1 MINUTES OF THE MEETING OF ODIHAM PARISH COUNCIL PLANNING AND DEVELOPMENT COMMITTEE HELD IN THE PARISH ROOM, THE BURY, ODIHAM ON MONDAY 19 DECEMBER 2016 COMMENCING AT 7:30PM Present: Cllrs Faulkner (Chair), Fleming, Hale and Robinson-Giannasi In attendance: Mrs Tilt (Deputy Clerk) 128/16 RECEIVE AND ACCEPT APOLOGIES FOR ABSENCE Apologies were received and accepted from Cllrs Fellows and Worboys. Cllr Hale declared a non-pecuniary interest in item 134/ High Street. 130/16 PUBLIC SESSION 131/16 APPROVAL OF THE FOLLOWING MINUTES 28 November /16-127/16 The approval of these minutes was deferred as only two members of the committee that had been at the meeting, were present. 132/16 CHAIR S ANNOUNCEMENTS The Chair thanked Cllr Fleming for representing OPC at Hart DC s recent Planning Sub Committee (Major Sites) meeting held on 6 December where reserved matters regarding the proposed development at land south of Farnham Road were considered. This application was finally approved subject to conditions and some amendments to the plans. 133/16 PREVIOUS PLANNING APPLICATIONS 16/02840/HOU 124 High Street, Odiham, Hook, Hampshire RG29 1LS. Demolition of existing conservatory, and construction of new single storey rear extension. Odiham parish council raises no objection to this planning application but would like noted reference to the emerging Neighbourhood Plan Policy 6(xiv)(d). 16/02538/LDC Stapeley Down Farm, Long Lane, Odiham, Hook, Hampshire RG29 1JF. A fence and gate at the front of house, and replace the fence down the side of the house adjacent to a foot path, and around perimeter of the boundaries. Fence to be 2.5 metre height. 3 treatment is inappropriate within a Conservation Area and we would draw the applicant's attention to the emerging Neighbourhood Plan policy 6(xv) which considers appropriate boundary treatments within this kind of setting. 134/16 CURRENT PLANNING APPLICATIONS 16/03123/LBC Cedar Tree House, The Street, North Warnborough, Hook, Hampshire RG29 1BD. Removal of small section of garden wall to allow for construction of new driveway to join main entrance to secondary entrance and parking area. New opening for garage access. New garage door. Odiham parish council leaves it to the Conservation Officer to provide suitable advice. 16/03145/HOU 2 Wendover Cottages, Dunleys Hill, Odiham, Hook, Hampshire RG29 1DU. Proposed two storey side and rear extension. 16/03152/FUL Kickle, 35 Archery Fields, Odiham, Hook, Hampshire RG29 1AE. Erection of 4 bed detached dwelling. Odiham parish council objects to this planning application due to the detrimental impact in conflict with the urban character study (UCDS 2010). The application has really not been able to avoid the changes that should not be made in this area. 16/03000/HOU Little Thatch, Broad Oak, Odiham, Hook, Hampshire RG29 1AH. Extension to side of existing timber framed garage, with boarding and roof tiles to match. 16/03231/FUL 102 High Street, Odiham, Hook, Hampshire RG29 1LP. Installation of new bi-folding, mullioned window to shopfront, new fascia and signage, external lighting and internal alterations and refurbishment. Odiham parish council would like to make the following comments regarding this planning application. OPC leaves the changes to the frontage of the building to the Conservation Officer. However, we note the accommodation is intended to be increased by one bedroom and wonder whether the applicant has considered how to ensure that there is additional parking provision for the expanded accommodation. 16/03232/LBC 102 High Street, Odiham, Hook, Hampshire RG29 1LP. Installation of new bi-folding, mullioned window to shopfront, new fascia and signage, external lighting and internal alterations and refurbishment. Odiham parish council would like to make the following comments regarding this Planning application. OPC leaves the changes to the frontage of the building to the Conservation Officer. However, we note the accommodation is intended to be increased by one bedroom and wonder whether the applicant has considered how to ensure that there is additional parking provision for the expanded accommodation. 16/03002/FUL Lodge Farm, Hook Road, North Warnborough, Hook, Hampshire RG29 1HA. Erection of steel framed building to be used as small retail units at Newlyns Farm Shop. Odiham Parish Council objects strongly to this application on the following grounds:- 3 of Planning Minutes

4 It contradicts a number of Hart DC Saved policies; it poses a potentially disastrous impact upon the viability of the current Odiham High Street retail offering; and it misrepresents the unsustainability of any further expansion on this site; and finally, it ignores empty retail sites in Odiham High Street. The four reasons for refusal of application 15/01776/FUL in October 2015 in OPC s view retain their validity, despite a reduction in the number of units because: a) the site is located in an inaccessible location where 100% of customers must use public transport; b) the encroachment into the countryside of the current car park and proposed extension has been exacerbated by the applicant himself felling trees and hedgerows, presumably in order to highlight the presence of the supermarket to passing cars on the Odiham bypass; c) the impact upon transportation infrastructure is demonstrable from the current offering and as stated in 2, the car parking is a clearly visible intrusion into the countryside; d) it is fact that there are a number of reasonably available alternative sites in Odiham High Street where the proposed outlets (which have no connection whatsoever to farm produce) could be located in line with Hart and NPPF policies. The