Background Study tour Animal identification and traceability Riga, Latvia and Vilnius, November 2010 The one week study tour to the n and Latvian S.E. Agricultural Information Centre and State Veterinary Services was carried out within the framework of EC/FAO Programme on information systems to improve food security decision-making in the European Neighbourhood Policy (ENP) East Area ( ). It was organized from November 2010 for the specialists of the Sanitary Veterinary Agency of Republic of Moldova. 2. Objectives of the study tour The objectives of the visit were the following: Analysis of animal identification and traceability system and its interaction with other information systems of the sanitary veterinary management; Analysis of the system for registration and monitoring of strategic measures; Initiation in the implemented GIS system, technical specifications; Analysis of the system for inspections and control regarding implementation of live animals traceability principle; Organization of agricultural information centre. 3. Participation The study tour was attended by four participants representing the Sanitary Veterinary Agency (ASV) of Republic of Moldova: Vasilii Bahau, General director ASV; Vitalii Caraush, Head of department ASV; Ruslan Ciobanu, Director S.E. Animal register; Valeriu Iordachi, Dep. Director S.E. Animal register. 1

Process For this visit, a working agenda was drafted by Arunas Svitojus (Systems Expert, Director of Heifer Baltic Foundation) that was coordinated with the members of the working group on planned activities (the agenda is provided in Annex 1). Working group drafted also a questionnaire based on the main questions planned to be discussed. The list of people met is provided in Annex Latvia The study tour started with a visit to the S.E. Agricultural Information Centre (AIC) situated in Riga. Based on existing legal framework and other normative acts, this Centre assures: Registration of animals; Registration of holdings; Maintenance of databases of animals and holdings; Merging of results and processing of information regarding milk production control; Supplying information on the results of productivity control to the owners of farms and complexes; Maintenance of database regarding the register of milk producers; Maintenance of database regarding the register of milk quotas; Maintenance of database regarding the register of fodder producers; Registration and certification of users within information system; Collaboration with ICAR, Interbull and EAAP. As a result of the presentation of animal identification and traceability system, the following elements of the system have been found: A common interface is created for all implemented information sub-systems, where based on the access rights of the logged user is enabled/disabled the access to these modules. Connection to the information systems is carried out directly through internet using HTTPS technology in order to assure encrypted login and connection. Access to the system exists for all operators at regional level, in big farms and slaughterhouses. Data exchange with other registers is performed with the register of population and legal entities, synchronization is done daily. A peculiarity of the animal identification and traceability system is the fact that it is a post factum system, as information regarding movements and declaration of events is carried out when the event is finished and declared by the owner. Non-conformities and violations that may come out as result of movement or events are subject of risk analysis. Inspection results are filled in on pre-established forms and scanned in order to be annexed to the database. 2

3 Information infrastructure of the AIC is comprised of the following components: two servers at the central level, one server within PVD (Food and Veterinary Service) and nine servers in the regions. These information systems are maintained by six programmers, eight technical and functional administrators. 4.2 According to agenda, the next day was visited the S.E. Agricultural Information Centre of. Within this centre are stored and administrated 21 registers, including: Register of animals; Register of breeding animals; Register of agricultural holdings; Information system for the administration of milk quotas; Information system for processing data of milk buyers; Information system for the payment of milk quotas; Register of agricultural machinery; Register of genetic analysis and assessment (use of Pest, VCE and VIT products). The main duties of the animal register are the following: Prevention of infectious diseases; Animal control for detection of outbreaks and contacts with other animals; General control over human and animal disease and food safety; To assure the functioning of the mechanism for direct payments; To assure control of breeding animals; Generation of forecasts for the development of animal breeding and production of animal origin products; Storage of information on quotas of animal origin products and calculation of subsidies and payments; Collaboration with international bodies: Interbull, ICAR. The Competent authority is the Ministry of Agriculture of, responsible for implementation is the State Veterinary Service. The elements of the identification system and its general tendencies are the following: Individual identification of animals and holdings (except for swine identified with holding code); Administration of national additional payments; Generation of statistical reports; Implementation of new information systems; Issue of passports for bovine and equine; 3

