In late October, Maryland was forced to hunker down as Hurricane Sandy approached. The authorities warned of extensive stormrelated damage and ordered residents of Ocean City to evacuate because of gale-force winds and heavy rains. Residents were told to plan for flash floods and widespread power outages. In Western Maryland, residents were advised to expect heavy snow and power outages. The path of the storm up the coastline caused millions of people to face longterm power outages. Hurricane Sandy Rips through Maryland Homes, businesses, and vehicles were damaged or destroyed in the hurricane contributed to three (3) deaths in Maryland. Every part of Maryland felt the effects of Sandy s approach but our neighbor states to the north, realized greater devastation. Save the Date Bull Roast Saturday June 15, 2013 Were you prepared for the storms approach? Did you have a plan if the power went out? Did you have adequate food and water for a minimum of 72 hours? If you were separated from your family would you have a means to communicate, even if cell phone service was interrupted? If you can t answer yes to these questions you need to sit down today and develop a plan that will keep you and your family safe during an emergency such as a hurricane, blizzard, and power outages just to mention a few. In the event of a wide spread disaster, first responders will be dispatched to the most serious incidents first, leaving you and your family to care for each other. The Federal Emergency Management Agency (FEMA) suggests (Continued Page 8)

2 The Dog Eared Gazette 2 C HALLENGE COIN CHALLENGES MEMBERS Submitted by Dennis Ciesla The Challenge Coin has a rich history of being an identifier of merits obtained. Most date its beginning back to World War II, some prior to this. Many a solider would weave tails of their exploits and experience. When asked for proof of their soldering they would display their Challenge Coin proving their worth. Then there were those who could not put up, so they would shut up and buy a round for all at the bar! Chesapeake Search Dog s Operational Members have taken it upon themselves to evoke this rich tradition of marking Operational Achievement and challenging others to meet the same mark. The coin was designed and produced by Operational Team Members. You will note the K9 print centered on the cross and surrounded by the words Chesapeake Search Dogs this is the Team s logo. The outer band of red engulfs the year 1998, the year CSD was founded, along with the Teams mantra That Others May Live. The red color represents the Red Hat that is awarded when a Team Member reaches Operational status. The reverse of the coin displays an outer band inscribed with the words: *Integrity * Dedication *Compassion * Persistence* These words are not found in any Team standard but rather, personal fortitude found within the searchers themselves. The searcher, K9 s in silhouette, Veterinary caduceus and communications tower all represent Team resources required to meet the core mission of the Team. To provide deployable K9 resources 24/7 to Law Enforcement and other qualified requesting authorities. On the bottom of the coin is a band that allows for identification of each specific coin. The production of these coins consists of the following: A number of coins were minted with CSD and a Team identifier number on them. These are only awarded to members when they reach Operational Status. Another run of these identical coins were produced and engraved with CSD K9. These coins are used as medallions and are only awarded to K9 s upon their achievement of Operational K9. These medallions are worn as part of their Class A uniform. A second set was minted with only plating on them; these are for internal Team use only and are used as a positive challenge for members as they go through the process of becoming Operational. The third set of coins are sequentially numbered and can be purchased for $25. They are also used for presentation to non-team members in appreciation for special services rendered to the Team. 3 The Dog Page Eared 3 Gazette 3 omms orner Call Sign K9MST C HESAPEAKE SEARCH DOGS AMATEUR RADIO CLUB Cross Band Repeater Maryland as well as many other states recognize the VHF frequency as the common search and rescue frequency to be used during ground operations. The VHF simplex propagation characteristics are ideal for short-distance communication, with a range somewhat farther than line-of-sight from the transmitter. However, land features such as hills and mountains, heavy foliage, and the weather can have an adverse effect on reliable communications. To improve radio communications cross band repeaters may be used to retransmit the signal over greater distances. A cross band repeater functions very much like a standard repeater. It contains a receiver and a transmitter but it operates on different frequencies. Voice signals that the repeater receives on its input frequency are automatically retransmitted on its output frequency. To illustrate how we can improve radio communications by using a cross band repeater let s review a typical search scenario in a rural mountainous setting. The authorities are notified of an overdue hiker in the area of Quirauk Mountain located in Washington County, Maryland. The area to be searched covers both sides of the 2100 foot high mountain. Simplex radio transmission cannot penetrate the mountain. Incident Command (IC) takes up a position on the east side of the mountain and needs to communicate with search teams on both sides of the mountain. The mountain s treacherous landscape will not permit the IC to be on top of Quirauk Mountain, but a 4-wheel drive vehicle equipped with a cross band amateur radio can be deployed to the mountain top. Using a UHF hand held 5 watt radio the search team located on the east side of the mountain can transmit on a UHF frequency to the cross band repeater located on the top of the mountain. The received signal is automatically retransmitted on the VHF transceiver and the search teams on the west side of the mountain can receive the transmission. The reverse happens when the search team on the west side of the mountain transmits a signal to the mountain top cross band repeater. Chesapeake Search Dogs (CSD) has used cross band repeaters during training sessions with success. CSD operates both the Yaesu and Kenwood cross band radios and Wouxun dual band radios for training and live search activities. CSD is also equipped with commercial Vertex mobile and hand held radios that are narrow band compliant when communications are to be conducted on the VHF SAR frequency, The next time you need to improve radio communications consider using a cross band repeater.

