1 STRONGSVILLE ARCHITECTURAL REVIEW BOARD MINUTES OF MEETING The Architectural Review Board of the City of Strongsville met for Caucus in the Mayors Conference Room at the Foltz Parkway, on Tuesday, at 8:30 a.m. Present: Architectural Review Board Members: Dale Serne, ARB Chairman, Ken Mikula, City Engineer, Tony Biondillo, Building Commissioner, George Smerigan, City Planner and Jennifer Milbrandt, City Forester and Vice Chairman. The following was discussed: GET GO: Mrs. Oprea showed the board an from the applicant requesting to be Tabled again. The Chairman stated that the Board would Table this matter. AVERY WALDEN PHASE 3: The Board was in agreement the there were lots of choices with the home designs. They agreed that the elevations looked good. AVERY WALDEN SIGNAGE: Mr. Biondillo stated that the signage meets the code. The Board agreed that the signage looked good. 3 Page 3 Mr. Mitchell Keith Mitchell with Ryan Homes, Brecksville, Ohio. Mr. Dean Tim Dean, Strongsville, Ohio. Mr. Catanzarite Mike Catanzarite, Strongsville, Ohio. Mr. Serne Please explain to the Board what you plan to do. Mr. Mitchell The package details the landscape plan for the community. The overall landscape showing the street trees. We have an entry planting and walls which is very similar to what is existing at Phase 1. The signage will be a little bit smaller because it s a little bit narrower but the sign will be the same so it will have a similar look. The signage material, plant material and signage blend together. We have details throughout the community. All the cul-de-sacs will be landscaped; we are putting a 3 ring of stone around it for traffic and safety vehicles. We wanted to have a little bit of something in the islands instead of a large concrete area. This will be a part of the Master HOA; there will be a sub association for the clusters. We also brought in signage and as you can see according to the legends of Avery Walden, again the sign mimics the same down the road in Phase 1. We have some details as far as the falls. Most of the site to the south will have walk outs and garden levels, that is part of this ridge the runs around through here. Most of these lots will be garden levels and/or walk-out homes whereas on the north side they will be more standard lots. There is an access into the existing community over to the west. At that intersection there will be a mail kiosk for the mail reception of the community. There will not be individual mail boxes. Mr. Mikula When you go through the Planning process there is some question about the access to the other development which we are in favor of but there may be some opposition to that. That will all be discussed later at the Planning level. Mr. Dean Oh, the Park Moss connection? Mr. Mikula Yes. Mr. Dean We went to a private meeting with the Homeowners Association and the only thing that they were against was that. Mr. Mikula I think from a safety perspective you have to have that. Mr. Catan We don t care if you tell us not to connect, we won t connect.

4 Page 4 Mr. Biondillo The landscaping, is that going to be Ryan s responsibility or are you putting that onto the individual homeowners? Mr. Mitchell The site landscaping will be part of the Development. Ryan Homes will not be developing the site. We will have a developer developing for us. Mr. Serne That will be a separate submission? Mr. Catan I think Tony is asking about each individual home. Mr. Mitchell Each home site? Yes we have as part of this package; we have 3 basic planting plans for the homes. These don t include a street tree but they are shown on the master plan. We will install the landscaping the grass. We found out that a lot of homeowners want to go with a lot of bells and whistles and put these big patios and decks and they want to do a more individual home and that is not something that we do so they would go in after the fact, after we put this in and do that and pull their permits for the decks and patios. Mr. Biondillo That is perfect, we have a hard enough time establishing the final grade and responsibility and final landscaping but what they add to it later on is fine. This is good. Mr. Mikula So our final grade will be after the general landscaping is in. Mr. Mitchell We will install this and then call you guys for a final grade. Turn the keys over to the homeowner and if they want to go beyond that then they can. Mr. Serne You have so many combinations. Mr. Mitchell We have presented 12 homes, most of these have first floor master bedrooms on them. We are looking at that for the empty nester, or younger families that want first floor living. Some homes have a second floor but it is just an extra bedroom for when grand kids come over and that type of thing. We will say that on this site there are 2 different building footprints that you can have, 40 wide and up to 50 wide. It is varied so you are going to have some homes that have a 40 wide footprint and some have 50. This will provide greater variety to the community as well as different lifestyle for different means of different homeowners. The Brentwood is a 40 wide product. As you can see we are asking for 3 elevations on this, k, l and m. All these homes, even though some of these elevations show a side load drive, all these homes will be front load because the layout of the community does not allow us to provide except for in one spot, a side load. We have 3 elevations, we call this our

