2 JANUARY from the Kennel Club Continued from page 1 Crufts this year on the Saturday will once again stage the final of the Kennel Club Vulnerable British and Irish s Competition. This time, the format is slightly different and the finalists will be the Best of winners from selected group championship shows. The competition is a platform on which the press office is able to raise awareness of these breeds and it provides the opportunity to recognise those enthusiasts who are dedicated to the survival and prosperity of the breeds which are native to these islands. If you own a vulnerable British or Irish breed which won Best of at one of the following shows in 2017, your dog has qualified and you will have been sent an invitation: Hound Association, National Gundog Association, National Terrier Club, National Working and Pastoral s Society and United Kingdom Toy Dog Society. The final will be judged by Tom Mather, breeder and owner of the Barklots Japanese Chins. The format is similar to last year as it is a stand-alone event where the entries are limited to 40 teams and accepted on a first come, first served basis. Each team will comprise three or four dogs of one breed, all bred by the same breeder or breeding partnership. The judge for the final is Ronnie Irving, third-generation Border Terrier breeder whose wife Kate owns the Dandyhow kennel name. The event, for which entries have already closed, is sponsored by Agria Pet Insurance. There is a new and exciting format for the Kennel Club ers Competition for those wishing to qualify for Crufts Exciting new format There is a new and exciting format for the Kennel Club ers Competition for those wishing to qualify for Crufts Heats will take place at every general and group championship show throughout 2018, with points being given for 1st 4th place. New for the competition will be the allocation of prize money courtesy of Agria Pet Insurance, where teams awarded first place will be awarded 30 points and 20, or 25 if a Kennel Club Assured er. Teams in second place will be awarded 15 points, third place 10 points and fourth place 5 points. The top 40 teams will qualify for the final at Crufts 2019, of which two positions will be for the breeders competition winners from the European and World Dog. All general and group championship shows will be scheduling a Kennel Club ers Competition heat each day of their show Trevor Hayward with Petra a Smooth Collie who won the Kennel Club Vulnerable British and Irish s competition at Crufts 2017 for the relevant groups in the main ring and there will be a suggested entry fee of 15 set by the individual shows. Points will be recorded and published by Our Dogs, which will publish a leader board within the newspaper throughout the year. The first qualifying show will be Boston championship show being held on 4th 7th January. Popular feature The ers Competition has proved itself to be a very popular feature at Crufts after its inception at Crufts Although the competition took a break in 2016, it returned by popular demand in The competition is always a sight to behold with all the breeders teams competing in the main arena, and we hope that the new competition format helps to provide the opportunity for breeders to showcase their pedigree breeds and breeding stock, while at the same time promoting the importance of ensuring dogs are bred to lead long, healthy lives. 3 JANUARY from the Kennel Club KCAI Trainer of the Year The Kennel Club has announced the five finalists hoping to win the KCAI Trainer of the Year title. The public vote is now open to decide the winner, who will be announced at Crufts. Returning for the fourth year, the KCAI Trainer of the Year award recognises the outstanding talents of Kennel Club Instructors (KCAI) scheme members who go that extra mile to make a positive difference to the lives of dogs and their owners. Dog owners were invited to nominate a dog training instructor or canine behaviourist who they felt was most deserving of the award. Over 400 nominations were received, shared between 39 individual scheme members from across the UK. The extra mile This award provides the public with a fantastic opportunity to recognise the hard work and achievements of KCAI scheme dog training instructors, who are going the extra mile to make a difference for dogs and their owners. Their dedication to dog training makes the finalists all deserving winners. We wish them the very best of luck. The finalists have been invited to attend a ceremony at Crufts on the Saturday. As well as receiving the title of KCAI Trainer of the Year, the winner will also receive a trophy, certificate and a 500 voucher for a dog-friendly holiday, courtesy of the sponsor of this award, Hiscox UK (Kennel Club Trainer insurance provider). The judges based their decision on the following criteria: making a positive difference to the behaviour of dogs, changing the lives of dogs and/or people, helpfulness and dedication, and making a positive contribution to their wider community. The finalists are: Kay