IMPORT HEALTH STANDARD FOR THE IMPORTATION OF CHINCHILLA (Chinchilla laniger) INTO NEW ZEALAND FROM GREAT BRITAIN 1 IMPORT HEALTH STANDARD Pursuant to section 22 of the Biosecurity Act 1993, this document is the import health standard for the importation of chinchilla (Chinchilla laniger) into New Zealand from Great Britain. 2 PERMIT TO IMPORT 2.1 Prior to importation, it is mandatory that the importer applies for a permit to import, which authorises the importation of an animal into New Zealand. This permit is obtained from: Chief Veterinary Officer Ministry of Agriculture P O Box 2526, Wellington, New Zealand. 2.2 Permits will be issued for a single consignment only. 2.3 Attached to, and an integral part of the permit to import, is the current import health standard which describes the conditions under which the animal may be imported into New Zealand. 3 INFORMATION TO BE SUPPLIED BY IMPORTER The importer shall supply the following information: 3.1 name and address of exporter; 3.2 number, breed, age and sex of the animals to be imported; 3.3 date of the proposed importation; 3.4 name and address of the importer. 4 REVIEW OF IMPORT HEALTH STANDARD The import health standard may be reviewed and amended if there are changes in New Zealand's import policy, or the animal health status of the originating country, or for any other reason, at the discretion of the Chief Veterinary Officer. 5 DOCUMENTATION ACCOMPANYING THE CONSIGNMENT CHIANIIC.GRB 10 January 1998 Page 1 of 7

The permit to import and all the required certification (which must be in English or bilingual (language of specified country)/english) must accompany the consignment to New Zealand. The required documentation is: 5.1 Zoo-sanitary Certificate 5.2 Owner/exporter s declaration; 5.3 Veterinary Certificate. 6 IMPORTER'S RESPONSIBILITIES 6.1 All costs involved with the selection, testing, treatment, transport, quarantine servicing must be borne by the importer or agent as appropriate. 6.2 The importer or agent must make all arrangements for transport and obtain necessary transit authorities from any countries on the transport route. 6.3 Details of transport and arrival times must be supplied to the MAF Veterinary Officer at the port or airport of entry not less than 7 days in advance of importation. 7 EQUIVALENCE The health conditions stated within this import health standard have been agreed as being suitable for trade between the exporting and the importing countries. It is expected that the animal/s will meet the conditions in every respect. Occasionally, it is found that, due to circumstances beyond the control of the importer or exporter, the animal/s do/es not comply completely with the requirements. In such cases, applications for equivalence will be considered prior to importation and issued at the discretion of the New Zealand Ministry of Agriculture, but only if the following information is provided by the certifying government's veterinary authorities : 7.1 which clause/s of the health requirements cannot be met and how this has occurred; 7.2 the reason the animal/s is/are considered to be of an equivalent health status and/or what proposal is made to return the animal/s to an equivalent health status as set out in the health conditions; 7.3 the reasons why the veterinary authorities believe this proposal should be acceptable to the New Zealand Ministry of Agriculture and their recommendation for its acceptance. 8 ELIGIBILITY FOR IMPORTATION 8.1 The chinchillas must have been born and reared in captivity. 8.2 MAF advises importers of the existence of an Otago Regional Council regional pest management strategy which places restrictions on chinchillas in areas under the Otago Regional Council s local authority. 9 IDENTIFICATION The chinchillas must be identified with a permanent tag or tattoo which can be easily read. The identification must be shown on the certificate accompanying the animals. 10 HEALTH CERTIFICATION The animal health conditions are stated in the Veterinary Certificate, which must be signed a veterinary officer of the government veterinary authority of the exporting country. 11 TRANSPORT TO NEW ZEALAND 11.1 The animals must be confined in cages that conform with the International Air Transport Association (IATA) Live Animal Regulations. The cages must be securely fastened but need not be sealed. 11.2 The use of hay or straw as bedding is not permitted. Only sterilised peat, softboard or other inert material approved by the New Zealand veterinary officer accompanying the animals to New Zealand, may be used. 11.3 Just before take off the animal compartment must be effectively sprayed with an approved insecticide. 11.4 No animals other than those destined for Australia or New Zealand may be carried on the aircraft. 11.5 Transit through other countries requires approval by the Chief Veterinary Officer, NZMAF. If approved, arrangements for transit authorities and meeting these countries requirements are the responsibility of the importer. 12 BIOSECURITY CLEARANCE A biosecurity clearance will be issued by an Inspector under section 27 of the Biosecurity Act 1993, provided the animals are healthy on arrival and the required documentation is in order. 13 SUPPLEMENTARY NOTES CHIANIIC.GRB 10 January 1998 Page 3 of 7

13.1 On arrival, the New Zealand address at which the animals will be domiciled in the 30 days following importation should be verified as being that which is specified in section III (3) of the Zoo-sanitary Certificate. Pursuant to section 121 of the Biosecurity Act 1993, an inspector may visit the premises to examine the imported animal at any reasonable time. 13.2 Any illness in the imported animal should be reported to a private veterinary practitioner who has an obligation to report any suspicion of exotic disease to MAF. OWNER/EXPORTER'S DECLARATION I, being the owner/exporter of the animals identified in the attached Zoo-sanitary Certificate, certify that: 1 The chinchillas for export to New Zealand were born and reared in captivity on the stated premises of origin. 2 The premises of origin of the chinchillas for export to New Zealand has been free from evidence of the following diseases during the six months prior to the scheduled date of export: LCM (lymphocytic choriomeningitis) virus disease enzootic pneumonia coccidiosis tularaemia rabies pseudomoniasis listeriosis pasteurellosis tuberculosis sylvatic plague pseudotuberculosis giardiasis... VETERINARY CERTIFICATE I, being a veterinary officer of the government veterinary authority of the exporting country, certify with respect to the animals identified the attached Zoo-sanitary Certificate that: 1 After due enquiry I have no reason to doubt the owner/exporter's declaration. 2 Yersiniosis (pseudo tuberculosis), lymphocytic chorio-meningitis (LCM) and giardiasis have not occurred on the property of origin of the chinchillas for export to New Zealand during the six months prior to the scheduled date of export. 3 Within 48 hours prior to export to New Zealand, the chinchilla for export to New Zealand and all other chinchilla on the premises of origin were examined and found to be free from clinical signs of the following infectious or contagious disease: LCM (lymphocytic choriomeningitis) virus disease enzootic pneumonia coccidiosis tularaemia rabies pseudomoniasis listeriosis pasteurellosis tuberculosis sylvatic plague pseudotuberculosis giardiasis 4 At the time of examination, the chinchilla for export to New Zealand were effectively treated for external parasites including fleas, ticks and lice using an insecticide powder, spray or wash approved for the purpose by MAFF, and the chinchilla showed no signs of external parasites or skin disease....