4 Assurance of access to the system for new users (around visitors). For all system users (two operators at regional level, private veterinary doctor, animal owners, in total around registered users) a common interface is created. Connection is carried out directly through internet using HTTPS technology. In total registrations are included in the database: bovine (movements ); sheep (movements ); goats (movements ); swine (movements ). The purpose of the Register of breeding animals is to: (i) improve the bovine livestock of some separate species; (ii) maintain of reproduction data; (iii) select of breeding animals, and; (iv) increase of productivity at the country level. In this respect, a number of bovines were registered on 1 January GIS System in n agricultural sector is now in the elaboration phase and it is based on ESRI type products. The system is designed on a dedicate server. Maintenance of GIS System requires additional resources comparing with expenditures related to hardware. Near 80 percent of all information included in the database of the AIC constitute information from GIS System. Approximate financial resources were planned for the implementation of GIS System, constituting around Euro (including servers, license for program product, design and implementation). The next day the working group visited the Milk Testing Laboratory S.E. Milk Analysis. This independent laboratory was founded back in 1993 and it is accredited by a German accreditation body for ISO in the field of milk testing. The founder is the Ministry of Agriculture of. Accreditation domains: Physical, chemical and microbiological analysis of milk; Milk sampling; Control of bovine disease in mils samples. Results obtained as result of testing: Fat content; Protein content; Lactose content Urea content; Number of somatic cells; Total number of bacteria; Inhibitor substance; Freezing temperature; Tetracycline, Cloramphenicol, Mastitis. Obtained results can be delivered by printed repots, , internet, SMS. 4

5 S.E. Milk Analysis collaborates with the following institutions: 1. Ministry of Agriculture of ; 2. State Veterinary Service of ; 3. National Paying Agency; 4. S.E. Productivity control in cows ; 5. Veterinary Academy of. Next activity was the visit at the Raseiniai regional veterinary service. Activity of the regional veterinary service was presented, including duties of the database operators. It is to mention the fact that planning of identification means for the next year is carried out at the regional level. Animal keeper orders the number of the tags using a practical method: fax and on-line. Companies well known for the marketing with identification means deliver the ear tags to the regional departments, being distributed after that to the animal keepers. Epi-zoologist introduces at the regional level in the database the planning of strategic measures for the private veterinary doctor. The private veterinary doctors and official doctors introduce obtained results. During this visit, the main activities of the State Veterinary Service were presented to the members of the working group. Used information systems were also listed: 1. Food Information System (FIS); 2. System for Control of Veterinary Information (VIVS); 3. System for Financial Operations Control: a) VBAMS b) LABBIS III c) ALGA 2000 d) EKS 4. Milk Analysis For the good functioning of this system, the necessary data from the Animal Register are transferred on daily bases (over-night), and are assured connections concerning data exchange with laboratory. All the systems are on-line, using the principle client-server. All above-mentioned information systems are placed in the premises of the State Veterinary Service. The Norway Registers Development Company provides support for the elaboration and improvement of software, and technical assistance is assured by the Fleksneta Company. 6

7 Information system regarding animal health is comprised of the following conceptual modules: User administration module System administration module Animal health supervision and control module Laboratory module Data exchange module Strategic measures are introduced by the private and official veterinary doctors using a special interface. Planning of strategic measures per holdings and localities is also possible. Private veterinary doctors have the possibility to introduce two types of measures: strategic and economic. Economic measures are introduced on the basis of a contract between private veterinary doctor and the animal keeper. Strategic measures are planned by epi-zoologists on the basis of strategic and monitoring plan, preparing an annual plan together with the Regional CVO using methodology elaborated by the Sanitary Veterinary Agency (comprising requirements stated by the EC Regulation). Registers of private veterinary doctors are available on-line. 5. Conclusions As a result of the study tour to the n and Latvian S.E. Agricultural Information Centre and State Veterinary Services, it was mentioned the close collaboration between implemented information systems. Functioning of an information system depends directly on the functioning of a system providing data. In order to assure efficient implementation of the planned information systems, one of the responsibilities of the experts should be the evaluation of existing situation within information systems for agriculture (SITA) and its infrastructure, so that in case of eventual changes related to the new modules of the system to avoid any kind of disturbances in the implementation of the animal traceability process in Republic of Moldova. The working group concentrated its efforts in relation to the above-mentioned issue to assure an infrastructure compatible and functional in relation to the new systems planned to be elaborated. 7

8 6. Recommendations 1. Modification of SITA infrastructure: private veterinary doctors are responsible for identification, registration, movement, event declaration. Other new actors in the new infrastructure are the largest animal keeper having access to the system for the identification and registration of their own animals, and 2-3 operators (auditors) at regional level responsible for the administration of identification means and other procedure related duties, including registration onto the database for any animal-owners if needed. 2. Focus initially on the elaboration of the documents for the System for registration of strategic measures and System for inspections and control (concept, specifications, and regulations for the functioning of the new systems). 3. Analysis of GIS system: taking into account elaboration/implementation costs, the (Moldovan) national IT expert will evaluate the option of designing a GIS system with minimum expenses, using Oracle Spatial resources already available within the SITA. 4. Procurement of a server for SITA to host new information systems. 5. Reorganization of S.E. Animal Register as the National Operator of Agricultural Information Systems (e-agriculture). 8
