Show that you have the ability to carry out this program. We are now in our 79th year of assisting our community with its pets. More than 400 dogs and cats are cared for each day either in our shelter or via our Foster Care Program. These animals remain under our care for as long as it takes to find them a
3 forever home. In addition to promoting its mission through humane education, pet assisted therapy and mobile adoptions, the Humane Society also provides adoption services at our North Miami Beach shelter and spay/neuter services and preventive healthcare vaccines at each of its two clinics (one located in North Miami Beach and one located in South Miami/Cutler Bay). We are in the fifth and final year of our partnership with the ASPCA, Miami-Dade Animal Services, and The Cat Network to spay/neuter and adopt as many dogs and cats in Miami as possible. We plan to continue collaborating with our partners to help Miami achieve its goal of becoming a No Kill Community. In our fiscal year of 2013/2014, our clinics spayed/neutered approximately 14,500 dogs/cats and provided preventive healthcare services (vaccines, heartworm testing, FIV/FeLV, etc.) to over 50,000 of our community s pets. Each of the Humane Society s clinics is staffed with licensed Veterinarians, four veterinary technicians, four veterinary assistants and three full time receptionists. The clinic staff all report to our Chief Medical Officer, Maureen Swan, DVM, who has been licensed and practicing veterinary medicine for 24 years. Additionally, we have a Medical Committee with Robert Pane, DVM, as the Chairman. The Medical Committee meets every two months to review veterinary operations and serves as the quality control unit of the organization. If you currently have a program for sterilization of cats and/or dogs, describe your current level of funding and productivity and why additional resources are needed? The only way to make a noticeable difference in the severe pet overpopulation problem that we have in Miami-Dade County is to spay/neuter its cats and dogs. We offer low-cost spay/neuter surgeries, but we have found that often our pricing isn t lowcost enough. We run specials and promotions throughout the year, in addition to providing free or even lower costs when grant funding is available. We also raise money through our direct mail program at different times of the year which allows us to run the specials/promotions, or, at times, provide services to a client who does not have the funds, but understands the importance of spaying/neutering and wants to get it done. In February 2015, we were awarded a one year contract and funding from Miami- Dade County to partner with Miami-Dade Animal Services at the South Clinic location. Through this project, the Humane Society will be able to perform 7,400 free spay/neuter surgeries for pets of low-income residents and for community cats at the South Clinic location. Anyone showing proof of low-income can have their dogs or cats spay/neutered at no cost and receive a free rabies vaccine. The demand, however, is county-wide and the contract only allows these free services to be performed in our South location; we receive many inquires at our Soffer and Fine Shelter and Clinic which is located in North Miami Beach. The distance from North Miami Beach to South Miami-Dade County where the free spay/neuter surgeries are being offered is approximately miles each way. For many of our low-income residents who live in North Miami-Dade County, it would be a hardship to travel this far. In zip codes and the poverty level is 30% and 24%, respectively. We believe that by offering these low-income residents extremely low-cost surgeries for their animals so they would not need to travel to our South Clinic would help with the pet overpopulation challenge in this area and be a good start for adjunct zip codes in need. The grant would be charged $46 for a dog surgery and $15 for a cat surgery. We would ask for a small co-payment of $25 for a dog surgery and $15 for a cat surgery from the owner. Any co-payment received would be rolled back into the grant which will expand the program beyond its goal of 850 animals. By rolling the co-payments received back into the grant we believe that we can sterilize 150 more animals. It would also allow us to assist any residents that could not afford the co-payment; no resident in need would be turned away. The SpayIt/NeuterIt/FixIt-North program will help us reach our county s goal of becoming a No Kill community by providing spay/neuter surgeries to as many low-income residents as possible in Miami-Dade County. 4 Please explain what you believe are the most substantial sources of dog and cat overpopulation in the target area: Miami-Dade County s population is considerable and diverse. Many residents do not spay/neuter their pets as it is not common practice in their country of origin. Also, with approximately 20% our residents living below the poverty level, many simply cannot afford to get their pet fixed, even with our low-cost pricing. This results in cats and dogs continuing to breed and hundreds of thousands of homeless and abandoned animals roaming our streets and neighborhoods. It is important that we be able to offer access to free or even greater low-cost spay/neuter services to as many of our low-income residents as possible, working towards our community goal of becoming a No Kill Community. What kinds of spay/neuter services are currently available in the target area and in what ways are these resources currently