applicant s own planning statement (3.2) confirms that only 50% of the shop turnover is real farm produce. Ready meals comprising a further 20% could more sustainably be sold from Odiham High Street, as well as many other products on the Newlyns supermarket site. The proposed retail outlets to sell fresh fish, pet food and clothes will merely decrease High Street footfall and endanger existing retail units and the products are not farm produced or connected in any other way. This application if approved would have a detrimental impact upon the Friday market in Odiham High Street which was specifically established to support the vitality and viability of the High Street by bringing in fresh footfall. If the Friday market is killed by the Lodge Farm supermarket offering the additional car journeys will further contribute to the unsustainability of this application. The detrimental impact upon the River Whitewater, a designated SINC comes from the urbanisation of its immediate vicinity and the Whitewater Valley recognised in the Hart Landscape Assessment. There is also increased potential for ecological and environmental damage from the proximity of more buildings, more people, more vehicles and the risk of pollution from the commercial activities. Saved Local Plan policy RUR 13 is quoted selectively. It requires RUR 13 iii that The proposal will not cause serious harm to the character and amenities of the area and RUR 13 v The scale of the development, either on its own or cumulatively with other proposals in the area would not result in an imbalance between work force and jobs in the parish, leading to net in-commuting to a rural area. No evidence is given to counter the damage that will be caused to the vitality and indeed survival of the shopping and hospitality amenities in Odiham High Street, which already suffer from this out of town retail outlet on their doorstep. There are some 38 retail or hospitality premises in Odiham High Street of which at least 10 are regularly staffed by one single individual. This needs to be compared to the 35 full time and 35 part time staff currently employed in the supermarket complex, when considering the balance of work force and jobs and commuting into an unsustainable rural area on the farm. NPPF policies are quoted selectively in 4.5, 4.6 and 4.7. This supermarket is described by the applicant as a small scale retail proposal but this is all proportional. The current offering and the proposed extension needs to be considered in the light of the small scale of Odiham High Street retail outlets, where no single outlet compares with the current size of this out of town supermarket. Paragraph 28 sets out to promote the retention and development of local services and community facilities in villages, such as local shops. This site is not IN the village, yet the applicant proudly acknowledges that it has become an out-of-town destination in its own right. Paragraph 70 aims to guard against the unnecessary loss of valued facilities and services, particularly where this would reduce the community s ability to meet its day-to-day needs; And to ensure that established shops, facilities and services are able to develop and modernise in a way that is sustainable, and retained for the benefit of the community The proposed enlargement of this out of town retail site, which already compares unfavourably in size with Odiham High Street, will endanger the community s ability to meet its day-too-day needs 4 of Planning Minutes

5 sustainably in the High Street and will risk the viability of the established shops, facilities and services therein. The Planning Statement Section 5 should be challenged as there are currently several empty retail premises available in the central commercial area of Odiham High Street. To identify a current 3 million turnover as modest, in the context of the Odiham High Street retail offering, is laughable. It is disingenuous to argue that adding to the range of goods will do anything other than create more unsustainable journeys, and no evidence is produced in support of the claim that there will be few additional trips generated. As already stated the applicant himself has exposed the large parking facility in the countryside, it is assumed for marketing purposes, so cannot now claim of no additional impact on the rural character of this countryside site. The Flood Risk Assessment ignores the availability of alternative outlets in Odiham High Street which are neither subject to a history of flooding nor in any at-risk flood zone. The consequences of further development of this out-of-town supermarket upon the Odiham High Street will in OPC s view be disastrous and we urge Hart DC to refuse this application. 135/16 PRE-APP ADVICE APPLICATIONS WITH HART DC 16/01661/PREAPP Butts End, King Street, Odiham, Hook, Hampshire RG29 1NF. Proposed two storey rear extension. Status: Opinion issued 8 December /16 TREE APPLICATIONS AND DECISIONS Tree Applications: Tree Decisions: 16/03071/CA The Glen, The Green, North Warnborough, Hook, Hampshire RG29 1HQ. 1) Bay tree - Decrease height to first floor level to reduce excessive shade to adjoining property. Reshape as appropriate. 2) Small Yew tree - Crown reduction of East side and height of the tree of approx 8-10 inches to encourage more symentical growth. 3) Elder tree - Decrease height to approx 2 metres to avoid power line and match those alongside. No objection. Odiham parish council did not comment on this tree application. 16/03046/CA 1 King Street, Odiham, Hook, Hampshire RG29 1NN. Repollard one mature Weeping Willow (Salix x chrysocoma) approximately 2m lower than before. Height reduced. No objection.