Attwood, Camberley, Surrey; Barry Harris, Wirral, Merseyside; Denise Hubbard, Middlewich, Cheshire; Hilary Mears, Wellingborough, Northamptonshire; and Corrine Kennedy, Perth, Perthshire. KCAI Trainer of the Year Martha Brindley onedition The Kennel Club Shock collar update Despite all the evidence supporting the need for a ban on electric shock collars and support for the campaign across the welfare and veterinary sectors, the Scottish Government has announced it will merely regulate their sale and use, which will serve to legitimise them and put dog welfare at further risk. The Kennel Club is now urging dog lovers and anyone with an interest in dog welfare in Scotland, to sign a petition being run by Maurice Golden, Member of Scottish Parliament for West Scotland, to show their support for an outright ban on the sale and use of shock collars. Regulation H(1)10.e. Except for mobility aids, nothing shall be carried in the hand while the dog is under test and food shall not be given to a dog whilst in the ring. Competitors are prohibited from wearing bags or leads whilst under test elimination. (Insertion in bold.) (Effective date 1 January 2018) Regulation H(1)B.3.d d. Hoop-(Tyre) Aperture diameter 533mm (1ft 9ins) minimum. Aperture centre from the ground: Large Dogs - 800mm ((2ft 7.5ins). Medium Dogs - 550mm (1ft 9.6ins). Small Dogs - 490mm (1ft 7.3ins). The hoop to be of a consistent shape, constructed of an impact-absorbing material. The height of the hoop should not be lowered. The tyre/hoop must be directly mounted in a substantial frame structure which must be secured in such a way that dogs cannot knock the obstacle over from either direction; the frame shall not have a beam across the top. All tyres must have easily displaced element(s). For saloon style tyres, both opening sides must have an ability to swing open to degrees from the closed hoop position. They must not self-return and must be manually re-set. (Insertion in bold) (Effective date 1 January 2018) New Regulation H(1)(B)5.a.(10): Tyre 5 faults for displacing any part of the tyre. If the dog displaces any part of the tyre without negotiating it and making it impossible for it to be negotiated successfully elimination. This shall apply at the venue and within the precincts of the Trial. (Insertion in bold) Regulation I(C)1. Description of exercises & guidance for judges Method of Handling. Although implicit obedience to all orders is necessary, dogs and handlers must operate in as free and natural a manner as possible; persistent barking, whining, etc. in any exercise other than location of articles, person or speak on command should be penalised. Food must not be given to the dog by the handler whilst being tested. The handler must not have food or a toy on their person whilst the dog is being tested. (Deletion struck through. Insertion in bold.) Regulation I(C) Search and Escort. The protected steward will be searched by the handler with the dog off the lead at the sit, stand or down. The Judge will assess whether the dog is well placed tactically and ready to defend if called to do so. The handler will be told to escort the protected steward at least m (30 yds) in a given direction, he will give at least one turn on the direction of the Judge. During the exercise the protected steward will turn and attempt to overpower the handler. The dog may defend spontaneously or on command and must release the protected steward at once, both where he stands still and when the handler calls him off. (Deletion struck through) Regulation I(D)10.b. b. Stock Test Bloodhounds entered on a restricted permit must be hunted on a leash, they may only be hunted free if they hold part two of a Working Permit issued by the Association of Bloodhound ers or the Bloodhound Club to certify they are steady with farm stock. Hounds are required to have passed a stock test in the UK before being hunted off leash and are ineligible to compete in a Senior Stake until successfully stock tested. Hounds aged 6 months or over may take part one of the Working Permit, however hounds must be at least 12 months of age before undertaking part two of the Working Permit. J REGS CHANGES () Regulation J4.b. b. Spaniels Open Spaniel Stakes are presently confined to Spaniel (Cocker) and Spaniel (English Springer). (1) Open Stakes - maximum 18, minimum 14. (2) Other Stakes - maximum 18, minimum 12. (3) Cocker and English Springer Any Variety Spaniel [Excluding Spaniel (Cocker)] Championships - no maximum number. (Deletion struck through. If entries or nominations exceed the number of permitted runners, the right to compete in a Trial shall be decided by ballot (subject to Regulation J7.i. which relates to preference in the draw for Open Stakes). Societies must ensure that all eligible owners/members are given the opportunity of having their preferred dog entered into the first ballot (See J7.j) The society must publish the result of this ballot in full to all applicants. Where an online system, approved by the Kennel Club, has been used to take entries, the ballot must be carried out using the same online system, and the result forwarded to the Kennel Club at the same time that competitors are notified. After an applicant has been successful in the draw for a place in a Stake, or as a reserve has accepted an offer of a run, if the run is not taken up, the applicant may become liable for the full entry fee except: (Insertion in bold). Regulation J7.i.