1 2007 Beagle Advisory Committee Minutes 70 th BAC Meeting At 9:30 AM EST the meeting was called to order by Mel Stewart, Chairman, for those on site at the Raleigh, NC office in order to view the video tape Carrying the Line. Those attending in person included Gary DeFoor, John Prianti Vic Costanza, George Fields, Robert Oliver, James Grimes, Art Boger, Ron Anderson and Jerry Knuth. AKC staff included Bill Speck, Vice President Performance Events, Doug Ljungren, Director of Performance Events, Mel Stewart, Hound Field Director, Jim Odle, Assistant Field Director, Michael Sergio and Bill VanDeBogart, Senior Field Representatives, Lisa Carroll, Karen Reuter and Lisa King. Appalachian Beagle Gundog Federation, Mid America Gun Dog Fed, all unaffiliated Gundog Brace Clubs Items for Resolution Placed on the Agenda from the 2006 BAC For Discussion - Grand Field Champion. Vic Costanza spoke first for the sub-committee that had been appointed to study this issue. Vic indicated the idea of the Grand Field Champion would show case all Field Champions at the association level. A win at an Association level Championship event would be awarded the title Grand Field Champion. Ron Gray indicated it should be tougher to attain than one win, perhaps 2 wins and 60 points. Scotty Panell agreed with Ron Gray. Mel posed the question as to whether or not there was enough interest expressed for this event. Bill Speck indicated it would have to be a non-regular event and not carry a championship title. They would need to run it for a year or two and review the numbers. Scotty Pannell asked if there is a need to pursue this? Item was dropped at this point. Items to be Voted On A vote of two-thirds in support of the topic is necessary for passage. 1) Beagle Field Trial Rules and Standard Procedures for Brace, Small Pack and Small Pack Option Field Trials, Procedure 6, 6-B to: The running order of the hounds entered in each class shall be determined by the drawing, and the hounds shall be drawn in braces, or trios if applicable for the first series. Delete: Should a second hound owned by the same person be drawn in the same brace or 2
3 trio, that hound will change places with the next hound drawn which is not so owned. This change will be made with a hound drawn late if possible, but may be made with a hound drawn earlier if necessary. The running together of two or three such hounds may be permitted in the first series when a separation is impossible, but in no other case. Mel Stewart made it clear that a yes vote was to delete the verbiage. Procedure 6, 6-B remains as is. 2) In order to deal with less than six hounds in a class, amend current Chapter 9, Section 1: However, if when the entries are closed, it is found that there are fewer than six hounds of a sex eligible to compete in any class, that class shall be combined and run with both sexes in a single class if possible, but no classes shall be combined under any other circumstances. to read: However, if when the entries are closed, it is found that there are fewer than six hounds of a sex eligible to compete in any class, at the discretion of the Field Trial Committee that class may be combined and run with either both sexes or sizes in a single class if possible, but no classes shall be combined under any other circumstances. 4 Robert Oliver Gary Hanks John Prianti Results: 6, 7. Chapter 9, Section 1 remains the same. New Business Items to be Discussed at the 2008 BAC 1) There was a request for a trio format. Jerry Knuth indicated this one issue got more support from Traditional Brace and SPO and made the motion to put on next year s agenda. John Prianti seconded the motion. The Committee voted unanimously to bring this forward for a vote at the 2008 BAC. 2) Beagle events currently have no minimum age for entry. Most Performance Events have a minimum requirement of 6 months of age. The AKC Performance Events Department would like there to be a 6 month old limit for all events. The BAC was unanimous that this request would not be an issue for Beagle events. The Committee further decided this issue could be passed at this meeting and did not need to be voted on again next year. 3) Vic Costanza addressed 6 B, page 48 of the rulebook concerning Large Pack clubs splitting the packs. He indicated that the Large Pack Futurity asked that he bring this forward and made a motion to add to next year s agenda. Robert Oliver seconded the motion. The Committee voted unanimously to add this item to the 2008 BAC Agenda. 4) Gary Hanks brought up a problem strictly for the SPO people, suggesting they go back to 1 licensed trial per calendar year. Trial dates are currently overrunning each other and entries per trial are down. Mel Stewart indicated that it is an option for clubs to run 2, it is only a requirement to run 1. For the outlying areas it is helpful, the interior clubs is where the overlapping occurs. Scotty Pannel, put in form of a motion, asked that they be given a year to discuss with the participants. More discussion followed. Some members expressed opposition as some clubs hold a variety of formats and this would limit them. Gary withdrew the motion indicating this could/should be handled at the Federation level. 5) Scotty Pannell raised the question of why field trial recording/service fee was $2.00 which two-couple pack was $3.00 per entry. Doug Ljungren answered that the Board just voted to raise the field trial fees to $3.50 per entry. Ken Marden, AKC Board of Director and Liaison to the Delegate Field Trial Committee joined the meeting at 11:05 AM. 4
