As the famous saying goes, you come in like a lion and go out like a lamb. Spring hasn t quite arrived, and you still gift us with the occasional surprise snow shower (or storm) to remind everyone that winter is still very much alive. However, you are also a month that has been deemed a worthy time to celebrate many important (and some not-so-important) causes and traditions that pay homage to not just for a day, but for an entire 31 days. That gives everyone significant time to show respect, and in honor of the first day of the month, we ve brought you some of the most noteworthy, as well as most interesting national March-long holidays. We wouldn t hesitate to make a t-shirt commemorating any of these! The fact that March is National Irish American Heritage Month probably comes as no surprise, given that St. Patrick s Day falls on the 17 th. Declared by Congress in 1995, Irish American History Month reminds us of all of the immigrants who sailed across the Atlantic in search of a better life, along with the trials and adversity they once faced on our shores. Perhaps one of the benefits of having an entire month dedicated to this important part of our population is that it gives everyone time to reflect on the history and achievements of Irish-American citizens on every day of the month before and after the one where people are more concerned with downing green beer. Do not post-date your checks. When a check is received by the Housing Authority, it must be deposited within 48 hours. We cannot deposit checks that are post-dated and cannot hold them until the following month. If you have a third party paying your rent (e.g. family member), they must put your name, building and apartment number on the check so it can be identified and deposited correctly. The Council appreciated the services of Pat Settles and Hansa for all the Valentine s Day decorations in our lobby and our community room. Treasurer Dave stated that money for the use of the Council from HUD will be credited after the audit. Once again, the post of President is currently vacant. We hope to find someone who is well organized and capable to conduct our meetings effectively, and will come forward to serve as President. 7 Page 7 March 2018 The Pet Page Meet the Dog Breeds AMERICAN PITBALL TERRIER Dog Breed Group : Terrier Dogs Weight pounds Life Span years The American Pit Bull Terrier is one of the so-called bully breeds often labeled a pit bull. In fact, pit bull isn t a breed, but a term used to describe the American Pit Bull Terrier, the Bull Terrier, the American Staffordshire Terrier, and the Staffordshire Bull Terrier. Some people say the American Pit Bull Terrier is the same as the American Staffordshire Terrier. Others, just as forcefully, say they re entirely different breeds. But all experts can agree that the confusion started with a decision by the AKC in the early 1930 s to give it a new name, American Staffordshire Terrier, to separate it from its pit-fighting past. The American Pit Bull Terrier has not been recognized by the AKC, while the American Staffordshire Terrier, which is slightly smaller, has been. The bull breeds are often grossly misunderstood. The qualities that make these dogs tenacious players in obedience and agility games also attract highly unscrupulous people looking for strong competitors for their dog fighting rings. The sorry result is that bull breeds, in particular the APBT, have gained a reputation over recent years for being dangerous. Nothing could be further from the truth. But rampant misinformation and fear caused by the actions of a minority of dogs kept by criminally negligent people have provoked legislation against the breed in a number of cities and countries around the world. As the owner of an American Pit Bull Terrier you must be aware that you may be met with anger and hostility by people who are misinformed about your wonderful dog. This is not a breed for everyone, especially those who aren t willing to invest time in training and socialization and can t or won t provide consistent firm guidance. When raised with the proper training and socialization, the American Pit Bull Terrier makes an excellent companion for children. He is loving and gentle with people and often makes a lousy guard dog because of his tail-wagging eagerness to greet the person at the door. American Pit Bull Terriers are devoted and loyal to their family and will, if necessary, defend them to the death. These dogs are extremely intelligent and learn commands and tricks with ease. They have a zest for life and love to be involved in everything going on around them. They maintain a puppyish demeanor will into adulthood, and that vitality makes them a joy to live with. Once you have met and gotten to know this breed you will wonder how you ever lived without one. 9 Page 9 March 2018 Recipe Corner ZUCCHINI PATTI 2 cups grated zucchini 2 eggs, beaten 1/4 cup chopped onion 1/2 cup all-purpose flour 1/2 cup grated parmesan cheese Salt to taste 2 tablespoons vegetable oil These cheesy zucchini patties are an excellent way to use up that abundance of zucchini from the garden. Serve with a bit of tomato or sour cream dabbed on top. Directions 1. In a medium bowl, combine the zucchini, eggs, onion, flour, parmesan cheese, mozzarella cheese, and salt. Stir well enough to distribute ingredients evenly. 2. Heat a small amount of oil in a skillet over medium-high heat. Drop zucchini mixture by heaping tablespoonfuls, and cook for a few minutes on each side until golden. JERK CHICKEN WINGS 1/2 yellow onion 1/2 C. green onion 6 cloves garlic 3 habanero peppers, seeded and chopped 2 T. fresh thyme leaves 1 T. kosher salt 2 t. ground black pepper 2 t. ground allspice 1 t. dried thyme 1/2 t. ground cinnamon 1/2 t. ground cumin 1/2 t. freshly grated nutmeg 2 T. vegetable oil 3 T. soy sauce 2 T. brown sugar 1/3 C. lime juice 3 lbs. chicken wing drumettes Cooking spray Directions 1. Put yellow onion, green onion, garlic, habanero peppers, fresh thyme, kosher salt, black pepper, allspice, dried thyme, cinnamon, cumin, nutmeg, vegetable oil, soy sauce, brown sugar, and lime juice, respectively, in a blender and blend until marinade is completely smooth. 2. Place chicken in a large bowl. Pour marinade over it and toss to coat completely. Cover with plastic wrap and refrigerate for at least 8 hours or overnight. 3. Preheat over to 450. Line a baking sheet with aluminum foil and spray with cooking spray. 4. Place chicken drumettes on prepared baking sheet and reserve marinade left in bowl. 5. Bake 25 min. in preheated oven. 6. Brush 1/2 reserved marinade onto chicken and turn wings over. Bake 15 min. 7. Turn chicken and brush on remaining 1/2 the reserved marinade. Bake until tender and caramelized, min. more. An instant read thermometer inserted near the bone should read 165 degrees F. Rest wings on baking sheet for 5 min. before removing to a serving platter.