5 Page 5 Cottage style home. We started building this in other areas in Northeast Ohio and it has been very well accepted. All of our garage doors, we will have the cottage style. If you see an elevation that has more of a plain elevation garage, it won t, they will all have the cottage style garage door which will provide extra detail driving down the street. There are just different ways to do the roofs and different details as far as the shingles, stone and siding. The pattern of the stone we will be providing is a variety of different colors and shade. This would be the stone and general color of the grout that you would see out there. Ms. Chadock We have 3 other styles too, this is more of a stack stone or ledge stone and then we have fieldstones as well which are the odd shaped ones that they can put up as a puzzle. We also have cut stones. They are more squares and rectangles put together so we have 6 different styles of stone. We also have brick. Mr. Mitchell Some of the color options, we have a variety of different colors. Everything matches and is very harmonious. These are different and we specify how they have to be used. You will see how we provide the primary colors and the upper area of the trims, the door colors as well as the shutters and trim detail. There is a variety of color choices that you can have, they are very similar but you can get some grey tones. They are very neutral, very earth tone colors so it is not outlandish or loud, it will just blend in. There are a lot of trees there so we want to make sure that it blends in with the woods. Ms. Chadock We just pulled that color in Northeast Ohio, it is very popular down south not up here, we are too conservative. Mr. Mitchell There is brick on some of the homes some brick and stone. Again, more natural colors. There is the Brentwood which is a ranch home. It goes from 1,730 up to 2,300 SF. Basement, finished out at about 2,700 SF. Ideas on the walk outside of this, we will be doing finish basements. That square footage will be added into the totals. The Capri is a 1 ½ story home. It looks like a two story from the front. There is a first floor master on it. Again just trying to get some extra bedrooms in there for people who want to have kids come over. They are 2,753 SF minimum and up to 3,000 SF. Basement there is 788 SF and we are asking for 6 elevations, d, e, k, l, m and p. We don t give home buyers that option to choose, like this dormer and put it on this. Basically the elevation that you see is what they are allowed to get. Ms. Chadock We do protect this street by not allowing two elevations two doors down on either side or across the street. The same with color one on either side and across the street there will be a lot of variety in here.

6 Page 6 Mr. Biondillo A number of these shows a rear screened in room or porch on them. Do those all fall within the rear yard setback of cluster or are those going to need variances, I would like to caution you that some of those may need variances. Ms. Chadock Right, if it went beyond the building envelope we would just tell the customer that it doesn t fit unless it was within a very reasonable number to apply for a variance to add it on. Typically we just say it doesn t fit. If it encroaches that area we would just try to find another home site that it would fit on. Mr. Biondillo Will they have the ability, there is going to be a Homeowners Association, is the Association going to prohibit those? The reason I am asking, some of these single-family cluster sites go in there and you are at maximum density, maximum square footage allowed. Then they come back later on and try to get a variance for a screened in room and it frankly ticks off some of the other owners in the development so it maybe something that you may want to incorporate into your bylaws. You are not going to encroach within the rear yard setback because they are such a tight lot. If they do, makes sure that they stay with the by-laws. Mr. Dean We did go through and identified some lots, most of the houses, we put a sunroom on so the variances are already predetermined on several of the lots. The only ones that the Planning Commission objected to was the ones right up front. They advised us on those. There is a 35 setback and there is only 20 here and we asked but they denied those two but they mentioned to us, go and talk to these two people and come in prior to getting final Planning Commission approval and request a revised preliminary plan before we get final approval. I have since talked to one of those people and they seem agreeable but most of the units were designed with the site. Mr. Mitchell We gave the engineers the sublots and our plan accommodates them. Mr. Biondillo It creates a problem just from experience down the road. Mr. Mitchell The Carolina is a ranch this fits on a 40 wide envelope. Minimum is 1,700 SF and maximum is 2,450. Basement finished 861 SF. We are asking for 6 elevations on this one, a, b, c, d, k, f and l. This is a newer product to this area. They have only been building this here for 1 ½ years. We haven t had the opportunity to get into some of the lot dimensions that we have here so we are happy to have it here in this community. The garage doors here show a standard door, this would be a cottage elevation door. We crossed out some of them that were all vinyl that will not be the case because we don t build all vinyl homes. The Pisa Torre is a ranch home that will fit on a smaller 20 wide lot. 1,400 SF minimum and 2,200 SF maximum, 700 SF