4 The Dog Eared Gazette 4 Survival Night By Giancarla Calzetta 55% of rescue calls result from error. Poor planning and bad judgment can make a bad situation worse. A quote sticks with me, if you fail to plan, you plan to fail. So as I volunteered to spend the night by myself in the woods and was well aware of the discomfort I may feel, I know that I was being given the opportunity to learn skills that might be the difference in saving someone else s, or even my own, life someday. Enter Survival Night, a rite of passage and mandatory requirement for all Chesapeake Search Dog (CSD) team members. There s a good reason it can take more than a year to become operational as a search and rescue technician (SAR Tech). Anyone that is willing and eager to assist in the search for the missing or lost in wilderness areas must possess the necessary training, skills and education to avoid becoming a victim themselves. SAR Techs must also have the right amount of humility to know when they are ready to be deployed safely. CSD team training is thorough, situational and prepares its operational members to safely and successfully enter the field of real-life search and rescue. Survival night, one of the most recently earned notches on my belt, requires the inductee to report for standard field training at 0900 hours and then instead of wrapping up by 1700 hours and retiring to your own bed, to continue training into darkness. During the day in between field searches, we were lead to our respective camp sites and given instruction on how to build a fire ring, construct a shelter with minimal supplies, gather firewood, start and keep a fire going, etc. Did you know that rocks with any moisture in them can explode if they are heated up? Note: this is good knowledge when building a safe spot for a fire as often times the only rocks to be found are at the streambed. We were also given instruction on what to carry in a survival pack. So we trained as we always do and as lightness gave way to night, many of the team members stayed and built their own fire back at base (mostly from firewood that the newbies had gathered). We ate and set out for night land navigation. By approximately 2200 hours, it was time to retire to our self-constructed campsite, settle in and prepare for a long night in the woods. The true task was to stay up all night and keep the fire going as if we had been on a search all day and were unable to return to base or perhaps found a person needing assistance that could not be moved until the next day. I kept thinking to myself, no problem, I can stay up all night. What I didn t factor in was how active I was all day and truly how much firewood is needed (triple whatever you think you would need) to keep a fire going through the night. This is the reality and one of the lessons I have pocketed from this experience. Being November, I was treated to a relatively mild day but temps definitely fell at night and the fire became your best friend, your only friend. It was not an easy night in many ways but I was lucky to have been given this opportunity by choice: To learn because I wanted to, not because I had to. I realize that should I ever find myself in the position to test these newly acquired skills that I may not have a team looking over me back at base, I probably won t have been preparing for it all day, the weather could have presented much bigger challenges, and the needs of anyone I may be assisting would place another priority on my hands. So many factors can play into your decisions in this scenario and your decisions may be the only thing that will keep you and any other victims alive. I wanted to experience survival night so I could practice making good decisions. I planned to survive Liberty Road, Eldersburg, MD Hours Monday Saturday 9am 10pm

5 The Dog Eared Gazette 5 N ATURAL RESOURCES POLICE T HEN AND NOW During the nineteenth century fleets of schooners from New England began dredging the Chesapeake Bay for the abundant bounty of Maryland s oysters. Anger quickly emerged when local watermen saw outsiders with better equipment invade Maryland waterways and take their resources. Militias were formed to protect their interests and the government had to act. In 1868, the Maryland General Assembly created the State Oyster Police to enforce the oyster laws of the Chesapeake Bay and to ensure revenues from the sale of annual licenses. Some 103 years later on July 1, 1971, the Maryland General Assembly created the Natural Resources Police (NRP). The Natural Resources Police (NRP) serves the State by enforcing conservation and boating laws, homeland security, search and rescue, emergency medical services, education, and information and communication services. Like the Maryland State Police the Natural Resources Police have statewide jurisdiction. The NRP is comprised of approximately 249 officers and civilian and volunteer personnel. Under the command of the Special Operations Division (SOD) the NRP provides highly trained officers and reserve officers to assist with missing person investigations within the State. Whether the NRP is the primary investigative agency or supporting another law enforcement agency, these dedicated men and women are always ready to respond. The NRP utilizes volunteer search and rescue teams to augment their search and rescue activities. Non Government Search and Rescue (NGO SAR) teams, like Chesapeake Search Dogs (CSD), must meet the NRP s Volunteer Search and Rescue Team Standards in order to be deployed. These standards address both the team and individual requirements. Every family should have an emergency kit with the following minimum supplies: Nonperishable foods Gallon of water per person, per day Battery-powered or hand crank radio and a NOAA Weather Radio with tone alert and extra batteries for both Flashlight and extra batteries First aid kit Prescription medication and glasses Whistle to signal for help Dust mask to help filter contaminated air and plastic sheeting and duct tape to shelter-in-place Moist towelettes, garbage bags and plastic ties for personal sanitation Wrench or pliers to turn off utilities Manual can opener for food Local maps Cell phone with chargers, inverter or solar charger Infant formula and diapers Pet food and extra water for your pet Cash or traveler's checks and change Important family documents such as copies of insurance policies, identification and bank account records in a waterproof, portable container. Emergency reference material such as a first aid book or free information from this web site. (See Publications) Sleeping bag or warm blanket for each person.
