U.S. DEPARTMENT OF JUSTICE FEDERAL BUREAU OF PRISONS MONDAY MORNING February 27, 2012 HIGHLIGHTS Director and Union Presidents Meet On February 15, 2012, for the first time since becoming Director, Charles E. Samuels, Jr., met with the Presidents of the Council of Prison Locals (CPL), American Federation of Government Employees (AFGE). Dale Deshotel, President of CPL 33, welcomed the Director to the gathering held in Washington, D.C. Director Samuels reiterated that he will do everything possible to ensure staff have the tools they need to be able to perform their jobs safely and effectively. Director Samuels noted that he understands some staff are cautiously optimistic about him as the new Director. He knows that this sentiment can strengthen only through good decision-making. He is not cautiously Staff News 4 Mission of the Bureau of Prisons It is the mission of the Federal Bureau of Prisons to protect society by confining offenders in the controlled environments of prisons and community-based facilities that are safe, humane, cost-efficient, and appropriately secure, and that provide work and other self-improvement opportunities to assist offenders in becoming law-abiding citizens.

Director recognizes CPL 33 President Dale Deshotel on his 25 years of BOP service In Memoriam: Joseph Kramer On February 15, Joseph E. Kramer, FCI Pekin Senior Officer, passed away unexpectedly. He was 33 years old. Officer Kramer began his BOP career as an Emergency Medical Technician at FCI Pekin in September 2007. He is survived by his wife, Alina; daughter, Madison; parents, Steve and Lori Kramer; and three brothers. Cards and letters of condolence can be sent to the attention of T. A. In Memoriam: Phillip Rodriguez On February 14, Phillip Rodriguez, FDC SeaTac Senior Officer Specialist, passed away unexpectedly. He was 50 years old. Prior to joining the Bureau, Officer Rodriguez served in the U.S. Army from 1980-1985. He began his BOP career as a Correctional Officer at USP Lompoc in 1986. He also worked at FCI Loretto and USP Atwater before transferring to FDC SeaTac in 2006. He is survived by his wife, Treva; daughter, Seresa, and granddaughters, Justice and Destiny. FCI Sheridan Participates in Prisons and Beyond Program and Hosts Reentry Panel On February 9, FCI Sheridan staff participated in the Prisons and Beyond program at the U. S. Courthouse in Portland, Oregon. The program, sponsored by the U.S. Pretrial Services for the District of Oregon and FCI Sheridan, is offered four times a year. Unit Management staff, U. S. Probation staff and former offenders were panel members. They answered questions and provided general information about incarceration within the BOP. The audience included sentenced and pretrial defendants and their families, attorneys, university students, and representatives from community corrections and other community agencies. The purpose of the program is to alleviate stress and anxiety for defendants, as well as to assist them to prepare for incarceration and eventual release back into the community. On February 16, FCI Sheridan held a reentry panel, developed and facilitated by John Kinkade, Reentry Affairs Coordinator. The reentry panel is designed to assist inmates who are nearing release get answers to their reentry questions. The panel consisted of former FCI Sheridan inmates, U. S. Probation officers, and a representative from a residential reentry center. Topics discussed included employment and assistance, as well as the psychological and emotional effects of the transition process and the importance of establishing effective reentry plans. MCFP Springfield Implements First Patient Care Provider Team MCFP Springfield s Behavioral Health Care (BHC) Unit recently implemented the institution s first fully functioning Patient Care Provider Team (PCPT). The primary goals of the BHC Unit are to evaluate and treat mental illness, restore and maintain physical wellness, and safely house and care for mentally ill inmates.

Monday Morning Highlights Page 3 The implementation of the PCPT structure assists the BHC Unit in streamlining sick calls and allows the nursing staff to function more effectively; it also improves communication among the physicians and physician assistants. The Behavioral Health PCPT team is supported by Doctor Mahmood Choudhury, Physician Assistants Jennifer Taylor and Stacie Pierce, Registered Nurses Karrie Wright and Joni Krider, and Nurse Manager Karen Groves. National Wear Red Day. The U.S. Department of Health and Human Services and the American Heart Association established National Wear Red Day to educate the public about heart disease, the number one cause of death for women. Ms. Barr discussed famous African-American women and their positive impact, and the importance of building bridges in the workplace and the community.