7 Page 7 basement. Asking for 3 elevations; k, l and m. This one actually has all of the cottage doors on it. This is our smallest ranch. Ms. Chadock We have a 3 rd car garage option but that just came out last week. Mr. Mitchell The Esquire is a two story elevation from the front with a first floor master. It is a 1,924 SF minimum, 2,656 SF maximum, 500 SF basement finish out, 2 elevations on this. Mr. Biondillo Are these all framed with dimensional lumber for your floor systems or is it I joist? Mr. Mitchell I joist. Mr. Biondillo - Don t drive us crazy with the plans because that is what typically happens with all these elevations and footprints. Whoever is going to do the submittal for you, make sure that the elevations or footprint are clearly identified. We require all the I joist submittals be submitted at the time of application so that we have all of those. I am assuming that you are going to give us a full set with all of your elevation options, all of your foundation options. They have to be clearly identified because we are obligated to especially now that the State has the Residential Code to do a thorough review. It makes it tougher to go through. The elevations, your foundation details, the footprint, everything. There are 70 pages in those plans and it is tough to go through. Make it as easy as you can. Ms. Chadock We have a system where we can click whatever pages that we would like to see so. Mr. Biondillo You are able to print the customized home? Ms. Chadock We can print whatever pages we want. Mr. Biondillo It is too hard if you give us 70 pages to go through. Mr. Mitchell Back to the Esquire, are there any questions. There are only 12 homes but we want to provide enough elevations and a lot of variety on the street. The Springbrook is a ranch 1,852 SF minimum, 2,900 SF maximum with a 746 SF basement, it has 3 elevations, k, l and m. Mr. Biondillo Does that eyebrow open up into a loft.

8 Page 8 Ms. Chadock No, it s just decretive feature. Mr. Biondillo It s an older feature that is kind of neat when you open it up to the inside. Mr. Mitchell Right now that is just a detail. Ms. Chadock This house does offer a second floor level but that portion does not go into that. That dormer does not go into that either. Mr. Mitchell Basically all the homes that you see here are similar. They run the gambit anywhere, 3 elevations to 7. The square footage is a minimum of 1,700 SF and the largest home in here with all the bells and whistles is around 3,500 SF so there is a wide gambit of square footage in here. We are going to add a lot of finished basements which will add 500 to 700 SF to the base. Mr. Catan- Just so that we are comfortable, what are the price points and are there any actual photos? Mr. Mitchell We can provide photos of existing homes in the area. Mr. Catan Just maybe a street so that we can see it. Ms. Chadock We went into the Woods in Richfield which is connected to Glen Caryn so I don t know if any of you are familiar but that is a very high end community. That is similar to what we feel that this is going to offer but we have even more updated plans than we had at that point. Mr. Mitchell The Landings in Olmsted Township just finished a community there which had a lot of our cottage elevations, that is where we first started with it in town and they came out very well in the streetscapes. Mr. Catan I am sure it will come out very well but sometimes people can t visualize and having pictures would be good. Ms. Chadock To answer your question about the pricing, right now we are finalizing what included features we will have in it. We are planning to add a lot of bells and whistles to the home but we haven t finalized all of that yet and there is more, the land costs will go into that so we can determine it. We are thinking somewhere at the lowest it would be in the $250, s but we are probably speaking more toward the starting base of $275, range which means that is a 1,400 SF ranch starting off in that