They are so well-known that many people don t realize that the type of eggs made famous by Ukraine are actually made in most parts of Eastern and East Central Europe, calling Czech eggs, Polish eggs, or Romanian eggs Ukrainian eggs. The Ukrainians do not have a monopoly on egg decorating, though the popularity of eggs from this region means that they are highly collectible and this art continues to be practiced with both modern and traditional methods. Ukrainian Easter eggs are called pysanky, which derives from the verb for to write. The practice of decorating eggs dates back to pagan times. Though ancient examples of pysanky have not survived due to the delicate nature of the eggshells, ceramic eggs decorated with patterns and images have been found in burial sites and during archeological digs. Pagan symbolism, such as the tree of life or goddess symbolism, adorns eggs even today, hearkening back to the Pre-Christian era and providing information about pagan religious worship and the priorities 7 SPRING CLEANING TIPS 1. The best refrigerator cleaner is a combination of salt and soda water. The bubbling action of the soda water combines with the abrasive texture of the salt to make a great cleaner. 2. The best way to get rid of lime buildup around the faucet is to lay paper towels over the fixture, soak it with vinegar and let it set for an hour. The deposits will soften and become easier to remove. 3. Clean screens with a scrap of carpeting. It makes a powerful brush that removes all the dirt. 4. Clean windows with a rag and soapy water, and then dry them with another rag. You can also go to an auto-parts store and buy a windshield squeegee, which cleans very well. 5. If drapes are looking drab, take them out of the window, remove the hooks and run them through the air-fluff cycle in the dryer along with a wet towel (to draw off the dust) for 15 minutes. Hang them back in the windows immediately. 6. Clean the blades of a ceiling fan by covering them with a coat of furniture polish. Wipe off the excess and lightly buff. 7. Sometimes comforters, blankets and pillows don t need to be cleaned, but they do need to be aired out after a long winter in your closed-up home. Take them outside and hang them on a clothesline for a day.

12 Page 12 March 2018 A residents Story of Success! A number of years ago, the Department of Housing and Urban Development (HUD) initiated the Earned Income Disregard policy (EID). The EID was incorporated into the public housing requirements as a mechanism to assist low-income families to attain self-sufficiency by allowing for 100% and 50% of an increase in their earnings to be disregarded when determining the family s income-based rent. A family member qualifies for the EID once in their lifetime as they experienced a change in their earning capacity due to certain mitigating factors. The factors that will qualify an individual for the EID are as follows: 1. Annual income increases as a result of employment after being unemployed for one or more years. 2. Annual income increases as a result of participation in an economic self-sufficiency or other job training program. 3. Annual income increases as a result of new employment or increased earnings during or within six months after receiving assistance, benefits or services under any state program or temporary assistance for needy families funded under Part A of Title IV of the Social Security Act. During the initial twelve months of the qualifying event, 100% of the increase in income is disregarded. Therefore, the family s rent, which was based on their income, remains the same as it was prior to the increased earnings for an entire year. During the second twelve months, 50% of the increase over the original, base income is disregarded, still allowing the family to maintain a significant portion of their new earnings. I would like to share the success story of one of our families who took maximum advantage of this EID policy in conjunction with the public housing program which allowed for the family s rent to be adjusted commensurate with the family income. Jennifer Ratiner moved into our public housing complex known as Woodbridge Garden Apartments in March 2008 along with her young son. When she moved in, Jennifer was working for Kensington Bus Company and she was attending Middlesex County College. Her rent at that time was based on her wages plus the small amount of child support she received. In September 2009 Jennifer stopped working so that she could really concentrate on completing school. She was able to survive on the child support she received since the housing authority reduced her rent to coincide with the reduced amount of income. After finishing school, Jennifer was able to secure a good job in the medical profession in August Upon securing this new job, Jennifer qualified for the EID and the housing authority disregarded 100% of her earnings and continued to charge rent as if Jennifer was still only collecting child support for twelve months. During the following twelve months, Jennifer s rent was calculated after disregarding 50% of her increased earnings. Jennifer used this program to her utmost advantage by saving the money she would have paid out in rent, and continuing her education by attending seminars and classes to receive additional certifications thereby, increasing her earning power. The Woodbridge Housing Authority is very happy to announce that Jennifer has moved out of public housing and has purchased a town home for her and her son.
