member: Chair Meredith Rives CALL TO ORDER Special Order of Business a) Resolution 15-R-17 Authorizing the City Manager to Negotiate and Execute an Agreement with EASA to serve as the City s Volunteer Animal Organization for the Evanston Animal Shelter and Adoption Center for a period of two years (June 1, 2017 May 31, 2019). Vice Chair Jill Cabot made a motion to approve Resolution 15-R-17 and forward it to the Human Services Committee and the City Council. Chair Meredith Rives seconded the motion. The motion unanimously with a vote of 5-0. b) Resolution 16-R-17 Authorizing the City Manager to Negotiate and Execute a Grant Agreement with EASA to Fund Operations at the Evanston Animal Shelter for a period of two years (June 1, 2017 May 31, 2019). Ruth Ann Hladish made a motion to approve Resolution 16-R-17 and forward it to the Human Services Committee and the City Council. Chair Meredith Rives seconded the motion. The motion unanimously with a vote of 5-0. Citizen Comment None Draft Minutes of
5 Other Comments Chair Meredith Rives requested a brief update on shelter activities. Vicky Pasenko provided an update on micro-chipping event planning, shelter signage etc. Chair Rives suggested possibly extended shelter hours on Saturdays.