(2) i. Preference in the draw for Open Stakes (2) Cocker and English Springer Spaniels Spaniels A First, Second or Third in an Open Stake or a First in an All Age or Novice Stake. A First, Second or Third in an Open Stake or a First in a Novice Stake or All Aged (excluding trials restricted to (AV Spaniel except for Spaniel [Cocker] and Spaniel [English Springer]). To qualify for preference in the draw in an Open Spaniel Stake, the dog must have gained the appropriate places in a Stake open to its breed. (Insertions in bold. Deletions struck through) Regulation J10.a.(2) 10. Championships and Champion Stake a. The following Championships and Champion Stake may be held annually: (1) The IGL Retriever Championship. (2) The English Springer Spaniel Any Variety Spaniel [Excluding Spaniel (Cocker)] Championship. (3) The Cocker Spaniel Championship. (4) The Pointer and Setter Champion Stake. (b) A dog which gains two first awards in Open Stakes under two different Panel A Judges. In the event that the same Panel A Judge officiates at both Stakes, the dog will be entitled to the title of Field Trial Champion provided that the co-judge at one Stake is also a Panel A Judge. With the exception of the English Springer Spaniel Any Variety Spaniel [Excluding Spaniel (Cocker)] Championship all Stakes must be limited to a maximum of 18 dogs. In order for the Stakes to qualify there must be no fewer than 14 runners. (Insertions in bold. Deletions struck through) L REGS CHANGES (HEELWORK TO MUSIC) Regulation L1. Dogs or handlers must progress to novice once 14 points or more including a win have been gained in starters classes but may, at the handler s discretion, elect to progress on 20 points without a win. Novice. The dog or the handler must have gained 14 points or more including a win, or have elected to progress on 20 points or more in official starters classes at Kennel Club licensed Heelwork to Music competitions. The dog must progress to intermediate once 16 points or more including a win, or a total of 28 points or more have been gained in novice classes. c. Intermediate. The dog must have gained 16 points or more including a win, or a total of 28 points or more in official novice classes at Kennel Club licensed Heelwork to Music competitions. The dog must progress to advanced once 20 points or more including at least one two first places have been gained in intermediate classes. d. Advanced. The dog must have gained 20 points or more including at least one two first places in official intermediate classes at Kennel Club licensed Heelwork to Music competitions. (Deletions struck through. Capped classes Organisers of Open Rally competitions and Limited Rally competitions may set a capping level on the entries to be accepted in any standard or special class, and may decline entries received after the capping level has been reached. Wins and places in standard classes capped in accordance with this Regulation will count towards progression. The capping level must be set at a minimum of 40 entries received. There is no maximum level at which a cap may be set. Capped classes may be split into two or more divisions in accordance with Regulation S19f. The capping level for each capped class must be clearly specified in the competition schedule. The capping level applied may be adjusted upwards by a maximum of 10% after the closing date of a competition at the discretion of the competition organisers. Capping levels may not be adjusted downwards after publication of the schedule except with the prior permission of the Kennel Club Board. Where total entries received exceed a capping level, entries must be processed in the order received. Processing of entry forms, and of online entries where applicable, must be managed so that the date of receipt of each entry is recorded. (It is permissible to set different opening and closing dates for online entries from those applying to postal entries.) Entry fees for entries which are received after the capping level has been exceeded must be refunded in full. Entry forms must allow competitors to specify, if their entry for any capped class is declined because the capping level has been reached:- (i) that they wish the dog to remain entered in all other classes, or (ii) that they wish their entire entry for the dog in question to be cancelled, or (iii) that they wish their entire entry for all dogs they have entered at the competition to be cancelled. In such cases the relevant entry fees must be refunded in full. (Insertions in bold.) (Effective date: 1 January 2018) Scores of 170 or greater equivalent to these qualifying scores (or greater) earned at Limited Rally Competitions do not count towards Progression, Rally Level Titles or Excellent Titles. In all levels a qualifying score of 190 or above equates to an excellent score. 