1 GUIDELINES FOR IMPORTATION OF DOGS AND CATS INTO MALAYSIA A. PRIOR TO IMPORT 1.0 Vaccination status and implantation of microchip with ISO Standard 1.1 Importers who wish to import their pets into Malaysia must ensure their pets has been vaccinated against Rabies and also other routine vaccinations practiced in the country of origin 1.2 The vaccination status must be within the valid period during the import. 1.3 Has been implanted with microchip which is compliance with ISO standard. 2.0 Age of the dog or cat 2.1 The dog and cat wish to be imported into Malaysia must be above 3 months old. 3.0 Import Permit from the Department of Veterinary Services, Malaysia (DVS) 3.1 Importers need to obtain an import permit from DVS. 3.2 The import permit application is done manually and it can be done by the importer itself, friends or relatives of the importer or the forwarding/pet relocating agents. 3.3 The import permit applicant has to download the Form A which can be downloaded via the DOWNLOAD link in DVS website ( and fill it up accordingly. 3.4 The import permit applicant has to go directly to the State DVS office at the respective state together with the documents below; i. Completed Form A ii. A copy of the pet s vaccination record which shows that the pet has been vaccinated against Rabies and the other routine vaccinations practiced in the country of origin iii. Ensure the vaccination is still within the valid period 3.5 DVS officers will check the documents and if there is no problem, the application will be registered in the E-Permit 1 online system and an import permit which is valid for 30 days from the date of issuance will be issued. 1

2 3.6 The charges for the import permit are RM5.00 per animal and the import permit can be obtained only after the payment is done. 3.7 Any applications through or post will not be entertained and DVS will not also courier the import permits to the applicants. 4.0 Veterinary Health Certificate from the Exporting Country 4.1 Importers need to obtain a valid veterinary health certificate from the veterinary authority of the exporting country. 4.2 The veterinary health certificate must be in English and prepared according to DVS Regulations for the Importation of Dogs and Cats into Malaysia. 4.3 The veterinary health certificate must be a separate document and any certification of health condition of the pet in the pet passport is NOT accepted. 5.0 Quarantine & Quarantine Space Booking 5.1 All the dogs and cats imported from countries other than the countries stated below is compulsory to undergo a quarantine period of not less than seven (7) days and ten (10) days for cats/dogs from Australia at the government animal quarantine station. Scheduled countries (no quarantine) i. UK ii. EIRI iii. NORTERN IRELAND iv. NEW ZEALAND v. JAPAN vi. BRUNEI vii. SINGAPORE 5.2 Importers need to make booking with the respective quarantine stations prior to the import to ensure the availability of the quarantine space. Please be reminded that list of the scheduled countries (no quarantine) is subject to changes according to the disease status at the respective country. 2

AFTER IMPORT 1.0 Document Submission at the Entry Point 1.1 Original copy of the documents below need to be handed to the quarantine officers at the entry point; i. Import Permit from DVS (the import permit must be within the valid period- 30 days from the date of issuance) ii. Veterinary Health Certificate from the veterinary authority of the exporting country iii. Vaccination record of the pet 2.0 Document checking and physical examination 2.1 Malaysian Quarantine & Inspection Services (MAQIS) officers will check the documents and will conduct physical examinations if it is necessary. 2.2 Dogs and cats from not scheduled countries will be brought to the quarantine. 2.3 Dogs and cats from scheduled countries which do not need to undergo quarantine will be released. 3

4 IMPORTATION OF RESTRICTED BREEDS OF DOG 1.0 Importation of restricted breeds of dog is allowed only for the purpose of being own pet and also guard dog. 2.0 Below is the list of restricted breeds of dogs; Rottweiler Doberman German Shepard/Alsatian including Belgian Shepard and East European Shepard Bull Mastiff Bull Terrier Perro de Presa Canario 3.0 PRIOR TO IMPORT 3.1 Official Written Application Importers need to make an official written application to the Director of State Veterinary Services (State DVS) in advance for approval to import restricted breeds of dogs The below information s must be stated clearly or attached in the application letter; i. Importers name ii. iii. iv. Importers telephone number Breed of dog Age of dog v. Sex 4

5 vi. vii. viii. ix. Microchip ID Number which is compliance with ISO standard. Country of origin (exporting country). Pedigree Certificate issued by an approved organization in the exporting country which clearly defines the dog s microchip ID number. Vaccination record of the dog x. The residence/premise address in Malaysia where the dog will be placed after import. 3.2 Residence/Premise Inspection The residence or premise where the dog will be kept after import will be inspected by officer s of the respective State Veterinary Department to verify the suitability of the premise and the facilities such as kennel, size of the compound, safety and control of the dog. 3.3 Issuance of approval letter and import permit An official approval letter signed by the Director of the State Veterinary Department and an import permit will be issued if the residence or premise is found to be suitable for the dog. 4.0 AFTER IMPORT 4.1 Document Submission at the Entry Point Original copy of the documents below need to be handed to the quarantine officers at the entry point; i. Import Permit from DVS (the import permit must be within the valid period- 30 days from the date of issuance) ii.
