Increasing limits will allow more animals to be adopted from the shelter; will prevent as many animals from being surrendered and will generate additional licensing income for the City of Los Angeles. The many places that have higher limits have not experienced negative impact as the results of such limits. All animals deserve a chance to find a loving home, and if there are people willing to adopt multiple pets, there should be nothing that prohibits that. Thank you for your kind attention. Specifically, on November 25th our Neighborhood Council overwhelmingly voted to support amending LAMC to increase the limit to 5 indoor cats and 5 dogs for residents of Los Angeles. We also are in agreement with the rationale provided in the Nov 15th letter from LAAS' General Manager, Brenda Barnette, entitled "CF Number of Cats/Dogs Owned by Residents, Report from LAAS to Public Safety." Increasing limits will allow more animals to be adopted from our North Central shelter, will prevent as many animals from being surrendered and will generate additional licensing income for the City of Los Angeles. Our stakeholders in Northeast LA supporting this motion include Trap-Neuter-Return (TNR) organizations such as FAST ( who over the past year has helped over 350 homeless community-owned cats get neutered. The many areas which have higher limits or no limits at all, including the counties of Riverside, San Diego, and Santa Barbara, and the City of Santa Monica, have not experienced a negative 1/2