2. Eligibility When entered for a competition in a standard class, a dog must be entered at the level for which it is eligible as defined below. The dog may also, if desired, be entered in up to two additional classes, either one further standard class at the subsequent higher level, plus one additional special class, or two additional special classes. A dog may be entered in special classes only, up to a maximum of 3 classes. Special classes do not count towards progression. The dog may also, if desired, be entered in two additional classes, either one further standard class at the next level up, plus one additional special class, or two additional special classes. In the following definitions, achieved a Level 1 Title, achieved a Level 2 Excellent Title and so on mean that the dog meets the requirements for those Titles as defined in paragraphs 3 and 4 below. Welfare of Dogs An exhibitor (or competitor) whose dog is entered at a Kennel Club licensed event should take all reasonable steps to ensure the needs of their dog(s) are met, and should not knowingly put their dogs health and welfare at risk by any action, default, omission or otherwise. A breach of this Regulation may be referred to the Board for disciplinary action under Kennel Club Rules and Regulations. The use of pinch collars, electronic shock collars, or prong collars, is not permitted at any Rally event licensed by the Kennel Club. 26 JANUARY FOR JANUARY Regulation S5 5. Classes at Rally Competitions c. Capped classes Organisers of Open Rally competitions and Limited Rally competitions may set a capping level on the entries to be accepted in any standard or special class, and may decline entries received after the capping level has been reached. Wins and places in standard classes capped in accordance with this Regulation will count towards progression. The capping level must be set at a minimum of 40 entries received. There is no maximum level at which a cap may be set. Capped classes may be split into two or more divisions in accordance with Regulation S19f. The capping level for each capped class must be clearly specified in the competition schedule. The capping level applied may be adjusted upwards by a maximum of 10% after the closing date of a competition at the discretion of the competition organisers. Capping levels may not be adjusted downwards after publication of the schedule except with the prior permission of the Kennel Club Board. Where total entries received exceed a capping level, entries must be processed in the order received. Processing of entry forms, and of online entries where applicable, must be managed so that the date of receipt of each entry is recorded. (It is permissible to set different opening and closing dates for online entries from those applying to postal entries.) Entry fees for entries which are received after the capping level has been exceeded must be refunded in full. Entry forms must allow competitors to specify, if their entry for any capped class is declined because the capping level has been reached:- (i) that they wish the dog to remain entered in all other classes, or (ii) that they wish their entire entry for the dog in question to be cancelled, or (iii) that they wish their entire entry for all dogs they have entered at the competition to be cancelled. 27 JANUARY DEVELOPMENT PROGRAMME BREED CREDIT RESULTS In accordance with the Judges Development Programme Code of Best Practice In order to be eligible to attend a JDP Assessment, a person must: Have previously awarded CCs to at least three breeds, two of which must be within the host Group (eligible to attend host Group Assessments only) OR Have been previously approved by the Kennel Club to Judge a Group at Championship Show level (eligible to attend all Group Assessments) AND Be satisfied that by putting themselves forward for assessment they are able to demonstrate sufficient knowledge of the scheduled breed. *Please refer to the Code of Best Practice for full details The following lists only include those judges who meet the above eligibility criteria and have been deemed to have demonstrated a sufficient knowledge and insight of the by the relevant Judges Development Programme Assessment Panel, and therefore have been awarded a Credit Certificate. 