Opening of the Meeting The President opened the meeting at hours. 2. Approval of the Agenda The Board approved the agenda for this board meeting. 3. Approval of previous Minutes The GS finalised the Minutes 01/18 which were approved and could be sent out. 4. Matters arising from or omitted in previous Minutes Nothing new to report 5. Financial The Treasurer had sent the Financial Report, including the Budget for Members and Patronage Members Payments The Treasurer had sent a summary of outstanding payments. 5.2 Judges Exams The Treasurer had sent the current list of exam fees. 5.3 Other Financial Matters The Board once more discussed the necessity for the Vice-Treasurer, Mr. Karl Preiss, to have access to the bank account and the financial procedures. 2 6. Members Matters 6.1 Correspondence a. Members informed the GS of the following changes; details listed on the FIFe website. *ČSCH-SCHK (CZ) change of Board and President. *NRR (NO) change of President *FNFR (RO) return to the original name to FAF- Felis Romania b. FFH (CH) asked the Board permission to register cats of the breeds BSH/BLH and SRL/SRS, with Scottish fold, with a negative genetic test result of osteochondroplasia as ancestors in their pedigrees. FFH was aware that article 6.4 stated that such cats were not allowed to be registered but stated that this article had been included at a time when no genetic testing for osteochondroplasia was available and that now these cats could be tested. The Board decided to send this matter to the BR and the HW commissions (see items 8.5.a and 8.6.a). c. FB (GB) sent a letter in reply to the decision of the Board on their requests for exceptions regarding individuals active in non-fife organisations (ref. item 8.7.a, Minutes 01/18, Vienna). They informed the Board of procedures they had implemented, which would explain to such individuals how to proceed and what information they should provide when requesting membership in an FB club. Several individual members had left FB and FB wanted to submit requests for others as long as this was in line with relevant articles in the Statutes and Rules. FB asked for guidance with regards to meaning of the word functionary. d. FB (GB) sent the GS forms filled in by 31 individuals, active at various levels in GCCF or TICA. FB asked the board for permission to accept these individuals as their members. A short time after these s, FB sent a proposal to amend article 2.6 of the Statutes. When FB asked the Board for their decision on these exceptions, the GS replied that the Board decided it had to defer its decision until after this proposal had been dealt with at the 2018 GA. The Board decided to send these forms to the DC, asking for a recommendation. e. FFS (SK) sent a request, suggesting a meeting with ANFI and the FIFe Board at the WCC weekend in Milan to discuss various problems and obstacles. Mrs, Donatella Mastrangelo would lecture at the FIFe judges seminar and she would act as FFS representative. The Board agreed, the GS contacted ANFI and a meeting took place. f. ZFDS (SI) asked the GS various questions regarding the membership change procedure. g. Suomen Kissaliitto (FI) sent an questioning the cancellation of the compulsory student judges seminar planned in July The Board discussed this matter and considered the information in article of the Judges Rules to be very general. The Board decided to ask the JSC for guidelines or a manual for FIFe Members on how to organise a compulsory student judges seminar, which would include practical information. 6A. Probational Members Matters - CCU, China CCU asked for an exception to article 2.4.a. of the General Rules. They had been unable to find a judge who was a Board or Commission member to officiate at the shows planned on the April in Tianjin and the of May in Dalian. They had invited Mrs. Nathalie Smits and Mr. Alexey Shchukin for the April shows and Mr. Irek and Mr. Sebastian Pruchniak for the shows in May. The Board discussed this matter and agreed with the request. 