Movements into a Member State from another Intra-Union trade Council Directive 92/65/EEC (as last amended by Directive 2013/31/EU of EP and Council) Non-commercial movement: dog accompanying its owner when its owner moves across EU borders = pet animal (no transfer of ownership, no sale, maximum number + derogations from that number) Regulation (EU) No 576/2013 of EP and Council Commission Implementing Regulation (EU) No 577/2013

Veterinary checks under intra-union trade rules (Directive 90/425/EEC) Obligation at origin: MS of dispatch shall ensure that animals subject to trade satisfy applicable requirements and inform MS of destination (TRACES) Obligation at destination: MS of destination may carry out non-discriminatory veterinary (documentary and identity) spot checks to verify compliance with applicable requirements (where necessaryphysical checks: may take samples - action in case of non-compliance) - no longer carried out at frontiers during the transport of animals in its territory: MS of transit or of destination may also carry out checks where it has information leading it to suspect an infringement. Commission initiatives (2) Training of EU and TC officials in the framework of the Better Training for Safer Food Commission initiative started in December 2013 aiming at providing to veterinary services and customs staff a common understanding of the EU legislation in relation to the cross-border movement of dogs and cats and its control (e.g. lectures/discussions on key concepts of "non-commercial", "trade" and "imports", practical sessions in TPE/BIPs); training trainers (dissemination of information, including training of authorised veterinarians); exchanging experience and intelligence within a newly-built network; 20 four-day workshops by end of 2016: 610 participants from MSs, CH, NO, IS, MA, TN, B&H, IL, TR, UA, AL, EG, BY, RS
