The analysis of the information which were sent by regional veterinary officers concerning the main infringements detected during inspections of means of transport shows that the most discrepancies concerns documentation required according to the Council Regulation no. / - there is 44 such infringements mentioned in points 6, 7, 8, 9, of the table above (invalid or lack of certifícate of mean of transport, lack of license for driver and attendance lack of approval for transporter, lack or improperly filled journey log and etc.). The next element, which appeared to be a big number of infringements, is construction and technical condition of mean of transport. The following group of important deficiencies constitutes time of transport. Furthermore, I would like to inform you that the discrepancy between the number of infringements found and the number of actions taken by Polish veterinary service according to the discrepancies which were detected, is due to the fact that in some of the consignments there were found some of irregularities being one type of violation, and only one correction action was taken. In some cases irregularities of minor importance had been detected thus corrective measures were undertaken on place. The number of total infringements from the analysis differs from the number of total infringements from the annual report on the protection of animals during transport because in the table from annual report there are also information on inspections.carried out by RTl (Roád Transport Inspection).

The action plan to correct the main infringements detected during inspections carried out in 9 in the field of the protection of animals during transport.. Taking into the account that total amount of infringements concerning journey time and journey logs was 48, and the fact that journey time is one of the most important thing in animal welfare issues during transport of live animals, the Chief Veterinaiy Officer of Poland has sent to all regional veterinary officers the letter no. GIWZ.43/AW-9/, where he has reminded of: -the necessity of verification of the records in journey logs; -the necessity of detailed control of journey time based on journey logs and in uncertain cases also on base of records from tachographs and navigation system; -necessity of exact calculation of journey time, especially when animals are loaded in different places Moreover, the Chief Veterinary Officer has recommended in letter, that district veterinary officers should apply to carriers for records from navigation system from % of transports that have been sent from their districts and % of transports that have arrived to the districts.. In the third quarter of the year the CVO instruction concerning the control of means of animal transport no. GIWz.4.AW-4/9 will be updated as regards details of the methodology of the inspections. Especially, the focus will be put on the issues such as: requirements for means of transport, journey time, including verification of journey logs fitness for transport handling with animals and actions taken in case of infringements during transport. 3. Chief Veterinary Officer has sent the letter no. GIWz.4/AW-9/ on 4 July to the Ministry of Agriculture and Rural Development, concerning the necessity of amendments in Polish legislation, especially in Act of August 997 on protection of animals, which might enable the Veterinary Inspection to impose a mandatory fine in case of violation of provisions on animal transport, excluding the cases which are recognized as an act of cruelty. The possibility to impose of severe financial penalties by Veterinary Inspection would enable effective enforcement of the provisions in case of detecting the infringements on animal welfare.
