Who We Are The Providence Animal Rescue League helps animals by working proactively and compassionately with people. PARL provides critical programs such as surrender and adoption services, affordable medical care, and pet care support services for the people and animals of our community. Mission Statement To provide for the rescue and relief of suffering of homeless animals and perform charitable or benevolent acts for the welfare of animals. Just The Facts Established in 1913, The Providence Animal Rescue League is a private non-profit 501 (c) (3) organization serving communities throughout Rhode Island and beyond. Receives no federal or state funding and rely solely on donations from generous individuals, businesses and foundations to support its mission. Healthcare is a primary focus at PARL. 90% of the animals that come into our care are not vaccinated and need to be spayed or neutered. We vaccinate all our animals, perform spay/neuter surgeries and provide medical treatment for a multitude of reasons that range from flea treatment to major surgery. PARL was the first Animal Shelter in Rhode Island to open an in-house surgical clinic that spays and neuters all cats, dogs and rabbits prior to adoption. PARL provides quality care, medical treatment, surrender and adoption services for more than 2,500 companion animals each year including cats, dogs, rabbits, birds and reptiles. PARL s Pets For Life program offers subsidized care, spay/neuter services, and general support to pet owners in targeted Rhode Island zip codes. Offers low-cost spay/neuter, a pet food assistance program, micro chipping, and euthanasia services for community members in need. PARL s community outreach programs encourage people of all ages to develop and express attitudes of compassion, kindness and respect for all living things. We travel to schools, community organizations and events throughout Rhode Island. PARL is committed to being part of the solution concerning pet-overpopulation and offers a low-cost spay and neuter program for cats and rabbits for our community members. PARL s signature special events, such as Pet Walk, The Rescue and Pints for Paws provides members of our community a chance to come together and celebrate the pets in their lives as well as assist in fundraising efforts for the thousands of animals that PARL cares for yearly. 2

With a bachelor s degree in Clinical Psychology from Suffolk University, his proven experience in Human Services is now applied to strengthening the human-animal bond issues that animal welfare faces today. He believes that by working closely and respectfully with people is the best way to help animals in need and calls upon his experience and training every day at PARL. Carmine directed the MSPCA Phinney s Friends program that was both an animal welfare and human services program. This program provided volunteer pet care services to individuals living with disabilities and the elderly. He also served as a Board Member of the New England Federation of Humane Society (NEFHS) for numerous years and organized training opportunities for Animal care workers throughout New England. Carmine spends his leisure time with his two children and their 12yr old miniature dachshund Rudi. Contact Carmine DiCenso at cdicenso@parl.org.