35 OBITUARY It is with sadness that the Kennel Club wishes to record the death of the following honorary member: MR CG BREACH JANUARY for the members As part of its External Affairs activities the Kennel Club runs a dog owners group KC Dog with approximately 5,000 members, which was established to monitor and keep dog owners up-to-date about dog related issues, including Public Spaces Protection Orders (PSPOs) and Dog Control Orders (DCOs) being introduced across the country. Local authorities in England and Wales can use PSPOs, and in Northern Ireland DCOs to restrict where dog walkers can go with their dog and whether they can let their dogs off lead. For example these restrictions may specify a particular park (or area within the park) where dogs must be kept on a lead at all times, or ban dogs from a beach for specific times of year. At present there are no equivalent powers available to local authorities in Scotland. The Kennel Club works with local authorities and dog owners to highlight the importance of PSPOs and DCOs being necessary and proportionate responses to problems caused by irresponsible dog owners. It is vitally important that local dog owners respond to proposals so that orders reflect their dog walking needs. The Secretary, Mrs CR Kisko, read the notice convening the meeting at 12.30pm and the Chairman, Mr SC Luxmoore, chaired the meeting. The Chairman explained that a single paper ballot would be used for all resolutions requiring a vote and that these would be collected after the final voting item. He introduced independent observers who would oversee the vote. 2. Item 2 on the agenda was the Chairman s introduction. The Kennel Club s new chief financial officer was introduced to the members. The Chairman then gave an update on the current puppy registration figures, Eukanuba Discover Dogs, the world congress of Kennel Clubs, the official openings of the new Kennel Club properties at Emblehope and Aylesbury, the Kennel Club s property portfolio, Question Time events and the Judges Competency Framework. 3. Item 3 on the agenda was a proposal on behalf of the Board, as a Special Resolution, that Kennel Club Article 11. Participation in meetings of the Board be amended as follows: they can each communicate to the others any information or opinions they have on any particular item of the business of the meeting, provided that they may only participate in the meeting by telephone, video conferencing or any other mode of electronic communication with the consent of the Board. Following a comment expressing support from the floor, the members were asked to cast their votes on their ballot papers. 4. Item 4 on the agenda was a proposal on behalf of the Board, as a Special Resolution, that Kennel Club Article 31. Applications for membership 31.2 be amended. The current wording was as follows: The Kennel Club shall consist of Ordinary Members (of whom there shall not be more than 1500 at any one special general meeting report

40 JANUARY kennel club sgm report time), Honorary Life Members, Honorary Members and Overseas Members (of whom there shall not be more than 100 at any one time). Two amendments to the wording of the article were proposed and separately voted upon: 4a. the removal of a maximum number of Ordinary Members, and 4b. an increase to the maximum number of Overseas Members from 100 to 200. Comments both in favour and against each of the proposals were made from the floor. The members were asked to cast their votes on their ballot papers. 5. The Chairman then introduced item 5, which was a proposal on behalf of the Board, as a Special Resolution, that Kennel Club Article 32. Ordinary Members 32.2 be amended as follows: No Voting Member may propose or second more than 3 candidates in any one calendar year and that Upon election the name and address of the Member will be published in the Kennel Club Journal. There were no comments from the floor and the members were asked to cast their votes on their ballot papers. the entrance fee of 50 is payable. The entrance fee is payable by Ordinary Members upon election. and remove the reference to the entrance fee in the subsequent paragraph. Rule A2b was to be renumbered as Rule A3c and to preserve existing A Rule numbering (leaving A2 as Intentionally deleted ). There were no comments from the floor and the members were asked to cast their votes on items 6, 7 and 8 on their ballot papers. 9. Item 9 was a proposal on behalf of the Board, as a Special Resolution, that Kennel Club Article 29. Elections 29.3 be amended to read: New Board candidates and those members of the Board standing for re-election must submit on the form prescribed from time to time by the Board comprehensive biographical notes of no more than 1,000 words which must include a declaration of professional and/or commercial interest in canine affairs. There were no comments from the floor and the members were asked to cast their votes on their ballot papers. 12 The Chairman advised that items 12 to 15 would be presented by Mark Cocozza, chairman of the Finance Committee and invited him to the stage to outline the proposals. Under item 12, Mr Cocozza proposed on behalf of the Board that Kennel Club Rule A(C): Scale of fees 2.Canine Services 2.1 Registrations (a) (i) be amended as follows: Each registered puppy (within 12 months of birth) for non- ABS members Questions were addressed on the inflation rate used in the Kennel Club s calculations and savings and efficiency measures. The members were then asked to cast their votes on their ballot papers. 