14 14 Border inspection Veterinary checks Council Directive 91/496/EEC of 15 July 1991 laying down principles governing the organization of veterinary checks on animals entering the Community from third countries... Definitions: importer shall mean any natural or legal person who presents animals for importation itno the Community; consigment shall mean a quantity of animals of the same species, covered by the same veterinary certificate or document, conveyed by the same means of transport and coming from the same third country or same part of such country; border inspection post shall mean any inspection posrt located in the immediate vicinity of the external border of one of the territories referred to in Annex 1 to Council Directive 90/675/EEC [...] and designed and approved in accordance with Article 6. 15 Border inspection Veterinary checks Definitions: documentary check shall mean the verification of the veterinary certificates or docuemnts accompanying the animal; identity check shall mean verification, by visual inspection only, for consistency between the documents or certificates and the animals and for the presence and conformity of the marks which must appear on the animals; physical check shall mean a check of the animal itself, possibly including sampling and laboratory testing and, where appropriate, additional checks during quarantine 15 Jan Van Seghbroeck - DVM - Expert DG Control Policy 15
16 Prenotification: Border inspection Principles Art. 3 1 (a): importers are obliged to give one working day's notice to the veterinary staff of the border inspection post where the animals are to be presented specifying the number, nature and estimated time of arrival of the animals; using a document drawn up in accordance with the model common veterinary entry document (CVED) as defined in Commission Regulation 282/2004: first page 2 hours in case of an airport BIP 16 Jan Van Seghbroeck - DVM - Expert DG Control Policy 16
17 Border inspection Principles Prenotification: prenotification sent via /fax or TRACES importer has the responsibility to send the prenoticitaion on time and filled signature!!! if prenotification is not sent or not adequatly filled, fee is higher (in HU) prenotification document is registered and kept till the arrival of the consignment, then accompanies the consigment official vet carries out a pre-documentary check 17 Jan Van Seghbroeck - DVM - Expert DG Control Policy 17

30 Entry of pet birds to the EU Pet birds accompanying their owners: Commission Decision 2007/25/EC of 22 December 2006 as regards certain protection measures in relation to highly pathogenic avian influenza and movements of pet birds accompanying their owners into the Community max 5 birds!!! OIE country of origin and export quarantine for 30 days or 30 days quarantine at destination or vaccination against H5 in 60 days (2x) or export quarantine for 10 days and sampling for the antigen or genom of H5N1 certificate and declaration of owner according to Commission Decision 2007/25/EC 30

33 Border inspection identity check birds have to be identified with an individual identification number by means of a uniquely marked seamlessly closed leg-ring or a microchip the individual identification number must contain at least: the ISO code of the exporting third country performing the identification, a unique serial number; the individual identification number must be registered on the animal health certificate 33 Jan Van Seghbroeck - DVM - Expert DG Control Policy 33
34 34 Border inspection physical check Inspection regarding their fitness for travel and a clinical examination, which may include the collection of samples (Annex II of Commission Decision 97/796/EC) 1. Assessment regarding the fitness for travelling: Have to take into account: the length of journey already undertaken and remains to be undertaken the feeding, watering and resting arrangements that had been provided Commission Regulation 1/2005 of 22 December 2004 on the on the protection of animals during transport and related operations... 35 Border inspection physical check 2.Clinical examination individual: on live biungulate animals and equidae, by ensuring in particular that all such animals are unloaded at the border inspection post in his presence not individual: poultry, birds, aquaculture animals, including all live fish, rodents, lagomorphs, bees and other insects, reptiles and amphibians, other invertebrates, certain zoo and circus animals, including biungulates and equidae, considered to be dangerous, fur animals no examination: live fish, crustaceans and molluscs, and animals destined for scientific research centres having a certified specific health status, contained in sealed containers under controlled environmental conditions 35 Jan Van Seghbroeck - DVM - Expert DG Control Policy 35
36 Border inspection physical check 2.Clinical examination Shall comprise at least the following: 1. a visual examination of the animal, including an overall assessment of its health status, its ability to move freely, the condition of its skin and mucosae and any evidence of abnormal discharges; 2. monitoring of the respiratory and alimentary systems; 3. random monitoring of the body temperature (not have to be carried out on animals when no abnormalities have been detected under points 1 or 2) 4. palpation is only required when abnormalities have been detected under points 1, 2 or Jan Van Seghbroeck - DVM - Expert DG Control Policy 36

Sampling procedure Sampling shall be undertaken with a view to check compliance with the health requirements laid down in the accompanying veterinary certificate. At least 3 % of the consignments shall be subject to a serological sampling on a monthly basis. At least 10 % of the animals of the consignment shall be sampled, with a minimum of four animals. If problems are found, the percentage must be increased. The official veterinarian may also take any other samples from animals in a consignment. Sampling procedure If sampling takes place based on a suspicion the consignment remains at the BIP till the arrival of the laboratory results (sampling cost beared by the importer) If the sampling takes place based on a random procedure the consigment can continue its journey (in case of accession) If result is positive: data is entered to TRACES, notification to destination LVU and importer reinforced checks for 4 times 38

41 Accession to the EU Article 7 of Commission Decision 139/2013 Direct transport of birds to approved quarantine facilities or centres Birds shall be transported directly from the border inspection post to an approved quarantine facility or centre in cages or crates. The total journey time from that post to that quarantine facility or centre must not normally exceed nine hours. When vehicles are used for this journey they shall be sealed by the competent authorities with a tamper proof seal. 41
42 Rejection at border Return or destruction the reason has to be clearly explained on the second page of the CVED all documents have to be filled and stamped on each page with the word REJECTED in red as laid down in Annex III of Commission Decision 97/794/EC the official veterinarian issues a decision which is given to the importer destruction if return is not possible and in case of serious animal or public health risk 42 Jan Van Seghbroeck - DVM - Expert DG Control Policy 42