7. Show matters: 7.1 General a. FPL (PL) wondered if they could accept a cat of the breed Toybob at one of their shows. The GS sent this request to the HWC and BRC (ref. to items 8.5.c and 8.6.b). b. The GS contacted FPL asking them to correct untrue show information published by one of their clubs on the internet. FIFe had not granted permission for a WCF judge nor could another WCF judge officiate in a special ring. The GS referred to article 5.6 of the Show Rules. FPL reacted promptly, and the information was corrected. 7.2 Ratification of dispensations to the Show Rules regarding the number of cats. a. ÖVEK (AT) for the show in Gänserndorf as International, with less than 150 cats b. FFH (CH) for the shows in Wollerau, as Int. with less than 150 cats c. UFU (UA) for the shows in Vinnytsia, as Int. with less than 150 cats d. FD (DK) for the show in Grindsted as International, with less than 150 cats e. CCU (CN) for the show in Tianjin as International, with less than 100 cats f. 3 7.3 Ratification of permission granted to FIFe Members to invite a non-fife Judge: a. Commission Matters 8.1 Statutes, Rules, Standards, EMS List, lists and forms Mrs. Carin Sahlberg had with the cooperation of Mr. Charles Spijker finalised the Excel EMS List 2018, which would be sent to the Members at their request. So far, six Members asked for this list. 8.2 Seminars a. Felis Romania (RO) applied for a compulsory student judges seminar in April in Bucharest. They sent a budget and 4 members of the JSC were invited as judges and would act as lecturers. This application was approved; the date was listed on the official show-list and the Agenda was uploaded on the website. b. AFA (AR) sent a request to organise a FIFe Judges Seminar, which would take place in Buenos Aires on the 15 th of June They included the agenda, which was approved by the JSC. The agenda was uploaded on the website and the seminar was listed on the official show-list. 8.3 Judges and Standard Commission a. The Vice-Secretary, Mr. Charles Spijker, sent the JSC some ideas for proposals regarding the Judges Rules, which had been discussed by the Board. He expressed the Board s desire that cooperation would be beneficial for all and asked for their feedback. He received a positive reply and 3 proposals would be used because the JSC already had other proposals. b. On the , Mr. Steven Jones, secretary of the JSC sent two sets of minutes; those of the physical meeting in Stavanger (NO), on and those of the video meeting on the c. Mr. Steven Jones sent the Treasurer information about a new videoconference system subscription, which would be used by the JSC. It was much cheaper than the previous one. d. The GS asked the JSC for BG C (category 4) and General Part Judges exam questionnaires in French and German. e. On the , Mr. Steven Jones, secretary of the JSC sent their minutes of the meeting, which took place on the in Schiedam (NL). f. The GS sent the JSC the request for guidelines or a manual on the organisation of compulsory student judges seminars (ref. item 6.1.g). 8.4 Show Commission a. On the , Mrs. Waltraut Sattler, secretary of the SC sent their minutes of the meeting, which took place on the in Schiedam (NL). b. On the , Mrs. Waltraut Sattler, secretary of the SC sent their minutes of the meeting, which took place on the in Lyon-Genas (FR). 8.5 Breeding & Registration Commission a. The BRC sent their recommendation on the request of FFH (see item 6.1.b). They stated that the FIFe BRR were clear about how cats suffering from these genetic diseases should be FIFe Minutes of the FIFe Board Meeting 02/ Vienna (AT) 3/7

4 registered and referred to article The reason why this clear statement was included in the rules was that FIFe does not support the breeding of cats suffering from these genetic malfunctions; not in FIFe and preferably not at all. The BRC felt that granting a dispensation for the registration of imported cats with this defect in their ancestry would provide back-door to breed these cats and to encourage breeders in other organisations to continue to breed these cats. The BRC stated that there were enough cats with osteochondrodysplasia in the ancestry already. FIFe should not support breeding more of these cats. The BRC could not support a dispensation to register cats cat with osteochondrodysplasia in the ancestry. The Board agreed with this recommendation and would discuss the recommendation of the HWC and then inform FFH. b. Mrs. Sarah Johnson, secretary of the BRC informed her commission colleagues