5 6) Ron Anderson indicated they would like to see entrants starting by score and motioned to remove the defeated dog in the first series of Brace trials. This motion died for lack of second motion. 7) John Prianti indicated the Gundog Brace people would still be interested in a Gundog Brace National. Mr. Speck said he felt there needed to be more entries in this format to justify a National Championship title. However, the interest by the Gundog enthusiasts was duly noted. COO John Lyons joined the meeting at 11:30. Discussion on The Future of Brace/Small Pack Field Trials Art Boger indicated that David Bagaley s proposal takes away the option for the Traditional Brace field trial and they were adamantly opposed to this proposal. He introduced an alternative proposal. (1) Bring judges back into the seminar setting. Beagle judges if they have never judged must attend a seminar. After 6 years, they would be required to attend an advanced seminar where the focus would be on the judging standards and procedures supported by a judges panel open discussion. (2) Differentiate field champion title. (3) Two Strikes and You re Out - The AKC Field Representatives would take a more hands on approach with judges that are clearly not judging according to the rules. (See attachment for more complete description of these recommendations.) Ron Anderson posed the question, why shouldn t Brace Beagles have to be cast/shot over? Scotty Pannell indicated that they (BAC members) weren t even talked to by David Bagaley or the Delegate Committee. He felt this was insulting and wrong. Jerry Knuth agreed with Scotty. Gerald Ells agreed with Art Boger s idea except the extra judging seminar. James Grimes was in total agreement with the proposal made by Art. Doug Ljungren stated that the sport needs to understand that the status quo is not an option. There is no getting over this time period and then going back to the way things were. Things need to change for the betterment of the breed. George Fields stated that we can all co-exist. John Lyons indicated that if it evolved into a problem, it was possible to evolve into a solution. 5
6 Ron Gray agreed with Art s recommendation. He felt there may be some older judges that quit but the change needs to be made. Vic Costanza agreed with Art. There is room for everyone to enjoy what they re doing. He then gave credit to the Traditional Brace Beaglers for starting the sport in this country and indicated that all Beaglers need to stick together. Gary DeFoor stated there is pride amongst the different facets of the sport and Mr. Bagaley s proposal shows a tremendous lack of respect. Scotty Pannel was disturbed that one person could get all this started especially without discussing with the BAC first. Robert Oliver read a letter indicating the UBGF is not in favor of changing their titles as proposed in Mr. Bagaley s proposal. Gary Hanks indicated he thought Art had come up with a solution to this and he supported Art s proposal. John Prianti agreed with everything said so far. He then read a sentence from an he received from Nick Petrovich, Jr., President of the AGBF: we are in full support of leaving Traditional Brace people alone Personally, I feel that these older members have kept this game together for all these years, and it would be a slap in the face, to change the sport they love for a few radical opinions. Ron Anderson even if we get the ship back on course we still don t need brace and gundog brace, all the dogs would be shot over and cast to hunt. Babbling, pottering are faults. The current situation is not helping the breed. Doug Ljungren read the petition he received addressed to the Board of Directors of the American Kennel Club. 496 people had signed it. He will take it to the Delegate Committee and the Board. The Committee agreed it was impressive to see this kind of grass roots support. Art Boger stated that Mr. Bagaley had made a statement to the Delegates Committee that the BAC would not be interested in handling this issue since I have personally spoken to several junior and senior members of the BAC and those members agreed with me that it should go from the Delegates FT Committee to the Board of Directors. Art Boger proceeded to poll each BAC member individually to see if David Bagley had contacted them prior to the March Delegates Meeting in 2007: Gerald Ells. Jerry Knuth. James Grimes. 7 Ron Gray Vic Costanza Gary DeFoor David handed him a paper at the meeting in January but did not discuss how this issue should be handled. Scotty Pannell Robert Oliver Gary Hanks John Prianti Art concluded from this poll that David Bagaley had not spoken to anyone on the BAC other than perhaps the representative from the NBC. His statement to the Delegates Committee appears to be incorrect and deceiving. Mel Stewart asked Mr. Boger if he would you like to make a motion. He did and George Fields seconded. A vote was taken to adopt and support the proposal put forth by Art Boger. The results were 12, 1 (Ron Anderson). Art Boger thanked the LP, SPO and Gundog Brace Community for their support. AKC Staff will present the BAC recommendations to the Delegates Committee on September 9 th. Bill Speck indicated that the AKC Board will take note of the outcome of this meeting. The Brace community itself has noted that they have a problem and they will address it. Bill Speck urged the BAC to have their Delegates, if they have one, to attend the Delegates Field Trial Committee meeting September 9 th. The meeting was adjourned at 12:35 PM. Update Since the BAC Meeting 1. The AKC staff felt it was appropriate to review the BAC recommendations regarding the future of Brace/Small Pack Field Trials with the National Beagle Club Board of Directors. This will occur in vember. 2. The AKC Field Trial and Hunting Test Delegates Committee at their September 9 th meeting voted to delay a decision regarding their recommendations to the AKC Board of Directors for a minimum of 2 years but no longer than 5 years in order to give the BAC s recommendations a chance to work. 7