Usually people add between $30, and $120, in options so we are thinking we will average somewhere around $300, to up to over $425, Mr. Catan If we can get those photos where we are in the $350, range that would be good. Mr. Serne How many different styles do you have here? Mr. Mitchell Twelve homes. Mr. Serne Twelve homes and then there are how many different possibilities with those homes? Mr. Mitchell Six to seven elevations and a variety of additions and changes that you can have. Mr. Serne As you said, you are not going to put the same thing within sight of the other one. Mr. Mitchell Right, the colors and elevations change. Mr. Serne The you have proto changes. You have so many different changes. Mr. Catan We have owned it since 2005 so aesthetically that property, unless you put a trailer park there, any house there with some brick and stone is going to fit in and look good. Ms. Chadock We already have a collective list of themes. Mr. Dean They are hitting the cluster market at that right time. All the developers and builders are looking for cluster spots now. Mr. Smerigan You have a lot of options here, different homes and different options. You have like 50 different options so the likelihood of any two coming out the same is slim. Mr. Mitchell The one thing that will stay the same will be the shingles on the roof. We are going to go with weatherwood. That will be the one unifying piece to it. That will blend everything and make it harmonious.

10 Page 10 Mr. Serne Anything else Tony? Mr. Biondillo Just a couple of things, I like all of the elevations and everything that you provided. It is a nice mixture and it should look very nice when it s done. Does some of that articulate around the grade around the other 3 elevations or the rear or any of the stone come around those other elevations or is it all vinyl in the rear? Ms. Chadock Usually the HOA would determine whether or not we are supposed to put this around. Mr. Mitchell As presented it is just the front elevation. Mr. Biondillo Ok. Ms. Chadock Are you talking brick to grade? Mr. Biondillo A lot of those things are determined by the lot. Mr. Mitchell By the walkout, we will have some details, it won t be copy of the foundation, it will be siding and some details back there to make sure it doesn t feel like it is just a blank wall. Ms. Chadock Usually we fade the siding down along the stud wall and then we will put brick to grade around the foundation wall. Mr. Biondillo Were streetlights included on the plan or are they on the houses themselves. Mr. Mitchell We will have post lights. Mr. Biondillo So that handles your lighting requirements. Mr. Mitchell The post light is part of the package in there as well as there will be some carriage lights on the homes themselves. They vary in locations depending on the type of home and the style will vary. If it is a cottage it will have more of these or sometimes the other elevations will select one of these. Again you will have some variety on the lighting. There are no other streetlights other than that. Mr. Biondillo The other comments, if you are able to provide those plans specific to that house that will help a lot. Whoever your general is out there, your project