13. Item 13 was a proposal on behalf of the Board that Kennel Club Rule A(C): Scale of fees 2.Canine Services 2.1 Registrations (a) (ii) be amended as follows: Each registered puppy (within 12 months of birth) for ABS members (ABS denotes Assured er Scheme). There were no comments from the floor and the members were asked to cast their votes on their ballot papers. special general meeting report 6. The Chairman explained that items 6, 7 and 8 were interconnected as they all related to the proposed removal of the entrance fee which is currently in place for newly elected members. Item 6 was a proposal on behalf of the Board, as a Special Resolution, that Kennel Club Article 37. Conditions of membership 37.2 be amended to remove the reference to members paying any entrance fees set by the Kennel Club in general meeting. 7. Item 7 was a proposal on behalf of the Board, as a Special Resolution, that Kennel Club Article 37. Conditions of membership 37.4 be amended to remove the reference to the entrance fees due within 2 months of election. 10. The Chairman then moved to item 10 on the agenda, a proposal on behalf of the Board that Kennel Club Rule A: Membership 1. Rights and Privileges of Members be amended to read: An Ordinary Member s privileges shall include the use of the Club Premises, copies of each publication of the Kennel Club Stud Book, the Kennel Club Year Book, the Kennel Club Records Supplement to the Stud Book, the Kennel Gazette, the Kennel Club Journal and a membership card (non-transferable) entitling the Ordinary Member access to Crufts and Discover Dogs shows and discounts as set by the Kennel Club Board. There were no comments from the floor and the members were asked to cast their votes on their ballot papers. 14. Under item 14, it was proposed on behalf of the Board it will be proposed that Kennel Club Rule A(C): Scale of fees 2.Canine Services 2.1 Registrations (e) be amended as follows: Transfer There were no comments from the floor and the members were asked to cast their votes on their ballot papers. 15. The members were then asked to cast their votes on their ballot papers. 8. Item 8 was a proposal on behalf of the Board that Kennel Club Rule A: Membership 2. Entrance Fee be amended to remove paragraph There shall be an entrance fee for Members amounting to double the annual subscription payable by the Ordinary Members, inclusive of value added tax. For senior YKC Members applying to become Ordinary Members 11. At item eleven, it was proposed on behalf of the Board that a lower household membership fee of 250 per annum (when paid by direct debit) be introduced where two elected members reside at the same address, with reference to Kennel Club Article 37. Conditions of membership Questions were addressed as to whether there were any households with more than two members, and whether the payment could be made as two separate direct debits. The members were then asked to cast their votes on their ballot papers. 16. Under item 16, the Chairman proposed on behalf of the Board it will be proposed that Kennel Club Rule A(C): Scale of fees 4. and Trials 4.1 Show Licences be amended to remove the reference to additional charges for open show licences where there are over three hundred or six hundred classes scheduled. There were no comments from the floor and the members were asked to cast their votes on their ballot papers. The Chairman then advised that item 16 was the final voting item of the day and that the ballet papers would now be collected by the independent scrutineers.

41 JANUARY kennel club sgm report 17. The Chairman moved onto item 17 of the agenda, a discussion item on the composition of the Kennel Club Board to ensure fair representation on the Board. He outlined that the Board wished to consider ways to ensure that there was always an inclusive and proportionate representation on the Board, and also to look more closely at the required skills needed so that the Board could fully represent everyone involved in all canine activities. The discussion included possible ways to ensure that the activity disciplines were represented, and how to encourage more women to stand for election to the Board. Following the discussion, the Chairman stated that notes from the discussion would be taken back to the Board for further consideration. 18. The final item on the agenda was to receive a presentation on the work of the Dog Show Promotion Working Party. The Chairman invited Mark Cocozza, chairman of the working party, to give the presentation. Mr Cocozza advised that the working party had held its final meeting in September 2017 and invited the members to show their appreciation to all of the working party members and everyone who had given their time, experience and expertise over the previous four years. He then outlined the changes that the working party had introduced to retain and enhance the experience for existing customers and attract new owners into dog showing. Following the presentation, a suggestion was made that the Kennel Club considered sponsoring a television programme to increase its exposure, which was noted. The Chairman then announced a short break, whilst the ballot papers from the voting items were counted.