and the GS that she wished to resign after the 2018 GA for personal reasons. Mr. Ole Amstrup, who had initially announced to resign from the BRC decided not to resign and to stay in function for one more year. c. The GS sent the BRC the question from FPL regarding the Toybob (ref. item 7.1.a). The BRC saw no problems to allow a cat of this breed at a FIFe show as a non-recognised breed. There was no connection to Scottish Folds or dwarfism. The Board agreed with this recommendation and would discuss the recommendation of the HWC and then inform FPL. 8.6 Health & Welfare Commission a. The HWC sent their recommendation on the request of FFH (see item 6.1.b). The HWC discussed the matter and referred to articles and 6.4 of the BRR. They realized that problems could arise when importing breeding cats from other federations allowing outcross with Scottish Fold cats and who register Scottish straight-eared cats as BSH/BLH/SRL/SRS, usually without DNA testing. The HWC was aware that since a few years a commercial test was available for the dominant mutation in the TRPV4 gene, causing osteochondrodysplasia in Scottish fold cats. They stated that one might argue that if a cat tested negative for this mutation it was not suffering from this affliction and could therefore be used for breeding and registration. According to the wording of article 6.4 it would therefore not be a problem to allow the registration of such straight-eared tested cats which lack the harmful mutation, but why would a breeder need to do it? The HWC wondered if there were not enough British cats being a very popular and widespread breed. The SRL/SRS were less common (at the moment) and a little bit different in type, but why the need to introduce cats with Scottish Fold ancestry into these four breeds? The HWC was not aware that the gene pool of Scottish Fold was so valuable as an outcross? The HWC did not recommend in general permission to use cats with Scottish Fold in their ancestry for breeding. Breeders should submit test results and present a carefully written breeding plan to their FIFe member explaining why these cats were valuable additions to their breeding. Using cats with Scottish Fold in the ancestry should not become a routinely accepted procedure. The HWC also pointed out that the paper describing the TRPV2 mutation reported that one cat with a Scottish Fold phenotype did not test positive for the mutation which meant that there could be other mutations in the same gene, which caused osteochondrodysplasia This would not be recognised by the available DNA test. The HWC recommended the Board not to grant this request from FFH. The Board agreed also with this recommendation and would inform FFH. b. The GS sent the HWC the question from FPL regarding the Toybob (ref. item 7.1.a). The HWC also saw no problems to allow a cat of this breed at a FIFe show as a non-recognised breed. They stated as well that these cats did not suffer from achondroplasia but were simply small cats. The Board also agreed with this recommendation and would inform FPL. c. Mrs. Carin Sahlberg, chairman of the HWC, copied the GS in on an answer to FBE regarding disinfectants. 8.7 Disciplinary Commission a. The GS asked the DC for guidelines, which they had offered regarding the requests of FB to accept non-fife functionaries as individual members. The GS received these guidelines, which were discussed by the Board. The Board was very content with the work of the DC but would still like to discuss these guidelines a bit more. b. The DC discussed the request sent by the Board (refer to item 6.1.d) and also concluded to deal further with this matter after the FB proposal to amend the Statutes had been dealt with by the 2018 GA. 5 9. Judges Matters 9.1 General a. FFS (SK) informed the GS that Mrs. Fanny Tavernise could not sit the exam in Breed Group C at the show in Geneva on the since there were not enough cats belonging to this Breed Group entered for the show. A new date would be sent. b. ANFI (IT) informed the GS that due to illness, Mr. Ad de Bruijn could not be examiner for the category 4 exam of Mr. Francesco Cinque. Mr. Gianfranco Mantovani would take his place. c. The examiners of the Breed Group A exam of Mrs. Sabine Jakobs, which took place in Brazil, informed