insufficient to meet community needs? Spay and neuter surgeries are available through private veterinary practices and hospitals but at prices much higher than ours. The Humane Society of Greater Miami and Miami-Dade Animal Services offer programs for free or low-cost surgeries. With increased funding, we can increase our sterilization capacity and help lower the yearly euthanasia rate until we can achieve our community s goal of No Kill. Florida Animal Friend is highly supportive of proposals that are focused on animal populations that are identified as substantial sources of dog or cat overpopulation rather than being diluted over too broad of a geographic area or diverse animal populations. Objectives What do you hope to accomplish with these funds (objectives should be specific and quantifiable)? Our goal with this extremely low-cost spay/neuter program is to provide 850 spay/neuter surgeries for animals owned by qualified low-income residents in zip codes and of North Miami-Dade County. Every spay/neuter surgery performed will help in eliminating more unwanted litters of puppies and kittens being born and perhaps coming into the shelter system. Our target is 850; however, our goal would be to expand the program by spaying/neutering at least 150 more by rolling the copayments back into the grant. How does this program increase the number of sterilization surgeries above the existing baseline? In 2014 we performed 14,500 spay/neuter surgeries. In 2015, our goal is to perform 20,000 spay/neuter surgeries. Enhancing our programs to include an additional 850 to 1,000 extremely low-cost or free spay/neuter surgeries for qualified low-income residents in North Miami-Dade County will increase this goal by 5%. Methods What criteria will you use to determine eligibility for your program? In order to receive these services, potential customers must show proof of government assistance. How will you advertise the program? Explain how the advertising will reach the target audience. We believe that this program will very quickly be utilized without a large media campaign as we receive inquiries on a consistent basis from financially challenged residents looking for assistance. We will provide the information to potential clients when they call to inquire about an appointment and advertise it through other media channels such as our website, Facebook, Twitter, flyers, radio, etc. We will also utilize our current customer base who own unaltered dogs and cats and communicate this opportunity to them. How will you address barriers to full use of the program such as transportation, illiteracy, and cultural hurdles? The majority of our materials are produced in both English and Spanish. In addition, our clinic receptionists and phone operators are bilingual. We are also putting together a transportation program for those residents in need of transportation assistance. Does this project involve the transportation of animals by someone other than the client? If so, describe the vehicles, methods for confinement, personnel training, liability releases used to assure the safety of the animals and handlers. In July of 2012, Miami-Dade County adopted a No Kill Resolution. We know that to truly deal with the problem of unwanted pets, it is necessary to prevent unwanted litters. We cannot adopt our way out of Miami s pet overpopulation problem. While we work diligently to end pet overpopulation by operating two preventive healthcare clinics that offer low-cost spay/neuter services and vaccines to help, even as inexpensive as we are, the cost of a spay/neuter surgery is still cost prohibitive for many lowincome residents in our community. We believe that by offering extremely low-cost or free spay/neuter services to qualified lowincome residents in North Miami-Dade County, we will be able to assist our community in achieving the save rate of 90% overall to become a No Kill. To participate, a resident must bring their animal to our Cutler Bay Clinic which is in South Miami-Dade County. It is approximately miles from North Miami-Dade County where our Soffer and Fine Shelter/Clinic is located. We have submitted or will be submitting grant applications to the below Foundations, among others, to ask for support in this community program. We will continue to seek additional funding from our long time donors, fund raising events, appeals which go out monthly to the general public, sending out letters of inquiry to other grantors, foundations and corporations, etc. We have also expanded our boutique to help increase our revenue stream to help support spay/neuter and adoption efforts. The boutique is currently on track to bring in more than $220,000 this fiscal year. Promotion of Florida Animal Friend Spay/Neuter License Plate *Applicants selected for funding are expected to publicize their grant in support of their spay/neuter program and promote the sale of the Animal Friend license plate via press releases, newsletters, website links, social media, etc. Please describe your plan to promote the Florida Animal Friend Spay/Neuter License Plate. Grantees are required to submit documentation of promotional endeavors. The Florida Animal Friend Spay/Neuter License plate would be featured on our website's home page, our partners' page and our website events calendar page each month. It would be featured on our Facebook page for a one week period if/when the grant is received and also three times a month throughout the grant partnership. It will be featured in our e-newsletter and our printed newsletter.
