1 Israel Nature and Parks Authority Israel s Annual Report for 2010 on Trade in Species Listed in the Appendices The Convention on International Trade in Endangered Species Wild Flora and Fauna (CITES) Prepared by: Simon C. Nemtzov for Israel s Scientific Authority, simon@npa.org.il and Eti Sabag and Merav Levi for Israel s Management Authority, u.achifa@npa.org.il Introduction This report consists two tables data from Israel on imports (Pages 5-13) and s/re-s (Pages 14-22) species listed in the appendices the CITES convention, for the year 2010, prepared in accordance with Article VIII, paragraph 7 (a) the Convention, following the Guidelines for the Preparation and Submission CITES Annual Reports (Notification to the Parties No. 2011/ February 2011). Israel s trade policy necessitates an import and permit from the Israel Nature and Parks Authority (INPA) for all wildlife, and for all protected species imported into the country (even non CITES-listed species). In addition, the INPA issues ficial CITES permits for the import CITES Appendix-I listed species, and for the or re- all CITES-listed species. Israel also has certain stricter domestic measures regarding trade in wild flora and fauna, and these were disseminated to the Parties in Notification No. 2004/025 on 30 April This annual summary consists data on the actual quantity specimens imported and ed (except for corals and flora, see below). The data in the tables were provided by the permit-holders and were approved by INPA inspectors. Imports The table Imports includes all permits issued for the import to Israel CITES-listed species for which specimens were actually imported; however the quantity the Corals and Flora (plants) in the table is not know, therefore the quantity permitted is listed. The 1
2 table includes a description (using the codes in the aforementioned Guidelines), the quantity actually imported, the ISO code for the country (the country ing to Israel), the number the Israeli import permit issued by the INPA, and the codes used for the Purpose and Source (described on Pages 3-4). For the imports live corals to Israel, details the species imported or country are not always listed. This is due to the practice whereby imports to Israel live coral colonies for commercial purposes are done by importers who are issued an INPA import permit with an attached list permitted species (all which are in Appendix II or are non-cites species), and import is allowed only from sources that are approved by Israel's Scientific Authority. For all CITESlisted specimens imported into Israel with a valid Israeli import permit, the CITES permit issued by the country is examined at the point entry into Israel. Note: Purpose and Source codes (described on Pages 3-4) are provided only for import permits for species listed in Appendix I and only for some permits Appendix II or III species. Note: Even where no source code is listed, it is import to note that Israel does not generally allow any import wild-caught specimens, this according to Israel's trade policy and its stricter domestic measures, in accordance with Article XIV Paragraph 1 the Convention, as detailed in Notification 2004/ April 2004, entitled "Israel: Stricter domestic measures concerning import and wild fauna and flora". Exports and Re-s The table Export and Re- Permits includes all permits and pre-convention certificates issued for the or re- from Israel CITES-listed species for which specimens were actually ed or re-ed. However the quantity Flora (plants) in the table is estimated. The table includes the CITES description code (following the Guidelines), the quantity ed or re-ed, the ISO code the destination country, the number the Israeli or re- permit or pre-convention certificate (identified as those specimens with source code O), the ISO code the country re-s (which in most cases is the country last ), and the Purpose and Source codes (described on Pages 3-4). Note: Only Re- permits have a country listed in the column " re-s"; for Export permits this column is left blank. Language: This report was written and submitted to the CITES Secretariat in English, in accordance with Resolution Conf (Rev. CoP14) and the Guidelines for the Preparation and Submission CITES Annual Reports, which require the report to be in one the three ficial languages the Convention. 2