the GS that she passed the theoretical exam but failed the practical exam. d. Mrs. Laura Scholten, International Judge categories 2, 3 and 4 and Breed Group B, asked the Board to be allowed to judge a few PER/EXO cats at a show in Malaysia where she was invited. The Board decided it could not grant this exception. e. Mrs. Maud Olsen Johansson, International category 2 judge from Sweden, informed the GS that she had decided to resign as a judge. The GS confirmed her resignation and thanked her for her years of service as an International FIFe Judge. f. Mrs. Lena Chapman-Sundberg, International category 3 and 4 judge from Spain, informed the GS that she had decided to resign as a judge for personal reasons. The GS confirmed her resignation and thanked her for her 27 years of service as an International FIFe Judge. g. Mrs. Stephanie Serraï, International category 2 and 3 judge from Sweden, informed the GS that she had decided to resign as a judge. The GS confirmed her resignation. h. The examiners of the category 3 exam of Mrs. Kaisa Savolainen, which took place in Poland, informed the GS that she failed the theoretical exam and thus could not sit the practical exam. 9.2 Permission to sit the FIFe Judges Exam: a. Mrs. Fanny Tavernise (CH) to sit the Breed Group C exam at the show in Siuntio (FI) on the in English with Mrs. Anne Paloluoma (FI) and Mrs. Sabine Mösch (CH). b. Mrs. Kaisa Savolainen (FI) to sit the category 3 exam at the show in Luboń (PL) on the in English with Mrs. Donatella Mastrangelo (IT) and Mrs. Sirpa Lindelöf (SE). c. Mr. Adrian Dragota (RO) to sit the category 4 exam at the show in Bregenz (AT) on the in English with Mrs. Anne Veland (NO) and Mr. Dietmar Sagurski (DE). d. Mrs. Pia Nyrup (DK) to sit the category 2 exam at the show in Hässleholm (SE) on the in English with Mrs. Bette Lind and Mrs. Minna Krogh (both DK). e. Mr. Rui Pacheco (IT) to sit the category 2 exam at the show in Locarno (CH) on the in English with Mrs. Anne Veland and Mr. Karl Preiss (both NO). f. Mrs. Helene Lis (SE) to sit the Breed Group B exam at the show in Horsens (DK) on the in English with Mr. Alexey Shchukin and Mr. Charles Spijker (both NL). g. Mrs. Kaisa Savolainen (FI) to sit the category 3 exam at the show in Kuopio (FI) on the in English with Mrs. Carin Sahlberg (FI) and Mrs. Minna Krogh (DK). 9.3 FIFe Judges Examinations passed: a. These judges were told it should be clearly stated in the catalogue that they were FIFe Judges and to send a copy of the non- FIFe show catalogue to the GS. All permissions sent in copy to the National FIFe Member. 10. Student Judges Matters 10.1 General FPL (PL) sent a student judge application which was not complete. The GS asked FPL for the correct details and FPL asked him to put it on hold Request for a preliminary student judges examination: a. 7 10.3 Notifications of the pass of preliminary student judge s exams: FD (DK) that Mrs. Tanja Trillingsgaard passed the preliminary student judges exam in category 3 on the in Nyborg. General Assemblies a. The Treasurer would travel to the venue for the 2018 GA, Monte Gordo to make necessary arrangements and inspect the premises. b. The Treasurer would contact ANFI to ask for venues for a future GA. 13. The FIFe website a. Mr. Charles Spijker, the Vice-Secretary, worked with the webmaster Mr. Rafal Lewandowski to adapt the Members List on the website as database driven similar to the judges list b. The Board discussed the development of a FIFe app. Mr. Karl Preiss, the Vice-Treasurer, would look into this. 14. World Cat Congress ANFI (IT) had organised the 2018 World Cat Congress in Milan and it had been a very successful and excellently organised event. Unfortunately, the WCC General Secretary, Mrs. Penelope Bydlinski had not been able to attend. 15 FIFe Breed Councils a. The BCA, Mrs. Nathalie Smits-Peelen, sent the Treasurer a list of payments of all BC members. b. Mrs. Nathalie Smits-Peelen sent the GS a complete list to be uploaded on the website 16. Any Other Business The GS asked what FIFe would do regarding the new EU legislation on data protection, the so-called GDPR. The President offered to contact Mrs. Britta Kjellin from Sweden, a lawyer who had studied this matter and ask her for a presentation at the 2018 GA. 17.