11 Page 11 superintendent, it would be good to meet ahead of time so that we could sit down as this progresses through. That is all, it looks great. Mr. Serne Ken. Mr. Mikula No report from engineering but it looks very nice. Mr. Serne Jennifer. Mrs. Milbrandt I think it looks very nice too. Mr. Serne George. Mr. Smerigan I like to color palette, it will blend together nice and you have enough options that it will keep it interesting. Mr. Serne I think with all the different combinations it will look nice. other questions or comments I will entertain a motion for Avery Walden. 12 Page 12 Recommendation of the Building Elevations, Materials and Colors for the proposed exterior renovations for the existing Marc s Building located at Pearl Road zoned General Business. Mr. Serne Item Number Four, Marc s. record. Please state your name and address for the Ms. Skurka April Skurka with ADA Architects, Detroit Road, Lakewood, Ohio. Mr. Kelly Jim Kelly with Marc s, 5841 W 130 th Street, Parma. Mr. Harbath Mark Harbath with Marc s. Mr. Serne Please explain to the Board what you plan to do. Ms. Skurka This is for Marc s at Pearl Road. You are looking at the side elevation. This is the existing site plan, it is going to stay as is. We are not doing any footprint changes. These are the existing elevations. It is a masonry brick building with a shake roof at the entry elements. This is our proposed elevations. The renovation is going to start at the main entry element and we are going to remove the roofing and the framing there. Modify the framing, raise and enlarge it to create a larger entry element. We are then going to move on to the canopy. We are going to build a parapet around the existing canopy. Then we are going to go to the end where we are going to build a secondary entry element to frame the entrance for the new pharmacy location. In terms of materials, our new construction for the two entry elements and the canopy area, we are proposing to use a drivet custom brick material which is basically an EIFS that is designed to look like brick. This is a large sample and it will be in that color as well. Remainder of the sign band area on the cornice will be an off white EIFS which will be this and the base at the piers at the entry elements will be a cast stone similar to that. The only new area of the store front will be at the pharmacy. It will be a dark bronze to match the existing elements. I think that is it, originally on the application we had not requested signage approval, I don t know what we need for signage approval, if that is something that we could do today or if you need cut sheets. Mr. Biondillo You need cut sheets and sizes. There may be some variances because you are limited based on the square footage area, how many different signs designating different uses within that space. Ms. Skurka Ok we will have to do that separately. Aside from that I can answer any questions.

13 Page 13 Mr. Biondillo Is this a complete reface? Ms. Skurka No, one thing I failed to mention, all the new construction will be of this EIFS material but the existing brick at the bottom will be painted to match the EIFS so anything existing that will remain will be painted. It will just be this area, this area and this area. Mr. Biondillo Alright, just the higher area so we don t have to worry about damage. Ms. Skurka No at the bottom of the piers we are going to have the cast stone. Mr. Biondillo Okay, you said that you have some interior changes to the lobby or is the lobby remaining the same? Ms. Skurka - We are moving the pharmacy up here, so we are going to have a new entry to the pharmacy on the side here. Mr. Kelly All the work will be done inside the building the only thing extra is going to be the pharmacy, it will be a walk in entrance, maybe an 8 x 8 or 8 x 10 area. Mr. Serne I think what Tony was asking is, are you doing anything or making any changes to today s vestibule? Mr. Kelly No. Mr. Biondillo It looks like it was going to remain the same but it is hard to tell. Mr. Smerigan You are matching the EIFS brick. Ms. Skurka Yes and this brick material, I am kind of surprised, it is actually used a lot in a large section of Legacy Village. Mr. Serne The painted brick will still read like brick. Ms. Skurka Yes, I think it is painted now. Mr. Serne Anything else Tony? Mr. Biondillo You are not continuing the paint around the remainder of the building, this is just the front façade.

14 Page 14 Mr. Kelly That has not been discussed, it is something we can look into. Mr. Biondillo Just curious, that is all I have. Mr. Serne Ken. Mr. Mikula I think that will be a nice change, upgraded to fit in with everything else that is going on out there. Mr. Serne Jennifer. Mrs. Milbrandt The columns there that are not shown with the cast stone, will those have the cast stone? Ms. Skurka No, these are just the brick, they won t have the EIFS material on them. Those are existing columns. Mrs. Milbrandt No additional comments. Mr. Serne George. Mr. Smerigan I think it is a very nice upgrade. You did a nice job. Mr. Serne- If there are no other questions or comments I will entertain a motion for Marc s. Mrs. Milbrandt I motion to accept the Recommendation of the Building Elevations, Materials and Colors for the proposed exterior renovations for the existing Marc s Building located at Pearl Road zoned General Business.
